		<official-title>To amend the Marsh-Billings-Rockefeller National
		  Historical Park Establishment Act to expand the boundary of the
		  Marsh-Billings-Rockefeller National Historical Park in the State of Vermont,
		  and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Marsh-Billings-Rockefeller
			 National Historical Park Establishment Amendments Act of
			 2010</short-title></quote>.</text>
		</section><section id="id16706D17091E4172BED864260F021D62"><enum>2.</enum><header>Boundary
			 expansion</header><text display-inline="no-display-inline">Section 3 of the
			 Marsh-Billings-Rockefeller National Historical Park Establishment Act (16
			 U.S.C. 410vv–1) is amended by striking subsection (b) and inserting the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="idA834B09B49BD4DFD957E700F5EB800E4" style="OLC">
				<subsection id="id2C46C0A068AF468084DB4C2A11EBA7F0"><enum>(b)</enum><header>Boundaries;
				map</header>
					<paragraph id="id4B395B7F8CE545839B6095CC6312B9B5"><enum>(1)</enum><header>In
				general</header><text>The park shall consist of the following:</text>
						<subparagraph id="id64CBA003FC2E465385F0DA42C4FAA4EF"><enum>(A)</enum><text>A historic zone,
				including the Marsh-Billings-Rockefeller Mansion, surrounding buildings, and a
				portion of the area known as <quote>Mt. Tom</quote>, comprising approximately
				555 acres, as depicted on the map entitled <quote>Marsh-Billings-Rockefeller
				National Historical Park Boundary Map</quote> and dated November 19,
				1991.</text>
						</subparagraph><subparagraph id="id21E14A45B0C64C1997B33F62A3BBDE31"><enum>(B)</enum><text>A protection
				zone, including the areas occupied by the Billings Farm and Museum, comprising
				approximately 88 acres, as depicted on the map entitled
				<quote>Marsh-Billings-Rockefeller National Historical Park Boundary Map</quote>
				and dated November 19, 1991.</text>
						</subparagraph><subparagraph id="id179733CC1E4347DCA3AA852DD1CDC2F5"><enum>(C)</enum><text>The King Farm,
				located in Woodstock, Vermont, comprising approximately 159 acres.</text>
						</subparagraph></paragraph><paragraph id="idCF6B7F1013B14EAF97468A64596BC9E5"><enum>(2)</enum><header>Revised
				map</header><text>As soon as practicable after the date of enactment of the
				Marsh-Billings-Rockefeller National Historical Park Establishment Amendments
				Act of 2010, the Secretary shall prepare a revised map of the park that
				reflects the inclusion of the land described in paragraph (1)(C).</text>
					</paragraph><paragraph id="id4A612F8998A54843B6D9F238C0F7E277"><enum>(3)</enum><header>Availability of
				maps</header><text>The maps described in paragraph (1) and prepared under
				paragraph (2) shall be on file and available for public inspection in the
				appropriate offices of the National Park
				Service.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="id0FB77E4FA1AC457591B2BD3592FE8163"><enum>3.</enum><header>Acquisition of
			 land</header><text display-inline="no-display-inline">Section 4 of the
			 Marsh-Billings-Rockefeller National Historical Park Establishment Act (16
			 U.S.C. 410vv–2) is amended—</text>
			<paragraph id="idAE513FDE67284AAFBF8CF5F69990D774"><enum>(1)</enum><text>in subsection
			 (b)—</text>
				<subparagraph id="id0402C09E44874CA085C40C73C37E7A06"><enum>(A)</enum><text>by striking
			 paragraphs (1) and (2) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="id9DC786B5195F45E9931C65F2EE27A2FB" style="OLC">
						<paragraph id="id1C7E1DB9F98449BEACE0C92A1231FCB0"><enum>(1)</enum><header>In
				general</header><text>Except as provided in paragraph (2), the Secretary may
				acquire land or an interest in land within the boundary of the park by
				donation, purchase with donated or appropriated funds, condemnation, transfer
				from any Federal agency, or exchange.</text>
						</paragraph><paragraph id="idBD84D7CB7EDE4FE385E3043F84CD0F69"><enum>(2)</enum><header>Exception</header><text>Any
				land or interest in land owned by the State of Vermont or a political
				subdivision of the State may be acquired only by
				donation.</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph><subparagraph id="id56C4F85CC2124EE0812045E1902E5400"><enum>(B)</enum><text>in the first
			 sentence of paragraph (3), by striking <quote>(3) The Secretary may</quote> and
			 inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="id7151BA49C23A4782A6C2EF1E3133E3CB" style="OLC">
						<paragraph id="id03123CE3C26C4F8D970E63871E0E864E"><enum>(3)</enum><header>Commercial
				operations</header><text>The Secretary
				may</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="id67032221455C49D8AAA05534000FA221"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id0C2D6B4BE08E4945A587DFCB55FEE4D8" style="OLC">
					<subsection id="id329A71C9DDAF42E286CCC89AF4778E37"><enum>(e)</enum><header>King
				Farm</header><text>On acquisition by the Secretary of the land described in
				section 3(b)(1)(C)—</text>
						<paragraph id="id49BC15EFA72F496982DDA975C2B22BEB"><enum>(1)</enum><text>the acquired land
				shall be added to and administered as part of the park;</text>
						</paragraph><paragraph id="id0BDB608BA603464DB496E44B449D2FCE"><enum>(2)</enum><text>the acquired land
				shall be used for—</text>
							<subparagraph id="idCF70DDD3F6B042A19C4C727317CCE2C2"><enum>(A)</enum><text>agricultural and
				forestry purposes, including the growing and harvesting of crops and trees,
				animal husbandry, and other agricultural operations customary in the State of
				Vermont;</text>
							</subparagraph><subparagraph id="idE1D0D40F3D8848529ACF6B98DC08220D"><enum>(B)</enum><text>conservation
				purposes in a manner that preserves the acquired land in the condition in which
				the acquired land is in on the date of enactment of this subsection, with an
				emphasis on preserving existing open fields; and</text>
							</subparagraph><subparagraph id="id2E971CAF295649B68898A389EEC9601E"><enum>(C)</enum><text>educational
				purposes relating to agriculture, forestry, and conservation activities,
				including the study of natural history;</text>
							</subparagraph></paragraph><paragraph id="idEF9EE21A070944D39010CB36B8753AB8"><enum>(3)</enum><text>the Secretary
				may—</text>
							<subparagraph id="id77A78AE1EA2C4C7786526786BA79136B"><enum>(A)</enum><text>enter into leases
				for the use of the acquired land and any buildings on the acquired land if the
				Secretary determines that the use—</text>
								<clause id="id924AA9A454C94317B5B4277E8F14366E"><enum>(i)</enum><text>is consistent
				with the purposes of this Act; and</text>
								</clause><clause id="id96698D83116C4111B4575DAACEEF8031"><enum>(ii)</enum><text>would contribute
				to the management and programs of the park, including accommodating public use
				and education programs;</text>
								</clause></subparagraph><subparagraph id="idA360EB4CF8114FEBAE8A9AC1D0EA3C57"><enum>(B)</enum><text>repair, replace,
				or improve any buildings and structures on the acquired land; and</text>
							</subparagraph><subparagraph id="id21779294E20946609D6E039FA237C7BE"><enum>(C)</enum><text>construct new
				buildings or structures on the acquired land if the Secretary determines that
				the construction—</text>
								<clause id="id8EA166DB5E584A9F9457A1862EFD76AE"><enum>(i)</enum><text>is necessary for
				the purposes described in paragraph (2); and</text>
								</clause><clause id="idF690886B7F8E496B801EAD51DFBF5D36"><enum>(ii)</enum><text>would be
				consistent with agricultural buildings in existence on the date of enactment of
				this
				subsection.</text>
								</clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="id9D74A32D788E4C12AECD046AB6A06D5D"><enum>4.</enum><header>Cooperative
			 agreements</header><text display-inline="no-display-inline">Section 6 of the
			 Marsh-Billings-Rockefeller National Historical Park Establishment Act (16
			 U.S.C. 410vv–4) is amended by striking subsection (a) and inserting the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="id10BD3B5CBE3C4B78B50A97C3B26BD955" style="OLC">
				<subsection id="id451C05542CFB4E859F895395E03DF8DD"><enum>(a)</enum><header>In
				general</header><text>Notwithstanding any other provision of law, the Secretary
				may enter into cooperative agreements with any person or entity that the
				Secretary determines to be appropriate for the public benefit and purpose of
				the park and Institute programs and activities, including facility and
				landscape rehabilitation and preservation, recreation, planning, research,
				evaluation, interpretation, education, and
				management.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="id2A4BBD7E33474A58BFF9A748A8076B1B"><enum>5.</enum><header>Endowment;
			 donations; conservation study institute</header><text display-inline="no-display-inline">Section 7 of the Marsh-Billings-Rockefeller
			 National Historical Park Establishment Act (16 U.S.C. 410vv–5) is amended to
			 read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="idD255A9AE44D34E4397CC0A35DEC08E8D" style="OLC">
				<section id="id2ACAC132E37A4E999E45F5762D6CEEB9"><enum>7.</enum><header>Endowment;
				donations; conservation study institute</header>
					<subsection id="id46FD24A35468428FA6FB4F30EEC82AFA"><enum>(a)</enum><header>Endowment</header>
						<paragraph id="id6FB5394D1A1B42DE95CEC0C0D764D89E"><enum>(1)</enum><header>In
				general</header><text>In accordance with paragraph (2), the Secretary may
				receive and expend funds from—</text>
							<subparagraph id="id329061A40CFF4EC1ACB88D0EB6958E48"><enum>(A)</enum><text>an endowment to
				be established with the Woodstock Foundation (including successors and assigns
				of the Foundation) (referred to in this Act as the <term>Foundation</term>);
				and</text>
							</subparagraph><subparagraph id="id9F888A127ED6492EA5432E9CE9E21560"><enum>(B)</enum><text>an endowment to
				be established for the King Farm with the Vermont Land Trust (including
				successors and assigns of the Trust) (referred to in this Act as the
				<term>Trust</term>).</text>
							</subparagraph></paragraph><paragraph id="id20DE7052565940B1B08896640A76721C"><enum>(2)</enum><header>Conditions</header>
							<subparagraph id="idE9BFDBA3FF784178BCA830859B5BFC40"><enum>(A)</enum><header>Authorized
				uses</header><text>Amounts from the endowments referred to in paragraph (1)
				shall be expended exclusively as the Foundation or Trust, as applicable, in
				consultation with the Secretary, may designate for—</text>
								<clause id="idCC55076F9E6F4BDAB34AF84138D1CBC1"><enum>(i)</enum><text>with respect to
				the Foundation, the preservation and maintenance of the
				Marsh-Billings-Rockefeller Mansion and any property adjacent to the Mansion;
				and</text>
								</clause><clause id="id01B856D259A0425E8AB92F17F8A6AFB3"><enum>(ii)</enum><text>with respect to
				the Trust, the preservation and maintenance of King Farm and associated
				agriculture, forestry, and conservation education programs.</text>
								</clause></subparagraph><subparagraph id="idBA9957BA56F84DA598B4BBC633215D61"><enum>(B)</enum><header>Limitation on
				use of funds</header><text>No expenditure shall be made under this subsection
				unless the Secretary determines that the expenditure is consistent with the
				purposes of this Act.</text>
							</subparagraph></paragraph></subsection><subsection id="id7CEF8F02D8C348B1AF90D2512735B87F"><enum>(b)</enum><header>Donations</header><text>The
				Secretary may accept donations of funds, property, or services to carry out
				this Act.</text>
					</subsection><subsection id="idE517B6FEAF9747149CE16BCDFFC9E165"><enum>(c)</enum><header>Conservation
				study institute</header>
						<paragraph id="id8113DA8BAD12421A9DE274A992C3FA76"><enum>(1)</enum><header>In
				general</header><text>The Secretary, in collaboration with the University of
				Vermont, may establish at the park a National Park Service Conservation Study
				Institute (referred to in this Act as the <term>Institute</term>).</text>
						</paragraph><paragraph id="id2297C185E8C04B03B7635216765640C6"><enum>(2)</enum><header>Purpose</header><text>The
				purposes of the Institute are—</text>
							<subparagraph id="idFEC5509C33CA45728DF785BCB1CF0665"><enum>(A)</enum><text>to create
				opportunities within the National Park Service to identify and share innovation
				through research, evaluation, and dialogue; and</text>
							</subparagraph><subparagraph id="idAD4D1E84BD184B9E9C566B6C708325CE"><enum>(B)</enum><text>to identify and
				exchange best practices and enhance leadership capacity in the field of
				conservation.</text>
							</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="id164849F1BB2940DFB7F5414F17E06EA4"><enum>6.</enum><header>Management
			 plan</header><text display-inline="no-display-inline">Section 9 of the
			 Marsh-Billings-Rockefeller National Historical Park Establishment Act (16
			 U.S.C. 410vv–7) is amended—</text>
			<paragraph id="idEF0D392F922F43E5BB0853EA6597AE63"><enum>(1)</enum><text>by striking
			 <quote>Not later than</quote> and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="id6966F64EC5794318834CB196AA7AACCA" style="OLC">
					<subsection id="id447E0CD0779E42D882B208287CFDBB0E"><enum>(a)</enum><header>In
				general</header><text>Not later than</text>
					</subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="id50585C1910714B8E90EE8881A51F00FB"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="idA3EAF68340CA4CAE907DA24FF40B4DAE" style="OLC">
					<subsection id="idB1B4939B48784F2A95848187C0AC9BD3"><enum>(b)</enum><header>Revisions</header><text>Not
				later than 3 complete fiscal years after the date of enactment of this
				subsection, the Secretary shall submit to the Committee on Energy and Natural
				Resources of the Senate and the Committee on Natural Resources of the House of
				Representatives a revised general management plan for the
				park.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
