					<paragraph id="idA62CE44391864654BEF1E400CF41EF81"><enum><added-phrase committee-id="SSVA00" reported-display-style="italic">(1)</added-phrase></enum><header>In
			 general</header><text>Not later than five years after the date of the enactment
			 of this Act, the Secretary of Veterans Affairs shall submit to Congress a
			 report on the waiver of copayments under section 1722B of such title, as added
			 by subsection (a).</text>
					</paragraph><paragraph id="idB8CFC3F0BAED45BFA91AB33D6FE56750"><enum>(2)</enum><header>Elements</header><text>The
			 report required by paragraph (1) shall include the following:</text>
						<subparagraph id="idE75EA642546149B1A375D94183AB24A6"><enum><added-phrase committee-id="SSVA00" reported-display-style="italic">(A)</added-phrase></enum><text>An assessment of
			 whether waivers described in paragraph (1) have resulted in increased
			 utilization of telehealth and telemedicine visits of veterans under the laws
			 administered by the Secretary of Veterans Affairs.</text>
						</subparagraph><subparagraph id="id1C219829913D4A218F238F17DDF904BC"><enum><added-phrase committee-id="SSVA00" reported-display-style="italic">(B)</added-phrase></enum><text>A description of
			 the expenses or cost-savings, as the case may be, realized by the Department of
			 Veterans Affairs as a result of such waivers.</text>
						</subparagraph></paragraph></subsection></section><section id="id2843F998A72345F5B0E3243D566E413A" section-type="subsequent-section"><enum>102.</enum><header>Program of outreach
			 to veterans</header>
				<subsection id="id5B10810EA9A4422595D9739C064824D2"><enum>(a)</enum><header>Program
			 required</header><text>The Secretary of Veterans Affairs shall establish a
			 program of outreach to veterans for the purpose described in subsection
			 (b).</text>
				</subsection><subsection id="idC842A14D47C34EBCA9303E0BEC1C2DEC"><enum>(b)</enum><header>Purpose</header><text>The
			 purpose described in this subsection is to increase the following:</text>
					<paragraph id="id2F872EAD53DA45E9B05DDFD67D663B74"><enum>(1)</enum><text>The access and use by
			 veterans of Federal, State, and local programs providing compensation and other
			 benefits for service in the Armed Forces.</text>
					</paragraph><paragraph id="id85F86F949E7641F590D0464A06FED09E"><enum>(2)</enum><text>Awareness of such
			 programs by veterans and their eligibility for such programs.</text>
					</paragraph></subsection><subsection id="id40591580124D4379895F43EFFE2AB9F5"><enum><added-phrase committee-id="SSVA00" reported-display-style="italic">(c)</added-phrase></enum><header>Duration</header><text>The
			 program required by subsection (a) shall be carried out during the five-year
			 period beginning on the date of the enactment of this Act.</text>
				</subsection><subsection id="idCB65F341B7C941BB9187F12B80A9BE6D"><enum>(d)</enum><header>Agreements to carry out
			 projects and activities</header>
					<paragraph id="id2231ADC7DE5E458CA8E37AF35C08E046"><enum>(1)</enum><header>Agreements with Federal
			 and State agencies</header><text>In carrying out the program required by
			 subsection (a), the Secretary of Veterans Affairs may enter into agreements
			 with other Federal and State agencies to carry out projects under the
			 jurisdiction of such agencies to further the purpose described in subsection
			 (b).</text>
					</paragraph><paragraph id="id929E9BF9509C42DCA5B922802700E354"><enum>(2)</enum><header>Agreements with
			 applicable authorities and commissions</header><text>In carrying out the
			 program required by subsection (a), the Secretary may enter into agreements
			 with applicable authorities and commissions to provide technical assistance,
			 award grants, enter into contracts, or otherwise provide amounts to persons or
			 entities for projects and activities that—</text>
						<subparagraph id="idD4B2BA174FDC4B3297323EA872D7FF4D"><enum>(A)</enum><text>increase outreach to,
			 awareness by, and use by veterans of programs described in subsection
			 (b)(1);</text>
						</subparagraph><subparagraph id="id91FCECBA0C924B41951FA7A47652B229"><enum>(B)</enum><text>provide incentives for
			 State and local governments and veterans service organizations to assist
			 veterans in utilizing facilities and resources available to veterans through
			 the Department of Veterans Affairs;</text>
						</subparagraph><subparagraph id="idBC9EAEF93C5F4B1AA9984DEE3036C547"><enum>(C)</enum><text>provide incentives for
			 State and local governments and veterans service organizations to assist
			 veterans in utilizing resources available through government and veterans
			 service organizations for veterans;</text>
						</subparagraph><subparagraph id="idF1BCB09006814F388D20C3227781108F"><enum>(D)</enum><text>educate communities and
			 State and local governments about the employment rights of veterans, including
			 the employment and reemployment of members of the uniformed services under
			 chapter 43 of title 38, United States Code;</text>
						</subparagraph><subparagraph id="id099B4ADF972F41AC882CBF58DBB45DF8"><enum>(E)</enum><text>provide technical
			 assistance to businesses owned by veterans; and</text>
						</subparagraph><subparagraph id="id8AFF8CABD1C8420199B6E8215C170435"><enum>(F)</enum><text>encourage and assist
			 nonprofit organizations, businesses, and institutions of higher education to
			 carry out programs of assistance designed for veterans.</text>
						</subparagraph></paragraph><paragraph id="id6794CFD3B7E54056AA9D3E1B4F23F67C"><enum>(3)</enum><header>Applicable authorities
			 and commissions</header><text>For purposes of the program required by
			 subsection (a), the applicable authorities and commissions are the
			 following:</text>
						<subparagraph id="id348081AAC934494E8DDC82A368C9BB25"><enum>(A)</enum><text>The Appalachian Regional
			 Commission, established under section 14301(a) of title 40, United States
			 Code.</text>
						</subparagraph><subparagraph id="id591202B16F384FD49EAE1089E7DB6CDC"><enum>(B)</enum><text>The Delta Regional
			 Authority, established under section 382B(a) of the Consolidated Farm and Rural
			 Development Act (7 U.S.C. 2009aa-1(a)).</text>
						</subparagraph><subparagraph id="idEBC7B9F1A2424F8682C0F46B276621DD"><enum>(C)</enum><text>The Denali Commission,
			 established under section 303 of the Denali Commission Act of 1998 (42 U.S.C.
			 3121 note).</text>
						</subparagraph><subparagraph id="id0CCFE4DA0ABD4C668ECCE7CA73567CEB"><enum>(D)</enum><text>The Northern Great Plains
			 Regional Authority, established under section 383B(a) of the Consolidated Farm
			 and Rural Development Act (7 U.S.C. 2009bb-1(a)).</text>
						</subparagraph><subparagraph id="id1AFE24E0E40043EEA11ADBC9C7BF9D71"><enum>(E)</enum><text>The Southeast Crescent
			 Regional Commission, the Southwest Border Regional Commission, and the Northern
			 Border Regional Commission established under section 15301(a) of title 40,
			 United States Code.</text>
						</subparagraph><subparagraph id="idB608BCC2C60943A2B8ACC78D6E090E47"><enum>(F)</enum><text>Entities described in
			 subparagraph (G) that serve Native Americans, Alaska Natives, or native
			 Hawaiians (as such terms are defined in section 3765 of title 38, United States
			 Code).</text>
						</subparagraph><subparagraph id="idCB64C1337EBE46EAADAF7BC5D322FB18"><enum>(G)</enum><text>Commissions and
			 development boards that are—</text>
							<clause id="id468D8968339A42BFA0E86EADC5DAD4EE"><enum>(i)</enum><text>not chartered by the
			 Federal Government;</text>
							</clause><clause id="idF470346786704AE1AF35658FDB187732"><enum>(ii)</enum><text>selected by the
			 Secretary for purposes of the program; and</text>
							</clause><clause id="id2FA0B3B04D374B9CB4D3C7F363DFCED0"><enum>(iii)</enum><text>located in areas that
			 present extraordinary challenges to veterans, as determined by the Secretary,
			 including the following:</text>
								<subclause id="idC22B26035DF04053AEA4595BB0FA28A1"><enum>(I)</enum><text>Areas in severe economic
			 distress.</text>
								</subclause><subclause id="id0E30356A81064210A1ADAABC4680802D"><enum>(II)</enum><text>Areas with
			 underdeveloped infrastructure.</text>
								</subclause><subclause id="idA6C5737AB0484A448AE45942E41B8251"><enum>(III)</enum><text>Areas with unusual
			 geographic characteristics, such as separation from the mainland.</text>
								</subclause></clause></subparagraph></paragraph></subsection><subsection id="id9F1D7FF101D44ED48EB216AD272707B5"><enum>(e)</enum><header>Information, advice,
			 and technical assistance</header><text>In carrying out the program required by
			 subsection (a), the Secretary of Veterans Affairs may provide, or contract with
			 public or private organizations to provide, information, advice, and technical
			 assistance to nonprofit organizations that provide services to communities in
			 order to increase the number of veterans receiving such services.</text>
				</subsection><subsection id="id5D80BCF1A124479BA662BCCC728FF352"><enum>(f)</enum><header>Coordination with
			 previously authorized pilot program on use of community-based organizations and
			 local and State government entities for outreach</header><text>The Secretary
			 may carry out the program required by subsection (a) in coordination with the
			 pilot program required by section 506(a) of the Caregivers and Veterans Omnibus
			 Health Services Act of 2010 (Public Law 111–163; 124 Stat. 1160; 38 U.S.C. 523
			 note).</text>
				</subsection><subsection id="id9CF6E671640F4C269C5C27B2E799B1C2"><enum>(g)</enum><header>Report on outreach
			 activities of Department of Veterans Affairs</header>
					<paragraph id="id258392891F39481ABA7C41938A5A18BB"><enum><added-phrase committee-id="SSVA00" reported-display-style="italic">(1)</added-phrase></enum><header>In
			 general</header><text>Not later than four years after the date of the enactment
			 of this Act, the Secretary shall submit to Congress a comprehensive report on
			 the activities of the Department of Veterans Affairs regarding outreach to
			 veterans.</text>
					</paragraph><paragraph id="id4E22640ACD0F457B94AC06A1AB218730"><enum>(2)</enum><header>Elements</header><text>The
			 report required by paragraph (1) shall include the following:</text>
						<subparagraph id="id52EFE604B58E4010947A4FE55A110414"><enum><added-phrase committee-id="SSVA00" reported-display-style="italic">(A)</added-phrase></enum><text>A description of
			 all of the activities of the Department regarding outreach to veterans carried
			 out since the date of the enactment of this Act, including the activities of
			 the Department carried out under the program required by subsection (a).</text>
						</subparagraph><subparagraph id="id30623DD3F00C494DA5BA2DC1C2A022A7"><enum>(B)</enum><text>An assessment of the
			 effectiveness of the activities described in subparagraph (A).</text>
						</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idBFB65A17A1344C01855DCF549AB7D0DE"><enum>(h)</enum><header>Veterans service
			 organization defined</header><text>In this section, the term <term>veterans
			 service organization</term> means any organization recognized by the Secretary
			 of Veterans Affairs for the representation of veterans under section 5902 of
			 title 38, United States Code.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="id3639F38CE01A4AF7A35E680A04D668D2"><enum>(i)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to carry
			 out the program required by subsection (a)—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="id67FCEB2527154C7282BF438344266146"><enum><added-phrase committee-id="SSVA00" reported-display-style="italic">(1)</added-phrase></enum><text>$7,000,000 for
			 fiscal year 2011; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD4313520C49D42CFB7130605F9FFDAD2"><enum>(2)</enum><text>$35,000,000 for the
			 period of fiscal years 2012 through 2016.</text>
					</paragraph></subsection></section><section id="HAB87875C0DD547CA91D77D8500AC8EFD"><enum>103.</enum><header>Annual report on low
			 volume procedures involving use of radioactive isotopes at Department of
			 Veterans Affairs medical facilities</header>
				<subsection id="H61CFD2A143764A82B8C8EF1F7D0958DE"><enum>(a)</enum><header>Annual report
			 required</header><text display-inline="yes-display-inline">Not later than 270
			 days after the date of the enactment of this Act and annually thereafter
			 through 2013, the Secretary of Veterans Affairs shall submit to the Committee
			 on Veterans' Affairs of the Senate and the Committee on Veterans' Affairs of
			 the House of Representatives a report on the low volume procedures involving
			 the use of radioactive isotopes carried out at each medical facility of the
			 Department of Veterans Affairs in the year for which such report is
			 submitted.</text>
				</subsection><subsection id="id942A7D680AC5467285056BEDD2A32172"><enum>(b)</enum><header>Elements</header><text display-inline="yes-display-inline">Each report submitted to Congress under
			 subsection (a) shall include the following:</text>
					<paragraph id="id786ACDC084AB4A6EA2BEBE7CE4B76F4F"><enum>(1)</enum><text display-inline="yes-display-inline">The evaluation and the findings of the
			 Secretary with respect to the low volume procedures involving the use of
			 radioactive isotopes carried out at each medical facility of the
			 Department.</text>
					</paragraph><paragraph id="id03E772B58D434EBC8E4EC494617ECD05"><enum>(2)</enum><text display-inline="yes-display-inline">A description of the actions taken by the
			 Secretary to incorporate consideration of low-volume procedures involving the
			 use of radioactive isotopes in facility level quality assurance plans.</text>
					</paragraph></subsection><subsection id="id715FD73A27904DAE9D80A8A7B4E3EAB8"><enum>(c)</enum><header>Low volume
			 procedures</header>
					<paragraph id="idE44D105AF7BF48D182C36C68379E4854"><enum>(1)</enum><header>In
			 general</header><text>For purposes of the report required by this section, the
			 Secretary shall define the term <term>low volume procedure</term> in accordance
			 with this subsection.</text>
					</paragraph><paragraph id="id424E7CB2CDA84EE1B5B5290318A83F24"><enum>(2)</enum><header>Threshold</header><text>In
			 defining the term <quote>low volume procedure</quote>, the Secretary shall
			 establish a threshold for each type of procedure involving radioactive isotopes
			 carried out at a medical facility of the Department whereby if the number of
			 procedures of a type carried out at a medical facility is less than the
			 threshold, the type of procedure is considered low volume at that
			 facility.</text>
					</paragraph></subsection></section><section id="HD7DE04432C8D41AB9E4DAF92A12BC776"><enum>104.</enum><header>Use of radioactive
			 isotopes at Department of Veterans Affairs hospitals</header>
				<subsection id="HD8FC582AF2484E08B55AFD9019B59C88"><enum>(a)</enum><header>Training
			 required</header><text display-inline="yes-display-inline">The Secretary of
			 Veterans Affairs shall ensure that all employees, including employees employed
			 under a contract entered into with a non-government entity, who handle or
			 perform procedures utilizing radioactive isotopes at a Department of Veterans
			 Affairs hospital receive appropriate training on what constitutes a medical
			 event, as defined in regulations prescribed by the Nuclear Regulatory
			 Commission, and when and to whom a medical event should be reported.</text>
				</subsection><subsection id="HD7E5A83765624122A6ECF7C72948BA8E"><enum>(b)</enum><header>Failure to provide
			 training</header><text>If the Secretary determines that a Department hospital
			 has failed to provide the training required by subsection (a) to an employee
			 described in that subsection, the Secretary shall ensure that radioactive
			 isotopes are not used by that employee at that hospital until such training is
			 provided to that employee.</text>
				</subsection></section><section id="HB092B08CA49A411D8B599D7B26A8DDE2"><enum>105.</enum><header>Requirements relating
			 to contracts for the provision of medical services</header>
				<subsection id="id0966A1175FF246029D1BB6E8BA8B2EEE"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subchapter I of
			 chapter 17 of title 38, United States Code, is amended by inserting after
			 section 1703 the following new section:</text>
					<quoted-block changed="added" committee-id="SSVA00" display-inline="no-display-inline" id="id095EE47342CF4486A7F3E2802B5BFE52" reported-display-style="italic" style="USC">
						<section id="id37A99F1D770A4562A00539A3F1367218"><enum>1703A.</enum><header>Oversight of medical
				services provided by contractors</header>
							<subsection id="ID2295c535f5e145cf961d63875fce5080"><enum>(a)</enum><header>In
				general</header><paragraph commented="no" display-inline="yes-display-inline" id="id029E0E2A6D40418098241ABDDE2C5559"><enum>(1)</enum><text>The Secretary shall
				ensure that the quality assessment program of the Department includes
				appropriate oversight of medical services provided pursuant to a contract
				entered into by the Secretary with a non-government entity.</text>
								</paragraph><paragraph changed="added" committee-id="SSVA00" id="idD44248B400904A85A24C651D69CC4662" indent="up1" reported-display-style="italic"><enum>(2)</enum><text>Oversight of a medical
				service required by paragraph (1) shall include, as appropriate to the service,
				the following:</text>
									<subparagraph id="idB6FF9C8BE29840B891BAB594B451DD0A"><enum>(A)</enum><text>Periodic peer reviews of
				such service.</text>
									</subparagraph><subparagraph id="id1C70DA68E5734A86A3CD5294444909CE"><enum>(B)</enum><text>Periodic written
				evaluations of the oversight provided by the supervisor or manager of the
				individual providing the service.</text>
									</subparagraph><subparagraph id="idD66569D518C2416FA2E5F975D3BE4984"><enum>(C)</enum><text>Such other evaluations as
				the Secretary determines are appropriate.</text>
									</subparagraph></paragraph><paragraph changed="added" committee-id="SSVA00" id="idB61E72F0A76249779901329C0CFEB72F" indent="up1" reported-display-style="italic"><enum>(3)</enum><text>The Secretary shall
				ensure that sufficient data is collected and analyzed by an employee of the
				Department in order to evaluate the quality of medical services provided
				pursuant to a contract entered into by the Secretary with a non-government
				entity.</text>
								</paragraph></subsection><subsection id="H873B8092528C4BB8976674FF21C06215"><enum>(b)</enum><header>Requirements relating
				to extension of certain contracts</header><text display-inline="yes-display-inline">Before any contracting officer of the
				Department may extend or renew any contract entered into by the Secretary with
				a non-government entity for the provision of medical services, the contracting
				officer shall review and take into consideration the results of the evaluations
				carried out under subsection
				(a).</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="id6FB8A944EE494344BD5A699C7F99C1A0"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of chapter 17 of
			 such title is amended by inserting after the item relating to section 1703 the
			 following new item:</text>

			 subsection (b) of such section shall take effect on the date that is 270 days
			 after the date of the enactment of this Act.</text>

			 multifamily transitional housing loan program to loan issuance program</header>
				<subsection id="idF5E70E5022E547BABAE75ABBF8D5F3E9"><enum>(a)</enum><header>Authority To issue
			 loans</header>
					<paragraph id="idFEEA83A60FB84C69A08BF8DCB97F485A"><enum>(1)</enum><header>In
			 general</header><text>Section 2051 of title 38, United States Code, is
			 amended—</text>
						<subparagraph id="id9BEB564B68D149B098648D8C16CEA592"><enum>(A)</enum><text>in subsection (a)—</text>
							<clause id="idCE83E8103ADB45DA8F3C323280BAEC82"><enum>(i)</enum><text>by striking

			 issue loan guarantees</header><text>Such section is further amended by adding

				United States a revolving fund known as the <quote>Department of Veterans
				Affairs Multifamily Transitional Housing Loan Program Revolving Fund</quote>
				(in this section referred to as the <quote>Fund</quote>).</text>
								</subsection><subsection id="idDDF003E0BAA04419AC5D17619603F31F"><enum>(b)</enum><header>Elements</header><text display-inline="yes-display-inline">There shall be deposited in the Fund the
				following, which shall constitute the assets of the Fund:</text>
									<paragraph id="idC03C4105B2F0473D9D9038309BE83F8E"><enum>(1)</enum><text display-inline="yes-display-inline">Amounts paid into the Fund under any
				provision of law or regulation established by the Secretary imposing fees on
				persons or entities issued a loan under this subchapter.</text>
									</paragraph><paragraph id="id2FDC791D86144A9A8306511DE7C90B8A"><enum>(2)</enum><text display-inline="yes-display-inline">All other amounts received by the Secretary
				incident to operations relating to the issuance of loans under this subchapter,
				including—</text>
										<subparagraph id="idC4B527990854451BA1EF199FA9DF5A31"><enum>(A)</enum><text display-inline="yes-display-inline">collections of principal and interest on
				loans issued by the Secretary under this subchapter;</text>
										</subparagraph><subparagraph id="idAA3A3FEF3A81436CB8AEC9B0AB3F346A"><enum>(B)</enum><text display-inline="yes-display-inline">proceeds from the sale, rental, use, or
				other disposition of property acquired under this subchapter; and</text>
										</subparagraph><subparagraph id="id0ACE85315E4547DCB82BD3948F96F932"><enum>(C)</enum><text display-inline="yes-display-inline">penalties collected pursuant to this
				subchapter.</text>
										</subparagraph></paragraph><paragraph id="idD6078A2A33AA4433BC963F9308303146"><enum>(3)</enum><text>Amounts appropriated or
				otherwise made available before the date of the enactment of this section for
				purposes of activities under this subchapter, including amounts appropriated
				for such purposes under title I of the Department of Veterans Affairs and
				Housing and Urban Development, and Independent Agencies Appropriations Act,
				2000 (Public Law 106–74; 113 Stat. 1049).</text>
									</paragraph></subsection><subsection id="idB3521375A0014B669445A6A9198AEAD7"><enum>(c)</enum><header>Use of
				funds</header><text display-inline="yes-display-inline">The Fund shall be
				available to the Secretary, without fiscal year limitation, for all operations
				relating to the issuance of loans under this subchapter, consistent with the
				Federal Credit Reform Act of 1990 (2 U.S.C. 661 et
				seq.).</text>
								</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph><paragraph id="id40EF901E2D954CB9821A384763D36DBD"><enum>(2)</enum><header>Clerical

			 defaults</header><text>Section 2053 of such title is amended by adding at the
			 end the following new subsection:</text>

				such penalties or require such collateral as the Secretary considers
				necessary—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="id9F082C80677A44C380CF4B6D2A0928BD"><enum>(1)</enum><text>to discourage default on
				a loan issued under this subchapter; or</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC93E9D0C7C844F08B454C8655BC7C674"><enum>(2)</enum><text>to mitigate harm to the
				Department from default on a loan issued under this subchapter.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idE9A6D4C11EC6413E9EBC21F394737946"><enum>(d)</enum><text>The Secretary shall
				administer any property coming under the jurisdiction of the Secretary by
				reason of default on a loan issued or guaranteed under this subchapter in
				accordance with regulations prescribed by the Secretary for that purpose. Such
				administration of property may include selling, renting, or otherwise disposing
				of property as the Secretary considers
				appropriate.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="id4902F80E8BA149A78A84D38D833DC9E1"><enum>(f)</enum><header>Preferential treatment
			 of veterans</header>

			 <quote>counseling</quote>; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4B733EC0B4744F678DE07F0FCCD46386"><enum>(2)</enum><text>in subsection (d)(2), by
			 striking <quote>, as assessed under section 107 of Public Law
			 102–405</quote>.</text>
					</paragraph></subsection></section><section id="id43A0B97AAA6C4288AC2A24F193F8ED3A"><enum>107.</enum><header>Report on
			 establishment of a Polytrauma Rehabilitation Center or Polytrauma Network Site
			 of the Department of Veterans Affairs in the northern Rockies or
			 Dakotas</header>
				<subsection id="idF2C521713E254B3A98012FD3E789CC18"><enum>(a)</enum><header>In
			 general</header><text>Not later than 180 days after the date of the enactment
			 of this Act, the Secretary of Veterans Affairs shall submit to Congress a
			 report on the feasibility and advisability of establishing a Polytrauma
			 Rehabilitation Center or Polytrauma Network Site for the Department of Veterans
			 Affairs in the northern Rockies or the Dakotas. One of the locations evaluated
			 as a potential location for the Polytrauma Rehabilitation Center or Polytrauma
			 Network Site, as the case may be, shall be the Fort Harrison Department of
			 Veterans Affairs hospital in Lewis and Clark County, Montana.</text>
				</subsection><subsection id="id1DCC4DC151A64CCFB643B0EC9CA3DD26"><enum>(b)</enum><header>Requirements</header><text>The
			 report required by subsection (a) shall include the following:</text>
					<paragraph id="idE023281EDA094DE0BE84EDE89001CCCF"><enum>(1)</enum><text>An assessment of the
			 adequacy of existing Department of Veterans Affairs facilities in the northern
			 Rockies and the Dakotas to address matters that are otherwise addressed by
			 Polytrauma Rehabilitation Centers and Polytrauma Network Sites.</text>
					</paragraph><paragraph id="id1943BAA4B20D409D8FFCF57CA8EE6AB2"><enum>(2)</enum><text>A comparative assessment
			 of the effectiveness of rehabilitation programs for individuals with traumatic
			 brain injuries in urban areas with the effectiveness of such programs for
			 individuals with traumatic brain injuries in rural and frontier
			 communities.</text>
					</paragraph><paragraph id="id26F92E94D48246FE9D6C36360D0E4384"><enum>(3)</enum><text>An assessment whether the
			 low cost of living in the northern Rockies and the Dakotas could reduce the
			 financial stress faced by veterans receiving care for traumatic brain injury
			 and their families and thereby improve the effectiveness of such care.</text>
					</paragraph><paragraph id="id0957A8BE46264C1EBF0853B31D589B0F"><enum>(4)</enum><text>An assessment whether
			 therapies that can prevent or remediate the development of secondary neurologic
			 conditions related to traumatic brain injury can be interrupted by stress
			 caused by living in an urban area.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id72D38379880A4B7F82AF5D2D5A218991"><enum>(c)</enum><header>Consultation</header><text>The
			 Secretary shall consult with appropriate State and local government agencies in
			 the northern Rockies and the Dakotas in preparing the report required
			 subsection (a).</text>
				</subsection></section><section id="id49D7F20DAC204DC6A9C41F7825B13F8D"><enum>108.</enum><header>One-stop Internet
			 website for information on benefits, resources, services, and opportunities for
			 veterans and their families and caregivers</header>
				<subsection id="id2B7FF7499F154E81BB327B943C9D646E"><enum>(a)</enum><header>One-Stop Internet
			 website for information on benefits, resources, services, and opportunities for
			 veterans and their families and caregivers</header>
					<paragraph id="id62B794D8646A4B55920DF7B5D89CFA4A"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary of
			 Veterans Affairs may establish and maintain an interactive Internet website
			 that provides information on the benefits, resources, services, and
			 opportunities described in subsection (b). The Secretary may enter into a
			 contract with an appropriate Federal or private sector entity for purposes of
			 establishing or maintaining the website.</text>
					</paragraph><paragraph id="idD8242F6923204E82B2C5AD57643F10C6"><enum>(2)</enum><header>Nature of
			 website</header><text display-inline="yes-display-inline">The website
			 shall—</text>
						<subparagraph id="id6A88F838420F43EEBAF62423D7E97A10"><enum>(A)</enum><text display-inline="yes-display-inline">serve to consolidate, expand on, and
			 improve information and links from other existing Internet websites relating to
			 the benefits, resources, services, and opportunities described in subsection
			 (b), and may include such other information and links on such benefits,
			 resources, services, and opportunities as the Secretary considers appropriate;
			 and</text>
						</subparagraph><subparagraph id="id0525A83A407B47DB8162C748E5C3E1F2"><enum>(B)</enum><text>integrate dynamic
			 Internet features and virtual interface tools to provide veterans a
			 personalized, interactive, and user-centered Internet experience and increase
			 interoperability and facilitate collaborative information sharing.</text>
						</subparagraph></paragraph><paragraph id="idBBCA5A15973349BD902C39226109CEA5"><enum>(3)</enum><header>Utilization of existing
			 website in establishment</header><text>In establishing the website, the
			 Secretary may utilize an existing Internet website, such as the National
			 Resource Directory for wounded veterans, as the basis for the website, in order
			 to avoid unnecessary duplication of effort.</text>
					</paragraph><paragraph id="idE05CA706D2B044729662B12822BAABCA"><enum>(4)</enum><header>Consultation</header><text>The
			 Secretary of Veterans Affairs shall carry out activities under this subsection
			 in consultation with the following:</text>
						<subparagraph id="id3461FDEFAD604A40B9C72B99E6DDD0DA"><enum>(A)</enum><text>The Secretary of
			 Defense.</text>
						</subparagraph><subparagraph id="idECE34AE322F04E11837EA0A1CE124544"><enum>(B)</enum><text>The Secretary of
			 Labor.</text>
						</subparagraph><subparagraph id="id1CBF91BA681244CDA3CC5E359DDFF8AD"><enum>(C)</enum><text>The Secretary of
			 Education.</text>
						</subparagraph><subparagraph id="id0C7F3CB79E674C8091C61E80079536D6"><enum>(D)</enum><text>The Commissioner of
			 Internal Revenue.</text>
						</subparagraph><subparagraph id="id66139837CF1F4081B66740346E58857D"><enum>(E)</enum><text>The Commissioner of
			 Social Security.</text>
						</subparagraph><subparagraph id="id30FD1811C4474470AF0677DF21E67B8F"><enum>(F)</enum><text>The Administrator of the
			 Small Business Administration.</text>
						</subparagraph><subparagraph id="idE136473B1E6B4A2393B21504AB1E41A0"><enum>(G)</enum><text>Any other Federal
			 officials that the Secretary of Veterans Affairs considers appropriate for
			 purposes of this section.</text>
						</subparagraph><subparagraph id="id890A1D44D9B7474788A4E7D4320714FF"><enum>(H)</enum><text display-inline="yes-display-inline">Appropriate advisory committees on veterans
			 matters.</text>
						</subparagraph><subparagraph id="id8F1E046D2F8F49E5A9BE4F0B7DC89F8D"><enum>(I)</enum><text display-inline="yes-display-inline">Other representatives, individuals, and
			 organizations specified in section 6302(c) of title 38, United States
			 Code.</text>
						</subparagraph></paragraph></subsection><subsection id="id32FFE49EF0674F3FA2394CED7695F236"><enum>(b)</enum><header>Benefits, resources,
			 services, and opportunities</header><text>The benefits, resources, services,
			 and opportunities described in this subsection are benefits, resources,
			 services, and opportunities as follows:</text>
					<paragraph id="idD54DBBA2D09B434BB51F2C2A2CFA567E"><enum>(1)</enum><text display-inline="yes-display-inline">Veterans benefits provided by or through
			 the Department of Veterans Affairs.</text>
					</paragraph><paragraph id="id0DA41AD1613B47F7B44AF4EA012DE96E"><enum>(2)</enum><text display-inline="yes-display-inline">Veterans benefits provided by or through
			 the Department of Labor, including employment and reemployment benefits.</text>
					</paragraph><paragraph id="id202938237208492CB2CD0226A2E03327"><enum>(3)</enum><text display-inline="yes-display-inline">Tax benefits.</text>

			 educational professionals, mental health professionals, and other professionals
			 that provide for veterans;</text>
						</subparagraph><subparagraph id="idA7B6D82C7152422DA0115B767A69BCC2"><enum>(B)</enum><text display-inline="yes-display-inline">resources on child care, home care, stress
			 management, mental health care, and veterans service organizations (including
			 website links to organization locators and claims assistance); and</text>
						</subparagraph><subparagraph id="id8175C8158DB04F64AA8E0AF9396E5231"><enum>(C)</enum><text>information and links on
			 State and local resources, discounts available to veterans, volunteer
			 opportunities available to veterans, and community events.</text>
						</subparagraph></paragraph><paragraph id="id81B5AEB9211048DB91A0C9C0C379C0A1"><enum>(7)</enum><text display-inline="yes-display-inline">Assistance in applying for and receiving
			 benefits and resources under paragraphs (1) through (6).</text>
					</paragraph><paragraph id="idA380CC61CF434B4798B7721E2960D0E1"><enum>(8)</enum><text display-inline="yes-display-inline">Resources on peer-to-peer discussions,
			 workshops, and other interactive services for veterans and their families and
			 caregivers.</text>
					</paragraph><paragraph id="id5F3166CC433547E9942FB2168715F5FF"><enum>(9)</enum><text display-inline="yes-display-inline">Information on ride-sharing for
			 appointments.</text>
					</paragraph><paragraph id="idDBE5C2C81EAC4B4DAAB05B0A1DD08B21"><enum>(10)</enum><text display-inline="yes-display-inline">Memorial notices.</text>
					</paragraph><paragraph id="id24AC02971CF7484F834C698BFD2276CE"><enum>(11)</enum><text display-inline="yes-display-inline">Such other benefits, resources, services,
			 opportunities, and assistance as the Secretary considers appropriate for
			 purposes of the website.</text>
					</paragraph></subsection><subsection id="id05C178557FF34B6883C16DFEFCD3BD51"><enum>(c)</enum><header>Inclusion of
			 information on website in biennial reports relating to outreach
			 activities</header>
					<paragraph id="id85D46A237B374EAAB7A4B61D887EFD47"><enum>(1)</enum><header>Biennial
			 plan</header><text>The Secretary of Veterans Affairs shall include in each
			 biennial plan on outreach activities of the Department of Veterans Affairs
			 under section 6302 of title 38, United States Code, the plans of the Department
			 for the period covered by such report for improving and enhancing the Internet
			 website required by this section to better provide information on the benefits,
			 resources, services, and opportunities described in subsection (b) and to
			 otherwise enhance the website as a source for information on such benefits,
			 resources, services, and opportunities.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id15BA5FEC7926435E8069036BF25F04BD"><enum>(2)</enum><header>Biennial
			 report</header><text>The Secretary shall include in each biennial report on
			 outreach activities of the Department under section 6308 of title 38, United
			 States Code, a description of the manner in which the Internet website required
			 by this section contributed to the outreach activities of the Secretary,
			 including outreach activities under chapter 63 of such title.</text>
					</paragraph></subsection></section></title><title changed="added" committee-id="SSVA00" id="id3738F29688D0404DA41768CB6F741336" reported-display-style="italic"><enum>II</enum><header>Construction and naming
			 matters</header>
			<section id="idFD9F7497758347EF96140ABDDF423764"><enum>201.</enum><header>Authorization for
			 fiscal year 2011 major medical facility construction project previously
			 appropriated but not authorized</header><text display-inline="no-display-inline">The Secretary of Veterans Affairs may carry
			 out a major medical facility project in fiscal year 2011 for the construction
			 of a new medical facility in New Orleans, Louisiana, with the project to be
			 carried out in an amount not to exceed $995,000,000.</text>
			</section><section id="IDa8503078f87e472f88f9d2ccdb67f740"><enum>202.</enum><header>Additional
			 authorization for a 2007 major medical facility construction project previously
			 authorized</header><text display-inline="no-display-inline">The Secretary of
			 Veterans Affairs may carry out a major medical facility project in fiscal year
			 2011 to make seismic corrections for Buildings 7 and 126 at the Department of
			 Veterans Affairs Medical Center in Long Beach, California, with the project to
			 be carried out in an amount not to exceed $129,545,000.</text>
			</section><section id="ID92c3060965654cd6baf32857c5b3abfe"><enum>203.</enum><header>Authorization of
			 fiscal year 2011 major medical facility leases</header><text display-inline="no-display-inline">The Secretary of Veterans Affairs may carry
			 out the following fiscal year 2011 major medical facility leases at the
			 locations specified, in an amount not to exceed the amount shown for each such
			 location:</text>
				<paragraph id="ID70eab8d5150244f3a9954e4e34886161"><enum>(1)</enum><text>Billings, Montana,
			 Community Based Outpatient Clinic, in an amount not to exceed
			 $7,149,000.</text>
				</paragraph><paragraph id="IDde2784fd15894dae8c9784428b9e2271"><enum>(2)</enum><text>Boston, Massachusetts,
			 Outpatient Clinic, in an amount not to exceed $3,316,000.</text>
				</paragraph><paragraph id="IDfc3d92418aef4fb59f1f1dfe5c0b7983"><enum>(3)</enum><text>San Diego, California,
			 Community Based Outpatient Clinic, in an amount not to exceed
			 $21,495,000.</text>
				</paragraph><paragraph id="IDc89efd0de5db476ab77f3b2a2db69332"><enum>(4)</enum><text>San Francisco,
			 California, Research Lab, in an amount not to exceed $10,055,000.</text>

				<subsection id="ID41ccb9872b504f4c9373481a42b7f915"><enum>(a)</enum><header>Authorization of
			 appropriations for major medical facility projects</header><text>There is
			 authorized to be appropriated to the Secretary of Veterans Affairs for fiscal
			 year 2011 or the year in which funds are appropriated for the Construction,
			 Major Projects, account $1,124,545,000 for the projects authorized in sections
			 201 and 202.</text>
				</subsection><subsection id="ID926d73538fcd4dd2b3cb68a21a3132d8"><enum>(b)</enum><header>Authorization of
			 appropriations for major medical facility leases</header><text>There is
			 authorized to be appropriated to the Secretary of Veterans Affairs for fiscal
			 year 2011 or the year in which funds are appropriated for the Medical
			 Facilities account $47,338,000 for the leases authorized in section 203.</text>
				</subsection><subsection id="ID13ff697ddc834374a4634363fceb9cca"><enum>(c)</enum><header>Limitation</header><text>The
			 major medical facility projects authorized in sections 201 and 202 may only be
			 carried out using—</text>
					<paragraph id="IDd1f9cacd429d46b9befdf06d5527c4d6"><enum>(1)</enum><text>funds appropriated for
			 fiscal year 2011 pursuant to the authorization of appropriations in subsection
			 (a) of this section;</text>
					</paragraph><paragraph id="ID9b7f7f8e373a4bfdbc09d5f76f6b6e8b"><enum>(2)</enum><text>funds available for
			 Construction, Major Projects, for a fiscal year before fiscal year 2011 that
			 remain available for obligation;</text>

			 report on the use of energy efficient technologies and best practices in
			 Department of Veterans Affairs medical facilities.</text>
				</subsection><subsection id="id29076ADA7F584DA1978522FDB9A19B45"><enum>(b)</enum><header>Elements</header><text>The
			 report required by subsection (a) shall include the following:</text>
					<paragraph id="id7F63C730CBAB40C395CF299A487EBDA9"><enum><added-phrase committee-id="SSVA00" reported-display-style="italic">(1)</added-phrase></enum><text>A description of
			 the energy efficient technologies and best practices used by the Department to
			 make Department medical facilities more energy efficient.</text>
					</paragraph><paragraph id="id99343DD771284F339684699DAB0EC6EB"><enum><added-phrase committee-id="SSVA00" reported-display-style="italic">(2)</added-phrase></enum><text>An assessment of
			 the energy efficiency of the following features of Department medical
			 facilities:</text>
						<subparagraph id="id90B71B5522654DB08F08AF8092110C13"><enum><added-phrase committee-id="SSVA00" reported-display-style="italic">(A)</added-phrase></enum><text>Heating,
			 ventilation, and air conditioning systems.</text>
						</subparagraph><subparagraph id="id636B76DCA4C544FA9D2A42485AF9501B"><enum>(B)</enum><text>Lighting.</text>
						</subparagraph><subparagraph id="id87E305955269417D970B03884FCE92ED"><enum>(C)</enum><text>Elevators.</text>
						</subparagraph><subparagraph id="id0FF04127C8BA47AC9147A7597AD8D5F0"><enum>(D)</enum><text>Water heating.</text>
						</subparagraph><subparagraph id="idCB7FEC398F7344278480E0126059BCBE"><enum>(E)</enum><text>Information technology
			 and electronics.</text>
						</subparagraph><subparagraph id="idF198A9E9AD4F4F05904E313CE0CA7D54"><enum>(F)</enum><text>Such other features as
			 the Secretary considers energy intensive.</text>
						</subparagraph></paragraph><paragraph id="idC3FABF6C920A4433BE9DBFEAF83470EC"><enum>(3)</enum><text>The status of the
			 compliance of Department medical facilities with provisions of law that are
			 applicable to the energy efficiency of such facilities, as determined by the
			 Secretary.</text>
					</paragraph><paragraph id="idB2E0590A50CF413DA98582A56FAF3744"><enum>(4)</enum><text>A description of the
			 activities carried out by the Office of Construction and Facilities Management
			 of the Department to overhaul current master construction specifications and to
			 ensure that standardized efficiency guidelines are being implemented in all
			 Department medical facilities.</text>
					</paragraph></subsection><subsection id="idBB90EE194B724C4EA0C40607F7CE06F0"><enum><added-phrase committee-id="SSVA00" reported-display-style="italic">(c)</added-phrase></enum><header>Collaboration</header><text>In
			 preparing the report required by subsection (a), the Secretary shall
			 collaborate with private sector experts and industry leaders in the energy
			 efficiency of medical facilities, including the following:</text>
					<paragraph id="id9C32CF48F0884A74B7E78FEAFD0F8F6A"><enum><added-phrase committee-id="SSVA00" reported-display-style="italic">(1)</added-phrase></enum><text>The American
			 Society of Heating, Refrigeration, and Air-Conditioning Engineers.</text>
					</paragraph><paragraph id="id9B892B88759F4FA88987E6169098FA1F"><enum>(2)</enum><text>The Illuminating
			 Engineering Society of North America.</text>
					</paragraph><paragraph id="id784BE5BA20EE4C5691ACB72BB913D629"><enum>(3)</enum><text>The American Institute of
			 Architects.</text>
					</paragraph></subsection></section><section id="id54B21990E3534D539869ABA0C032102E" section-type="subsequent-section"><enum>206.</enum><header>Designation of
			 George H. O’Brien, Jr., Department of Veterans Affairs Medical Center</header>
				<subsection id="idD34F9140E68F4620BA8DC66C2D1FC894"><enum>(a)</enum><header>Designation</header><text display-inline="yes-display-inline">The Department of Veterans Affairs medical
			 center located in Big Spring, Texas, shall be known and designated as the

				</subsection></section><section id="idF56003357758447AA02EA6FFB0F424E7"><enum>207.</enum><header>Requirement that bid
			 savings on major medical facility projects of Department of Veterans Affairs be
			 used for other major medical facility construction projects of the
			 Department</header><text display-inline="no-display-inline">Section 8104(d) of
			 title 38, United States Code, is amended—</text>
				<paragraph id="id2F9F1589E1184236BD24B670691A2986"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>In any case</quote> and
