		<official-title display="yes">To authorize the Secretary of the Interior
		  to lease certain lands within Fort Pulaski National Monument, and for other
		  purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="id0D76D700F014483F8CA63F393B2CC301" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Fort Pulaski National Monument Lease
			 Authorization Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H9CF82C05F5514283B7193420360D43C6" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Lease authorization</header>
			<subsection commented="no" display-inline="no-display-inline" id="H437E37A0ADA549F5BB4A0C328B1341E9"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary of the Interior (referred to
			 in this section as the “Secretary”) may lease to the Savannah Bar Pilots
			 Association, or a successor organization, no more than 30,000 square feet of
			 land and improvements within Fort Pulaski National Monument (referred to in
			 this section as the “Monument”) at the location on Cockspur Island that has
			 been used continuously by the Savannah Bar Pilots Association since
			 1940.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HB45AD24CAA60474BAC2E6265C816EAB7"><enum>(b)</enum><header display-inline="yes-display-inline">Rental fee and proceeds</header>
				<paragraph commented="no" display-inline="no-display-inline" id="HA7E9662DD92A4FAE8C8E914EFF0A336C"><enum>(1)</enum><header display-inline="yes-display-inline">Rental fee</header><text display-inline="yes-display-inline">For the lease authorized by this Act, the
			 Secretary shall require a rental fee based on fair market value adjusted, as
			 the Secretary deems appropriate, for amounts to be expended by the lessee for
			 property preservation, maintenance, or repair and related expenses.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4C2AE00CD08B42CFA16B066E086ECAD0"><enum>(2)</enum><header display-inline="yes-display-inline">Proceeds</header><text display-inline="yes-display-inline">Disposition of the proceeds from the rental
			 fee required pursuant to paragraph (1) shall be made in accordance with section
			 3(k)(5) of <external-xref legal-doc="public-law" parsable-cite="pl/91/383">Public Law 91–383</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/1a">16 U.S.C.
			 1a–2(k)(5)</external-xref>).</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HD8FA1846E8B247ADA4C775B5B59A0316"><enum>(c)</enum><header display-inline="yes-display-inline">Terms and conditions</header><text display-inline="yes-display-inline">A lease entered into under this
			 section—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H53F5F8D7F18F4539A576FD9BA8280C7F"><enum>(1)</enum><text display-inline="yes-display-inline">shall be for a term of no more than 10
			 years and, at the Secretary’s discretion, for successive terms of no more than
			 10 years at a time; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE874C2B634A948A3B04AFC2CAB58E620"><enum>(2)</enum><text display-inline="yes-display-inline">shall include any terms and conditions the
			 Secretary determines to be necessary to protect the resources of the Monument
			 and the public interest.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H6EF4AE8CE8EE48A19288384EC7371E57"><enum>(d)</enum><header display-inline="yes-display-inline">Exemption from applicable law</header><text display-inline="yes-display-inline">Except as provided in section 2(b)(2) of
			 this Act, the lease authorized by this Act shall not be subject to section 3(k)
			 of <external-xref legal-doc="public-law" parsable-cite="pl/91/383">Public Law
			 91–383</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/1a">16 U.S.C. 1a–2(k)</external-xref>) or section 321 of
			 Act of June 30, 1932 (<external-xref legal-doc="usc" parsable-cite="usc/40/1302">40 U.S.C. 1302</external-xref>).</text>
