		  Administration Act of 1965 to establish a program to provide technical
		  assistance grants for use by organizations in assisting individuals and
		  businesses affected by the Deepwater Horizon oil spill in the Gulf of

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Oil Spill Claims Assistance and
			 Recovery Act</short-title></quote>.</text>
		</section><section id="id4801DCA833D14BA0A4FE2DCF5F34877E"><enum>2.</enum><header>Oil spill claims
			 assistance and recovery</header>
			<subsection id="id97BDB5C75D5D441D92F57309CBF8012E"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Title II of the
			 Public Works and Economic Development Act of 1965 is amended by inserting after
			 section 207 (42 U.S.C. 3147) the following:</text>
				<quoted-block display-inline="no-display-inline" id="id7D704CAE08974DA19C1D4B4725937E2A" style="OLC">
					<section id="id17ACFE62E0F241BC91963E558863724D"><enum>208.</enum><header>Oil spill
				claims assistance and recovery</header>
						<subsection id="idAC60C6AE3E7845F08BBE9F40703609ED"><enum>(a)</enum><header>Establishment
				of grant program</header><text>The Secretary shall establish a grant program to
				provide to eligible (as determined by the Secretary) organizations technical
				assistance grants for use in assisting individuals and businesses affected by
				the Deepwater Horizon oil spill in the Gulf of Mexico (referred to in this
				section as the <term>oil spill</term>).</text>
						</subsection><subsection id="idDB7272886CCD46828D89C4C3D53F7707"><enum>(b)</enum><header>Application</header><text>An
				organization that seeks to receive a grant under this section shall submit to
				the Secretary an application for the grant at such time, in such form, and
				containing such information as the Secretary shall require.</text>
						</subsection><subsection id="ID09fad549e857472ea8b70893fac59e6e"><enum>(c)</enum><header>Use of
				Funds</header>
							<paragraph id="idC73473A226164A8A8E39AA6BE1C81CBE"><enum>(1)</enum><header>In
				general</header><text>Funds from a grant provided under this section may be
				used by an eligible organization—</text>
								<subparagraph id="id6CDCE8339BA646C3A53BE644C65EFB3A"><enum>(A)</enum><text>to
				support—</text>
									<clause id="id1E04FE03E2E94379A9D28F213BDBEA89"><enum>(i)</enum><text>education;</text>
									</clause><clause id="id173E159AFBD34A3EBF16A62FFB4C20CD"><enum>(ii)</enum><text>outreach;</text>
									</clause><clause id="id171D540C3B004D4C831592D1535C0CE6"><enum>(iii)</enum><text>intake;</text>
									</clause><clause id="id602FEE53AE0744388B5F1A2E45AA9B5D"><enum>(iv)</enum><text>language
				services;</text>
									</clause><clause id="idF7BFB69897CD495CA4F978BAEE03B8D9"><enum>(v)</enum><text>accounting
				services;</text>
									</clause><clause id="id87E56C1C2F35483290A5D5DDBB962BD5"><enum>(vi)</enum><text>legal services
				offered pro bono or by a nonprofit organization;</text>
									</clause><clause id="id427794E14C174876A69FE392CB272894"><enum>(vii)</enum><text>damage
				assessments;</text>
									</clause><clause id="idB46C150DF9394AF09BF1781C54222BFA"><enum>(viii)</enum><text>economic loss
				analysis;</text>
									</clause><clause id="idA0C0A82371B14D1DA12FBF1473E6D0AD"><enum>(ix)</enum><text>collecting and
				preparing documentation; and</text>
									</clause><clause id="id263BA66A487A4A99AEA92292778C6CC6"><enum>(x)</enum><text>assistance in the
				preparation and filing of claims or appeals;</text>
									</clause></subparagraph><subparagraph id="id3EBD144EE4774D8BBEA852638B1AFCBE"><enum>(B)</enum><text>to provide
				assistance to individuals or businesses seeking assistance from or
				under—</text>
									<clause id="id2A01618C593C425BA216C69B077281F2"><enum>(i)</enum><text>a
				party responsible for the oil spill;</text>
									</clause><clause id="id16B102C0DCDD4778914F6342A2589D25"><enum>(ii)</enum><text>the Oil Spill
				Liability Trust Fund;</text>
									</clause><clause id="idE2B3C20251A844F0AF04E2DAAC302167"><enum>(iii)</enum><text>an insurance
				policy; or</text>
									</clause><clause id="id7E7E9C568E054B98ACB43EE53A0B6883"><enum>(iv)</enum><text>any other
				program administered by the Federal Government or a State or local
				government;</text>
									</clause></subparagraph><subparagraph id="idEFE637D1B0AE46B29BF6574A8673F7C5"><enum>(C)</enum><text>to pay for
				salaries, training, and appropriate expenses relating to the purchase or lease
				of property to support operations, equipment (including computers and
				telecommunications), and travel expenses;</text>
								</subparagraph><subparagraph id="ID5038caca47e940febf98329f416bacc0"><enum>(D)</enum><text>to assist other
				organizations in—</text>
									<clause id="id5C7A508BB13B43779293FDC6EB8AE625"><enum>(i)</enum><text>assisting
				specific business sectors;</text>
									</clause><clause id="idE2E51CF07B1848A9BF1AA5E643330E7A"><enum>(ii)</enum><text>providing
				services;</text>
									</clause><clause id="idBBFFCE0237C24EC2B62FF4E6B1753D56"><enum>(iii)</enum><text>assisting
				specific jurisdictions; or</text>
									</clause><clause id="idDF0ADB9B700D4DD8BC06D21BEBAA5AF6"><enum>(iv)</enum><text>otherwise
				supporting operations; and</text>
									</clause></subparagraph><subparagraph id="idF9E41F81869B48D0A317C171461A3461"><enum>(E)</enum><text>to establish an
				advisory board of service providers and technical experts—</text>
									<clause id="id432331DF098A41AC936708E3ED3E46F1"><enum>(i)</enum><text>to monitor the
				claims process relating to the oil spill; and</text>
									</clause><clause id="id739330B3CCFE46E69578B9C133BB4849"><enum>(ii)</enum><text>to provide
				recommendations to the parties responsible for the oil spill, the National
				Pollution Funds Center, other appropriate agencies, and Congress to improve
				fairness and efficiency in the claims process.</text>
									</clause></subparagraph></paragraph><paragraph id="idFB742557A14848BDBB735AB5217EBF06"><enum>(2)</enum><header>Prohibition on
				use of funds</header><text>Funds from a grant provided under this section may
				not be used to provide compensation for damages or removal costs relating to
				the oil spill.</text>
							</paragraph></subsection><subsection id="IDe1f146d4a9c54af7871033e777ee1a44"><enum>(d)</enum><header>Provision of
				grants</header>
							<paragraph id="id74A531F57EA540EE8F10DD9148336BB0"><enum>(1)</enum><header>In
				general</header><text>Not later than 60 days after the date of enactment of the
				Oil Spill Claims Assistance and Recovery Act, the Secretary shall provide
				grants under this section.</text>
							</paragraph><paragraph id="id0D686F2829114711885BE093A01C01CC"><enum>(2)</enum><header>Networked
				organizations</header><text>The Secretary is encouraged to consider
				applications for grants under this section from organizations that have
				established networks with affected business sectors, including—</text>
								<subparagraph id="id22F0A31C03424247ACD01E38BDA25A76"><enum>(A)</enum><text>the fishery and
				aquaculture industries;</text>
								</subparagraph><subparagraph id="id346B9F74386C494F8FD3DFE00B45F8AF"><enum>(B)</enum><text>the restaurant,
				grocery, food processing, and food delivery industries; and</text>
								</subparagraph><subparagraph id="idDCF6FF9ADBBD4460828E2081189769A5"><enum>(C)</enum><text>the hotel and
				tourism industries.</text>
								</subparagraph></paragraph><paragraph id="ID859b8a7e2fc64e19911c12f5e35b55be"><enum>(3)</enum><header>Training</header><text>Not
				later than 30 days after the date on which an eligible organization receives a
				grant under this section, the Director of the National Pollution Funds Center
				and the parties responsible for the oil spill shall provide training to the
				organization regarding the applicable rules and procedures for the claims
				process relating to the oil spill.</text>
							</paragraph><paragraph id="ID51b7f395fec044d59909b731858b46ca"><enum>(4)</enum><header>Availability of
				funds</header><text>Funds from a grant provided under this section shall be
				available until the later of, as determined by the Secretary—</text>
								<subparagraph id="id4BEF3D375C4D4EDDBB1E48DEDC1A870B"><enum>(A)</enum><text>the date that is
				6 years after the date on which the oil spill occurred; and</text>
								</subparagraph><subparagraph id="id724232471CC84ADB9019CB5D88010EAA"><enum>(B)</enum><text>the date on which
				all claims relating to the oil spill have been satisfied.</text>
								</subparagraph></paragraph></subsection><subsection id="IDb45839228f744f718dc3285eef273859"><enum>(e)</enum><header>Authorization
				of appropriations</header><text>There is authorized to be appropriated to the
				Secretary to carry out this section
				$20,000,000.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id865F3354B4A14BA5BD8993ACF6BE73FC"><enum>(b)</enum><header>Conforming
			 amendment</header><text>The table of contents of the Public Works and Economic
			 Development Administration Act of 1965 (42 U.S.C. prec. 3121) is amended by
			 inserting after the item relating to section 207 the following:</text>
