		<section commented="no" display-inline="no-display-inline" id="idBEBDAC67CD354A84B2F22739499021A4" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Electric Vehicle Deployment Act of
			 2010</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id826B92F2A55A4FFFA9F5B3AE464FA801" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="ID247d98991f3e486484458b23c72b2970"><enum>(1)</enum><text display-inline="yes-display-inline">the United States is the largest consumer
			 of petroleum in the world, consuming 19,500,000 barrels per day of petroleum
			 products during 2008;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID20445b8dd1c94b22afa482abd87c4747"><enum>(2)</enum><text display-inline="yes-display-inline">high and volatile international oil prices
			 represent a significant and ongoing threat to the economic and national
			 security of the United States;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID965f092aa156408894b0ac849f94f178"><enum>(3)</enum><text display-inline="yes-display-inline">many of the nations on which the United
			 States relies for petroleum supplies or that significantly affect the world
			 petroleum market share neither the national interest nor the values of the
			 United States;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDd0b9cfb9ccac4af7b845a0bba0115e62"><enum>(4)</enum><text display-inline="yes-display-inline">the United States imports more than 50
			 percent of the petroleum needs of the country each day;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDa9239d3f085849d5b059909f4f74953c"><enum>(5)</enum><text display-inline="yes-display-inline">in 2008, the net deficit of the United
			 States in petroleum trade amounted to more than $380,000,000,000, or nearly 60
			 percent of the total trade deficit;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID3e082f3b19104e2494b3356ca856fbf7"><enum>(6)</enum><text display-inline="yes-display-inline">the transportation sector of the United
			 States accounts for over <fraction>2/3</fraction> of total national petroleum
			 consumption and is 94 percent reliant on petroleum;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDceb535fd4dcb4d4a8bec14a2044a59ef"><enum>(7)</enum><text display-inline="yes-display-inline">the electrification of the light-duty
			 vehicle fleet represents a direct pathway to significant reduction in petroleum
			 dependence, because passenger cars and light trucks account for more than 60
			 percent of the transportation petroleum demand and more than 40 percent of
			 total petroleum demand in the United States;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDffce893583ac467b84ee61b66029fd50"><enum>(8)</enum><text display-inline="yes-display-inline">the electrification of the light-duty
			 vehicle fleet promotes national energy security because the electric power
			 sector uses a diverse range of domestic electricity generation sources;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID92564ba5f5ba4b228d8b9a338b38dcc5"><enum>(9)</enum><text display-inline="yes-display-inline">electric drive cars, when running on
			 electric power, produce no tailpipe emissions;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID19a76469f5a547ab9f32997a8ac8c6fb"><enum>(10)</enum><text display-inline="yes-display-inline">the deployment of 700,000 plug-in electric
			 drive vehicles would result in a petroleum savings of approximately 10,000,000
			 barrels per year compared to the annual petroleum consumption as of the date of
			 enactment of this Act;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDffb801c2cf8b4b28aa1a5417ccff1828"><enum>(11)</enum><text display-inline="yes-display-inline">in 2030, the United States could feasibly
			 deploy more than 100,000,000 plug-in electric drive vehicles, which would
			 result in a petroleum savings of more than 1,000,000,000 barrels of petroleum
			 per year and greenhouse gas reductions of over 300,000,000 tons of carbon
			 dioxide compared to the annual petroleum consumption and greenhouse gas
			 emissions as of the date of enactment of this Act; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID7bd7571229b0481a89c1788fd15ce272"><enum>(12)</enum><text display-inline="yes-display-inline">a targeted deployment program for plug-in
			 electric drive vehicles that is focused on competitively selected deployment
			 communities—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="idB31BFB23153C487AB05B3338935477A4"><enum>(A)</enum><text display-inline="yes-display-inline">represents the best opportunity to
			 introduce plug-in electric drive vehicles to the market; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idBA2FD5DE18A6490281CD131C3685E874"><enum>(B)</enum><text display-inline="yes-display-inline">with the information learned from the
			 deployment communities, will—</text>
					<clause commented="no" display-inline="no-display-inline" id="id5865F89A857448BDAC3434DFB4104815"><enum>(i)</enum><text display-inline="yes-display-inline">inform best practices for the wide-scale
			 deployment of plug-in electric drive vehicles; and</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="id2877FC1C0E1D4200A858AA1BA4657738"><enum>(ii)</enum><text display-inline="yes-display-inline">substantially reduce the oil consumption of
			 the United States.</text>
					</clause></subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="ID2ad9c8c760494c43af0a66b237a95450" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="idDF7CDDC6EDAC4C59A30293221DABA484"><enum>(1)</enum><header display-inline="yes-display-inline">Agency</header><text display-inline="yes-display-inline">The term <term>agency</term> has the
			 meaning given the term <term>Executive agency</term> in section 105 of title 5,
			 United States Code.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id79CE34D362354AB699CB8AD249F2A2B9"><enum>(2)</enum><header display-inline="yes-display-inline">Charging infrastructure</header><text display-inline="yes-display-inline">The term <term>charging
			 infrastructure</term> means any property (not including a building or the
			 structural components of a building) if the property is used for the recharging
			 of motor vehicles propelled by electricity, including electrical panel
			 upgrades, wiring, conduit, trenching, pedestals, and related equipment.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idFC4D4E7C6EA5412AAC13BEDA64182E44"><enum>(3)</enum><header display-inline="yes-display-inline">Committee</header><text display-inline="yes-display-inline">The term <term>Committee</term> means the
			 Plug-in Electric Drive Vehicle Technical Advisory Committee established by
			 section 13.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6379D9D807C246B4913ACFCF1AF870EE"><enum>(4)</enum><header display-inline="yes-display-inline">Deployment community</header><text display-inline="yes-display-inline">The term <term>deployment community</term>
			 means a community selected by the Secretary to be part of the targeted plug-in
			 electric drive vehicles deployment communities program under section 5.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID248ddfe1da7a4f5ca914d6049d77023e"><enum>(5)</enum><header display-inline="yes-display-inline">Electric drive vehicle</header><text display-inline="yes-display-inline">The term <term>electric drive
			 vehicle</term> means a vehicle that—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="ID0da5417979e54a50ad50a314598e7bfe"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="id13B24F11B580440F913B92E25FE2F1E4"><enum>(i)</enum><text display-inline="yes-display-inline">is—</text>
						<subclause commented="no" display-inline="no-display-inline" id="id9E3938F378624EA3827DE052CA6A16F4" indent="up1"><enum>(I)</enum><text display-inline="yes-display-inline">a light-duty vehicle (as the term is
			 defined in section 86.1803–01 of title 40, Code of Federal Regulations, as in
			 effect as of the date of enactment of this Act) that draws motive power from a
			 battery with a capacity of at least 4 kilowatt-hours;</text>
						</subclause><subclause commented="no" display-inline="no-display-inline" id="id998306C40E5E45A3A447266EB16E4BC4" indent="up1"><enum>(II)</enum><text display-inline="yes-display-inline">a heavy-duty vehicle (as the term is
			 defined in section 86.1803–01 of title 40, Code of Federal Regulations, as in
			 effect as of the date of enactment of this Act) with a gross vehicle weight
			 rating greater than 8,500 pounds and less than 14,000 pounds that draws motive
			 power from a battery with a capacity of at least 8 kilowatt-hours;</text>
						</subclause><subclause commented="no" display-inline="no-display-inline" id="id2C08A645896646B4AE31DBA90207B433" indent="up1"><enum>(III)</enum><text display-inline="yes-display-inline">a heavy-duty vehicle (as the term is
			 defined in section 86.1803–01 of title 40, Code of Federal Regulations, as in
			 effect as of the date of enactment of this Act) with a gross vehicle weight
			 rating greater than 14,000 pounds and less than 33,000 pounds that draws motive
			 power from a battery with a capacity of at least 15 kilowatt-hours; or</text>
						</subclause><subclause commented="no" display-inline="no-display-inline" id="id10372CAD128F49498659A277AB6A2A6B" indent="up1"><enum>(IV)</enum><text display-inline="yes-display-inline">a heavy-duty vehicle (as the term is
			 defined in section 86.1803–01 of title 40, Code of Federal Regulations, as in
			 effect as of the date of enactment of this Act) with a gross vehicle weight
			 rating greater than 33,000 pounds that draws motive power from a battery with a
			 capacity of at least 20 kilowatt-hours; and</text>
						</subclause></clause><clause commented="no" display-inline="no-display-inline" id="id613C4693E34440019E5F0A7F99B5B01E" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">can be recharged from an external source of
			 electricity for motive power; or</text>
					</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID2d12b21039e147c2a5719dd50c291a10"><enum>(B)</enum><text display-inline="yes-display-inline">is a motor vehicle (as the term is defined
			 in section 216 of the Clean Air Act (42 U.S.C. 7550)) that draws motive power
			 from a fuel cell (as the term is defined in section 803 of the Spark M.
			 Matsunaga Hydrogen Act of 2005 (42 U.S.C. 16152)).</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4ABB8C83443B4714A225FB76B91A332F"><enum>(6)</enum><header display-inline="yes-display-inline">Electric utility</header><text display-inline="yes-display-inline">The term <term>electric utility</term> has
			 the meaning given the term in section 3 of the Public Utility Regulatory
			 Policies Act of 1978 (16 U.S.C. 2602).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1f9e3b181d1a4965ba7f73bf8f80057a"><enum>(7)</enum><header display-inline="yes-display-inline">Federal-aid system of
			 highways</header><text display-inline="yes-display-inline">The term
			 <term>Federal-aid system of highways</term> means a highway system described in
			 section 103 of title 23, United States Code.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id41F98DAE9089441CAC9E709C37CFE3E2"><enum>(8)</enum><header display-inline="yes-display-inline">Plug-in electric drive vehicle</header>
				<subparagraph commented="no" display-inline="no-display-inline" id="id20C3E232C3BB45BF8D27FDB72B0CB735"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The term <term>plug-in electric drive
			 vehicle</term> has the meaning given the term in section 131(a)(5) of the
			 Energy Independence and Security Act of 2007 (42 U.S.C. 17011(a)(5)).</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9DB11742574B44A0BCC473AFFA0E643E"><enum>(B)</enum><header display-inline="yes-display-inline">Inclusions</header><text display-inline="yes-display-inline">The term <term>plug-in electric drive
			 vehicle</term> includes—</text>
					<clause commented="no" display-inline="no-display-inline" id="idEE8D6D5268AF49928FF8520DF574E145"><enum>(i)</enum><text display-inline="yes-display-inline">a low speed plug-in electric drive vehicles
			 that meet the Federal Motor Vehicle Safety Standards described in section
			 571.500 of title 49, Code of Federal Regulations (or successor regulations);
			 and</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="id9D07E2FD3444423CAE10F4355F00668E"><enum>(ii)</enum><text display-inline="yes-display-inline">any other motor vehicles that can be
			 recharged from an external source of motive power and that is authorized to
			 travel on the Federal-aid system of highways.</text>
					</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF3FA4B12719A4ECC8BABB67D297442C8"><enum>(9)</enum><header display-inline="yes-display-inline">Prize</header><text display-inline="yes-display-inline">The term <term>Prize</term> means the
			 Advanced Batteries for Tomorrow Prize established by section 10.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id98D53D211D3A431281EC432D273EDB77"><enum>(10)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the
			 Secretary of Energy.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4E92B9E87C8E407A98B42E96B30B522C"><enum>(11)</enum><header display-inline="yes-display-inline">Task Force</header><text display-inline="yes-display-inline">The term <term>Task Force</term> means the
			 Plug-in Electric Drive Vehicle Interagency Task Force established by section
			 14.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="idAE4FAE6B04A84C18A7F01D07EA33DE39" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">National Electric Drive Vehicle Deployment
			 Program</header>
			<subsection commented="no" display-inline="no-display-inline" id="idB2AD9A8460FF4FFEAD0AC6BF1A391AB4"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">There is established within the Department
			 of Energy a national electric drive vehicle deployment program.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id15CC3E6B971649F7973CD61EF16DF688"><enum>(b)</enum><header display-inline="yes-display-inline">National plan</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idA3BB1722E02942C1A1FE854A1180B2D4"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of
			 enactment of this Act, the Secretary shall develop a national plan for electric
			 drive vehicle deployment that includes—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id84A602EB7DC842D7B84CBC3378811511"><enum>(A)</enum><text display-inline="yes-display-inline">an assessment of the maximum feasible
			 deployment of plug-in electric drive vehicles by 2020 and 2030;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5724CAD030114AE2A823822B2E208C6C"><enum>(B)</enum><text display-inline="yes-display-inline">the establishment of national goals for
			 market penetration of plug-in electric drive vehicles by 2020 and 2030;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id93F73228B51A4752BB25E7B0B0633F06"><enum>(C)</enum><text display-inline="yes-display-inline">a plan for using the successes and barriers
			 to deployment identified by the deployment communities program established
			 under section 5 to prepare communities across the nation for the rapid
			 deployment of plug-in electric drive vehicles that includes—</text>
						<clause commented="no" display-inline="no-display-inline" id="idD7D75EFA08794191B0186B4BC1B91E5B"><enum>(i)</enum><text display-inline="yes-display-inline">measures that communities not selected as
			 deployment communities should implement to prepare for electric drive vehicle
			 deployment; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id3EE0494F6D864D989B1859443B028E29"><enum>(ii)</enum><text display-inline="yes-display-inline">any recommendations to the President or
			 Congress on the manner in which the Federal Government can assist communities
			 not selected as deployment communities in preparing for electric vehicle
			 deployment—</text>
							<subclause commented="no" display-inline="no-display-inline" id="id257D95EBF365402EA1C66F91CEA2EC7C"><enum>(I)</enum><text display-inline="yes-display-inline">to support national plug-in electric drive
			 vehicle deployment; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="id389B28FC8D654449AAF2E54B3CBDDADA"><enum>(II)</enum><text display-inline="yes-display-inline">to benefit from the lessons learned by
			 targeted electric drive vehicle deployment communities;</text>
							</subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0D717E0EC70145139803954BCBC8E933"><enum>(D)</enum><text display-inline="yes-display-inline">a plan for providing technical assistance
			 to communities across the United States to prepare for plug-in electric drive
			 vehicle deployment; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id848F6F20CACC482C8F3F38A9E9154816"><enum>(E)</enum><text display-inline="yes-display-inline">in consultation with the Task Force, any
			 recommendations to the President and to Congress for changes in Federal
			 programs (including laws, regulations, and guidelines)—</text>
						<clause commented="no" display-inline="no-display-inline" id="idEDF1AF941E03435F9F91DFDA5A8EAFBD"><enum>(i)</enum><text display-inline="yes-display-inline">to better promote the deployment of plug-in
			 electric drive vehicles; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idEA6625A53A2C4D81A723F17314D018AB"><enum>(ii)</enum><text display-inline="yes-display-inline">to reduce barriers to the deployment of
			 plug-in electric drive vehicles.</text>
						</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idBC16FF3789C74E5E844BACD2CCBA4F3C"><enum>(2)</enum><header display-inline="yes-display-inline">Updates</header><text display-inline="yes-display-inline">The Secretary shall use market data and
			 information from the targeted electric drive vehicle deployment communities
			 program established under section 5 to regularly update the plan to reflect
			 real world market conditions.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id92D1586DFB07494EAD07613FD086DE5F"><enum>(c)</enum><header display-inline="yes-display-inline">Technical assistance</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id832B0E27FFE9448BB02694FC68E3B3AA"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">In carrying out this section, the Secretary
			 shall provide, at the request of the applicable local elected official,
			 technical assistance to communities to assist with the deployment of plug-in
			 electric drive vehicles.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2FD4DD301B554A99A07E1D8B3534A1A5"><enum>(2)</enum><header display-inline="yes-display-inline">Priority</header><text display-inline="yes-display-inline">In providing technical assistance under
			 this subsection, the Secretary shall give priority to—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id754EFBAF81D8415E8754A35EA7DF35AD"><enum>(A)</enum><text display-inline="yes-display-inline">communities that—</text>
						<clause commented="no" display-inline="no-display-inline" id="id88D94C129A5949B88BBEF6CE0DD88B81"><enum>(i)</enum><text display-inline="yes-display-inline">applied to participate in the program
			 described in section 5 but were not selected to be deployment communities;
			 and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id924530BB4D0E44C89358169527897CBE"><enum>(ii)</enum><text display-inline="yes-display-inline">submitted applications that were evaluated
			 as the most worthy of selection based on criteria established by the
			 Secretary;</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id48F5E1B38B5C4E929FD0A44FC9E12476"><enum>(B)</enum><text display-inline="yes-display-inline">communities that have established the most
			 engaged partnerships among stakeholders, including, at a minimum—</text>
						<clause commented="no" display-inline="no-display-inline" id="id5BEAFA47BEB2443CAC65841DACF21435"><enum>(i)</enum><text display-inline="yes-display-inline">elected and appointed officials from each
			 of the participating State, local, and tribal governments;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id0D80302AFC3D45149F7537C7430E45DA"><enum>(ii)</enum><text display-inline="yes-display-inline">all relevant generators and distributors of
			 electricity;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id91421F3EA1954C90B84C3338AEB71274"><enum>(iii)</enum><text display-inline="yes-display-inline">public utility commissions;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idE433FB8F660643DA905698AF2BAA5659"><enum>(iv)</enum><text display-inline="yes-display-inline">departments of public works and
			 transportation;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id87B6C2A963BC43BFB3FB43C882EBF225"><enum>(v)</enum><text display-inline="yes-display-inline">owners and operators of property that will
			 be essential to the deployment of a sufficient level of publicly available
			 charging infrastructure (including privately owned parking lots or
			 structures);</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id1D632608D487470FA688E389FC56F699"><enum>(vi)</enum><text display-inline="yes-display-inline">plug-in electric drive vehicle
			 manufacturers or retailers;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idD3B188BB502F481CB552EB83283C27D3"><enum>(vii)</enum><text display-inline="yes-display-inline">third-party providers of charging
			 infrastructure or services;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id52891A0C93384B01AFF9A0FBD09F198A"><enum>(viii)</enum><text display-inline="yes-display-inline">owners of any major fleet that will
			 participate in the program;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id839D64B4DEEF4287AD17CF12DDD92726"><enum>(ix)</enum><text display-inline="yes-display-inline">as appropriate, owners and operators of
			 regional electric power distribution and transmission facilities; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idF0A8846DB1E14966A3745B4268E0E3B7"><enum>(x)</enum><text display-inline="yes-display-inline">other existing community coalitions
			 recognized by the Department of Energy; and</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6B22061650064628947A1B602674734F"><enum>(C)</enum><text display-inline="yes-display-inline">communities that have best demonstrated
			 that the public is likely to embrace plug-in electric drive vehicles.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idB59FB57EF1EC4BB095AA421F0728DACA"><enum>(d)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">The Secretary shall submit biennially to
			 the appropriate committees of Congress a report on the progress made in
			 implementing the national plan described in subsection (b) that
			 includes—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id6430693324C84482BA8F38B433473B5F"><enum>(1)</enum><text display-inline="yes-display-inline">a description of the progress made by the
			 technical assistance program under subsection (c); and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9C1AB2E48DE442B49550B6767FAAB3D1"><enum>(2)</enum><text display-inline="yes-display-inline">any updated recommendations of the
			 Secretary for changes in Federal programs to promote the purposes of this
			 section.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idEF8BA34CAC764DC783779267792596E3"><enum>(e)</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated to carry out this section $10,000,000 for fiscal
			 years 2011 through 2016.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="id60F505B1086D4DA3BD308CD33461A2FF" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Targeted Electric Drive Vehicle Deployment
			 Communities Program</header>
			<subsection commented="no" display-inline="no-display-inline" id="ID74d2f5759bb4489fac28449c6d263fb2"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idFDD9B06133A649D98691E50F36F5FC0D"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">There is established within the national
			 electric drive deployment program established under section 4 a targeted
			 electric drive vehicle deployment communities program (referred to in this
			 section as the <quote>Program</quote>).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDeeb72bc90f3f4d35a9efbb75ddc7ad69"><enum>(2)</enum><header display-inline="yes-display-inline">Phase 1</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="idD0F6D8E1E2DC4013A819D55CD9E665AE"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall establish a competitive
			 process to select at least 5 and not more than 15 phase 1 deployment
			 communities for the Program.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID0897b6e82548403b95bc13ac2efe75b4"><enum>(B)</enum><header display-inline="yes-display-inline">Eligible entities</header><text display-inline="yes-display-inline">In selecting participants for the Program
			 under paragraph (1), the Secretary shall only consider applications submitted
			 by State, tribal, or local government entities (or groups of State, tribal, or
			 local government entities).</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idECAA235EF7114826876B43671E780B92"><enum>(C)</enum><header display-inline="yes-display-inline">Selection</header><text display-inline="yes-display-inline">Not later than 1 year after the date of
			 enactment of this Act, the Secretary shall select the phase 1 deployment
			 communities under this paragraph.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC873C2FE053F4C6FBE360CB32E0BD036"><enum>(D)</enum><header display-inline="yes-display-inline">Termination</header><text display-inline="yes-display-inline">Phase 1 of the Program shall be carried out
			 for a 5-year period beginning on the date funding under this Act is first
			 provided to the deployment community.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID7fad753a13be4d97882a664330be5fb5"><enum>(3)</enum><header display-inline="yes-display-inline">Phase 2</header><text display-inline="yes-display-inline">Not later than 5 years after the date of
			 enactment of this Act, the Secretary shall submit to Congress a report that
			 analyzes the success of phase I and, if, based on the phase I analysis, the
			 Secretary determines that a phase II program is warranted, makes
			 recommendations and describes a plan for phase II, including—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID215365a17e4e4638920b6a42887a5f2e"><enum>(A)</enum><text display-inline="yes-display-inline">recommendations regarding—</text>
						<clause commented="no" display-inline="no-display-inline" id="id9D19458D6E2648A4AFC62B156749E0C3"><enum>(i)</enum><text display-inline="yes-display-inline">the number of additional deployment
			 communities that should be selected;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idCB5BF6EFB44848658163631729C3CFFA"><enum>(ii)</enum><text display-inline="yes-display-inline">the manner in which criteria for selection
			 should be updated;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id51C3CC6656E64E23B2367F89A77266F1"><enum>(iii)</enum><text display-inline="yes-display-inline">the manner in which incentive structures
			 for phase 2 deployment should be changed; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDa6f4a462661249628f672bf8c2715df7"><enum>(iv)</enum><text display-inline="yes-display-inline">whether other forms of onboard energy
			 storage for electric drive vehicles should be included in phase 2; and</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE775510EF65749838AC485DED93B378E"><enum>(B)</enum><text display-inline="yes-display-inline">a request for appropriations to implement
			 phase 2 of the Program.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID95ad1f4d92884eb8833d64eb475437cc"><enum>(b)</enum><header display-inline="yes-display-inline">Goals</header><text display-inline="yes-display-inline">The goals of the Program are—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID0ee115e4aa934da98ca04c7a85acedf3"><enum>(1)</enum><text display-inline="yes-display-inline">to facilitate the rapid deployment of
			 plug-in electric drive vehicles, including—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idFD518B8A070D4EE9A8AC71FB47861599"><enum>(A)</enum><text display-inline="yes-display-inline">the deployment of 700,000 plug-in electric
			 drive vehicles in phase 1 in the deployment communities selected under
			 paragraph (2);</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id25AECF877F614010943809499845469B"><enum>(B)</enum><text display-inline="yes-display-inline">the near-term achievement of significant
			 market penetration in deployment communities; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDe622a5687e7e4e8d8133ab1cca807899"><enum>(C)</enum><text display-inline="yes-display-inline">the achievement of significant market
			 penetration nationally;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID0e004eaede734f3cb1bea37be6ae8138"><enum>(2)</enum><text display-inline="yes-display-inline">to establish models for the rapid
			 deployment of plug-in electric drive vehicles nationally, including for the
			 deployment of residential and publicly available charging
			 infrastructure;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID77f41085d8444fa2b6735dacf0d630f6"><enum>(3)</enum><text display-inline="yes-display-inline">to increase consumer knowledge and
			 acceptance of plug-in electric drive vehicles;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID523c7e18242b4122a75c7da9edd69ef5"><enum>(4)</enum><text display-inline="yes-display-inline">to encourage the innovation and investment
			 necessary to achieve mass market deployment of plug-in electric drive
			 vehicles;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDba72e0edf0884127be9bfbd618599ee4"><enum>(5)</enum><text display-inline="yes-display-inline">to demonstrate the integration of plug-in
			 electric drive vehicles into electricity distribution systems and the larger
			 electric grid while maintaining grid system performance and reliability;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDf0855774b1d547f980d3e160f18f9d44"><enum>(6)</enum><text display-inline="yes-display-inline">to demonstrate protocols and communication
			 standards that facilitate vehicle integration into the grid and provide
			 seamless charging for consumers traveling through multiple utility distribution
			 systems;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDa02375ceb119432ca2cfd05e6f46c886"><enum>(7)</enum><text display-inline="yes-display-inline">to investigate differences among deployment
			 communities and to develop best practices for implementing vehicle
			 electrification in various communities, including best practices for planning
			 for and facilitating the construction of residential and publicly available
			 infrastructure to support plug-in electric drive vehicles;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID47c02457ff3749bfa62b24976b5111bb"><enum>(8)</enum><text display-inline="yes-display-inline">to collect comprehensive data on the
			 purchase and use of plug-in electric vehicles to inform best practices for
			 rapidly deploying plug-in electric drive vehicles in other locations, including
			 for the installation of charging infrastructure; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1ffcf0c9fdbc485e9fde366a4ac52fcc"><enum>(9)</enum><text display-inline="yes-display-inline">to reduce and displace petroleum use and
			 reduce greenhouse gas emissions by accelerating the deployment of plug-in
			 electric drive vehicles in the United States.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID7028085563b8413f8f59d9a94723c6cd"><enum>(c)</enum><header display-inline="yes-display-inline">Phase 1 deployment community selection
			 criteria</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id1C8F6BD42A23450FBFC911111535288A"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall ensure, to the maximum
			 extent practicable, that selected deployment communities in phase 1 serve as
			 models of deployment for various communities across the United States.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id57D4647014BF4982BBC15A6367AB3444"><enum>(2)</enum><header display-inline="yes-display-inline">Selection</header><text display-inline="yes-display-inline">In selecting communities under this
			 section, the Secretary—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id5714026FD3014C3DA16574E74129F0B3"><enum>(A)</enum><text display-inline="yes-display-inline">shall ensure, to the maximum extent
			 practicable, that—</text>
						<clause commented="no" display-inline="no-display-inline" id="ID663d1698a34c49b5b1b9c2b8bbfb032f"><enum>(i)</enum><text display-inline="yes-display-inline">the combination of selected communities is
			 diverse in population, demographics, urban and suburban composition, typical
			 commuting patterns, climate, type of utility (including regulated, municipal,
			 cooperative, and vertically integrated utilities), and geography;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID55ee1b9017b84f5ab60d1d07079aea3c"><enum>(ii)</enum><text display-inline="yes-display-inline">at least 1 community selected has a
			 population of less than 125,000;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID4cbf944e252a4d73b67648c7340516d1"><enum>(iii)</enum><text display-inline="yes-display-inline">each deployment community will achieve
			 significant market penetration; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDcc86bfe4012449eba20f113d58f2ced4"><enum>(iv)</enum><text display-inline="yes-display-inline">the deployment communities present a strong
			 opportunity for replication in other communities across the United
			 States;</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDa9775aaf9ea4422a9b63cc412091645d"><enum>(B)</enum><text display-inline="yes-display-inline">is encouraged to select a combination of
			 deployment communities that includes multiple models or approaches for
			 deploying plug-in electric drive vehicles that the Secretary believes are
			 reasonably likely to be effective, including multiple approaches to the
			 deployment of charging infrastructure; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID460796d2fb5344a6b9978ffca0a360e1"><enum>(C)</enum><text display-inline="yes-display-inline">in addition to the criteria described in
			 subparagraph (A), may give preference to applicants proposing a greater
			 non-Federal cost share.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0050C843A03144C1BAC3F27540FCCCFE"><enum>(3)</enum><header display-inline="yes-display-inline">Criteria</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="id469DC61FEB0D49669973A0A9160D2235"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 120 days after the date of
			 enactment of this Act, the Secretary shall publish criteria for the selection
			 of deployment communities that include requirements that applications be
			 submitted by a State, tribal, or local government entity (or groups of State,
			 tribal, or local government entities).</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID02ea62732d7c4902973463d123739a84"><enum>(B)</enum><header display-inline="yes-display-inline">Application requirements</header><text display-inline="yes-display-inline">The criteria published by the Secretary
			 under subparagraph (A) shall include application requirements that, at a
			 minimum, include—</text>
						<clause commented="no" display-inline="no-display-inline" id="idC3FBCB9EB6B74B47987624F38B790D1F"><enum>(i)</enum><text display-inline="yes-display-inline">goals for—</text>
							<subclause commented="no" display-inline="no-display-inline" id="idA7880E12218840F4B8BD3CE4B085A3D8"><enum>(I)</enum><text display-inline="yes-display-inline">the number of plug-in electric drive
			 vehicles to be deployed in the community;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="id23BC16BE53FA4985975A09E4876F0D32"><enum>(II)</enum><text display-inline="yes-display-inline">the expected percentage of light-duty
			 vehicle sales that would be sales of plug-in electric drive vehicles;
			 and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="id0179F214197D4779A1C615C1E6E1873E"><enum>(III)</enum><text display-inline="yes-display-inline">the adoption of plug-in electric drive
			 vehicles (including medium- or heavy-duty vehicles) in private and public
			 fleets during the 5-year duration of the Program;</text>
							</subclause></clause><clause commented="no" display-inline="no-display-inline" id="IDd3561d23ea48442a86444d9e7b2ea932"><enum>(ii)</enum><text display-inline="yes-display-inline">evidence that—</text>
							<subclause commented="no" display-inline="no-display-inline" id="idCC967D27DC7C44F7AD23E519077A07FB"><enum>(I)</enum><text display-inline="yes-display-inline">the public is likely to embrace plug-in
			 electric drive vehicles; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="IDfc3f815f47ce4147804defe2d91273f6"><enum>(II)</enum><text display-inline="yes-display-inline">automobile manufacturers and dealers will
			 be able to provide and service the targeted number of plug-in electric drive
			 vehicles in the community for the duration of the program;</text>
							</subclause></clause><clause commented="no" display-inline="no-display-inline" id="ID9d05d14fed6843339bc0b85d937e5158"><enum>(iii)</enum><text display-inline="yes-display-inline">clearly defined geographic boundaries of
			 the proposed deployment area;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDc818e63cb08f4215a1e721ce8ea31049"><enum>(iv)</enum><text display-inline="yes-display-inline">a community deployment plan for the
			 deployment of plug-in electric drive vehicles, charging infrastructure, and
			 services in the deployment community;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID6591481d518f4670904155b3eec051b2"><enum>(v)</enum><text display-inline="yes-display-inline">assurances that a majority of the vehicle
			 deployments anticipated in the plan will be for personal vehicles authorized to
			 travel on the United States Federal-aid system of highways, but may also
			 include—</text>
							<subclause commented="no" display-inline="no-display-inline" id="idD009252E32E041C5ACAF4A132A77D929"><enum>(I)</enum><text display-inline="yes-display-inline">private or public sector plug-in electric
			 drive fleet vehicles;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="ID5fba1fe48adb406894061559be45ddf7"><enum>(II)</enum><text display-inline="yes-display-inline">medium- and heavy-duty hybrid
			 vehicles;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="ID11d81f9327c6472a8cfc25782d688e7f"><enum>(III)</enum><text display-inline="yes-display-inline">low speed plug-in electric drive vehicles
			 that meet Federal Motor Vehicle Safety Standards described in section 571.500
			 of title 49, Code of Federal Regulations; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="IDf32bbe272e4949c1b21b9d4ec709e0f4"><enum>(IV)</enum><text display-inline="yes-display-inline">any other plug-in electric drive vehicle
			 authorized to travel on the United States Federal-aid system of highways;
			 and</text>
							</subclause></clause><clause commented="no" display-inline="no-display-inline" id="ID47f48294efad4418a001941c0a5ec132"><enum>(vi)</enum><text display-inline="yes-display-inline">any other merit-based criteria, as
			 determined by the Secretary.</text>
						</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6f2735b4c2334acd983be9ff43c4cf98"><enum>(4)</enum><header display-inline="yes-display-inline">Community deployment plans</header><text display-inline="yes-display-inline">Plans for the deployment of plug-in
			 electric drive vehicles shall include—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id535E15136FA54843AA71D8E5628F9FE1"><enum>(A)</enum><text display-inline="yes-display-inline">a proposed level of cost sharing in
			 accordance with subsection (d)(2)(C);</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID55cea7e2e5de4e80bbae57b98c1d2042"><enum>(B)</enum><text display-inline="yes-display-inline">documentation demonstrating a substantial
			 partnership with relevant stakeholders, including—</text>
						<clause commented="no" display-inline="no-display-inline" id="ID5c91f997af5747479e415ab1bf132274"><enum>(i)</enum><text display-inline="yes-display-inline">a list of stakeholders that
			 includes—</text>
							<subclause commented="no" display-inline="no-display-inline" id="ID3ddf17c54ecc4837af2dac6a3d9fa041"><enum>(I)</enum><text display-inline="yes-display-inline">elected and appointed officials from each
			 of the participating State, local, and tribal governments;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="IDeade4bf3a61d473d98bd81fb400a9571"><enum>(II)</enum><text display-inline="yes-display-inline">all relevant generators and distributors of
			 electricity;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="IDfdc398e5e9c84046b6aab50ac3621c87"><enum>(III)</enum><text display-inline="yes-display-inline">State utility regulatory
			 authorities;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="ID2b1bdb01f8374ea2834abea0fdfbc1f5"><enum>(IV)</enum><text display-inline="yes-display-inline">departments of public works and
			 transportation;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="ID7aab1840814d48ddb04c84888930a987"><enum>(V)</enum><text display-inline="yes-display-inline">owners and operators of property that will
			 be essential to the deployment of a sufficient level of publicly available
			 charging infrastructure (including privately owned parking lots or
			 structures);</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="ID6ed7693ffe894cee8459d4846aa73bcb"><enum>(VI)</enum><text display-inline="yes-display-inline">plug-in electric drive vehicle
			 manufacturers or retailers;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="IDbf763e32c20948be85b4e239d6bf7c00"><enum>(VII)</enum><text display-inline="yes-display-inline">third-party providers of charging
			 infrastructure or services;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="ID46845e7c06384e81a35c0a90dd3d73b1"><enum>(VIII)</enum><text display-inline="yes-display-inline">owners of any major fleet that will
			 participate in the program;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="IDe29e4062efd2444cb5176fc93a1aaf71"><enum>(IX)</enum><text display-inline="yes-display-inline">as appropriate, owners and operators of
			 regional electric power distribution and transmission facilities; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="ID25975317dfe442bf85706431b0f29a55"><enum>(X)</enum><text display-inline="yes-display-inline">as appropriate, other existing community
			 coalitions recognized by the Department of Energy;</text>
							</subclause></clause><clause commented="no" display-inline="no-display-inline" id="ID4686a37b556f48a6b8746cfaa82d8aec"><enum>(ii)</enum><text display-inline="yes-display-inline">evidence of the commitment of the
			 stakeholders to participate in the partnership;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID506b197fe64c4f59b5aaf8024f0e112d"><enum>(iii)</enum><text display-inline="yes-display-inline">a clear description of the role and
			 responsibilities of each stakeholder; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID276b76308c8e4901802d93565d1fd37a"><enum>(iv)</enum><text display-inline="yes-display-inline">a plan for continuing the engagement and
			 participation of the stakeholders, as appropriate, throughout the
			 implementation of the deployment plan;</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID03acf08235c74cdfa07b09fad1d42beb"><enum>(C)</enum><text display-inline="yes-display-inline">a description of the number of plug-in
			 electric drive vehicles anticipated to be plug-in electric drive personal
			 vehicles and the number of plug-in electric drive vehicles anticipated to be
			 privately owned fleet or public fleet vehicles;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID486d51e68a27466d8d487763d1e8b544"><enum>(D)</enum><text display-inline="yes-display-inline">a plan for deploying residential and
			 publicly available charging infrastructure, including—</text>
						<clause commented="no" display-inline="no-display-inline" id="IDd29a85c6543e4dca8e4df2c5c0a8e58c"><enum>(i)</enum><text display-inline="yes-display-inline">an assessment of the number of consumers
			 who will have access to private residential charging infrastructure;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID2413aea2beb2409e8670074706f86402"><enum>(ii)</enum><text display-inline="yes-display-inline">an approach for accommodating residents who
			 are not able to charge vehicles at the place of residence;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id635DBA5B2DC147D6A19C6B65F7565AC5"><enum>(iii)</enum><text display-inline="yes-display-inline">a plan for ensuring that the charging
			 infrastructure be able to send and receive the information needed to interact
			 with the grid and be compatible with smart grid technologies to the extent
			 appropriate;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID22f6f9f032434cbb8820c245604357d4"><enum>(iv)</enum><text display-inline="yes-display-inline">an estimate of how many charging stations
			 will be needed and where to locate the stations;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDdffcb3ff506d447fa47d459912b24fbf"><enum>(v)</enum><text display-inline="yes-display-inline">a plan for how much publicly available
			 charging infrastructure will be privately funded or located on private
			 property; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID51306ac2cc1147ab83e29b88b39dcb45"><enum>(vi)</enum><text display-inline="yes-display-inline">a description of equipment to be deployed,
			 including assurances that, to the maximum extent practicable, equipment to be
			 deployed will meet open, nonproprietary standards for connecting to plug-in
			 electric drive vehicles that are either—</text>
							<subclause commented="no" display-inline="no-display-inline" id="IDdbb9a9adb0a44bb38f057ce6b4eb8eee"><enum>(I)</enum><text display-inline="yes-display-inline">commonly accepted by industry at the time
			 the equipment is being acquired; or</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="IDe8b8d40ef2ac445f9b66291d7ebd3fab"><enum>(II)</enum><text display-inline="yes-display-inline">meet the standards developed by the
			 Director of the National Institute of Standards and Technology under section
			 1305 of the Energy Independence and Security Act of 2007 (42 U.S.C.
			 17385);</text>
							</subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID55240e93bbcf4f30963cae4b4f7e0382"><enum>(E)</enum><text display-inline="yes-display-inline">a plan for effective marketing of plug-in
			 electric drive vehicles, charging services, and infrastructure;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID385388ba193f4de291638b183f9abcdc"><enum>(F)</enum><text display-inline="yes-display-inline">descriptions of updated building codes (or
			 a plan to update building codes before or during the grant period) to include
			 charging infrastructure or dedicated circuits for charging infrastructure, as
			 appropriate, in new construction and major renovations;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDcd702b8d500d401885db30e62ec1c3e1"><enum>(G)</enum><text display-inline="yes-display-inline">descriptions of updated construction
			 permitting or inspection processes (or a plan to update construction permitting
			 or inspection processes) to allow for expedited installation of charging
			 infrastructure for purchasers of plug-in electric drive vehicles, including a
			 permitting process that allows a vehicle purchaser to have charging
			 infrastructure installed within 3 business days;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID110c8c3e32a84987a3aa2741eebab7ad"><enum>(H)</enum><text display-inline="yes-display-inline">descriptions of updated zoning, parking
			 rules, or other local ordinances as are necessary to facilitate the
			 installation of publicly available charging infrastructure and to allow for
			 access to publicly available charging infrastructure, as appropriate;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDff3c25331a774bd9b7c0a5fc180bb011"><enum>(I)</enum><text display-inline="yes-display-inline">additional incentives, beyond those
			 established by this Act, for the purchasers of plug-in electric drive vehicles,
			 including rebates or reductions in sales taxes or registration fees, preferred
			 parking spaces, and single rider access to high occupancy vehicle lanes for
			 plug-in electric drive vehicles;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDdc5a412790c345cda18d31ebab68240c"><enum>(J)</enum><text display-inline="yes-display-inline">additional incentives, beyond those
			 established by this Act, for the installation of charging
			 infrastructure;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDf979afe716a54e109fd066fac9abf77e"><enum>(K)</enum><text display-inline="yes-display-inline">a proposed plan for making necessary
			 utility and grid upgrades, including economically sound information technology
			 upgrades and a plan for recovering the cost of the upgrades;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID16a920b574644ed7a31aa42b93b9bd18"><enum>(L)</enum><text display-inline="yes-display-inline">a description of utility, grid operator, or
			 third-party charging service provider, policies and plans for accommodating the
			 deployment of plug-in electric drive vehicles, including—</text>
						<clause commented="no" display-inline="no-display-inline" id="ID15d8ce1cfef044efa3634babda802452"><enum>(i)</enum><text display-inline="yes-display-inline">rate structures or provisions and billing
			 protocols for the charging of plug-in electric drive vehicles, including, as
			 appropriate—</text>
							<subclause commented="no" display-inline="no-display-inline" id="IDd139a7efe65b4cf181f61dab5f4749f8"><enum>(I)</enum><text display-inline="yes-display-inline">accommodation for billing for—</text>
								<item commented="no" display-inline="no-display-inline" id="idC122B7A9F86448F1AE23C194C1B6E832"><enum>(aa)</enum><text display-inline="yes-display-inline">charging at a place of residence and at
			 publicly available charging infrastructure; and</text>
								</item><item commented="no" display-inline="no-display-inline" id="ID0dcf50eccf9a4bed8a179eeea3fad1ef"><enum>(bb)</enum><text display-inline="yes-display-inline">vehicle owners who cannot charge at home by
			 virtue of the nature of their residence; and</text>
								</item></subclause><subclause commented="no" display-inline="no-display-inline" id="IDfa36a7444c5d43f1918c29eb75c3ba72"><enum>(II)</enum><text display-inline="yes-display-inline">rate structures or provisions that benefit
			 consumers by facilitating—</text>
								<item commented="no" display-inline="no-display-inline" id="idE9F54FC44A92411A95AD9FD415D60D0D"><enum>(aa)</enum><text display-inline="yes-display-inline">charging off-peak rates;</text>
								</item><item commented="no" display-inline="no-display-inline" id="IDaa83c73707d640fb96534c7d398784e2"><enum>(bb)</enum><text display-inline="yes-display-inline">load management strategies that optimize
			 reliable and economical operation of the grid;</text>
								</item><item commented="no" display-inline="no-display-inline" id="id702517EFDD1E444482B020B31759DEC7"><enum>(cc)</enum><text display-inline="yes-display-inline">utilities, grid operators, or third-party
			 charging services to draw battery charge for use on the grid; or</text>
								</item><item commented="no" display-inline="no-display-inline" id="id4086D1E1472248578986C492F491247A"><enum>(dd)</enum><text display-inline="yes-display-inline">the offer of other benefits to the utility
			 system or the grid;</text>
								</item></subclause></clause><clause commented="no" display-inline="no-display-inline" id="ID04875017edb6401bbc4cf993e7900811"><enum>(ii)</enum><text display-inline="yes-display-inline">analysis of potential impacts to the
			 grid;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID0ab1cf4aff2845f98037aad79fee5b98"><enum>(iii)</enum><text display-inline="yes-display-inline">plans for using information technology or
			 third-party aggregators to minimize the effects of charging on peak
			 loads;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID11295ca6583f49718a6600918d42563d"><enum>(iv)</enum><text display-inline="yes-display-inline">plans for working with smart grid
			 technologies or third-party aggregators for the purposes of smart charging and
			 for allowing 2-way communication and electricity movement; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID311fe8dfa13647a98b3fcb874ef414f4"><enum>(v)</enum><text display-inline="yes-display-inline">plans for anticipating vehicle-to-grid
			 applications that will allow batteries in cars as well as banks of batteries to
			 be used for grid storage, ancillary services provision, and backup
			 power;</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID48dd14fde0734d6ca256ae159de9cc4f"><enum>(M)</enum><text display-inline="yes-display-inline">a deployment timeline;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID41d4b36c58074269b91405f129a8b2bb"><enum>(N)</enum><text display-inline="yes-display-inline">a plan for monitoring and evaluating the
			 implementation of the plan, including metrics for assessing the success of the
			 deployment and an approach to updating the plan, as appropriate; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDc1e5175c56b2461d8649ee08d7835fa0"><enum>(O)</enum><text display-inline="yes-display-inline">a description of the manner in which any
			 grant funds applied for under subsection (d) will be used and the proposed
			 local cost share for the funds.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID1040c3df6ff54491957041606285707f"><enum>(d)</enum><header display-inline="yes-display-inline">Phase 1 applications and grants</header>
				<paragraph commented="no" display-inline="no-display-inline" id="IDdb43fc5a5d6e4111b532fafb9e1309aa"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 120 days after the date of
			 publication by the Secretary of the selection criteria described in subsection
			 (c)(3), any State, tribe, or local government, or group of State, tribe, or
			 local governments may apply to the Secretary to become a deployment
			 community.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDdebdb4d9fe294d1cb2034cfa03f54fc4"><enum>(2)</enum><header display-inline="yes-display-inline">Grants</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="IDff59dbc100db47a09fa78c97c824e755"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">In each application, the applicant may
			 request up to $250,000,000 in financial assistance from the Secretary to fund
			 projects in the deployment community.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idDA2D83312FB847F9B7428F18020B65F5"><enum>(B)</enum><header display-inline="yes-display-inline">Use of funds</header><text display-inline="yes-display-inline">Funds provided through a grant under this
			 paragraph may be used to help implement the plan for the deployment of plug-in
			 electric drive vehicles included in the application, including—</text>
						<clause commented="no" display-inline="no-display-inline" id="ID28f5fcaf9da04786ad187191adc1a925"><enum>(i)</enum><text display-inline="yes-display-inline">planning for and installing charging
			 infrastructure, including offering additional incentives as described in
			 subsection (c)(4)(J);</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID60f5051c80f347fb9a79a6a7bd7d9ae4"><enum>(ii)</enum><text display-inline="yes-display-inline">updating building codes, zoning or parking
			 rules, or permitting or inspection processes as described in subparagraphs (F),
			 (G), and (H) of subsection (c)(4);</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDb80701a304cb45f8bc56cf9c1f76a1f7"><enum>(iii)</enum><text display-inline="yes-display-inline">reducing the cost and increasing the
			 consumer adoption of plug-in electric drive vehicles through incentives as
			 described in subsection (c)(4)(I);</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDd416af48f8994108a5a9671402e0008f"><enum>(iv)</enum><text display-inline="yes-display-inline">workforce training, including training of
			 permitting officials;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDb234c8058ad1427c98d0a55c898a1d1f"><enum>(v)</enum><text display-inline="yes-display-inline">public education described in the proposed
			 marketing plan; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDc760692abeb846dba266845438060307"><enum>(vi)</enum><text display-inline="yes-display-inline">shifting State, tribal, or local government
			 fleets to plug-in electric drive vehicles, at a rate in excess of the existing
			 Federal alternative fleet vehicle requirements.</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID94b5c71f8edb4ce49430b4e3f1d68729"><enum>(C)</enum><header display-inline="yes-display-inline">Cost-sharing</header>
						<clause commented="no" display-inline="no-display-inline" id="idC7172CDADE044046AFA16223BB58EAE4"><enum>(i)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">A grant provided under this paragraph shall
			 be subject to a minimum non-Federal cost-sharing requirement of 20
			 percent.</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDcbcfcb21849d4551966e3b1a694c111e"><enum>(ii)</enum><header display-inline="yes-display-inline">Non-Federal sources</header><text display-inline="yes-display-inline">The Secretary shall—</text>
							<subclause commented="no" display-inline="no-display-inline" id="id2F87C73C48914A66B05790FAB1547409"><enum>(I)</enum><text display-inline="yes-display-inline">determine the appropriate cost share for
			 each selected applicant; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="id96A746FBB5444480A9171077D5792AE3"><enum>(II)</enum><text display-inline="yes-display-inline">require that not less than 20 percent of
			 the cost of an activity funded by a grant under this paragraph be provided by a
			 non-Federal source.</text>
							</subclause></clause><clause commented="no" display-inline="no-display-inline" id="IDd5fe9a9487f04fbaa4bb6e8f468491a8"><enum>(iii)</enum><header display-inline="yes-display-inline">Reduction</header><text display-inline="yes-display-inline">The Secretary may reduce or eliminate the
			 cost-sharing requirement described in clause (i), as the Secretary determines
			 to be necessary.</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID186737a1c52e42de80e27d02f93e536a"><enum>(iv)</enum><header display-inline="yes-display-inline">Calculation of amount</header><text display-inline="yes-display-inline">In calculating the amount of the
			 non-Federal share under this section, the Secretary—</text>
							<subclause commented="no" display-inline="no-display-inline" id="ID075e9628f8314151a6a348d43c003c52"><enum>(I)</enum><text display-inline="yes-display-inline">may include allowable costs in accordance
			 with the applicable cost principles, including—</text>
								<item commented="no" display-inline="no-display-inline" id="ID419ee2e9aa07471fb9f8967d50c8bd31"><enum>(aa)</enum><text display-inline="yes-display-inline">cash;</text>
								</item><item commented="no" display-inline="no-display-inline" id="ID4703dc1b827845f7bf2308efa58a0ed6"><enum>(bb)</enum><text display-inline="yes-display-inline">personnel costs;</text>
								</item><item commented="no" display-inline="no-display-inline" id="ID7d64648fa3964b9195f25413dca540d7"><enum>(cc)</enum><text display-inline="yes-display-inline">the value of a service, other resource, or
			 third party in-kind contribution determined in accordance with the applicable
			 circular of the Office of Management and Budget;</text>
								</item><item commented="no" display-inline="no-display-inline" id="ID5cb8b837032c4c1187a7286db3f1b648"><enum>(dd)</enum><text display-inline="yes-display-inline">indirect costs or facilities and
			 administrative costs; or</text>
								</item><item commented="no" display-inline="no-display-inline" id="IDeaded0d3e55345a985f8a4355fec2a4e"><enum>(ee)</enum><text display-inline="yes-display-inline">any funds received under the power program
			 of the Tennessee Valley Authority or any Power Marketing Administration (except
			 to the extent that such funds are made available under an annual appropriation
			 Act);</text>
								</item></subclause><subclause commented="no" display-inline="no-display-inline" id="IDcbe594807c274a90a9256f66230b0059"><enum>(II)</enum><text display-inline="yes-display-inline">shall include contributions made by State,
			 tribal, or local government entities and private entities; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="ID2f7e737c4c23428aa3eb266a5672556b"><enum>(III)</enum><text display-inline="yes-display-inline">shall not include—</text>
								<item commented="no" display-inline="no-display-inline" id="IDd590dffbf5764a8788a62758275e96fb"><enum>(aa)</enum><text display-inline="yes-display-inline">revenues or royalties from the prospective
			 operation of an activity beyond the time considered in the grant, unless from a
			 qualified electric drive vehicle refueling property bond (as defined in section
			 54G(a) of the Internal Revenue Code of 1986);</text>
								</item><item commented="no" display-inline="no-display-inline" id="IDbcc8b6e2361641369014d8b9cea4e494"><enum>(bb)</enum><text display-inline="yes-display-inline">proceeds from the prospective sale of an
			 asset of an activity; or</text>
								</item><item commented="no" display-inline="no-display-inline" id="IDc376639451cc4e25aac7859461cb6098"><enum>(cc)</enum><text display-inline="yes-display-inline">other appropriated Federal funds.</text>
								</item></subclause></clause><clause commented="no" display-inline="no-display-inline" id="ID51fc20a565f34082bf95de52fca8e34a"><enum>(v)</enum><header display-inline="yes-display-inline">Repayment of Federal share</header><text display-inline="yes-display-inline">The Secretary shall not require repayment
			 of the Federal share of a cost-shared activity under this section as a
			 condition of providing a grant.</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID128a06eb08ce4f0ab782f1ce72dcae75"><enum>(vi)</enum><header display-inline="yes-display-inline">Title to property</header><text display-inline="yes-display-inline">The receipt of Federal funds under this
			 section shall not prohibit the purchaser of a vehicle, equipment, or other
			 property from retaining sole, permanent title to the vehicle, equipment, or
			 property at the conclusion of the program.</text>
						</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1240a12ded9849558e75445250f5dc96"><enum>(3)</enum><header display-inline="yes-display-inline">Selection</header><text display-inline="yes-display-inline">Not later than 120 days after the
			 application deadline established under paragraph (1), the Secretary shall
			 announce the names of the deployment communities selected under this
			 subsection.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDf87845a0e4214d31818c307138f18673"><enum>(e)</enum><header display-inline="yes-display-inline">Reporting requirements</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id318494829582445885926C965CD68051"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary, in consultation with the
			 Committee, shall—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idF0F960438231477084CED6302CC7C462"><enum>(A)</enum><text display-inline="yes-display-inline">determine what data will be required to be
			 collected by participants in deployment communities and submitted to the
			 Department to allow for analysis of the deployment communities; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA2A4C80A7F514E6A85C8E650524DEC22"><enum>(B)</enum><text display-inline="yes-display-inline">develop metrics to determine the success of
			 the deployment communities.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDf1368a93d4ba423788d873f9c9c9fce4"><enum>(2)</enum><header display-inline="yes-display-inline">Provision of data</header><text display-inline="yes-display-inline">As a condition of participation in the
			 Program, a deployment community shall provide any data identified by the
			 Secretary under paragraph (1).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID51226d31789f4806afe958118a2677bb"><enum>(3)</enum><header display-inline="yes-display-inline">Reports</header><text display-inline="yes-display-inline">Not later than 3 years after the date of
			 enactment of this Act and again after the completion of the Program, the
			 Secretary shall submit to Congress a report that contains—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID4db799c38a224d1eb43bf44e82eca9c5"><enum>(A)</enum><text display-inline="yes-display-inline">a description of the status of—</text>
						<clause commented="no" display-inline="no-display-inline" id="IDc631ab199dc34bedaacc561813411bfa"><enum>(i)</enum><text display-inline="yes-display-inline">the deployment communities and the
			 implementation of the deployment plan of each deployment community;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDb06c89b81d1241d2809337fd695baef1"><enum>(ii)</enum><text display-inline="yes-display-inline">the rate of vehicle manufacturing
			 deployment and market penetration of plug-in electric drive vehicles;
			 and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID82b19244e8fe49679d7a08347a9637a8"><enum>(iii)</enum><text display-inline="yes-display-inline">the deployment of residential and publicly
			 available infrastructure;</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDd7af54ccbc414ef8a101d76116c76587"><enum>(B)</enum><text display-inline="yes-display-inline">a description of the challenges experienced
			 and lessons learned from the program to date, including the activities
			 described in subparagraph (A); and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC0DAC024EB8D4AC7AE608E5DE7882EA5"><enum>(C)</enum><text display-inline="yes-display-inline">an analysis of the data collected under
			 this subsection.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDa472f59bf9cd4135ae5c7e1479640e61"><enum>(f)</enum><header display-inline="yes-display-inline">Information clearinghouse</header><text display-inline="yes-display-inline">The Secretary shall make available to the
			 public, in a timely manner, information regarding the cost, performance, usage
			 data, and technical data regarding the deployment and integration of plug-in
			 electric drive vehicles in the deployment communities.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID912a97de70914c7f8b67d9533387d3f8"><enum>(g)</enum><header display-inline="yes-display-inline">Proprietary information</header><text display-inline="yes-display-inline">The Secretary shall, as appropriate,
			 provide for the protection of proprietary information and intellectual property
			 rights.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID7a8013c3b14b4703a1e71710fd46820d"><enum>(h)</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated to carry out this section $2,002,000,000.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idCDBEBE0E9B2246398AD1F200864E8CA5"><enum>(i)</enum><header display-inline="yes-display-inline">Conforming amendment</header><text display-inline="yes-display-inline">Section 166(b)(5) of title 23, United
			 States Code, is amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id1D05E54229CC43F696BA22B41786430C"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking

			<subsection commented="no" display-inline="no-display-inline" id="id62D75EF6A2CE4BA69C3024B8F7381916"><enum>(a)</enum><header display-inline="yes-display-inline">Credit for new qualified plug-In electric
			 drive motor vehicles</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idC05BEA67F4044C7894EB8996BF8E60DA"><enum>(1)</enum><header display-inline="yes-display-inline">Transferability</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="idB8B130B2BA7B406FAB9E5EB75A3986C0"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subsection (c) of section 30D of the
			 Internal Revenue Code of 1986 is amended by adding at the end the following new
			 paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="id23F16E6274C240F6A37FCE26C040F4CB" style="OLC">
							<paragraph commented="no" display-inline="no-display-inline" id="id325364C90B7F4620A4FCDC790CC9AC3A"><enum>(3)</enum><header display-inline="yes-display-inline">Refundable personal credit</header>
								<subparagraph commented="no" display-inline="no-display-inline" id="id63AB064A7FE74A60AF00DB7AF1F9F947"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">For purposes of this title, in the case of
				a qualified deployment community taxpayer, the credit allowed under subsection
				(a) for any taxable year (determined after application of paragraph (1) and
				without regard to paragraph (2)(B)) shall be treated as a credit allowable
				under subpart C for such taxable year (and not allowed under subsection (a)),
				and paragraph (2) shall not apply to such credit.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1CC914D9B6134B9BA6F4F4C88C842BCC"><enum>(B)</enum><header display-inline="yes-display-inline">Qualified deployment community
				taxpayer</header><text display-inline="yes-display-inline">For purposes of
				subparagraph (A), the term <term>qualified deployment community taxpayer</term>
				means a taxpayer—</text>
									<clause commented="no" display-inline="no-display-inline" id="id7818DBBD8B8E4B18A31221F369A09587"><enum>(i)</enum><text display-inline="yes-display-inline">who purchases a new qualified plug-in
				electric drive motor vehicle to which paragraph (1) does not apply, and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="id3BB7749FD75F49679F743FCECF4B4A2C"><enum>(ii)</enum><text display-inline="yes-display-inline">who resides within, and registers such
				vehicle in, a deployment community selected by the Secretary under the Targeted
				Electric Vehicles Deployment Communities Program established by the
				<quote><short-title>Electric Vehicle Deployment Act of
				2010</short-title></quote>.</text>
									</clause><continuation-text commented="no" continuation-text-level="subparagraph">For purposes of the preceding
				sentence, such a deployment community shall only be treated as a deployment
				community after the date on which such community is so selected (without regard
				to the date on which any funds under such Act are provided with respect to such
				community) and before the date on which Phase 1 of such program
				terminates.</continuation-text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9434DF14B1C344DAAD01134CFF3652B7"><enum>(C)</enum><header display-inline="yes-display-inline">Refundable credit may be
				transferred</header>
									<clause commented="no" display-inline="no-display-inline" id="ID203582a5b6ff40d682fb9210f5eae6b9"><enum>(i)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">A qualified deployment community taxpayer
				may, in connection with the purchase of a new qualified plug-in electric drive
				motor vehicle, transfer any refundable credit described in subparagraph
				(A)—</text>
										<subclause commented="no" display-inline="no-display-inline" id="id7C2870BE933E4913BBD9899D4C2C2D8E"><enum>(I)</enum><text display-inline="yes-display-inline">to any person who is in the trade or
				business of selling new qualified plug-in electric drive motor vehicles and who
				sold such vehicle to the taxpayer, or</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="id97B09C82341542D68B38887ECC34A361"><enum>(II)</enum><text display-inline="yes-display-inline">to any person who is in the trade or
				business of financing the sales of new qualified plug-in electric drive motor
				vehicles and who financed the taxpayer's purchase of such vehicle.</text>
										</subclause></clause><clause commented="no" display-inline="no-display-inline" id="idE8F288A8537E4735A4F45C9371718A01"><enum>(ii)</enum><header display-inline="yes-display-inline">Disclosure</header><text display-inline="yes-display-inline">A qualified deployment community taxpayer
				may transfer a refundable credit described in subparagraph (A) to a person
				described in clause (i)(I) only if such person clearly discloses to such
				taxpayer, through the use of a window sticker attached to the new qualified
				plug-in electric drive motor vehicle—</text>
										<subclause commented="no" display-inline="no-display-inline" id="id0894D42DD1B241D59ECACE5EBE7604C0"><enum>(I)</enum><text display-inline="yes-display-inline">the amount of the refundable credit
				described in subparagraph (A) with respect to such vehicle, and</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="id2F260D14A9A145EBADC4B10AE50BE3FD"><enum>(II)</enum><text display-inline="yes-display-inline">a notification that the taxpayer will not
				be eligible for any credit under any other section of this title with respect
				to such vehicle unless the taxpayer elects not to have this section apply with
				respect to such vehicle.</text>
										</subclause></clause><clause commented="no" display-inline="no-display-inline" id="idE2546F97A3444C19AA42F71A1743D3C0"><enum>(iii)</enum><header display-inline="yes-display-inline">Certification</header><text display-inline="yes-display-inline">A transferee of a refundable credit
				described in subparagraph (A) may not claim such credit unless such claim is
				accompanied by a certification to the Secretary that the transferee reduced the
				price the taxpayer paid or the balance due to the financier, whichever is
				applicable, for the new qualified plug-in electric drive motor vehicle by the
				entire amount of such refundable credit.</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDbadc7525e2bc4f0180f7c1d79fe422fd"><enum>(iv)</enum><header display-inline="yes-display-inline">Consent required for
				revocation</header><text display-inline="yes-display-inline">Any transfer under
				clause (i) may be revoked only with the consent of the Secretary.</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="idF99B96D1AF0F4B9BA3FA89D70D28EEC5"><enum>(v)</enum><header display-inline="yes-display-inline">Special rule for bulk
				purchasers</header><text display-inline="yes-display-inline">A qualified
				deployment community taxpayer who purchases 10 or more new qualified plug-in
				electric drive motor vehicles during the taxable year may transfer a refundable
				credit described in subparagraph (A) to any person.</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID17151e61ba4c486dac87c025cbdbbc72"><enum>(vi)</enum><header display-inline="yes-display-inline">Regulations</header><text display-inline="yes-display-inline">The Secretary may prescribe such
				regulations as necessary—</text>
										<subclause commented="no" display-inline="no-display-inline" id="id4CAF07F854BA47718EFCAABA2B1BEB02"><enum>(I)</enum><text display-inline="yes-display-inline">to ensure that any refundable credit
				described in clause (i) is claimed once and not retransferred by a transferee,
				and</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="idB2487F934076417E9D7BC695B9F7FC61"><enum>(II)</enum><text display-inline="yes-display-inline">to provide a mechanism by which the
				transferee may claim and receive the credit within 3 months of the sale of the
				new qualified plug-in electric drive motor
				vehicle.</text>
										</subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0785D0AB6BCB428BB94A4484589F3435"><enum>(B)</enum><header display-inline="yes-display-inline">Display of credit information</header><text display-inline="yes-display-inline">Section 32908(b)(1) of title 49, United
			 States Code, is amended—</text>
						<clause commented="no" display-inline="no-display-inline" id="id3E88E2B2AA0846C8AC9935CE8DA5C67B"><enum>(i)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (E) and (F)
			 as subparagraphs (F) and (G), and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id75EB5ED5BD64422BA29C91BDFD714A87"><enum>(ii)</enum><text display-inline="yes-display-inline">by inserting after subparagraph (D) the

						</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id38B5D6C4236B4A6C86E9A82729163356"><enum>(2)</enum><header display-inline="yes-display-inline">Increased credit for taxpayers in
			 deployment communities</header><text display-inline="yes-display-inline">Subsection (f) of section 30D of such Code
			 is amended by adding at the end the following new paragraph:</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID31f1835496994810b15eced07fc51da5"><enum>(C)</enum><header display-inline="yes-display-inline">Applicable percentage for heavy trucks
			 achieving 20 percent increase in city fuel economy</header><text display-inline="yes-display-inline">Clause
			 (ii) of section 30B(d)(2)(B) of such Code is amended by redesignating
			 subclauses (I), (II), and (III) as subclauses (II), (III), and (IV),
			 respectively, and by inserting before subclause (II) (as so redesignated) the

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID4c9bdc74e9ee48c99d032f45ea66c064"><enum>(D)</enum><header display-inline="yes-display-inline">Dollar limitation</header><text display-inline="yes-display-inline">Subparagraph (B) of section 30B(d)(2) of
			 such Code is amended by adding at the end the following new clause:</text>

			 subparagraph (A) the following new subparagraph:</text>

							<subparagraph commented="no" display-inline="no-display-inline" id="IDe471afc5293d40c6865ffb3369e45fe4"><enum>(B)</enum><header display-inline="yes-display-inline">Heavy electric vehicles</header><text display-inline="yes-display-inline">In the case of a vehicle with a gross
				vehicle weight rating of not less than 8,500 pounds, the term <term>new
				qualified hybrid motor vehicle</term> includes a motor vehicle—</text>
								<clause commented="no" display-inline="no-display-inline" id="IDd8e7bd7030394465b892f2785caf3f6c"><enum>(i)</enum><text display-inline="yes-display-inline">which draws propulsion energy exclusively
				from a rechargeable energy storage system, and</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="ID127049dc91884a87a9167d71f0bf23ae"><enum>(ii)</enum><text display-inline="yes-display-inline">which meets the requirements of clauses
				(iii), (v), (vi), and (vii) of subparagraph
				(A).</text>
								</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDf291f9aab1e04a2f885e4ef56747d0d9"><enum>(F)</enum><header display-inline="yes-display-inline">Credits may be transferred</header><text display-inline="yes-display-inline">Subsection (d) of section 30B of such Code
			 is amended by adding at the end the following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="id76D0C9CD1DB24EB9AB731B7FA7B91C83" style="OLC">
							<paragraph commented="no" display-inline="no-display-inline" id="ID94fba8d87a87496790d266b14323177c"><enum>(4)</enum><header display-inline="yes-display-inline">Transferability of credit</header>
								<subparagraph commented="no" display-inline="no-display-inline" id="ID9d9bbcc65b8445968b5554f942bc0574"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">A taxpayer who places in service any
				vehicle may transfer the credit allowed under this subsection with respect to
				such vehicle through an assignment to the seller of such vehicle. Such transfer
				may be revoked only with the consent of the Secretary.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID5345936f4eb04fe887bde085610ac5c1"><enum>(B)</enum><header display-inline="yes-display-inline">Regulations</header><text display-inline="yes-display-inline">The Secretary shall prescribe such
				regulations as necessary to ensure that any credit transferred under
				subparagraph (A) is claimed once and not reassigned by such other
				person.</text>
								</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idE0211D3A064F4FC2BDDD07F8806AED19"><enum>(b)</enum><header display-inline="yes-display-inline">Credit for alternative fuel vehicle
			 refueling property</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idA31B4A71966C4629AB4A524C27C4736A"><enum>(1)</enum><header display-inline="yes-display-inline">Extension of increased credit for
			 electricity</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="id90633EC95EAD45DB90864B162D25BEBD"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Paragraph (6) of section 30C(e) of the
			 Internal Revenue Code of 1986 is amended—</text>
						<clause commented="no" display-inline="no-display-inline" id="id2ED17F12AF93412B856AE93A70F5269C"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote><header-in-text level="paragraph" style="OLC">during 2009 and 2010</header-in-text></quote> in

			 2011</quote>,</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idE0F9AC3EB8DB443FA0FF6A1F74B39C69"><enum>(iii)</enum><text display-inline="yes-display-inline">by inserting <quote>, which is placed in
			 service before January 1, 2011 (before January 1, 2017, in the case of property
			 which relates to electricity)</quote> after <quote>hydrogen</quote> in
			 subparagraph (A), and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idB9FC42F143A7469E9DC749AEC94B0735"><enum>(iv)</enum><text display-inline="yes-display-inline">by inserting <quote>, which is placed in

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE90AD0A14FF74AF7845E67C4FC119704"><enum>(3)</enum><header display-inline="yes-display-inline">Transferability of credit</header><text display-inline="yes-display-inline">Section 30C(e) of such Code, as amended by
			 paragraph (2), is amended by adding at the end the following new
			 paragraph:</text>

						<paragraph commented="no" display-inline="no-display-inline" id="id3A945117DDB0472FB4FE458B0E47D532"><enum>(8)</enum><header display-inline="yes-display-inline">Transferability of credit</header>
							<subparagraph commented="no" display-inline="no-display-inline" id="id6FEC66859B4F4CE09D13F58E734FD35C"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">A person who places any qualified
				alternative fuel vehicle refueling property in service may transfer the credit
				under this section through an assignment to any other person. Such transfer may
				be revoked only with the consent of the Secretary.</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idF422BBB8F3FF4F85807AC212A11C8E7E"><enum>(B)</enum><header display-inline="yes-display-inline">Certification</header><text display-inline="yes-display-inline">A transferee of a credit described in
				subparagraph (A) may not claim such credit unless such claim is accompanied by
				a certification to the Secretary that the transferee reduced the price the
				transferor paid for the qualified alternative fuel vehicle refueling property
				by the entire amount of such credit.</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC1DB258A8B394C448024C7B97CCE9D98"><enum>(C)</enum><header display-inline="yes-display-inline">Regulations</header><text display-inline="yes-display-inline">The Secretary shall prescribe such
				regulations as necessary to ensure that the credit transferred under
				subparagraph (A) is claimed once and not reassigned by such other
				person.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id5AD85B9D02084EC59CD9CF35A1BDFBF2"><enum>(c)</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 this section shall apply to property placed in service after the date of the
			 enactment of this Act.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="idCF96469019504D518CB96A8DAEBD9381" section-type="subsequent-section"><enum>7.</enum><header display-inline="yes-display-inline">Qualified plug-in electric drive motor
			 vehicle refueling property bonds</header>
			<subsection commented="no" display-inline="no-display-inline" id="id2263BDACF0AC45DB94A9753452211E34"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Paragraph (1) of section 54A(d) of the
			 Internal Revenue Code of 1986 is amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idB2532BCA80A14CBC91587F94F5A1B785"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>or</quote> at the end of
			 subparagraph (D),</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id70BF2727C00345E194F85910B4F43C11"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting <quote>or</quote> at the end
			 of subparagraph (E), and</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id7D4F7062E5574178AB03BE4352439195"><enum>(c)</enum><header display-inline="yes-display-inline">Bonds allowed</header><text display-inline="yes-display-inline">Subpart I of part IV of subchapter A of
			 chapter 1 of the Internal Revenue Code of 1986 is amended by adding at the end
			 the following new section:</text>

					<section commented="no" display-inline="no-display-inline" id="id1A787A531A6C4EDAA9A5590B392AFA8C" section-type="subsequent-section"><enum>54G.</enum><header display-inline="yes-display-inline">Qualified plug-in electric drive motor
				vehicle refueling property bonds</header>
						<subsection commented="no" display-inline="no-display-inline" id="idBF2F459990ED477B95DAA06A6FF5E59F"><enum>(a)</enum><header display-inline="yes-display-inline">Qualified plug-In electric drive motor
				vehicle refueling property bond</header><text display-inline="yes-display-inline">For purposes of this subpart, the term
				<term>qualified plug-in electric drive motor vehicle refueling property
				bond</term> means any bond issued as part of an issue if—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="id54C78B3EBC5448B18AEC3E9D9931CA04"><enum>(1)</enum><text display-inline="yes-display-inline">100 percent of the available project
				proceeds of such issue are to be used for capital expenditures incurred by a
				qualified issuer for 1 or more qualified plug-in electric drive motor vehicle
				refueling properties,</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1DC83D9F63E74F0DB750402865CB4B0F"><enum>(2)</enum><text display-inline="yes-display-inline">the bond is issued by a qualified issuer,
				and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3FDB1FC755A54F9E976A48C5847B086E"><enum>(3)</enum><text display-inline="yes-display-inline">the issuer designates such bond for
				purposes of this section.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id1B4CB473FB9043F69714BE7E7995D24A"><enum>(b)</enum><header display-inline="yes-display-inline">Reduced credit amount</header><text display-inline="yes-display-inline">Notwithstanding paragraph (2) of section
				54A(b), the annual credit determined with respect to any qualified plug-in
				electric drive motor vehicle refueling property bond is 70 percent of the
				amount which would (but for this subsection) otherwise be determined under such
				paragraph with respect to such bond.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="id5305BC988D514068A033A040B368B50C"><enum>(c)</enum><header display-inline="yes-display-inline">Limitation on amount of bonds
				designated</header><text display-inline="yes-display-inline">The maximum
				aggregate face amount of bonds which may be designated under subsection (a) by
				any issuer shall not exceed the limitation amount allocated to such issuer
				under subsection (e).</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="id2FFDDD917B6845D4BF9E43B36845FC73"><enum>(d)</enum><header display-inline="yes-display-inline">National limitation on amount of bonds
				designated</header><text display-inline="yes-display-inline">There is a
				national qualified plug-in electric drive motor vehicle refueling property bond
				limitation of $1,000,000,000.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="idE58D5686A8794692A3CC86129DF8FB3E"><enum>(e)</enum><header display-inline="yes-display-inline">Allocations</header><text display-inline="yes-display-inline">The Secretary shall make allocations of the
				amount of the national qualified plug-in electric drive motor vehicle refueling
				property bond limitation described in subsection (d) among purposes described
				in subsection (a)(1) in such manner as the Secretary determines
				appropriate.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="idBE8211E0835D48429D65FB9D186C2AC4"><enum>(f)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">For purposes of this section—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="idB7C5DE3B82504B1E8EC3F5D5A734FDB0"><enum>(1)</enum><header display-inline="yes-display-inline">Qualified plug-in electric drive motor
				vehicle refueling property</header><text display-inline="yes-display-inline">The term <term>qualified plug-in electric
				drive motor vehicle refueling property</term> means any qualified alternative
				fuel vehicle refueling property (within the meaning of section 30C) which
				relates to electricity.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC81E170F08D84816BC920D9D5BDD8480"><enum>(2)</enum><header display-inline="yes-display-inline">Qualified issuer</header>
								<subparagraph commented="no" display-inline="no-display-inline" id="idE63699394AAC41258C6D7ADA18AD3747"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The term <term>qualified issuer</term>
				means a public power provider, a cooperative electric company, or a
				governmental body.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id58717CD9E41C48F6B3D4218656498CC3"><enum>(B)</enum><header display-inline="yes-display-inline">Denial of double benefit</header><text display-inline="yes-display-inline">With respect to any issue, the term
				<term>qualified issuer</term> shall not include any entity to which a credit
				under section 30C is allowed for the taxable year in which such issue is
				issued.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idBD07FB1135804720A766BC1B46DBF300"><enum>(C)</enum><header display-inline="yes-display-inline">Governmental body</header><text display-inline="yes-display-inline">The term <term>governmental body</term>
				means any State or Indian tribal government, or any political subdivision
				thereof.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id90C1853AA72D47DC8C76DABDB14A59D1"><enum>(D)</enum><header display-inline="yes-display-inline">Public power provider</header><text display-inline="yes-display-inline">The term <term>public power provider</term>
				means a State utility that has a service obligation to end-users or to a
				distribution utility (within the meaning of section 217 of the Federal Power
				Act, as in effect on the date of the enactment of this section).</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE2C3B1C8C6FE4A028E692E7891E71F21"><enum>(E)</enum><header display-inline="yes-display-inline">Cooperative electric company</header><text display-inline="yes-display-inline">The term <term>cooperative electric
				company</term> means a mutual or cooperative electric company described in
				section 501(c)(12) or an organization described in section
				1381(a)(2)(C).</text>
								</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id2F35E22F9D284CD4AB21E5AC98F4ED53"><enum>(d)</enum><header display-inline="yes-display-inline">Clerical amendment</header><text display-inline="yes-display-inline">The table of sections for subpart I of part
			 IV of subchapter A of chapter 1 of the Internal Revenue Code of 1986 is amended
			 by adding at the end the following new item:</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="id17ADA1C4EA1F411C82E2AD4C0BF78CB3"><enum>(e)</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 subsections (a), (b), (c), and (d) shall apply to obligations issued after the
			 date of the enactment of this Act.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID50c81d3cf99342d39b735ad5de150458"><enum>(f)</enum><header display-inline="yes-display-inline">Loan guarantees</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id1BB3B77330BA4FBCAD3B4AFA3DB21D12"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 1705 of the Energy Policy Act of
			 2005 (42 U.S.C. 16516) is amended—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idE8AC1089D8644891AFEBBC71B9F82AD6"><enum>(A)</enum><text display-inline="yes-display-inline">in subsection (a), by adding at the end the
			 following:</text>
						<quoted-block display-inline="no-display-inline" id="idFA6A8D80BF9D4352BD7594E1D98C87F1" style="OLC">
							<paragraph commented="no" display-inline="no-display-inline" id="ID053e10a546284884b3eaecb90d294309"><enum>(4)</enum><text display-inline="yes-display-inline">Charging infrastructure and networks of
				charging infrastructure for plug-in drive electric vehicles, if such charging
				infrastructure will be operational prior to December 31,
				2016.</text>
							</paragraph><after-quoted-block>; and
				</after-quoted-block></quoted-block>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID88b509111eef4ca7bc06c33dd9643e2e"><enum>(B)</enum><text display-inline="yes-display-inline">by striking subsection (e) and inserting
			 the following:</text>
						<quoted-block display-inline="no-display-inline" id="idF730BFA3E35A4C009C2B90BE1389029A" style="OLC">
							<subsection commented="no" display-inline="no-display-inline" id="ID7b148a7ac58a4314b7254b11dd35b69c"><enum>(e)</enum><header display-inline="yes-display-inline">Sunset</header><text display-inline="yes-display-inline">The authority to enter into guarantees
				under this section shall expire on September 30, 2011, except that for projects
				described in subsection (a)(4), the authority to enter into guarantees shall
				expire on December 31,
				2016.</text>
							</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="ID0c08e647c1564dcbbb88ba476ac15abd" section-type="subsequent-section"><enum>8.</enum><header display-inline="yes-display-inline">Utility planning for plug-in electric drive
			 vehicles</header><text display-inline="no-display-inline">The Public Utility
			 Regulatory Policies Act of 1978 (16 U.S.C. 2601 et seq.) is amended—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="idF8BB77D2939A4F759A8B8F826FF6AF91"><enum>(1)</enum><text display-inline="yes-display-inline">in section 111(d) (16 U.S.C. 2621(d)), by
			 adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id857BC1CC29674BFF94FA663E4B7C9503" style="OLC">
					<paragraph commented="no" display-inline="no-display-inline" id="IDcdaa63af4de54f2c81df38596997156c"><enum>(20)</enum><header display-inline="yes-display-inline">Plug-in electric drive vehicle
				planning</header>
						<subparagraph commented="no" display-inline="no-display-inline" id="IDd3ae24bb6bb245c2b22b24d92cf5dee5"><enum>(A)</enum><header display-inline="yes-display-inline">Utility plan for plug-in electric drive
				vehicles</header>
							<clause commented="no" display-inline="no-display-inline" id="id5AFB1B9EA0744E548BB4FEA3A334FF04"><enum>(i)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 2 years after the date of
				enactment of this paragraph, each electric utility shall develop a plan to
				support the use of plug-in electric drive vehicles, including medium and
				heavy-duty hybrid electric vehicles in the service area of the electric
				utility.</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="idAA7CD14D235449B299380EB63E493A85"><enum>(ii)</enum><header display-inline="yes-display-inline">Requirements</header><text display-inline="yes-display-inline">A plan under clause (i) shall
				investigate—</text>
								<subclause commented="no" display-inline="no-display-inline" id="id061E0A2DD536486B857292F2F423129C"><enum>(I)</enum><text display-inline="yes-display-inline">various levels of potential penetration of
				plug-in electric drive vehicles in the utility service area;</text>
								</subclause><subclause commented="no" display-inline="no-display-inline" id="id6C8622F8EDD24DD99A614FAE97C2C4A7"><enum>(II)</enum><text display-inline="yes-display-inline">the potential impacts that the various
				levels would have on distribution infrastructure and on the operation of the
				transmission grid; and</text>
								</subclause><subclause commented="no" display-inline="no-display-inline" id="ID92fea5301c8c4132afcfc4427e6c6583"><enum>(III)</enum><text display-inline="yes-display-inline">the role of third parties in providing
				reliable and economical charging services.</text>
								</subclause></clause><clause commented="no" display-inline="no-display-inline" id="IDc304960a774b449c84bde40e667b14ef"><enum>(iii)</enum><header display-inline="yes-display-inline">Waiver</header><text display-inline="yes-display-inline">An electric utility that determines that
				the electric utility will have no meaningful penetration of plug-in electric
				drive vehicles during the 5-year period beginning on the date of enactment of
				this paragraph may petition the Secretary to waive clause (i) for 5
				years.</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="IDbb463fdfc0cb47d28ddd3e4e118567f3"><enum>(iv)</enum><header display-inline="yes-display-inline">Updates</header>
								<subclause commented="no" display-inline="no-display-inline" id="id194EF911E6A84C3197211A6462A0605B"><enum>(I)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Each electric utility shall update the plan
				of the electric utility every 5 years.</text>
								</subclause><subclause commented="no" display-inline="no-display-inline" id="id18399AAC85B8473A8C28AFAB0E678481"><enum>(II)</enum><header display-inline="yes-display-inline">Resubmission of waiver</header><text display-inline="yes-display-inline">An electric utility that received a waiver
				under clause (iii) and wants the waiver to continue after the expiration of the
				waiver shall be required to resubmit the waiver.</text>
								</subclause></clause><clause commented="no" display-inline="no-display-inline" id="idFF96C39D0CC84790B068328B194108A0"><enum>(v)</enum><header display-inline="yes-display-inline">Exemption</header><text display-inline="yes-display-inline">If the Secretary determines that a plan
				required by a State regulatory authority meets the requirements of this
				paragraph, the Secretary may accept that plan and exempt the electric utility
				submitting the plan from the requirements of clause (i).</text>
							</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDd9189a5d6827427f9e73db79669b6b5e"><enum>(B)</enum><header display-inline="yes-display-inline">Support requirements</header><text display-inline="yes-display-inline">Each State regulatory authority (in the
				case of each electric utility for which the authority has ratemaking authority)
				and each municipal and cooperative utility shall—</text>
							<clause commented="no" display-inline="no-display-inline" id="ID825da4320629482db41cf36b1bb46927"><enum>(i)</enum><text display-inline="yes-display-inline">participate in any local plan for the
				deployment of recharging infrastructure in communities located in the footprint
				of the authority or utility;</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="IDf160f8fbe573410296a8f63357378e6b"><enum>(ii)</enum><text display-inline="yes-display-inline">require that charging infrastructure
				deployed is interoperable with products of all auto manufacturers to the
				maximum extent practicable; and</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="ID5e8f263385ac46d4aee8b7c9e5d86809"><enum>(iii)</enum><text display-inline="yes-display-inline">consider adopting minimum requirements for
				deployment of electrical charging infrastructure and other appropriate
				requirements necessary to support the use of plug-in electric drive
				vehicles.</text>
							</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID7d5ada24a2aa4badb4adbfd457636585"><enum>(C)</enum><header display-inline="yes-display-inline">Cost recovery</header><text display-inline="yes-display-inline">Each State regulatory authority (in the
				case of each electric utility for which the authority has ratemaking authority)
				and each municipal and cooperative utility may consider whether, and to what
				extent, to allow cost recovery for plans and implementation of plans.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID417b0df26c194f8bb4bfcb081ed04acf"><enum>(D)</enum><header display-inline="yes-display-inline">Smart grid integration</header><text display-inline="yes-display-inline">The State regulatory authority (in the case
				of each electric utility for which the authority has ratemaking authority) and
				each municipal and cooperative utility, in accordance with regulations issued
				by the Federal Energy Regulatory Commission under section 1305(d) of the Energy
				Independence and Security Act of 2007 (42 U.S.C. 17385), shall—</text>
							<clause commented="no" display-inline="no-display-inline" id="IDfbaa6f8c0bca48a1b77488a586730ad4"><enum>(i)</enum><text display-inline="yes-display-inline">establish any appropriate protocols and
				standards for integrating plug-in electric drive vehicles into an electrical
				distribution system, including Smart Grid systems and devices as described in
				title XIII of the Energy Independence and Security Act of 2007 (42 U.S.C. 17381
				et seq.);</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="ID40abe82d8b114ae1a0fa5b66e4510a3d"><enum>(ii)</enum><text display-inline="yes-display-inline">develop, to the maximum extent practicable,
				the means and methods for appropriate billing settlements between utilities,
				consumers, and third parties in and across utility territories;</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="ID3e24e7419f774c2997afadb517389171"><enum>(iii)</enum><text display-inline="yes-display-inline">identify the smart grid infrastructure and
				information technology that would likely need to be installed to most
				efficiently manage plug-in electric vehicles; and</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="ID32afa8fc7e6742a28773fd32d5924469"><enum>(iv)</enum><text display-inline="yes-display-inline">in consideration of this section, review
				the determination made under subsection (a), including whether time-of-use
				pricing should be employed to enable the use of plug-in electric drive vehicles
				to contribute to meeting peak-load and ancillary service power needs.</text>
							</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID3d41c49a6665440b8e35e27bc07a5f96"><enum>(E)</enum><header display-inline="yes-display-inline">Determination</header><text display-inline="yes-display-inline">Not later than 3 years after the date of
				enactment of this paragraph, each State regulatory authority (with respect to

				consideration, and shall make the determination, referred to in subsection (a)

			<subsection commented="no" display-inline="no-display-inline" id="IDc1a8943e27cd40d988ec78d3f56e9aa5"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Electricity consumed by Federal agencies to
			 fuel plug-in electric drive vehicles—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idF3AE2BE084BD45EDAEF26FFA5D07DAB1"><enum>(1)</enum><text display-inline="yes-display-inline">is an alternative fuel (as defined in
			 section 301 of the Energy Policy Act of 1992 (42 U.S.C. 13218)); and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7AAE4DE5A6DD45E69D7A9EF218BBC6B4"><enum>(2)</enum><text display-inline="yes-display-inline">shall be accounted for under Federal fleet
			 management reporting requirements, not under Federal building management
			 reporting requirements.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id88DF73773FAE4C03AEE9DA67FC4C51ED"><enum>(b)</enum><header display-inline="yes-display-inline">Assessment and report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
			 enactment of this Act and at the completion of the Program, the Federal Energy
			 Management Program and the General Services Administration, in consultation
			 with the Task Force, shall complete an assessment of Federal Government fleets,
			 including the Postal Service and the Department of Defense, and submit a report
			 to Congress that describes—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="IDec37484d82db49008b2e92fb332221f3"><enum>(1)</enum><text display-inline="yes-display-inline">for each Federal agency, which types of
			 vehicles the agency uses that would or would not be suitable for near-term and
			 medium-term conversion to plug-in electric drive vehicles, taking into account
			 the types of vehicles for which plug-in electric drive vehicles could provide
			 comparable functionality and lifecycle costs;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID32530b1cb0d646428555e12ba5d767e7"><enum>(2)</enum><text display-inline="yes-display-inline">how many plug-in electric drive vehicles
			 could be deployed by the Federal Government in 5 years and in 10 years,
			 assuming that plug-in electric drive vehicles are available and are purchased
			 when new vehicles are needed or existing vehicles are replaced; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID77152ca2fc0746d283dda54a4f2f632c"><enum>(3)</enum><text display-inline="yes-display-inline">the estimated cost to the Federal
			 Government for vehicle purchases under paragraph (2) for each fiscal
			 year.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID27ee354ea33a43d89a5f28996c0f7e33"><enum>(c)</enum><header display-inline="yes-display-inline">Inventory and data collection</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id5B7B0FA76FDC420493B198DCFF3B1777"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">In carrying out the assessment and report
			 under subsection (b), the Federal Energy Management Program, in consultation
			 with the General Services Administration, shall—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id4A55D2A6EFB2470A95FB0E12CD1349B8"><enum>(A)</enum><text display-inline="yes-display-inline">develop an information request for each
			 agency that operates a fleet of at least 20 motor vehicles; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1DC1E64B72444807866F17FD7E83039E"><enum>(B)</enum><text display-inline="yes-display-inline">establish guidelines for each agency to use
			 in developing a plan to deploy plug-in electric drive vehicles.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDc706277eafad47d9b6693ca3d72bd7f2"><enum>(2)</enum><header display-inline="yes-display-inline">Agency responses</header><text display-inline="yes-display-inline">Each agency that operates a fleet of at
			 least 20 motor vehicles shall—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id2C73257134D54CC0A25CB9E112CA2744"><enum>(A)</enum><text display-inline="yes-display-inline">collect information on the vehicle fleet of
			 the agency in response to the information request described in paragraph (1);
			 and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7F54E5FEB24D4A0DBB8196307E1CFD18"><enum>(B)</enum><text display-inline="yes-display-inline">develop a plan to deploy plug-in electric
			 drive vehicles.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID79c3090509c9438bae318c25f0e46b43"><enum>(3)</enum><header display-inline="yes-display-inline">Analysis of responses</header><text display-inline="yes-display-inline">The Federal Energy Management Program
			 shall—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idC2B97BA72E65483AA37A3484B2695428"><enum>(A)</enum><text display-inline="yes-display-inline">analyze the information submitted by each
			 agency under paragraph (2);</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3311E093EEA943468D7938BAC3C45D42"><enum>(B)</enum><text display-inline="yes-display-inline">approve or suggest amendments to the plan
			 of each agency to ensure that the plan is consistent with the goals and
			 requirements of this Act; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id321CAAF217D343EF96674C738DD9BA5F"><enum>(C)</enum><text display-inline="yes-display-inline">submit a plan to Congress and the General
			 Services Administration to be used in developing the pilot program described in
			 subsection (e).</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID2ce6de41c830468d88725be790631a85"><enum>(d)</enum><header display-inline="yes-display-inline">Budget
			 request</header><text display-inline="yes-display-inline">Each agency of the
			 Federal Government shall include plug-in electric drive vehicle purchases
			 identified in the report under subsection (b) in the budget of the agency to be
			 included in the budget of the United States Government submitted by the
			 President under section 1105 of title 31, United States Code.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDeb5fbd55e8044ab6846a74627dda3677"><enum>(e)</enum><header display-inline="yes-display-inline">Pilot program To deploy plug-In electric
			 drive vehicles in the Federal fleet</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id559F2C8BA2BF4DB98265094424F8AC29"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administrator of General Services shall
			 acquire plug-in electric drive vehicles and the requisite charging
			 infrastructure to be deployed in a range of locations in the Federal fleet
			 during the 5-year period beginning on the date of enactment of this Act.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id592C7EBA5A8743DA876DADFCBEE45E5F"><enum>(2)</enum><header display-inline="yes-display-inline">Data collection</header><text display-inline="yes-display-inline">The Administrator of General Services shall
			 collect data regarding—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id8511FB9A98B94473A1BFC5FECE92C89F"><enum>(A)</enum><text display-inline="yes-display-inline">the cost, performance, and use of plug-in
			 electric drive vehicles in the Federal fleet;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idCE48A27AF6904F439CB15B79B1DFAA3D"><enum>(B)</enum><text display-inline="yes-display-inline">the deployment and integration of plug-in
			 electric drive vehicles in the Federal fleet; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id49F087A9E3554FC5B315E6652D70C93A"><enum>(C)</enum><text display-inline="yes-display-inline">the contribution of plug-in electric drive
			 vehicles in the Federal fleet toward reducing the use of fossil fuels and
			 greenhouse gas emissions.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEE34A9E494474739A43534838075CAF7"><enum>(3)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 6 years after the date of
			 enactment of this Act, the Administrator of General Services shall submit to
			 the appropriate committees of Congress a report that—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id80CD3FADB77147788A7E82D9FFFA9AF7"><enum>(A)</enum><text display-inline="yes-display-inline">describes the status of plug-in electric
			 drive vehicles in the Federal fleet; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idCA3B3BFA35AF44E0BC7FFBB9243E0DFE"><enum>(B)</enum><text display-inline="yes-display-inline">includes an analysis of the data collected
			 under this subsection.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDe4c8665c34874383b79fe3973fdccdef"><enum>(4)</enum><header display-inline="yes-display-inline">Public
			 website</header><text display-inline="yes-display-inline">The Federal Energy
			 Management Program shall maintain and regularly update a publicly available
			 website that provides information on the status of plug-in electric vehicles in
			 the Federal fleet.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDef9751ba1f8541c3a2a99a3d689dc95b"><enum>(f)</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated for the Federal Government to pay for incremental
			 costs to purchase or lease plug-in electric drive vehicles and the requisite
			 charging infrastructure for Federal fleets $25,000,000.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="ID7fcbeb2cdf764d5499ff3adda824a97b" section-type="subsequent-section"><enum>10.</enum><header display-inline="yes-display-inline">Advanced batteries for tomorrow
			 prize</header>
			<subsection commented="no" display-inline="no-display-inline" id="id24D0F65738D14308B13A8885483B7049"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of
			 enactment of this Act, as part of the program described in section 1008 of the
			 Energy Policy Act of 2005 (42 U.S.C. 16396), the Secretary shall establish the
			 Advanced Batteries for Tomorrow Prize to competitively award cash prizes in
			 accordance with this section to advance the research, development,
			 demonstration, and commercial application of a 500-mile vehicle battery.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idFC8DFDFC448F49A49A0D30AEA848AD33"><enum>(b)</enum><header display-inline="yes-display-inline">Battery specifications</header>
				<paragraph commented="no" display-inline="no-display-inline" id="IDf8dbc1153979427c901b07ac4aa27cfa"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">To be eligible for the Prize, a battery
			 submitted by an entrant shall be—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID547d6f80f5a64ad39d02de5891c79f40"><enum>(A)</enum><text display-inline="yes-display-inline">able to power a plug-in electric drive
			 vehicle authorized to travel on the United States Federal-aid system of
			 highways for at least 500 miles before recharging;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID67628b60f3e84e82878c09c3379ee8e6"><enum>(B)</enum><text display-inline="yes-display-inline">of a size that would not be
			 cost-prohibitive or create space constraints, if mass-produced; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID7ddf214fc2cc417d87e13200418a5bd7"><enum>(C)</enum><text display-inline="yes-display-inline">cost-effective (measured in cost per
			 kilowatt hour), if mass-produced.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDb2cbbb31fb444b16b3f1d674339ca9fe"><enum>(2)</enum><header display-inline="yes-display-inline">Additional requirements</header><text display-inline="yes-display-inline">The Secretary, in consultation with the
			 Committee, shall establish any additional battery specifications that the
			 Secretary and the Committee determine to be necessary.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDb15c5cc7eafd49319394f56a578bead2"><enum>(c)</enum><header display-inline="yes-display-inline">Private funds</header>
				<paragraph commented="no" display-inline="no-display-inline" id="ID9d7650cc0b834916ba76ed4715b88b01"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subject to paragraph (2) and
			 notwithstanding section 3302 of title 31, United States Code, the Secretary may
			 accept, retain, and use funds contributed by any person, government entity, or
			 organization for purposes of carrying out this subsection—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID701af5e2a3f94a91ac6390d8a32d8b20"><enum>(A)</enum><text display-inline="yes-display-inline">without further appropriation; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDc4e1e85516354979829a331266370c5b"><enum>(B)</enum><text display-inline="yes-display-inline">without fiscal year limitation.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID99dc12cb0ebc466cb041996112e889e5"><enum>(2)</enum><header display-inline="yes-display-inline">Restriction on participation</header><text display-inline="yes-display-inline">An entity providing private funds for the
			 Prize may not participate in the competition for the Prize.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID7682753d0f134b8d95ed32504a3e8ce5"><enum>(d)</enum><header display-inline="yes-display-inline">Technical review</header><text display-inline="yes-display-inline">The Secretary, in consultation with the
			 Committee, shall establish a technical review committee composed of non-Federal
			 officers to review data submitted by Prize entrants under this section and
			 determine whether the data meets the prize specifications described in
			 subsection (b).</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDaa43b49e8b324959973941868c4109d0"><enum>(e)</enum><header display-inline="yes-display-inline">Third party administration</header><text display-inline="yes-display-inline">The Secretary may select, on a competitive
			 basis, a third party to administer awards provided under this section.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID9c89895a11834beead58fd036c65676e"><enum>(f)</enum><header display-inline="yes-display-inline">Eligibility</header><text display-inline="yes-display-inline">To be eligible for an award under this
			 section—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID38aefb47b24b4ee991e51e2c23614280"><enum>(1)</enum><text display-inline="yes-display-inline">in the case of a private entity, the entity
			 shall be incorporated in and maintain a primary place of business in the United
			 States; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID976adc85e8794b979663e1dafaf3568b"><enum>(2)</enum><text display-inline="yes-display-inline">in the case of an individual (whether
			 participating as a single individual or in a group), the individual shall be a
			 citizen or lawful permanent resident of the United States.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID5a199765712c4d0298ca3565d2260756"><enum>(g)</enum><header display-inline="yes-display-inline">Award amounts</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id7E951658A45545C6BC576D20A6BE8D11"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subject to the availability of funds to
			 carry out this section, the amount of the Prize shall be $10,000,000.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE680464E183F48A88FC9DC1DD5E5C729"><enum>(2)</enum><header display-inline="yes-display-inline">Breakthrough achievement
			 awards</header><text display-inline="yes-display-inline">In addition to the
			 award described in paragraph (1), the Secretary, in consultation with the
			 technical review committee established under subsection (d), may award cash
			 prizes in recognition of breakthrough achievements in research, development,
			 demonstration, and commercial application of activities described in subsection
			 (b).</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID13636758eb364d26a60e3530c63b57fb"><enum>(h)</enum><header display-inline="yes-display-inline">500-Mile battery award fund</header>
				<paragraph commented="no" display-inline="no-display-inline" id="ID44ebc5c84ee04e7d993decdc4f53cfa4"><enum>(1)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">There is established in the Treasury of the
			 United States a fund to be known as the <quote>500-mile Battery Fund</quote>
			 (referred to in this section as the <quote>Fund</quote>), to be administered by
			 the Secretary, to be available without fiscal year limitation and subject to
			 appropriation, to award amounts under this section.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9ead6bf495b5447f8b8d6ddc26cab559"><enum>(2)</enum><header display-inline="yes-display-inline">Transfers to Fund</header><text display-inline="yes-display-inline">The Fund shall consist of—</text>

			 Fund under subsection (i); and</text>

			 (c) and that are provided for the Fund.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDe28214dbd69b4183b86261ba8eaa5e20"><enum>(3)</enum><header display-inline="yes-display-inline">Prohibition</header><text display-inline="yes-display-inline">Amounts in the Fund may not be made
			 available for any purpose other than a purposes described in subsection
			 (a).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID07da58b629734be4945f49dadf73323a"><enum>(4)</enum><header display-inline="yes-display-inline">Annual reports</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="id6888A87F785B4826BE72B08EB7FCB7EA"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 60 days after the end of
			 each fiscal year beginning with fiscal year 2012, the Secretary shall submit a
			 report on the operation of the Fund during the fiscal year to—</text>
						<clause commented="no" display-inline="no-display-inline" id="idE58D5B6B77974F8D8A4FE37B947A1E9B"><enum>(i)</enum><text display-inline="yes-display-inline">the Committees on Appropriations of the
			 House of Representatives and of the Senate;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id327A537219DC4A3DBF1DC4CA779C4259"><enum>(ii)</enum><text display-inline="yes-display-inline">the Committee on Energy and Natural
			 Resources of the Senate; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idDF5877BAD0BE474F92B6EC0CA74C2A9C"><enum>(iii)</enum><text display-inline="yes-display-inline">the Committee on Energy and Commerce of the
			 House of Representatives.</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id282CC27FC11648EDA4ACAFB5B7C746E5"><enum>(B)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">Each report shall include, for the fiscal
			 year covered by the report, the following:</text>
						<clause commented="no" display-inline="no-display-inline" id="ID885d3878ca8c42bba3c906ed4daf03ab"><enum>(i)</enum><text display-inline="yes-display-inline">A statement of the amounts deposited into
			 the Fund.</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID0496eab1575648ada51a8420957ec2ba"><enum>(ii)</enum><text display-inline="yes-display-inline">A description of the expenditures made from
			 the Fund for the fiscal year, including the purpose of the expenditures.</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDff6136e44a714883835cca0b49673ade"><enum>(iii)</enum><text display-inline="yes-display-inline">Recommendations for additional authorities
			 to fulfill the purpose of the Fund.</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDd893a10175174d29ab0a83f45cb33bab"><enum>(iv)</enum><text display-inline="yes-display-inline">A statement of the balance remaining in the
			 Fund at the end of the fiscal year.</text>
						</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDa647f9eea1534b8a8906aef6aa157f89"><enum>(5)</enum><header display-inline="yes-display-inline">Separate appropriations
			 account</header><text display-inline="yes-display-inline">Section 1105(a) of
			 title 31, United States Code, is amended—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idCFAF5C0DE678488683249962C7346E6C"><enum>(A)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (35) and (36)
			 as paragraphs (36) and (37), respectively;</text>

			<subsection commented="no" display-inline="no-display-inline" id="ID0319f27bd1c84051a811b25779c44c4f"><enum>(a)</enum><header display-inline="yes-display-inline">Research and development program</header>
				<paragraph commented="no" display-inline="no-display-inline" id="ID8ac7d3b1a8fe41a4ac4951b58fb447d6"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary, in consultation with the
			 Committee, shall establish a program to fund research and development in
			 advanced batteries, electric drive vehicle components, electric drive
			 infrastructure, and other technologies supporting the development, manufacture,
			 and deployment of electric drive vehicles and charging infrastructure.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id61D99F6EF68048E89F77B4C6669A4AD7"><enum>(2)</enum><header display-inline="yes-display-inline">Use of funds</header><text display-inline="yes-display-inline">The program may include funding for—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID4a0b9f86be39453d9f7ae009a11bd00e"><enum>(A)</enum><text display-inline="yes-display-inline">the development of low-cost, smart-charging
			 and vehicle-to-grid connectivity technology;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID4582e3ea101f456ea5606727c46134cb"><enum>(B)</enum><text display-inline="yes-display-inline">the benchmarking and assessment of open
			 software systems using nationally established evaluation criteria; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDfc4bb677f5aa468a860f604be651ff47"><enum>(C)</enum><text display-inline="yes-display-inline">new technologies in electricity storage for
			 vehicles.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9520b76fa2964fecb6a65558a399e517"><enum>(3)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 4 years after the date of
			 enactment of this Act, the Secretary shall submit to Congress a report
			 describing the status of the program described in paragraph (1).</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDd300e494ea7d4ccf97ecaabd7c351984"><enum>(b)</enum><header display-inline="yes-display-inline">Secondary use applications program</header>
				<paragraph commented="no" display-inline="no-display-inline" id="IDb561bad509f84f79ae3e21fcc756e2ce"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary, in consultation with the
			 Committee, shall carry out a research, development, and demonstration program
			 that builds upon any work carried out under section 915 of the Energy Policy
			 Act of 2005 (42 U.S.C. 16195) and—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID070d751c0f12434f95aea4f959fc5fbd"><enum>(A)</enum><text display-inline="yes-display-inline">identifies possible uses of a vehicle
			 battery after the useful life of the battery in a vehicle has been
			 exhausted;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID378b8bc20b2645b0a5223e923c98bd93"><enum>(B)</enum><text display-inline="yes-display-inline">assesses the potential for markets for uses
			 described in subparagraph (A) to develop, as well as any barriers to the
			 development of the markets; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID8ac0fe4c61ec48c8b2f38c43aaa90d66"><enum>(C)</enum><text display-inline="yes-display-inline">identifies the potential uses of a vehicle
			 battery—</text>
						<clause commented="no" display-inline="no-display-inline" id="idD3D0388F1FBB4BF6B741FDABE2838149"><enum>(i)</enum><text display-inline="yes-display-inline">with the most promise for market
			 development; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id919656E8C830451D81DE91E5FAF69012"><enum>(ii)</enum><text display-inline="yes-display-inline">for which market development would be aided
			 by a demonstration project.</text>
						</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID531d6034f5174860be5a062122c9f422"><enum>(2)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 2 years after the date of
			 enactment of this Act, the Secretary shall submit to the appropriate committees
			 of Congress an initial report on the findings of the program described in
			 paragraph (1), including recommendations for stationary energy storage and
			 other potential applications for batteries used in plug-in electric drive
			 vehicles.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDafe329b40e8d45afa868bf5707614537"><enum>(c)</enum><header display-inline="yes-display-inline">Demonstration projects</header>
				<paragraph commented="no" display-inline="no-display-inline" id="ID9e622e4875b14846b4acd357cb3acd90"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Based on the results of the program
			 described in subsection (b), the Secretary, in consultation with the Committee,
			 shall develop guidelines for projects that demonstrate the secondary uses of
			 vehicle batteries.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID68bdad27d0074a45bae53fc4d70c1146"><enum>(2)</enum><header display-inline="yes-display-inline">Publication of guidelines</header><text display-inline="yes-display-inline">Not later than 30 months after the date of
			 enactment of this Act, the Secretary shall—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id202B6A120DAF4BB5891A18072788BC54"><enum>(A)</enum><text display-inline="yes-display-inline">publish the guidelines described in
			 paragraph (1); and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id623703674D4E472E922BC1904393E4F0"><enum>(B)</enum><text display-inline="yes-display-inline">solicit applications for funding for
			 demonstration projects.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID551ace27811846c9ab66dd668b02dee3"><enum>(3)</enum><header display-inline="yes-display-inline">Grant program</header><text display-inline="yes-display-inline">Not later than 38 months after the date of
			 enactment of this Act, the Secretary shall select proposals for grant funding
			 under this section, based on an assessment of which proposals are mostly likely
			 to contribute to the development of a secondary market for batteries.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID051e478ea31c4dde8915e0d793c5ac52"><enum>(d)</enum><header display-inline="yes-display-inline">Materials Recycling Study</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id2FD5E98E846341448405780B8236D0E6"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary, in consultation with the
			 Committee, shall carry out a study on the recycling of materials from plug-in
			 electric drive vehicles and the batteries used in plug-in electric drive
			 vehicles.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1c655870fd78447ebb3ccb853f596486"><enum>(2)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 2 years after the date of
			 enactment of this Act, the Secretary shall submit to the appropriate committees
			 of Congress a report on the findings of the study described in paragraph
			 (1).</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDb650ccba2f8342d3a8caa4c2b056e1a2"><enum>(e)</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated to carry out this section $1,530,000,000,
			 including—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="IDc4c604d2b38146a8a443b713aafc483a"><enum>(1)</enum><text display-inline="yes-display-inline">$1,500,000,000 for use in conducting the
			 program described in subsection (a) for fiscal years 2011 through 2020;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID79b203cabb5847e39ab3298effd4dc3f"><enum>(2)</enum><text display-inline="yes-display-inline">$5,000,000 for use in conducting the
			 program described in subsection (b) for fiscal years 2011 through 2016;
			 and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID497b1c0508b04cc98620159a0e818510"><enum>(3)</enum><text display-inline="yes-display-inline">$25,000,000 for use in providing grants
			 described in subsection (c) for fiscal years 2011 through 2020.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="ID06cb32c3652d44898d7d2be0f25067eb" section-type="subsequent-section"><enum>12.</enum><header display-inline="yes-display-inline">Study on the supply of raw
			 materials</header>
			<subsection commented="no" display-inline="no-display-inline" id="id25868E3B17FF42B3AC9BC02CCC570042"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary of the Interior, in
			 consultation with the Secretary and the Task Force, shall conduct a study
			 that—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID6efb456d9385482da1cd82693cf47f9c"><enum>(1)</enum><text display-inline="yes-display-inline">identifies the raw materials needed for the
			 manufacture of plug-in electric drive vehicles, batteries, and other components
			 for plug-in electric drive vehicles, and for the infrastructure needed to
			 support plug-in electric drive vehicles;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID573df8962e6d4e308d87b2de58bb2e7a"><enum>(2)</enum><text display-inline="yes-display-inline">describes the primary or original sources
			 and known reserves and resources of those raw materials;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4b64bdda6bba43a69ca7be0a7f8e1e9f"><enum>(3)</enum><text display-inline="yes-display-inline">assesses, in consultation with the National
			 Academy of Sciences, the degree of risk to the manufacture, maintenance,
			 deployment, and use of plug-in electric drive vehicles associated with the
			 supply of those raw materials; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDa2f2654b9d964a3b801af33ad9395596"><enum>(4)</enum><text display-inline="yes-display-inline">identifies pathways to securing reliable
			 and resilient supplies of those raw materials.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID12df2cddf8d143a5b098a3990dc0b364"><enum>(b)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 3 years after the date of
			 enactment of this Act, the Secretary of the Interior shall submit to Congress a
			 report that describes the results of the study.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID1510cb1ba5ac41f2ba176d32a3f79da5"><enum>(c)</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated to carry out this subsection $1,500,000.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="ID3a6d277b052c4748a9ff2d52e020fa19" section-type="subsequent-section"><enum>13.</enum><header display-inline="yes-display-inline">Plug-in Electric Drive Vehicle Technical
			 Advisory Committee</header>
			<subsection commented="no" display-inline="no-display-inline" id="idD6E4BB1DEEBA48618821804A1BF23C76"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">There is established the Plug-in Electric
			 Drive Vehicle Technical Advisory Committee to advise the Secretary on the
			 programs and activities under this Act.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID1c12719a811b4a359c6f2eecc93e7401"><enum>(b)</enum><header display-inline="yes-display-inline">Mission</header><text display-inline="yes-display-inline">The mission of the Committee shall be to
			 advise the Secretary on technical matters, including—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID921ae35290e74ce498a433308b5066a2"><enum>(1)</enum><text display-inline="yes-display-inline">the priorities for research and
			 development;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDa76df83681ab4d3fbfad74d581c8dd0c"><enum>(2)</enum><text display-inline="yes-display-inline">means of accelerating the deployment of
			 safe, economical, and efficient plug-in electric drive vehicles for mass market
			 adoption;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID152a365ca99d4f908d84f80b691e4d79"><enum>(3)</enum><text display-inline="yes-display-inline">the development and deployment of charging
			 infrastructure;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5d5057348029445e9d5bf64be80adce6"><enum>(4)</enum><text display-inline="yes-display-inline">the development of uniform codes,
			 standards, and safety protocols for plug-in electric drive vehicles and
			 charging infrastructure; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6d66b02989134f4c92c8d08dc0917c82"><enum>(5)</enum><text display-inline="yes-display-inline">reporting on the competitiveness of the
			 United States in plug-in electric drive vehicle and infrastructure research,
			 manufacturing, and deployment.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDafa4e8f751ba442ba7aed5b78e1d7e8b"><enum>(c)</enum><header display-inline="yes-display-inline">Membership</header>
				<paragraph commented="no" display-inline="no-display-inline" id="IDe608478777f847dc89ead5b416660c09"><enum>(1)</enum><header display-inline="yes-display-inline">Members</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="id76FE5F3C1A75457293292419055E4F09"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Committee shall consist of not less
			 than 12, but not more than 25, members.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id02B64B6940D6434BB1D03A6CD45CA2CF"><enum>(B)</enum><header display-inline="yes-display-inline">Representation</header><text display-inline="yes-display-inline">The Secretary shall appoint the members to
			 Committee from among representatives of—</text>
						<clause commented="no" display-inline="no-display-inline" id="id5EB0BECE3B9640CCA4098846B63C42B4"><enum>(i)</enum><text display-inline="yes-display-inline">domestic industry;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id47D2FA833E244BDCAE4653599A0D3283"><enum>(ii)</enum><text display-inline="yes-display-inline">institutions of higher education;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id4FC544D004C9488E90F8C45AE7560071"><enum>(iii)</enum><text display-inline="yes-display-inline">professional societies;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id8C9F5F6546484ADE8C0A655C11D83D51"><enum>(iv)</enum><text display-inline="yes-display-inline">Federal, State, and local governmental
			 agencies (including the National Laboratories); and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id502700E0F65A40E781EFA785B81C8573"><enum>(v)</enum><text display-inline="yes-display-inline">financial, transportation, labor,
			 environmental, or other appropriate organizations, as the Secretary determines
			 to be necessary.</text>
						</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5bba1fc40b344072b738113b90bf1b7b"><enum>(2)</enum><header display-inline="yes-display-inline">Terms</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="id7489393CAA9248C880187E50483BAB85"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The term of a Committee member shall not be
			 longer than 3 years.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5A6738D629B64F4FAC52F7BCD7DB5BEB"><enum>(B)</enum><header display-inline="yes-display-inline">Staggered terms</header><text display-inline="yes-display-inline">The Secretary may appoint members to the
			 Committee for differing term lengths to ensure continuity in the functioning of
			 the Committee.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC717AD59D307490CA1EFDC90A81B8B3A"><enum>(C)</enum><header display-inline="yes-display-inline">Reappointments</header><text display-inline="yes-display-inline">A member of the Committee whose term is
			 expiring may be reappointed.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1f27214a2ad544238fdd293e455e13fe"><enum>(3)</enum><header display-inline="yes-display-inline">Chairperson</header><text display-inline="yes-display-inline">The Committee shall have a chairperson, who
			 shall be elected by and from the members.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDb121867c2669435e8ac2cb8e46fa018c"><enum>(d)</enum><header display-inline="yes-display-inline">Review</header><text display-inline="yes-display-inline">The Committee shall review and make
			 recommendations to the Secretary on the implementation of programs and
			 activities under this Act.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDefb45f944c074c63846d31c774907eda"><enum>(e)</enum><header display-inline="yes-display-inline">Response</header>
				<paragraph commented="no" display-inline="no-display-inline" id="ID4262086f256d4ed5b5e2dc059fc60e79"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall consider and may adopt
			 any recommendation of the Committee under subsection (c).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID8fe4a939a75149b68e9b06865522454c"><enum>(2)</enum><header display-inline="yes-display-inline">Biennial report</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="idF237AE7C57D44AA3814248BB60DFE7EE"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 2 years after the date of
			 enactment of this Act and every 2 years thereafter, the Secretary shall submit
			 to the appropriate committees of Congress a report describing any new
			 recommendations of the Committee.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3A2579FF7C98484987C0AD1E44523F4E"><enum>(B)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">The report shall include—</text>
						<clause commented="no" display-inline="no-display-inline" id="idBE8BCE55DFBF46BE83A5654282C618AF"><enum>(i)</enum><text display-inline="yes-display-inline">a description of the manner in which the
			 Secretary has implemented or plans to implement the recommendations of the
			 Committee; or</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idBCACE7CE76484126BBA9356C696805C3"><enum>(ii)</enum><text display-inline="yes-display-inline">an explanation of the reason that a
			 recommendation of the Committee has not been implemented.</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7635313F542C4E029764ABE3387D3C6C"><enum>(C)</enum><header display-inline="yes-display-inline">Timing</header><text display-inline="yes-display-inline">The report described in this paragraph
			 shall be submitted by the Secretary at the same time the President submits the
			 budget proposal for the Department of Energy to Congress.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDee8989203874415b880aee7958ae4385"><enum>(f)</enum><header display-inline="yes-display-inline">Coordination</header><text display-inline="yes-display-inline">The Committee shall hold joint annual
			 meetings with the Hydrogen and Fuel Cell Technical Advisory Committee
			 established by section 807 of the Energy Policy Act of 2005 (42 U.S.C. 16156)
			 to help coordinate the work and recommendations of the Committees.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDde11b853a9f940379b7952c96f4f59ed"><enum>(g)</enum><header display-inline="yes-display-inline">Support</header><text display-inline="yes-display-inline">The Secretary shall provide to the
			 Committee the resources necessary to carry out this section, as determined to
			 be necessary by the Secretary.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="ID08e42c0c9fd64cf59711fde972a09358" section-type="subsequent-section"><enum>14.</enum><header display-inline="yes-display-inline">Plug-in Electric Drive Vehicle Interagency
			 Task Force</header>
			<subsection commented="no" display-inline="no-display-inline" id="IDa3dd2aa3cd9e42dc9b7b5af1c65af23f"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 120 days after the date of
			 enactment of this Act, the President shall establish the Plug-in Electric Drive
			 Vehicle Interagency Task Force, to be chaired by the Secretary and which shall
			 consist of at least 1 representative from each of—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID8973556cda434693ad32cf8bc45c38e0"><enum>(1)</enum><text display-inline="yes-display-inline">the Office of Science and Technology
			 Policy;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID7494ed7558c34682950aa26b3f7a8038"><enum>(2)</enum><text display-inline="yes-display-inline">the Council on Environmental
			 Quality;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4ba1efddc57a4947bbfaa8ee94314853"><enum>(3)</enum><text display-inline="yes-display-inline">the Department of Energy;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID014e8231c66747e5b783d698ddab40d3"><enum>(4)</enum><text display-inline="yes-display-inline">the Department of Transportation;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDa93c7bb2ad864673b24a18c4c6463a6b"><enum>(5)</enum><text display-inline="yes-display-inline">the Department of Defense;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID2507cc2c61304b04bd33d5f82066532b"><enum>(6)</enum><text display-inline="yes-display-inline">the Department of Commerce (including the
			 National Institute of Standards and Technology);</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID2480433b01eb4c8f900a8b1e13d9f0bd"><enum>(7)</enum><text display-inline="yes-display-inline">the Environmental Protection Agency;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDa8d6bc15f2dc45d98436292db2e17ef3"><enum>(8)</enum><text display-inline="yes-display-inline">the General Services Administration;
			 and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID0dcd98e038d847ca86045576611d0a3b"><enum>(9)</enum><text display-inline="yes-display-inline">any other Federal agencies that the
			 President determines to be appropriate.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID90d8230770264da6bb5fe04686e38fb9"><enum>(b)</enum><header display-inline="yes-display-inline">Mission</header><text display-inline="yes-display-inline">The mission of the Task Force shall be to
			 ensure awareness, coordination, and integration of the activities of the
			 Federal Government relating to electric drive vehicles, including—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID10f623c1ae9c48eabcb2a11fbbc08984"><enum>(1)</enum><text display-inline="yes-display-inline">plug-in electric drive vehicle research and
			 development (including necessary components);</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID94c488267e4f43cea686cdef499b2673"><enum>(2)</enum><text display-inline="yes-display-inline">the development of widely accepted
			 smart-grid standards and protocols for charging infrastructure;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID77eb72f3f3ab499793f6f5e09d3d0cee"><enum>(3)</enum><text display-inline="yes-display-inline">the relationship of plug-in electric drive
			 vehicle charging practices to electric utility regulation;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5a52a26862d648d0800eb43aba655f8b"><enum>(4)</enum><text display-inline="yes-display-inline">the relationship of plug-in electric drive
			 vehicle deployment to system reliability and security;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID491c6f6dc24e42cab71b690532cbcb95"><enum>(5)</enum><text display-inline="yes-display-inline">the general deployment of plug-in electric
			 drive vehicles in the Federal, State, and local governments and for private
			 use;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDf71526ecdd164eaaa7d919b903d1740a"><enum>(6)</enum><text display-inline="yes-display-inline">the development of uniform codes,
			 standards, and safety protocols for plug-in electric drive vehicles and
			 charging infrastructure; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDd74f0234618d4a5b864456926d7fee91"><enum>(7)</enum><text display-inline="yes-display-inline">the alignment of international plug-in
			 electric drive vehicle standards.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID9f1ebc5108004290a011204e726f58e3"><enum>(c)</enum><header display-inline="yes-display-inline">Activities</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id27A8ACB8D8E44137B3BC7C995BBC9E36"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">In carrying out this section, the Task
			 Force may—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idA0AE7FC7E6814F9194D26C2CA2EE7A5F"><enum>(A)</enum><text display-inline="yes-display-inline">organize workshops and conferences;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1242FBD48C21487AA9A3EE6B66141CC2"><enum>(B)</enum><text display-inline="yes-display-inline">issue publications; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idABCF5A0DFDDF4DE48A0734A99BD96BD3"><enum>(C)</enum><text display-inline="yes-display-inline">create databases.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID949c17bcd0e049afaffeec0a195a8613"><enum>(2)</enum><header display-inline="yes-display-inline">Mandatory activities</header><text display-inline="yes-display-inline">In carrying out this section, the Task
			 Force shall—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID700fd48a041841f395305158a5267eb1"><enum>(A)</enum><text display-inline="yes-display-inline">foster the exchange of generic,
			 nonproprietary information and technology among industry, academia, and the
			 Federal Government;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID61659f303dbe43a4ab792a9102617295"><enum>(B)</enum><text display-inline="yes-display-inline">integrate and disseminate technical and
			 other information made available as a result of the programs and activities
			 under this Act;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID457ae83d762447d2a1083de9b31a78b2"><enum>(C)</enum><text display-inline="yes-display-inline">support education about plug-in electric
			 drive vehicles;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDce72b378274748d3adaa88a40249f8b3"><enum>(D)</enum><text display-inline="yes-display-inline">monitor, analyze, and report on the effects
			 of plug-in electric drive vehicle deployment on the environment and public
			 health, including air emissions from vehicles and electricity generating units;
			 and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID8a7288ed901d4b709915bd1ad0bffd20"><enum>(E)</enum><text display-inline="yes-display-inline">review and report on—</text>
						<clause commented="no" display-inline="no-display-inline" id="IDd17f905af7284607b06fb3f5116eeabf"><enum>(i)</enum><text display-inline="yes-display-inline">opportunities to use Federal programs
			 (including laws, regulations, and guidelines) to promote the deployment of
			 plug-in electric drive vehicles; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID0a914b0f30b14f6ba8362ff8de33f4de"><enum>(ii)</enum><text display-inline="yes-display-inline">any barriers to the deployment of plug-in
			 electric drive vehicles, including barriers that are attributable to Federal
			 programs (including laws, regulations, and guidelines).</text>
						</clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID015504fab9854063a1e7f4b780dd24c9"><enum>(d)</enum><header display-inline="yes-display-inline">Agency cooperation</header><text display-inline="yes-display-inline">A Federal agency—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idFFB2DA7A9240447CAD1E9CA9CE63087C"><enum>(1)</enum><text display-inline="yes-display-inline">shall cooperate with the Task Force;
			 and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1F88985F9F4B4ADE9F88B4948AEC35BB"><enum>(2)</enum><text display-inline="yes-display-inline">provide, on request of the Task Force,
			 appropriate assistance in carrying out this section, in accordance with
			 applicable Federal laws (including regulations).</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="ID287916970149459fb5386478dc3b98e7" section-type="subsequent-section"><enum>15.</enum><header display-inline="yes-display-inline">Prohibition on disposing of advanced
			 batteries in landfills</header><text display-inline="no-display-inline">An
			 advanced battery from a plug-in electric drive vehicle shall be disposed of in
			 accordance with the Mercury-Containing and Rechargeable Battery Management Act
			 (42 U.S.C. 14301 et seq.).</text>
		</section><section commented="no" display-inline="no-display-inline" id="ID12d049fd70804359a472719d0814ee7f" section-type="subsequent-section"><enum>16.</enum><header display-inline="yes-display-inline">Loan guarantees for advanced battery
			 purchases for use in stationary applications</header><text display-inline="no-display-inline">Subtitle B of title I of the Energy
			 Independence and Security Act of 2007 (42 U.S.C. 17011 et seq.) is amended by
			 adding at the end the following:</text>

				<section commented="no" display-inline="no-display-inline" id="ID74bf530fae65444482daf9e74af37896" section-type="subsequent-section"><enum>137.</enum><header display-inline="yes-display-inline">Loan guarantees for advanced battery
				purchases</header>
					<subsection commented="no" display-inline="no-display-inline" id="ID25d5a1fa03654a3ab2efc197a5b37aa2"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section:</text>
						<paragraph commented="no" display-inline="no-display-inline" id="ID1cd5966d35d94418a05c8668c7c84eb4"><enum>(1)</enum><header display-inline="yes-display-inline">Qualified automotive battery</header><text display-inline="yes-display-inline">The term <term>qualified automotive
				battery</term> means a battery that—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="id8F8517D9C230418EBDCB0108EAF0E937"><enum>(A)</enum><text display-inline="yes-display-inline">has at least 4 kilowatt hours of battery
				capacity; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8C96946A886B42378224CE201705144A"><enum>(B)</enum><text display-inline="yes-display-inline">is designed for use in qualified plug-in
				electric drive motor vehicles but is purchased for nonautomotive
				applications.</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDf890decc41584fc18f4b5c3d2d1b621a"><enum>(2)</enum><header display-inline="yes-display-inline">Eligible entity</header><text display-inline="yes-display-inline">The term <term>eligible entity</term>
				means—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="ID2cf9b6a4ad254962889c8e69db719da2"><enum>(A)</enum><text display-inline="yes-display-inline">an original equipment manufacturer;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDf0bc53f4cec740e182e8e5aa19ec8026"><enum>(B)</enum><text display-inline="yes-display-inline">an electric utility;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID4247590ac0324541a77363cc486f0637"><enum>(C)</enum><text display-inline="yes-display-inline">any provider of range extension
				infrastructure; or</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID2eebf8c7a95949f18d276f9652627bd6"><enum>(D)</enum><text display-inline="yes-display-inline">any other qualified entity, as determined
				by the Secretary.</text>
							</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID15e153bf2fab4c59bb51d16969af277d"><enum>(b)</enum><header display-inline="yes-display-inline">Loan guarantees</header>
						<paragraph commented="no" display-inline="no-display-inline" id="id7D7BE788C52B43259145932916A3938C"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall guarantee loans made to
				eligible entities for the aggregate purchase of not less than 200 qualified
				automotive batteries in a calendar year that have a total minimum power rating
				of 1 megawatt and use advanced battery technology.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1EC8310690B947C08B1AB8FB12C58FF9"><enum>(2)</enum><header display-inline="yes-display-inline">Restriction</header><text display-inline="yes-display-inline">As a condition of receiving a loan
				guarantee under this section, an entity purchasing qualified automotive
				batteries with loan funds guaranteed under this section shall comply with the
				provisions of the Buy American Act (41 U.S.C. 10a et seq.).</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID00bf4f16c90a4ff79407190e19b207ce"><enum>(c)</enum><header display-inline="yes-display-inline">Regulations</header><text display-inline="yes-display-inline">The Secretary shall promulgate such
				regulations as are necessary to carry out this section.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="id616A2E2ECE5345D293254F7E1118CF8C"><enum>(d)</enum><header display-inline="yes-display-inline">Authorization of
				appropriations</header><text display-inline="yes-display-inline">There is
				authorized to be appropriated to carry out this section
				$50,000,000.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="ID0ddd279d407746c789109be055c22c1b" section-type="subsequent-section"><enum>17.</enum><header display-inline="yes-display-inline">Model updating building codes, permitting
			 and inspection processes, and zoning or parking rules</header>
			<subsection commented="no" display-inline="no-display-inline" id="ID6309cc648c514d9b9c53ac2eae5b98cd"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
			 enactment of this Act, the Secretary shall develop and publish—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="IDef313d49ffac4397ae99ff8e6ce5d90b"><enum>(1)</enum><text display-inline="yes-display-inline">model building codes for the inclusion of
			 separate circuits for charging infrastructure, as appropriate, in new
			 construction and major renovations of private residences, buildings, or other
			 structures that could provide publicly available charging
			 infrastructure;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID17cf6303db7046f298724838913ba473"><enum>(2)</enum><text display-inline="yes-display-inline">model construction permitting or inspection
			 processes that allow for the expedited installation of charging infrastructure
			 for purchasers of electric drive vehicles (including a permitting process that
			 allows a vehicle purchaser to have charging infrastructure installed the same
			 day a vehicle is purchased); and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID789dc558a2a14fda9bad2fbc50b268e6"><enum>(3)</enum><text display-inline="yes-display-inline">model zoning, parking rules, or other local
			 ordinances that—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id8841DCB5785145469256D5430B646240"><enum>(A)</enum><text display-inline="yes-display-inline">facilitate the installation of publicly
			 available charging infrastructure; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2DB01CF0CD3E48C995D8CBCFDC6C7A86"><enum>(B)</enum><text display-inline="yes-display-inline">allow for access to publicly available
			 charging infrastructure.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDb9f98438e066453f9f8d4448af06c3c1"><enum>(b)</enum><header display-inline="yes-display-inline">Optional adoption</header><text display-inline="yes-display-inline">An applicant for selection as a deployment
			 community under section 4 shall not be required to use the model building
			 codes, permitting and inspection processes, or zoning, parking rules, or other
			 ordinances described in the report published under subsection (a).</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID984af0e530184fe4be55f7bd31b1ebdc"><enum>(c)</enum><header display-inline="yes-display-inline">Smart grid integration</header><text display-inline="yes-display-inline">In developing the model codes or ordinances
			 described in subsection (a), the Secretary shall take into account smart grid
			 integration.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id0B2E9A6E1BCD480186A4CB6889BE274E"><enum>(d)</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated to carry out this section $1,000,000.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="IDf90b20a0aadd49848a93d969e65a5f4e" section-type="subsequent-section"><enum>18.</enum><header display-inline="yes-display-inline">Workforce training</header>
			<subsection commented="no" display-inline="no-display-inline" id="idA7FC25254BD04695AE97892BA101459D"><enum>(a)</enum><header display-inline="yes-display-inline">Maintenance and support</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idA5D2DDCAA06D4067ABE5CE5E5129AFF4"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary, in consultation with the
			 Committee and the Task Force, shall award grants to institutions of higher
			 education and other qualified training and education institutions for the
			 establishment of programs to provide training and education for vocational
			 workforce development through centers of excellence.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA879BAB48D1A45D9A58A83DBCE281B80"><enum>(2)</enum><header display-inline="yes-display-inline">Purpose</header><text display-inline="yes-display-inline">Training funded under this subsection shall
			 be intended to ensure that the workforce has the necessary skills needed to
			 maintain plug-in electric drive vehicles and the infrastructure required to
			 support plug-in electric drive vehicles.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1e5cfea68fb14fbdb9a633013a824df8"><enum>(3)</enum><header display-inline="yes-display-inline">Scope</header><text display-inline="yes-display-inline">Training funded under this subsection shall
			 include training for—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="IDd6956e6e710648eb9815f6204e3677b5"><enum>(A)</enum><text display-inline="yes-display-inline">first responders;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID407d127b26cb4937bb9461f841886d80"><enum>(B)</enum><text display-inline="yes-display-inline">electricians and contractors who will be
			 installing infrastructure;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id151971C20E7649338323B665189201E3"><enum>(C)</enum><text display-inline="yes-display-inline">engineers;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDa94fd9cb12474e9bb33a9c63730412ab"><enum>(D)</enum><text display-inline="yes-display-inline">code inspection officials; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDdad25e0f269d46fe8669a8eaab71ac2c"><enum>(E)</enum><text display-inline="yes-display-inline">dealers and mechanics.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDa275e998e54143f7ab07139b4370e197"><enum>(b)</enum><header display-inline="yes-display-inline">Design</header><text display-inline="yes-display-inline">The Secretary shall award grants to
			 institutions of higher education and other qualified training and education
			 institutions for the establishment of programs to provide training and
			 education in designing plug-in electric drive vehicles and associated
			 components and infrastructure to ensure that the United States can lead the
			 world in this field.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID6ca963c6c24e47999d595217b0b0022f"><enum>(c)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of
			 enactment of this Act, the Secretary shall submit to Congress a report on the
			 implementation of the training programs under this section.</text>

			 appropriations</header><text display-inline="yes-display-inline">There are
			 authorized to be appropriated $250,000,000 to carry out this section.</text>
