		<legis-type display="yes">A BILL</legis-type>
		<official-title display="yes">To provide for the conveyance of certain
		  Bureau of Land Management land in Mohave County, Arizona, to the Arizona Game
		  and Fish Commission, for use as a public shooting range.</official-title>

	<legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC">
		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Mohave Valley Land Conveyance Act of
			 2010</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="idCDF9B2A0309A4107806B0038BE21617A" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Purposes</header><text display-inline="no-display-inline">The purposes of this Act are—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="id19B8FDFF28A348C5A0E821A2369BA6D2"><enum>(1)</enum><text display-inline="yes-display-inline">to provide a suitable location for the
			 establishment of a centralized, public, multipurpose shooting range in the
			 County; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4A8B08EFF3B8401497A745937FB5A887"><enum>(2)</enum><text display-inline="yes-display-inline">to provide the public with—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="id4430BA86D1BF45F8859B5866BBEDDCF1"><enum>(A)</enum><text display-inline="yes-display-inline">opportunities for education and
			 recreation;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2662D3335BDD48F3AB10B86326B5E97D"><enum>(B)</enum><text display-inline="yes-display-inline">a location for competitive events and
			 marksmanship training; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6B92ABD9B0BF486A98B3E6C17DFDC871"><enum>(C)</enum><text display-inline="yes-display-inline">a location for local law enforcement
			 officers to practice and improve their marksmanship skills so that the officers
			 do not have to leave the area to practice those skills.</text>
				</subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="id83BB973E78024971ABD3F112032AE3C1" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="id1BFA974C97014DB9A5A6F36FD8A7A98A"><enum>(1)</enum><header display-inline="yes-display-inline">Commission</header><text display-inline="yes-display-inline">The term <term>Commission</term> means the
			 Arizona Game and Fish Commission.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6F3DC8430DBD41A5AF22059D0EFE9AFB"><enum>(2)</enum><header display-inline="yes-display-inline">County</header><text display-inline="yes-display-inline">The term <term>County</term> means Mohave
			 County, Arizona.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4835247DBD0E4214BADB929B693E7794"><enum>(3)</enum><header display-inline="yes-display-inline">Federal land</header><text display-inline="yes-display-inline">The term <term>Federal land</term> means
			 the public land in the County, comprising approximately 315 acres as generally
			 depicted on the map entitled <quote>Boundary Cone Road
			 Location</quote><inline-comment display="yes">and dated ___,
			 2010</inline-comment>.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD5248C25142C4EEA9898E45D330E84B7"><enum>(4)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the
			 Secretary of the Interior, acting through the Director of the Bureau of Land
			 Management.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="id983DB2E87C2E4183A29CCDB9819A6EE8" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Conveyance of public land in Mohave County,
			 Arizona</header>
			<subsection commented="no" display-inline="no-display-inline" id="id4A4B54D40D7B4F688D15251C30955ACB"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">As soon as practicable after the date of
			 enactment of this Act, the Secretary shall convey to the Commission all right,
			 title, and interest of the United States in and to the Federal land for use as
			 a public shooting range.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id53B96F646F124825B3B86F6B171D6818"><enum>(b)</enum><header display-inline="yes-display-inline">Applicable law</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idBECF41F22DEF459CAF1EF330118D48CD"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law
			 (including regulations), with respect to the conveyance under subsection (a),
			 the Mohave Valley Shooting Range Environmental Assessment/Plan Amendment Record
			 of Decision dated February 8, 2010, is final and determined to be legally
			 sufficient for the purposes of, but not limited to—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idA5B9E53654164A9EA6D369BC123C0E44"><enum>(A)</enum><text display-inline="yes-display-inline">the <act-name parsable-cite="NEPA69">National Environmental Policy Act of 1969</act-name> (42
			 U.S.C. 4321 et seq.); and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id29D9BC6787344234B02AD54C51FCDEFD"><enum>(B)</enum><text display-inline="yes-display-inline">the National Historic Preservation Act (16
			 U.S.C. 470 et seq.).</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDac5a9df2a2374afab257f8f0eeacddf3"><enum>(2)</enum><header display-inline="yes-display-inline">Treatment of record</header><text display-inline="yes-display-inline">The record of decision referred to in
			 paragraph (1) shall not be subject to judicial review by any court of the
			 United States.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id4D50BB41AD3C45FB9D09B434DB203A1C"><enum>(c)</enum><header display-inline="yes-display-inline">Administrative costs</header><text display-inline="yes-display-inline">If the Commission accepts the conveyance of
			 the Federal land, the Commission shall be responsible for paying all
			 administrative costs necessary for the preparation and completion of any
			 patents of and transfer of title to the Federal land under subsection
			 (a).</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idEFA4F9D6381D4AE18D63C559C33BF684"><enum>(d)</enum><header display-inline="yes-display-inline">Requirement</header><text display-inline="yes-display-inline">The land conveyed under subsection (a)
			 shall be managed by the Commission for recreation or other public purposes,
			 consistent with the Act of June 14, 1926 (commonly known as the
			 <quote>Recreation and Public Purposes Act</quote>) (43 U.S.C. 869 et
			 seq.).</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id1205CA84E3634DE1A99FCCEE58555798"><enum>(e)</enum><header display-inline="yes-display-inline">Reversion</header><text display-inline="yes-display-inline">If the Federal land ceases to be used for
			 public purposes, the Federal land shall, at the option of the Secretary, revert
			 to the United States.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID497b6b8e4ed44f24b8c8476af0ad74ec"><enum>(f)</enum><header display-inline="yes-display-inline">Correction of map errors</header><text display-inline="yes-display-inline">The Secretary may correct any clerical or
			 typographical error in the map referred to in section 3(3).</text>
