		<official-title display="yes">To direct the Secretary of Education to
		  establish and administer an awards program recognizing excellence exhibited by
		  public school system employees providing services to students in
		  pre-kindergarten through higher education.</official-title>

		<section id="HBEC4A9D8D1764667A98BB3F001603BC2" section-type="section-one"><enum>1.</enum><header>Definitions and
			 findings</header>
			<subsection id="idE9A75C3103DD40DB8369DA7A53DED58C"><enum>(a)</enum><header>Definitions</header>
				<paragraph id="H57B1D016CF2C40689D7F1D9E07672CD5"><enum>(1)</enum><header>Classified
			 school employee</header><text display-inline="yes-display-inline">In this Act,
			 the term <term>classified school employee</term> means an employee working in
			 any grade from pre-kindergarten through higher education, in any of the
			 following nine occupational specialities:</text>
					<subparagraph id="idDB2B7A306AF54FC9B8CE16841A16287E"><enum>(A)</enum><text display-inline="yes-display-inline">Paraprofessionals.</text>
					</subparagraph><subparagraph id="idCB8A84B255F04A8884D99E0A43C16882"><enum>(B)</enum><text>Clerical and
			 administrative services.</text>
					</subparagraph><subparagraph id="idF3440DAEEB834572820DE91783E3ADE2"><enum>(C)</enum><text>Transportation
			 services.</text>
					</subparagraph><subparagraph id="idEDC924D80D7D4A7FA63BC97FB7DC5D0A"><enum>(D)</enum><text>Food and
			 nutrition services.</text>
					</subparagraph><subparagraph id="id9B5CCE0CCD1C40E2B38F4E66EEB4C2DF"><enum>(E)</enum><text>Custodial and
			 maintenance services.</text>
					</subparagraph><subparagraph id="idD1AAAFFAF9D04EB889B8BE1CEBA4A1F9"><enum>(F)</enum><text>Security
			 services.</text>
					</subparagraph><subparagraph id="idBA81DA59BCE84A7D838CCB80F348ACDF"><enum>(G)</enum><text>Health and
			 student services.</text>
					</subparagraph><subparagraph id="idF5E7F6D18A0844D6AC00DDD9D4CC9378"><enum>(H)</enum><text>Technical
			 services.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idCE3B4633D6C242C4922F3F9CC1879455"><enum>(I)</enum><text>Skilled
			 trades.</text>
					</subparagraph></paragraph><paragraph id="HFE3A36450E134D1AA8BE72BA3BA66C2D"><enum>(2)</enum><header>Other
			 definitions</header><text>The terms used in this Act have the meaning given the
			 terms in section 9101 of the Elementary and Secondary Education Act 1965 (20
			 U.S.C. 7801).</text>
				</paragraph></subsection><subsection id="idCECC2668F55A4F5EB965732402E56427"><enum>(b)</enum><header>Findings</header><text>The
			 Congress finds as follows:</text>
				<paragraph id="H52A57DE468E9406EB305D183346F7FCD"><enum>(1)</enum><text>Classified school
			 employees provide valuable service to public schools in the United
			 States.</text>
				</paragraph><paragraph id="HE0F67BAB5880495592920E796AA6ED0E"><enum>(2)</enum><text>Classified school
			 employees provide essential services, such as transportation, facilities
			 maintenance and operations, food service, safety, and health care.</text>
				</paragraph><paragraph id="H5CA9D62B69A44A9A9F877BB8183F6919"><enum>(3)</enum><text>Classified school
			 employees play a vital role in providing for the welfare and safety of
			 students.</text>
				</paragraph><paragraph id="H7B1145C1CF1D4BFA8C26D6B84D7CCCC4"><enum>(4)</enum><text>Classified school
			 employees strive for excellence in all areas of service to the education
			 community.</text>
				</paragraph><paragraph id="HA87A907E80434F5296E3CF60B3BDBFFD"><enum>(5)</enum><text>Exemplary
			 classified school employees should be recognized for their outstanding
			 contributions to quality education in the United States.</text>
				</paragraph></subsection></section><section id="H915C7BEBBB7940AF88BB8B79167A8B32"><enum>2.</enum><header>Recognition
			 program established</header>
			<subsection id="HD422E225D3A14427B59CCC6A1397E6F7"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary of
			 Education shall establish and administer a national recognition program to be
			 known as the <term>National Classified School Employees of the Year
			 Awards</term>. The purpose of the program shall be to recognize and promote the
			 commitment and excellence exhibited by employees within certain occupational
			 specialties in public schools who provide exemplary service to students in
			 pre-kindergarten through higher education.</text>
			</subsection><subsection id="H1C73FD163D0D46FB9A1890CF6AAD990C"><enum>(b)</enum><header>Occupational
			 specialties</header>
				<paragraph id="H5BADB4037E384DF29FBA0A6F40067ED3"><enum>(1)</enum><header>In
			 general</header><text>The occupational specialties referred to in subsection
			 (a) are the following:</text>
					<subparagraph id="H1184CE669A14451DA957C49383EB1AF0"><enum>(A)</enum><text display-inline="yes-display-inline">Paraprofessionals.</text>
					</subparagraph><subparagraph id="HB450C8B3F039473991E723216CA5D9B6"><enum>(B)</enum><text>Clerical and
			 administrative services.</text>
					</subparagraph><subparagraph id="HC26B2EDB39B443359399020A33B9F3E4"><enum>(C)</enum><text>Transportation
			 services.</text>
					</subparagraph><subparagraph id="HDCAAFA06B7B74E8A98B0ACB8367AB70C"><enum>(D)</enum><text>Food and nutrition
			 services.</text>
					</subparagraph><subparagraph id="HB321F07B62DA49C6BA5D2BEDE2BF424F"><enum>(E)</enum><text>Custodial and
			 maintenance services.</text>
					</subparagraph><subparagraph id="H4620DDD52CAD4BCBA420A95E09323678"><enum>(F)</enum><text>Security
			 services.</text>
					</subparagraph><subparagraph id="HA2251E83A0744D4190B36704D4C00E5D"><enum>(G)</enum><text>Health and student
			 services.</text>
					</subparagraph><subparagraph id="H1E58B795FA34456496F7074437ED1300"><enum>(H)</enum><text>Technical
			 services.</text>
					</subparagraph><subparagraph id="H3AC5693C11E54CBA8DDCD8C3EECEBBBD"><enum>(I)</enum><text>Skilled
			 trades.</text>
					</subparagraph></paragraph><paragraph id="H6029EA750BDF4A7293D03AC01B5E8803"><enum>(2)</enum><header>Number of
			 awards</header><text>Prior to March 31 of each year (beginning with the second
			 calendar year that begins after the date of the enactment of this Act), the
			 Secretary shall select an employee from each occupational specialty described
			 in paragraph (1) to receive an award under the recognition program.</text>
				</paragraph></subsection><subsection id="H1089559A1FDD4A6D9E6AA081F55B2054"><enum>(c)</enum><header>Selection
			 process</header>
				<paragraph id="H36D07FD504144EF39CD38938E7D6DB5F"><enum>(1)</enum><header>Nomination
			 process</header>
					<subparagraph id="idCC2EE97E82354C8CB0490F27419D6C10"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than
			 November 1 of each year (beginning with the first calendar year that begins
			 after the date of the enactment of this Act), the Secretary shall solicit
			 nominations from each occupational specialty described in subsection (b)(1)
			 from the chief State school officer of each State.</text>
					</subparagraph><subparagraph id="idC8D74ADB328C464688DEED7A1ECA611B"><enum>(B)</enum><header>Nomination
			 submissions</header><text display-inline="yes-display-inline">In order for
			 individuals in a State to be eligible to receive recognition under this
			 section, the chief State school officer of the State shall consider nominations
			 submitted by the following:</text>
						<clause id="H2FDEA4899D714921B8199DFE600498F1"><enum>(i)</enum><text>Local educational
			 agencies.</text>
						</clause><clause id="H66F69EE43E9741F780D1815F87096D64"><enum>(ii)</enum><text>School
			 administrators.</text>
						</clause><clause id="H87BDCE21F4104250A8037ABBAFE477E3"><enum>(iii)</enum><text>Professional
			 associations.</text>
						</clause><clause id="HFA38CE373610482ABEA6AB589027F6CE"><enum>(iv)</enum><text>Labor
			 unions.</text>
						</clause><clause id="H55BC31B14D3F44928913887DC5ECEFBC"><enum>(v)</enum><text>Any
			 other group determined appropriate by the Secretary.</text>
						</clause></subparagraph></paragraph><paragraph id="HEE83106FA0B24A22ABE53CE3F0724D38"><enum>(2)</enum><header>Demonstration</header><text>Each
			 chief State school officer of a State who desires individuals in the State to
			 receive recognition under this section shall submit the nominations described
			 in paragraph (1) to the Secretary in such manner as the Secretary may require.
			 Each such nomination shall contain, at a minimum, demonstrations of excellence
			 in the following areas:</text>
					<subparagraph id="HB1752C49141B47628979A70708BC839D"><enum>(A)</enum><text>Work
			 performance.</text>
					</subparagraph><subparagraph id="HBEFD3CCC1F4F4516A0CE84A18A004B68"><enum>(B)</enum><text>School and
			 community involvement.</text>
					</subparagraph><subparagraph id="H0346F588D1FF4D01BD2FFC1E1E5F2EF6"><enum>(C)</enum><text>Leadership and
			 commitment.</text>
					</subparagraph><subparagraph id="H1FE3CDD464E84C41B4CED97896E98EC1"><enum>(D)</enum><text>Local
			 support.</text>
					</subparagraph><subparagraph id="H38A5B7C9CCEC4823B74160AAF8B33833"><enum>(E)</enum><text>Enhancement of
			 classified school employees’ image in the community and schools.</text>
					</subparagraph><subparagraph id="H609179DB31D4481E92554EAC734CF632"><enum>(F)</enum><text>Any other area of
			 superior performance, such as health and safety promotion or efficient use of
			 energy or other resources.</text>
					</subparagraph></paragraph><paragraph id="HF63587609FC24742990CECD8153F9B12"><enum>(3)</enum><header>Selection</header><text>The
			 Secretary shall develop uniform national guidelines for evaluating nominations
			 submitted under paragraph (2) in order to select the most deserving nominees
			 based on the demonstrations made in the areas described in such
			 paragraph.</text>
