		<official-title display="yes">To remove the limit on the anticipated
		  award price for contracts awarded under the procurement program for women-owned
		  small business concerns, and for other purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="idA0A80727260A4A8991FEFCD537152228" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Fairness in Women-Owned Small Business
			 Contracting Act of 2010</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="idEB13758246AC4A2AB5245182FE9B46B8" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Procurement program for women-owned small
			 business concerns</header><text display-inline="no-display-inline">Section 8(m)
			 of the Small Business Act (15 U.S.C. 637(m)) is amended—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="id845FDAEE2C9945EFB8CE89CA4A2F9834"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2)—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="id711AFC70E358429B8503051C32854355"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking <quote>who
			 are economically disadvantaged</quote>;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idF03B855245AD4D3AB5172F9CFF3A6ACE"><enum>(B)</enum><text display-inline="yes-display-inline">in subparagraph (C), by striking
			 <quote>paragraph (3)</quote> and inserting <quote>paragraph (4)</quote>;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id80263B187E5545C198B5E2B4199A7D4D"><enum>(C)</enum><text display-inline="yes-display-inline">by striking subparagraph (D); and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9B6181D4DEDA4C779CDB356D7D991D72"><enum>(D)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (E) and (F)
			 as subparagraphs (D) and (E), respectively; and</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8CB9C062791F40F497FFA6EB59CF03ED"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="idE3D251D2ED1347238876C388DBB6D714" style="OLC">
					<paragraph commented="no" display-inline="no-display-inline" id="id71C621808D1E4A1EAE39FFEC02B609F2"><enum>(7)</enum><header display-inline="yes-display-inline">Sole source contracts</header><text display-inline="yes-display-inline">A contracting officer may award a sole
				source contract under this subsection to a small business concern owned and
				controlled by women under the same conditions as a sole source contract may be
				awarded to a qualified HUBZone small business concern under section
				31(b)(2)(A).</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="id458A7C480A764E018C42E016F4E309E1" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Study and report on representation of
			 women</header><text display-inline="no-display-inline">Section 29 of the Small
			 Business Act (15 U.S.C. 656) is amended by adding at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="idBD8A54ED1A8B48C781390BDFDDC91F51" style="OLC">
				<subsection commented="no" display-inline="no-display-inline" id="idE389C5485BB147A7B813A91DB3BFFAF7"><enum>(o)</enum><header display-inline="yes-display-inline">Study and report on representation of
				women</header>
					<paragraph commented="no" display-inline="no-display-inline" id="id48300A067B584724BFAFC1CC67E0CA65"><enum>(1)</enum><header display-inline="yes-display-inline">Study</header><text display-inline="yes-display-inline">The Administrator shall periodically
				conduct a study to identify any United States industry, as defined under the
				North American Industry Classification System, in which women are
				underrepresented.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8B45B7A52EB94590AB113A9CA6F3D9EA"><enum>(2)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 5 years after the date of
				enactment of this subsection, and every 5 years thereafter, the Administrator
				shall submit to the Committee on Small Business and Entrepreneurship of the
				Senate and the Committee on Small Business of the House of Representatives a
				report on the results of each study under paragraph (1) conducted during the
				5-year period ending on the date of the
				report.</text>
