		<official-title>To amend the Comprehensive Environmental Response,
		  Compensation, and Liability Act of 1980 to establish a grant program to
		  revitalize brownfield sites for the purpose of locating renewable electricity
		  generation facilities on those sites. </official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Cleanfields Investment
			 Act</short-title></quote>.</text>
		</section><section id="IDffb0664473714ae2b26c3f33d1ca0352"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to establish a
			 program to fund grants—</text>
			<paragraph id="id524F0AAEA23846AE82C6D3620D45DC44"><enum>(1)</enum><text display-inline="yes-display-inline">to inventory, characterize, assess, and
			 conduct planning relating to brownfield sites for the purpose of locating
			 renewable electricity generation facilities
			 <added-phrase reported-display-style="italic">or renewable energy manufacturing
			 facilities</added-phrase> on those brownfield sites; or</text>
			</paragraph><paragraph id="idC42C77B0CB83459CBA023273C3568900"><enum>(2)</enum><text display-inline="yes-display-inline">for use in remediating brownfield sites for
			 the purpose of locating renewable electricity generation facilities
			 <added-phrase reported-display-style="italic">a</added-phrase><added-phrase reported-display-style="italic">nd renewable energy manufacturing
			 facilities</added-phrase> on those brownfield sites.</text>
			</paragraph></section><section id="IDdbd6cd81ac5249cbb59b13d306c1e351"><enum>3.</enum><header>Definition</header><text display-inline="no-display-inline">Section 101 of the Comprehensive
			 Environmental Response, Compensation, and Liability Act of 1980 (42 U.S.C.
			 9601) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="id3145CC6430C44C9A81BBD6264D0E6F41" style="OLC">
				<paragraph changed="deleted" commented="no" display-inline="no-display-inline" id="IDcb75b28864d44cd4a7da8f0db89bbf5e" reported-display-style="strikethrough"><enum>(42)</enum><header>Renewable
				electricity generation facility</header><text>The term <term>renewable
				electricity generation facility</term> means a facility that generates
				renewable electricity from wind energy, solar energy, or geothermal
				energy.</text>
				</paragraph><paragraph changed="added" commented="no" display-inline="no-display-inline" id="idEFC579BB30FF4CFFB7A2B8E1A381E01A" reported-display-style="italic"><enum>(42)</enum><header display-inline="yes-display-inline">Renewable electricity generation
				facility</header><text display-inline="yes-display-inline">The term
				<term>renewable electricity generation facility</term> means a facility that
				generates renewable electricity from wind energy, solar energy, or geothermal
				energy.</text>
				</paragraph><paragraph changed="added" commented="no" display-inline="no-display-inline" id="id9F41430267D541F280AB116B36C79FD2" reported-display-style="italic"><enum>(43)</enum><header>Renewable energy
				manufacturing facility</header><text>The term <term>renewable energy
				manufacturing facility</term> means a facility that manufactures components or
				systems for use in generating renewable electricity from wind energy, solar
				energy, or geothermal
				energy.</text>
				</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="IDa59b11e3599047da887e172eefb3aa65"><enum>4.</enum><header>Renewable
			 electricity brownfield site funding</header><text display-inline="no-display-inline">Section 104(k) of the Comprehensive
			 Environmental Response, Compensation, and Liability Act of 1980 (42 U.S.C.
			 9604(k)) is amended—</text>
			<paragraph id="ID569ea3e25be54ee99e4747d346b2e1dc"><enum>(1)</enum><text>by redesignating
			 paragraph (12) as paragraph (13);</text>
			</paragraph><paragraph id="IDe6cf1c12fe4a4fb9b1a628590b207e1d"><enum>(2)</enum><text>by inserting
			 after paragraph (11) the following:</text>
				<quoted-block display-inline="no-display-inline" id="idF1365FCB674C4332843F041AC9B0684E" style="OLC">
					<paragraph id="IDa2164b1e8d924eae813bf02bb12e9392"><enum>(12)</enum><header>Renewable
				electricity brownfield site funding</header>
						<subparagraph id="ID3b3c80cee5c44cb4b4e7c8ff187ffbf6"><enum>(A)</enum><header>In
				general</header><text>The Administrator shall establish a program to provide
				grants to—</text>
							<clause id="ID50bdfb7604b44f4b8a3bd4da09cca6f1"><enum>(i)</enum><text>eligible
				entities, to be used for capitalization of revolving loan funds to provide
				assistance in accordance with subparagraph (B); and</text>
							</clause><clause id="IDd6fb4b34bb7f41e781ac28bb35b68c37"><enum>(ii)</enum><text>eligible
				entities or nonprofit organizations, as determined by the Administrator in
				accordance with subparagraph (C), to be used directly—</text>
								<subclause id="IDe792a96489244859bf9e343072d2064e"><enum>(I)</enum><text>to inventory,
				characterize, assess, and conduct planning relating to 1 or more brownfield
				sites for the purpose of locating a renewable electricity generation facility
				<added-phrase reported-display-style="italic">or a renewable energy
				manufacturing facility</added-phrase> on those brownfield sites; or</text>
								</subclause><subclause id="IDc2f417fa2c584afc851a1b2bbaef30d6"><enum>(II)</enum><text>for remediation
				of 1 or more brownfield sites for the purpose of locating a renewable
				electricity generation facility <added-phrase reported-display-style="italic">or a renewable energy manufacturing
				facility</added-phrase> on those brownfield sites.</text>
								</subclause></clause></subparagraph><subparagraph id="ID5e004fabbff5409491870fc94b2d9050"><enum>(B)</enum><header>Use of loan and
				grant funds provided by eligible entities</header><text>An eligible entity that
				receives a grant under subparagraph (A)(i) shall use the grant to provide
				assistance for a purpose described in subparagraph (A)(ii) in the form of 1 or
				more—</text>
							<clause id="IDad57f1928b3b4399b75454056661bb65"><enum>(i)</enum><text>loans to an
				eligible entity, site owner, site developer, or other person; or</text>
							</clause><clause id="IDce2e4ea45dd34123b67cf6fdb7eb0e24"><enum>(ii)</enum><text>grants to an
				eligible entity or other nonprofit organization, where warranted, as determined
				in accordance with subparagraph (C) by the eligible entity that is providing
				the assistance.</text>
							</clause></subparagraph><subparagraph id="IDdb529cc18872408ab53b8f3318c1ec7b"><enum>(C)</enum><header>Considerations</header>
							<clause id="ID4b5a627c074a4101ae59d7281e3017fb"><enum>(i)</enum><header>In
				general</header><text>Not later than 90 days after the date of enactment of the
				Cleanfields Investment Act, the Administrator shall issue guidance describing
				the considerations to be used in determining whether a grant under subparagraph
				(A) is warranted for a purpose described in subparagraph (A)(ii).</text>
							</clause><clause id="ID96e437cf06ae4176a9929abc14da78a7"><enum>(ii)</enum><header>Use of
				guidance</header><text>The guidance issued under clause (i) shall be used by
				the Administrator or an eligible entity, as the case may be, to determine
				whether a grant under subparagraph (A) is warranted.</text>
							</clause></subparagraph><subparagraph id="ID3cc573411ac749549ac70009eb8c13ce"><enum>(D)</enum><header>Ranking
				criteria</header>
							<clause id="IDcb68d88ec9174a25a69fecb0ff4029ed"><enum>(i)</enum><header>In
				general</header><text>The Administrator shall issue ranking criteria to be used
				in determining whether a grant under subparagraph (A) is warranted for a
				purpose described in subparagraph (A)(ii).</text>
							</clause><clause id="ID70b0a592e73440cab4a319a060c24c40"><enum>(ii)</enum><header>Use of ranking
				criteria</header><text>The ranking criteria issued under clause (i) shall be
				used by the Administrator or an eligible entity, as the case may be, to
				determine whether a grant under subparagraph (A) is warranted.</text>
							</clause></subparagraph><subparagraph id="ID4f0ed8e3197a406195cd506cf447e711"><enum>(E)</enum><header>Implementation</header><text>Paragraphs
				(4), (5)(A), (5)(B), and (6) through (11) shall apply to the implementation of
				this paragraph.</text>
						</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="IDe90ba8115aaa414895a4bd542e8eb16e"><enum>(3)</enum><text>in paragraph (13)
			 (as so redesignated), by adding at the end the following:</text>

					<subparagraph id="ID3319d27d54e24a4ab16e1a0070c302c5"><enum><deleted-phrase reported-display-style="strikethrough">(C)</deleted-phrase></enum><header><deleted-phrase reported-display-style="strikethrough">Authorization of appropriations for
				renewable electricity generation facility brownfields
				funding</deleted-phrase></header><text><deleted-phrase reported-display-style="strikethrough">There is</deleted-phrase></text>
					</subparagraph><subparagraph id="id1DBF46CBC8D646F396BF30B481EA780E"><enum><added-phrase reported-display-style="italic">(C)</added-phrase></enum><header><added-phrase reported-display-style="italic">Authorization of appropriations for renewable
				electricity generation facility and renewable energy manufacturing facility
				brownfields funding</added-phrase></header><text><added-phrase reported-display-style="italic">There is</added-phrase> authorized to be
				appropriated to the Administrator, to fund grants to inventory, characterize,
				assess, and conduct planning relating to brownfield sites for the purpose of
				locating renewable electricity generation facilities
				<added-phrase reported-display-style="italic">or renewable energy manufacturing
				facilities</added-phrase> on those brownfield sites, or for remediation of
				brownfield sites for the purpose of locating renewable electricity generation
				facilities <added-phrase reported-display-style="italic">or renewable energy
				manufacturing facilities</added-phrase> on those brownfield sites, $50,000,000
				for each of fiscal years 2011 through
				2016.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph><continuation-text continuation-text-level="section">Amend the
			 title so as to read <quote>To amend the Comprehensive Environmental Response,
			 Compensation, and Liability Act of 1980 to establish a grant program to
			 revitalize brownfield sites for the purpose of locating renewable electricity
			 generation facilities <added-phrase reported-display-style="italic"></added-phrase>and renewable energy
