			 universal grant conditions under VAWA</header>
			<subsection id="HCC438128217E48D9A76F107DB8AA957E"><enum>(a)</enum><header>Youth
			 definition</header><text>Section 40002(a)(37) of the Violence Against Women Act
			 of 1994 (42 U.S.C. 13925(a)(37)) is amended to read as follows:</text>
				<quoted-block changed="deleted" committee-id="SSJU00" display-inline="no-display-inline" id="HAD163A2F2E2C47BDB311664E20B14000" reported-display-style="strikethrough" style="OLC">
					<paragraph id="HA4F1D43A996648F08422906BF3D5B822"><enum>(37)</enum><header>Youth</header><text>The
				term <term>youth</term> means individuals who are between the ages of 12 and
				24.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H366CC96BBF1F47728675E1DB21E7981E"><enum>(b)</enum><header>Expertise
			 requirement</header><text>Section 40002(b)(11) of the Violence Against Women
			 Act of 1994 (42 U.S.C. 13925(b)(11)) is amended by adding at the end the
			 following: <quote>The Director of the Office on Violence Against Women shall
			 ensure that training or technical assistance will be developed and provided by
			 entities having demonstrated expertise in the purposes, uses of funds, and
			 other aspects of the grant program for which such training or technical
			 assistance is provided.</quote>.</text>
			</subsection><subsection id="H9DACADC54B3149088ECB5100C8A8D600"><enum>(c)</enum><header>Matching
			 requirement</header><text>Section 40002(b)(1) of the Violence Against Women Act
			 of 1994 (42 U.S.C. 13925(b)(1)) is amended to read as follows:</text>

				grant or subgrant made under this title for—</text>
						<subparagraph id="HC32EFEB5FD55422A9DEFA90D0FFEE21"><enum>(A)</enum><text>any tribe,
				territory, or victim service provider; or</text>
						</subparagraph><subparagraph id="H908D4A0DD2E047CFA6C0DABB9DED94AA"><enum>(B)</enum><text>any other entity,
				including a State, that the Attorney General determines has adequately
				demonstrated financial
				need.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H7A20B9264B5D4A238E55D08B4483242F"><enum>(d)</enum><header>Treatment of
			 confidential information</header><text>Section 40002(b)(2) of the Violence
			 Against Women Act of 1994 (42 U.S.C. 13925(b)(2)) is amended—</text>
				<paragraph id="H29C47361BFDF451A8503536EE9B08B2F"><enum>(1)</enum><text>in subparagraph
			 (A), by inserting <quote>privacy and</quote> before
			 <quote>safety</quote>;</text>
				</paragraph><paragraph id="HA9C6256639CE44CE8E6222AA346AA1B"><enum>(2)</enum><text>in subparagraph
			 (B)—</text>
					<subparagraph id="H1EBF3AE0489C4C12BC06D706E6DCC769"><enum>(A)</enum><text>by striking
			 <quote>and (D)</quote> and inserting <quote>, (D), (E), (F), (G), and
			 (H)</quote>;</text>
					</subparagraph><subparagraph id="HFF4B99A0D8E84883883F8FA1E96BF68F"><enum>(B)</enum><text>in clause

				those terms are defined by law, and where mandated or expressly permitted by
				the State, tribe, or territory involved.</text>
						</subparagraph><subparagraph id="HF9F4D8D4A7BB4BF8AC416115B9A500DB"><enum>(F)</enum><header>Preemption</header><text>The
				provisions of this paragraph shall not supersede any other provision of
				Federal, State, tribal, territorial, or local law relating to the privacy or
				confidentiality of information to the extent to which such other provision
				provides greater privacy or confidentiality protection than this paragraph for
				victims of domestic violence, dating violence, sexual assault, or
				stalking.</text>
						</subparagraph><subparagraph id="H4A719E6D625A4744B19880288D1D5EB7"><enum>(G)</enum><header>Certain minors
				and persons with guardians</header><text>If a minor or a person with a
				court-appointed guardian is permitted by law to receive services without the
				parent’s or guardian’s consent or authorization, the minor or person with a
				court-appointed guardian may consent to a disclosure, revelation, or release of
				information. In no case may consent or authorization for release of information
				be given by the abuser of the minor, or person with a court-appointed guardian,
				or the abuser of the other parent of the
				minor.</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H889658D53AC54B3F93AF474C1F1EEC32"><enum>(e)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to grants
			 awarded for periods beginning on or after October 1, 2009.</text>

			 justice</header>
			<subsection id="H4151B260E3EA416CA83C008675ABF87F"><enum>(a)</enum><header>Application
			 requirements</header>
				<paragraph id="H399E018D4B174CDA99449C08152082AD"><enum>(1)</enum><header>In
			 general</header><text>Section 2007(d) of the Omnibus Crime Control and Safe
			 Streets Act of 1968 (42 U.S.C. 3796gg–1(d)) is amended—</text>
					<subparagraph id="H8CA9B9C4CCC345518CE2A91F47D4EDAC"><enum>(A)</enum><text>in paragraph (3)
			 by striking <quote>and</quote> after the semicolon;</text>
					</subparagraph><subparagraph id="H29E5A1B584854CCDB53144927B65BFF6"><enum>(B)</enum><text>in paragraph (4),
			 by striking the period and inserting <quote>and</quote>; and</text>
					</subparagraph><subparagraph id="HDAFDE4F1F9024352B184D2013DEA9514"><enum>(C)</enum><text>by inserting at
			 the end the following:</text>

			 date</header><text>The amendments made by paragraph (1) shall apply to grants
			 awarded for periods beginning on or after October 1, 2009.</text>
				</paragraph></subsection><subsection id="H2566DEBF4905432FB8CF3CDF7C70F57C"><enum>(b)</enum><header>State and
			 Federal obligations</header><text display-inline="yes-display-inline">Section
			 2007(f) of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C.
			 3796gg–1(f)) is amended to read as follows:</text>

					<subsection id="H3B04BDEEAC5B4421A2B2F4AF5B7132A9"><enum>(f)</enum><header>Federal
				share</header>
						<paragraph id="H242BC859507544AC9599B5BF4EF5F0B9"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">Except as provided
				under paragraph (2), the Federal share of a grant made under this subtitle may
				not exceed 75 percent of the total costs of the projects described in the
				application submitted.</text>
						</paragraph><paragraph id="HA8C66E1C4DD941FE8E75D7FE36C8608E"><enum>(2)</enum><header>Exemption from
				matching funds</header><text>No matching funds shall be required for that
				portion of a grant that is subgranted to any tribe or for victims
				services.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H2C24CEA68D8F4B01B1A94407C45E99A6"><enum>(c)</enum><header>Limits on
			 internet publication of protection order information</header><text>Section
			 2265(d) of title 18, United States Code, is amended by striking paragraph
			 (3).</text>
			</subsection><subsection id="HD7A120D59A5343A89658DC5C001EEF32"><enum>(d)</enum><header>State
			 certification</header><text>Part T of the Omnibus Crime Control and Safe
			 Streets Act of 1968 (42 U.S.C. 3796gg et seq.) is amended by inserting after
			 section 2013 the following:</text>
				<quoted-block changed="deleted" committee-id="SSJU00" display-inline="no-display-inline" id="HC514D4CA8BFD427290F8F2E392C91F88" reported-display-style="strikethrough" style="OLC">
					<section id="HA53AC49EF9EC4B39869EA3EA00CFFB"><enum>2013A.</enum><header>Limits on
				internet publication of protection order information</header>
						<subsection id="H16AF886DDFE8494C83E6F944DC827C7E"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">A State, Indian
				tribal government, or unit of local government shall not be eligible to receive
				funds under this part unless the State, Indian tribal government, or unit of
				local government certifies that it does not make available publicly on the
				Internet any information regarding the filing for or issuance, modification,
				registration, extension, or enforcement of a protection order, restraining
				order, or injunction in either the issuing or enforcing State, tribal, or
				territorial jurisdiction, if such publication would be likely to publicly
				reveal the identity or location of the party protected under such order.</text>
						</subsection><subsection id="HCEEDEDD913A54748A900F0C79CBB1DD2"><enum>(b)</enum><header>Exception</header><text>A
				State, Indian tribe, or territory may share court-generated and law
				enforcement-generated information about an order or injunction described in
				subsection (a) if such information is contained in secure, governmental
				registries for purposes of enforcing orders and injunctions described in
				subsection (a).</text>
						</subsection><subsection id="idA67335DA3A914ED28D9FC6F2AF77E9DB"><enum>(c)</enum><header>Effective
				date</header><text>A State, Indian tribal government, or unit of local
				government must meet the requirements of subsection (a) and (b) by the later
				of—</text>
							<paragraph id="id4E55FA776F8F4B9597E88F642EB5F75A"><enum>(1)</enum><text>2 years from the
				date of enactment of the <short-title>Improving Assistance
				to Domestic and Sexual Violence Victims Act of 2009</short-title>; or</text>
							</paragraph><paragraph id="idDC681F8A51B64A8880FF915A232522A1"><enum>(2)</enum><text>the period ending
				on the date on which the next session of the State legislature
				ends.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H7FB0AFF6A03F4A1080DF205B1CFBA300"><enum>(e)</enum><header>Health care
			 professionals</header><text>Section 2010(c) of the Omnibus Crime Control and
			 Safe Streets Act of 1968 (42 U.S.C. 3796gg–4) is amended by striking
			 <quote>trained examiners for </quote> and inserting <quote>health care
			 professionals for adult and youth</quote>.</text>
			</subsection><subsection id="H2BD8863741314038925B07CF6150C361"><enum>(f)</enum><header>Rural
			 State</header><text>Section 40002 (a)(22) of the Violence Against Women Act of
			 1994 (42 U.S.C. 13925(a)(22)) is amended by striking “150,000 people, based on
			 the most recent decennial census” and inserting “200,000 people, based on the
			 decennial census of 2000”.</text>
			</subsection><subsection id="H9F07FF8DA8264FD1AF00B263CEE982C"><enum>(g)</enum><header>Costs for
			 criminal charges and protection orders</header><text>Section 2011(a)(1) of the
			 Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3796gg–5(a)(1))
			 is amended by inserting <quote>dating violence,</quote> before
			 <quote>stalking</quote>.</text>
			</subsection><subsection id="H3C4D371A9F504E5E00BD033D34AB1FFA"><enum>(h)</enum><header>Grants To
			 encourage arrest policies and enforcement of protection
			 orders</header><text>Section 2101(c)(4) of the Omnibus Crime Control and Safe
			 Streets Act of 1968 (42 U.S.C. 3796hh(c)(4)) is amended by inserting
			 <quote>dating violence,</quote> before <quote>stalking</quote>.</text>

				to them to provide resource materials or other assistance to employers, labor
				organizations, or
				employees.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" id="H282D1CC9D5514A70A2D321CEC34212DD"><enum>(b)</enum><header>Entities
			 providing assistance</header><text>Section 41501 (c)(1) of the Violence Against
			 Women Act of 1994 (42 U.S.C. 14043f(c)(1)) is amended by striking <quote>and
			 labor organizations</quote> and inserting <quote>, labor organizations, victim
			 service providers, community-based organizations, State domestic violence
			 coalitions, State sexual assault coalitions, and tribal
			 coalitions</quote>.</text>

			 of 2005 is amended by inserting at the end the following:</text>

				Congress</header><text>Not later than 3 months after the date of each of the
				annual consultations, beginning with the first consultation following the date
				of the enactment of this subsection, the Attorney General shall submit to the
				Committee on Indian Affairs and the Committee on the Judiciary of the Senate
				and the Committee on the Judiciary and the Committee on Natural Resources of
				the House of Representatives a report summarizing the annual consultations
				involved, any request of Indian tribes made pursuant to such consultations for
				enhancing the safety of Indian women, and the investigative efforts of the
				Federal Bureau of Investigation and prosecutorial efforts of the United States
				Attorneys on cases of domestic violence, sexual assault, dating violence, and
				stalking, involving adult Indian women. The first of such reports shall include
				the total number of investigations, indictments, declinations, and convictions
				of cases described in the previous sentence for the 3 years preceding the
				annual consultation involved and each subsequent report shall include the total
				number of investigations, indictments, declination, and convictions of such
				cases for the year preceding the annual consultation
				involved.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HD5AD4B2B18644FC7897087A495C732BF"><enum>(b)</enum><header>Grants to Indian
			 tribal governments</header>
				<paragraph id="HD88D90F7299A4437A3113173A679452"><enum>(1)</enum><header>In
			 general</header><text>Section 2015 of the Omnibus Crime Control and Safe
			 Streets Act of 1968 (42 U.S.C. 3796gg–10) is amended by adding at the end the
			 following:</text>
					<quoted-block changed="deleted" committee-id="SSJU00" display-inline="no-display-inline" id="H88346084E90B46DC9B32992B1FD7AA6B" reported-display-style="strikethrough" style="OLC">
						<subsection id="HAE53FCDFBBE641B0B160DC742D3BB4C"><enum>(c)</enum><header>Availability</header><text>Funds
				appropriated under this section shall remain available until expended and may
				only be used for the activities described in this section.</text>
						</subsection><subsection id="HB1D11981614A4B29A8E67C32D1C0F135"><enum>(d)</enum><header>Duration</header><text>Grants
				made under this section shall be for a period of 24 months. Upon request of a
				grantee, the tribal deputy director may extend the grant period involved for
				purposes of enabling the grantee to complete the activities agreed to under the
				terms of the grant provided that no additional funds may be provided under this
				section pursuant to such extension.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="H54159A0674F840F4982521F5160328C7"><enum>(e)</enum><header>Technical
				assistance</header>
							<paragraph id="H9F5D5BC9B5CC4B5AB1CAF6147DD61EA8"><enum>(1)</enum><header>In
				general</header><text>Not later than 6 months after the date of receipt of
				funding for this program, the Director of the Office on Violence Against Women
				shall set aside and disperse not less than 6 percent of the total amount of the
				funds made available under this section for the purpose of entering into
				cooperative agreements with qualified tribal organizations to provide technical
				assistance and training to Indian tribes to address violence against Indian
				women. Such training and technical experience shall be specifically designed to
				address the unique legal status and geographic circumstances of the Indian
				tribes receiving funds under this section.</text>
							</paragraph><paragraph id="H06E67FC70853401490B69FAB90F568EE"><enum>(2)</enum><header>Qualified tribal
				organization</header><text display-inline="yes-display-inline">For purposes of
				paragraph (1), a qualified tribal organization is a tribal organization with
				demonstrated experience in providing training and technical experience to
				Indian tribes in addressing violence against Indian
				women.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H00681581B3EE40A280A18CEFA223122B"><enum>(2)</enum><header>Effective
			 date</header><text>The amendment made by paragraph (1) shall apply to grants
			 made on or after October 1, 2009.</text>

				practicable, notification to the victim, or parent or guardian of a victim, of

							</subparagraph><subparagraph id="H2D237A7DBF5242709B134FC4AB6665C"><enum>(C)</enum><text>anonymous and
				confidential free follow-up testing for the victim as medically
				appropriate;</text>
							</subparagraph><subparagraph id="H522243F9CD394AE386B243AEEEAB961C"><enum>(D)</enum><text>free prophylaxis
				and treatment as necessary for the victim;</text>
							</subparagraph><subparagraph id="HAE2C6AB2D79E42B2B7EFD50092181600"><enum>(E)</enum><text>free counseling
				and support to the victim regarding any health care concerns of the victim with
				respect to the human immunodeficiency virus (HIV), Hepatitis B, Hepatitis C,
				and other sexually transmitted infections; and</text>
							</subparagraph><subparagraph id="H3713609131F2430AABEBD54BFBD64B5B"><enum>(F)</enum><text>assurances that
				the test results of the victim shall remain confidential unless otherwise
				provided by law; and</text>
							</subparagraph></paragraph><paragraph id="H864E644DB664470C006F17695799077D"><enum>(3)</enum><text>provides
				assurances to the satisfaction of the Attorney General that its laws will be in
				compliance with the requirements of paragraph (1) or (2) by a date that is not
				later than the latter of the following dates:</text>

			 following: <quote>The Director of the Office on Violence Against Women shall
			 ensure that training or technical assistance will be developed and provided by
			 entities having demonstrated expertise in the purposes, uses of funds, and

			 requirement</header><text>Section 40002(b)(1) of the Violence Against Women Act

				privacy or confidentiality protection than this paragraph for victims of
				domestic violence, dating violence, sexual assault, or stalking.</text>
							</subparagraph><subparagraph id="id0d8f4ef7-6be0-4b99-9723-6084f86151fa"><enum>(G)</enum><header>Certain minors and
				persons with guardians</header><text>If a minor or a person with a
				court-appointed guardian is permitted by law to receive services without the
				parent’s or guardian’s consent or authorization, the minor or person with a
				court-appointed guardian may consent to a disclosure, revelation, or release of
				information. In no case may consent or authorization for release of information
				be given by the abuser of the minor, or person with a court-appointed guardian,
				or the abuser of the other parent of the
				minor.</text>

			 publication of protection order information</header><text>Section 2265(d) of
			 title 18, United States Code, is amended by striking paragraph (3).</text>
				</subsection><subsection id="id1b1ddecc-bd12-4116-adcc-595a28bb00b8"><enum>(d)</enum><header>State
			 certification</header><text>Part T of the Omnibus Crime Control and Safe
			 Streets Act of 1968 (42 U.S.C. 3796gg et seq.) is amended by inserting after
			 section 2013 the following:</text>

				general</header><text display-inline="yes-display-inline">A State, Indian
				tribal government, or unit of local government shall not be eligible to receive
				funds under this part unless the State, Indian tribal government, or unit of
				local government certifies that it does not make available publicly on the
				Internet any information regarding the filing for or issuance, modification,
				registration, extension, or enforcement of a protection order, restraining
				order, or injunction in the issuing or enforcing State, tribal, or territorial
				jurisdiction, if such publication would be likely to publicly reveal the
				identity or location of the party protected under such order or
				injunction.</text>
							</subsection><subsection id="id678059d7-e620-4372-a0a5-a23eda5aba01"><enum>(b)</enum><header>Exception</header><text>A
				State, Indian tribe, or territory may share court-generated and law
				enforcement-generated information about an order or injunction described in
				subsection (a) for purposes of enforcing such orders and injunctions, if such
				information is contained in a secure, governmental registry.</text>
							</subsection><subsection id="id63aba480-1420-4889-b3c0-871d4b1c74c3"><enum>(c)</enum><header>Effective
				date</header><text>A State, Indian tribal government, or unit of local
				government shall meet the requirements of subsections (a) and (b) by not later
				than the later of—</text>
								<paragraph id="id054beed4-47af-4bc3-82fe-7254c1844f6d"><enum>(1)</enum><text>2 years after the date of
				enactment of the <short-title>Improving Assistance to
				Domestic and Sexual Violence Victims Act of 2009</short-title>; or</text>
								</paragraph><paragraph id="id825fc722-caca-4a77-bc9c-4b5365f0ed09"><enum>(2)</enum><text>the date on which the
				next session of the State legislature
				ends.</text>

				entitled to 5 percent of the funds allocated under this part unless the State

				law or regulation that requires—</text>
								<subparagraph id="ID63daae3eb2ca4af99b001fff1baa8fc7"><enum>(A)</enum><text>the State or unit of
				local government to provide immediately and without charge, at the request of a
				victim of a sexual assault that carries the risk of transmission of the human
				immunodeficiency virus (in this subsection referred to as <quote>HIV</quote>),
				to the victim—</text>
									<clause id="id9C863C4EBFD3489EB881CC9CB4CDA144"><enum>(i)</enum><text>an HIV test;</text>
									</clause><clause id="id1871741BCAFB4B108A32DCAEE9406CF5"><enum>(ii)</enum><text>counseling regarding the
				risk of transmission of HIV and available treatments; and</text>
									</clause><clause id="idCE64A82D503C4F739D7CFC1570F6099B"><enum>(iii)</enum><text>HIV prophylaxis, as
				described in guidance set forth by the Centers for Disease Control and
				Prevention;</text>
									</clause></subparagraph><subparagraph id="ID982e077fe7d345b999a161a5ad25a72c"><enum>(B)</enum><text>notification as soon as
				practicable of the testing results of testing described in subparagraph (A) to
				the victim or parent and guardian of the victim, if the victim is a minor or
				has a court-appointed guardian; and</text>
								</subparagraph><subparagraph id="ID55022f1175f74294a6b1af87306fd3cf"><enum>(C)</enum><text>followup tests for HIV as
				may be medically appropriate and that, as soon as practicable after each such
				test, the results be made available in accordance with subparagraph (B);</text>
								</subparagraph></paragraph><paragraph id="ID0d21c188fcb943f2bcdef66b1ed0dba0"><enum>(2)</enum><text>certifies that it has a
				law or regulation that requires—</text>
								<subparagraph id="ID36620d70e0eb46e3b113115a2e1357ef"><enum>(A)</enum><text>the State or unit of
				local government to administer HIV testing to an offender not later than 48
				hours after a request described in clause (i) if—</text>
									<clause id="idFF7CD80AB9A64CA1B393928917E1BC16"><enum>(i)</enum><text>requested by a victim of
				a sexual assault that carries the risk of transmission of HIV;</text>
									</clause><clause id="id4F807411A4A1417D89115BEE06550F9E"><enum>(ii)</enum><text>there has been a finding
				of probable cause that the offender committed the sexual assault; and</text>
									</clause><clause id="id731AE245389941FCA06DD5B1CF5A2521"><enum>(iii)</enum><text>the offender is in
				custody or otherwise available for testing;</text>
									</clause></subparagraph><subparagraph id="ID4a446e87800c4f3a8ac7c06a36e9a699"><enum>(B)</enum><text>notification as soon as
				practicable of the results of testing described in subparagraph (A) to the
				victim or parent and guardian of the victim, if the victim is a minor or has a
				court-appointed guardian, and offender; and</text>
								</subparagraph><subparagraph id="ID832f3d8263d24f999a752773976d2efe"><enum>(C)</enum><text>followup tests for HIV as
				may be medically appropriate and that, as soon as practicable after each such
				test, the results be made available in accordance with subparagraph (B);
				or</text>
								</subparagraph></paragraph><paragraph id="IDaba382ae05bf4dcfb3141cc8e35508f6"><enum>(3)</enum><text>gives the Attorney
				General assurances that its laws and regulations will be in compliance with the
				requirements of paragraph (1) or (2) not later than the later of—</text>
								<subparagraph id="ID1b196c40f4014fc5926c76a08d0da800"><enum>(A)</enum><text>the date on which the
				next session of the State legislature ends; or</text>

			 (8 U.S.C. 1255(m)(3)) is amended by inserting <quote>or an unmarried sibling
			 under 18 years of age on the date of such application for adjustment of status
			 under paragraph (1),</quote> after <quote>a parent</quote>.</text>

			 general</header><text>Section 214 of the Housing and Community Development Act
			 of 1980 (42 U.S.C. 1436a) is amended—</text>
					<paragraph id="id7210bf11-2ad4-47ac-969d-ee16faeb82bb"><enum>(1)</enum><text>in subsection (a)—</text>
						<subparagraph id="id1a59f171-e41d-4d22-b8e8-815a6e53f218"><enum>(A)</enum><text>in paragraph (6), by
			 striking <quote>or</quote> at the end;</text>
						</subparagraph><subparagraph id="ida4fc6fe1-3bac-43d2-84d2-8e938a650ae2"><enum>(B)</enum><text>by redesignating
			 paragraph (7) as paragraph (8); and</text>

			 applications for public benefits and public benefits provided on or after the
			 date of the enactment of this Act without regard to whether regulations to
			 carry out such amendments have been implemented.</text>

			 clarification for STOP grants</header><text display-inline="no-display-inline">Section 2007(c)(3) of the Omnibus Crime
			 Control and Safe Streets Act of 1968 (42 U.S.C. 3796gg–1(c)(3)) is
			 amended—</text>
				<paragraph id="id68951452E43049578726B27792C4A840"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (C), by striking
			 <quote>and</quote> after the semicolon; and</text>
