			</subsection></section><section id="id8FA8382B7760454BB215E2B0B99871CF"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that, according to
			 information compiled by Campus Progress—</text>
			<paragraph id="IDb2d604be0ae44a77ab9daca3349192d9"><enum>(1)</enum><text>total Federal
			 student debt in the United States, as of 2008, is more than $617,000,000,000,
			 according to the Department of Education;</text>
			</paragraph><paragraph id="ID58a879f4438748d58f57140481540a0e"><enum>(2)</enum><text>in 2008, the
			 Advisory Committee on Student Financial Assistance estimated that between
			 1,700,000 to 3,200,0000 baccalaureate degrees will be lost this decade among
			 academically qualified students because of financial barriers;</text>
			</paragraph><paragraph id="ID893995e3877543559a85286310af2b74"><enum>(3)</enum><text>the average
			 student today graduates college with student debt 25 percent higher than that
			 of college graduates a decade ago, and enters the job market where the average
			 job pays college graduates less than the job would have in 2000;</text>
			</paragraph><paragraph id="ID38be1029a7b44f05bb0e733bf170281a"><enum>(4)</enum><text>the average
			 college senior graduated with $4,100 in credit card debt in 2008, according to
			 a study by Sallie Mae, Inc., and $23,200 in student loans, according to the
			 Institute for College Access and Success;</text>
			</paragraph><paragraph id="ID060f4651f3624a3ea71fcdc1ffe6eb62"><enum>(5)</enum><text>according to the
			 Institute for College Access and Success, almost 7 in 10 college graduates are
			 burdened with educational debt;</text>
			</paragraph><paragraph id="IDb3ba0c5a85404b21a0741aef1bcb6272"><enum>(6)</enum><text>according to a
			 2006 report by the United States Public Interest Research Group, student debt
			 is outpacing the starting salaries of jobs in teaching and social work, making
			 it virtually impossible for many debt-laden college graduates to pursue careers
			 in fields where they are desperately needed;</text>
			</paragraph><paragraph id="ID52f5f93cea5b4fd985df6f70f03a7f5d"><enum>(7)</enum><text>according to the
			 same report, nearly <fraction>1/4</fraction> of all graduates from public
			 colleges, and almost 4 in 10 graduates from private colleges, have levels of
			 student debt that would become unmanageable on the average salary of a starting
			 teacher;</text>
			</paragraph><paragraph id="IDda77ef65f25a498eb42d6327640f2fa5"><enum>(8)</enum><text>a 2002 report by
			 the Nellie Mae Corporation found that students delay major life decisions as a
			 result of increased student debt—38 percent of college graduates delay buying
			 their first house because of debt, 14 percent delay marriage, and 21 percent
			 delay having children;</text>
			</paragraph><paragraph id="ID810a8b4fbb98495b9c9060836683b7e8"><enum>(9)</enum><text>according to a
			 2006 report by the Education Trust, the highest achieving low-income high
			 school graduates go to college at nearly the same rate as the lowest achieving
			 students from wealthy families; and</text>
			</paragraph><paragraph id="IDb597057fb1e648b9a1ba75d21466e2e8"><enum>(10)</enum><text>more than 60
			 percent of African-American, Hispanic, Native American, and Asian students face
			 a gap between their expected family contribution, grants, and nonprivate loans
			 and the cost of their education, according to the 2007–2008 National
			 Postsecondary Student Aid Study.</text>
			</paragraph></section><title id="id05E54A790DA74E9BBE92E161E07D616A"><enum>I</enum><header>Income-Based
			 repayment plan</header>
			<section id="id83543D53172945089371629424AB2046"><enum>101.</enum><header>Income-based
			 repayment plan</header><text display-inline="no-display-inline">Section 493C(e)
			 of the Higher Education Act of 1965 (20 U.S.C. 1098e(e)) is amended—</text>
				<paragraph id="id49C84A38FE704FCCA4D5ECE6073039C0"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>10
			 percent</quote> and inserting <quote>7 percent</quote>; and</text>
				</paragraph><paragraph id="id7491A7512D7843F88EDB6CED51C7FD12"><enum>(2)</enum><text>in paragraph (2),
			 by striking <quote>20 years</quote> and inserting <quote>15
			 years</quote>.</text>
				</paragraph></section></title><title id="id52788C1B283444D885024C6A82DDC0A9"><enum>II</enum><header>Public Service
			 Loan Forgiveness program</header>
			<section id="id1646B6CB5E044FCCBF5906DFCE31FA77"><enum>201.</enum><header>Public service
			 loan forgiveness program</header><text display-inline="no-display-inline">Section 455(m) of the Higher Education Act
			 of 1965 (20 U.S.C. 1087e(m)) is amended—</text>
				<paragraph id="id34868731925941469A6438E8716ED337"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text>
					<subparagraph id="id5C69497C8507488D863F3FB2EFB4AA93"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking
			 <quote>120</quote>; and</text>
					</subparagraph><subparagraph id="id1604CCC2B41D462782C4E3E96762DD98"><enum>(B)</enum><text>in subparagraph
			 (B)(ii), by striking <quote>120</quote>; and</text>
					</subparagraph></paragraph><paragraph id="id80F08885C0E84902B9848074E915837A"><enum>(2)</enum><text>by striking
			 paragraph (2) and inserting the following:</text>

							<subparagraph commented="no" display-inline="no-display-inline" id="id1BA917363E08410BB90AE09354F32462"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text>In the case of a
				borrower described in paragraph (1) who has made monthly payments as described
				in paragraph (1), the Secretary shall cancel the obligation to repay 5 percent
				of the balance of principal and interest due as of the time of such
				cancellation, on the eligible Federal Direct Loans made to the borrower under
				this part after the borrower has made each of the following number of monthly
				payments:</text>

				payments.</text>

				payments.</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="id7E2A86030C504B96B84925F00FF28180"><enum>(iii)</enum><text>After 84
				monthly payments.</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="id0BB84595C9D64E3490C586E6BD3C4E03"><enum>(iv)</enum><text>After 96 monthly
				payments.</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="id5260008F357C4A03A3CE5F1B2D1960E7"><enum>(v)</enum><text>After 108 monthly
				payments.</text>
								</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id392B6F4804D348B38B20552968ED6498"><enum>(B)</enum><header>Remaining
				balance cancelled</header><text>In the case of a borrower described in
				paragraph (1) who has made 120 monthly payments as described in paragraph (1),
				the Secretary shall cancel the obligation to repay the balance of principal and
				interest due as of the time of such cancellation, on the eligible Federal
				Direct Loans made to the borrower under this
				part.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section></title><title id="id90B9A3A66B134544A1F340AFE0312E6B"><enum>III</enum><header>Lowering of
			 interest rates for health professions</header>
			<section id="id62C1C8029FFA41268C172526DD1D512B"><enum>301.</enum><header>Lowering of
			 interest rates for health professions</header>
				<subsection id="id294D7A25B1DA4C1690DBCF512D6713C1"><enum>(a)</enum><header>Health
			 professions student loans</header>
					<paragraph id="id65041DF2F58348EBB38BDD4D7D8DCCE4"><enum>(1)</enum><header>In
			 general</header><text>Section 705(b) of the Public Health Service Act (42
			 U.S.C. 292d(b)) is amended by striking <quote>the average of</quote> and all
			 that follows and inserting <quote>3.5 percent.</quote>.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC75856CC06D24B2E8E32505EC22B7887"><enum>(2)</enum><header display-inline="yes-display-inline">Physician assistants</header><text display-inline="yes-display-inline">Section 719(1) of the Public Health Service
			 Act (42 U.S.C. 292o(1)) is amended by inserting before the period the
			 following: <quote>, or an entity providing programs for the training of
			 physician assistants</quote>.</text>
					</paragraph></subsection><subsection id="id4B25B15E01BC4CB5B70BD302D0076034"><enum>(b)</enum><header>Primary care
			 loans</header><text>Section 722(e) of the Public Health Service Act (42 U.S.C.
			 292r(e)) is amended by striking <quote>5 percent</quote> and inserting
			 <quote>3.5 percent</quote>.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="id896DE2C58B714A7391452125CE233AE3"><enum>(c)</enum><header>Nursing loan
			 program</header><text>Section 836(b)(5) of the Public Health Service Act (42
			 U.S.C. 297b(b)(5)) is amended by striking <quote>5 percent</quote> and
			 inserting <quote>3.5 percent</quote>.</text>
				</subsection></section></title><title id="id50696247F3104521A043201149FDED48"><enum>IV</enum><header>Enhancing
			 opportunities for minorities</header>
			<section id="ID51cbbfe6402f41f49dcdb730309a876e"><enum>401.</enum><header>Enhancing
			 opportunities for minorities</header>
				<subsection id="id449D34DCBB9F4CC897D4493B67764D15"><enum>(a)</enum><header>Program
			 authorized</header><text display-inline="yes-display-inline">From amounts
			 appropriated under this section, the Secretary of Education shall carry out a
			 pilot program of awarding grants, on a competitive basis, to eligible
			 institutions to enable the eligible institutions to enhance opportunities for
			 students attending such institutions.</text>
				</subsection><subsection id="ID376cdfc3a51e4fdba7026b24714aaeff"><enum>(b)</enum><header>Eligible
			 institutions</header><text>In this section, the term <term>eligible
			 institution</term> has the meaning given the term in section 371(a) of the
			 Higher Education Act of 1965 (20 U.S.C. 1067q(a)).</text>
				</subsection><subsection id="ID3c19ac82a1474e2c9b3639a6f9059970"><enum>(c)</enum><header>Applications</header>
					<paragraph id="idAC57A15347064BC4A13A34A2DEA73393"><enum>(1)</enum><header>In
			 general</header><text>An eligible institution desiring a grant under this
			 section shall submit an application to the Secretary of Education at such time,
			 in such manner, and containing such information as the Secretary may
			 require.</text>
					</paragraph><paragraph id="id2FC07F3E1D4348D288423D200A2A6132"><enum>(2)</enum><header>Contents</header><text>The
			 application described in paragraph (1) shall include an outline of the eligible
			 institution's plan for the grant that takes into consideration—</text>
						<subparagraph id="idE17091FA2B864B6C8D0312249F0965A9"><enum>(A)</enum><text>increasing the
			 eligible institution's educational program capacity for degree-granting,
			 certificate-granting, adult education, and noncredit programs;</text>
						</subparagraph><subparagraph id="id5976479CD7EB48458A17DD360F6C8B6F"><enum>(B)</enum><text>increasing the
			 eligible institution's student graduation rates; and</text>
						</subparagraph><subparagraph id="id4D155AFEF2C84F9AB314EC63E66A2062"><enum>(C)</enum><text>how to achieve
			 the purposes of the grant without increasing the costs to students attending
			 the eligible institution.</text>
						</subparagraph></paragraph></subsection><subsection id="ID3e12e5a45ee9477ebf818e70c809cb12"><enum>(d)</enum><header>Authorization
			 of appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $100,000,000 for each of the fiscal years 2011 through
			 2015.</text>
				</subsection></section></title><title id="idCE3AAA485FEC4D51BFA603C679EDE7E0"><enum>V</enum><header>Assistant
			 Secretary for the evaluation and promotion of accessibility and affordability
			 in higher education</header>
			<section id="IDa4e205ee50d9406f9ea48d653b48d623"><enum>501.</enum><header>Assistant
			 Secretary for the evaluation and promotion of accessibility and affordability
			 in higher education</header><text display-inline="no-display-inline">Section
			 202 of the Department of Education Organization Act (20 U.S.C. 3412) is amended
			 by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id92E35D760BB24E7FBD424FCF2002F1F4" style="OLC">
					<subsection id="id2171EF14526644CC8A06E53D6208C948"><enum>(j)</enum><header>Assistant
				Secretary for the evaluation and promotion of accessibility and affordability
				in higher education</header><text>There shall be in the Department an Assistant
				Secretary for the Evaluation and Promotion of Accessibility and Affordability
				in Higher Education, who shall be appointed by the President, by and with the
				advice and consent of the Senate. The Assistant Secretary shall—</text>
						<paragraph id="id1BDBF151B0844F3499049DF954053BC5"><enum>(1)</enum><text>evaluate
				periodically what has been done thus far and what further actions should still
				be taken, to increase—</text>
							<subparagraph id="idFFE3503B6A8D478D9A2ACF6655C927DB"><enum>(A)</enum><text>accessibility to
				higher education;</text>
							</subparagraph><subparagraph id="id20578A27BF6641E68CA208FF77042474"><enum>(B)</enum><text>higher education
				opportunities for underserved minorities;</text>
							</subparagraph><subparagraph id="idEBB27C9CA2DD4474AA2836511E9D7C7B"><enum>(C)</enum><text>capacity to
				educate more medical personnel; and</text>
							</subparagraph><subparagraph id="id1D66F513D32F41CDBCA315AAB1E9A0BB"><enum>(D)</enum><text>debt forgiveness
				to encourage graduates of institutions of higher education to pursue public
				service;</text>
							</subparagraph></paragraph><paragraph id="idE7863BA00C814EF6BBDE0D49B35B43B3"><enum>(2)</enum><text>evaluate
				periodically the impact of the Healthcare and Education Reconciliation Act of
				2010 (Public Law 111–152) in order to determine the effectiveness of the
				educational grants and financial assistance programs modified by such
				Act;</text>
						</paragraph><paragraph id="id49427C6C7E7141388BD87B774C04EE5C"><enum>(3)</enum><text>promote higher
				education, including higher education accessibility, affordability, and
				completion options, to prospective and current students of institutions of
				higher education; and</text>
						</paragraph><paragraph id="IDedd321b9759f4c0194c8dee4ae0471fc"><enum>(4)</enum><text>not later than 30
				days after the end of each quarter of a fiscal year, submit to the appropriate
				committees of Congress a report that—</text>
							<subparagraph id="idC693658BD1FD426CB953741B4CDC741C"><enum>(A)</enum><text>describes current
				trends regarding the accessibility and affordability of higher education in the
				United States, including the impact of the educational grants and financial
				assistance programs established under or modified by the
				<short-title>Student Loan Forgiveness and Repayment
				Assistance Act of 2010</short-title>; and</text>
							</subparagraph><subparagraph id="idA9230A59A6734ED684DC2162CCF5BD09"><enum>(B)</enum><text>includes the
				Assistant Secretary’s recommendations to Congress regarding how to increase the
				accessibility and affordability of higher
				education.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
