		<official-title>To establish a Chief Veterinary Officer in the Department
		  of Homeland Security, and for other purposes.</official-title>

		<section id="H8DA1877EBF8E4BFF8282600214A400CC" section-type="section-one"><enum>1.</enum><header>Chief Veterinary Officer of
			 Department of Homeland Security</header>
			<subsection id="HE7C4AC539DD6439AA20C5308AFE3D1A7"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Title III of the
			 Homeland Security Act of 2002 (6 U.S.C. 181 et seq.) is amended by adding at
			 the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H13DC60B21BCE41FBB593150AAC471827" style="OLC">
					<section id="HE08984ACC0EC428798668885E750C4DA"><enum>317.</enum><header>Chief
				Veterinary Officer</header>
						<subsection id="HA3D53340F955441AB0686D3DD28FC489"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">There is in the
				Department a Chief Veterinary Officer, who shall be appointed by the
				Secretary.</text>
						</subsection><subsection id="id9A6C76F1AF804219894E93B7B859CAF5"><enum>(b)</enum><header>Reporting
				relationship</header>
							<paragraph id="id408DE36FD48645809394ADDFC2527947"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Chief Veterinary
				Officer shall report directly to the Chief Medical Officer.</text>
							</paragraph><paragraph id="id9A30E00DFA47466C83ADF5D6E775DFF5"><enum>(2)</enum><header>Exception</header><text display-inline="yes-display-inline">If an individual other than the Assistant
				Secretary for Health Affairs is serving as the Chief Medical Officer, the Chief
				Veterinary Officer shall report directly to the Assistant Secretary for Health
				Affairs.</text>
							</paragraph></subsection><subsection id="H6B649D20C5084711A36BF6ECC31F31FB"><enum>(c)</enum><header>Qualifications</header><text display-inline="yes-display-inline">The individual appointed as Chief
				Veterinary Officer shall be a veterinarian who possesses—</text>
							<paragraph id="idADCD5973EA46417AA5F1D4C31544A607"><enum>(1)</enum><text display-inline="yes-display-inline">a demonstrated ability in and knowledge of
				veterinary public health and emergency preparedness; and</text>
							</paragraph><paragraph id="idA2EBA10D6A9A4A6B835867D6247F2C92"><enum>(2)</enum><text display-inline="yes-display-inline">other professional experience, as
				determined by the Secretary, including experience in agriculture, food defense,
				and disaster medicine.</text>
							</paragraph></subsection><subsection id="HEF09CA51EF5F45D0B9E5404FC46DB7EF"><enum>(d)</enum><header>Responsibilities</header><text>The
				Chief Veterinary Officer shall—</text>
							<paragraph id="id6F33B39F6B764309AEDE3A1C1923E0D7"><enum>(1)</enum><text>be the head of
				the division of the Department with primary responsibility for veterinary
				issues, food defense, and agriculture security; and</text>
							</paragraph><paragraph id="idDB53723D8CE74E38ADC6C450FB17199D"><enum>(2)</enum><text>have primary
				responsibility within the Department for responsibilities relating to
				veterinary medicine and veterinary public health, including—</text>
								<subparagraph id="H7F901909A49949DAADE0AFD56B5E62E1"><enum>(A)</enum><text>serving as the
				principal authority in the Department responsible for advising the Secretary,
				in coordination with the Assistant Secretary for Health Affairs, on veterinary
				public health, food defense, and agricultural security issues;</text>
								</subparagraph><subparagraph id="H43E0D984D0AE43B2B3372976F45211FD"><enum>(B)</enum><text display-inline="yes-display-inline">providing guidance for the health and
				welfare of the working animals of the Department, including those used to
				enhance transportation, border, and maritime security, and for other
				purposes;</text>
								</subparagraph><subparagraph id="H969907B0254D45FCAFE06C873E704B7E"><enum>(C)</enum><text>leading the policy
				initiatives of the Department relating to—</text>
									<clause id="id2B05BDA2409F40E8AAA0C552C1732469"><enum>(i)</enum><text>food, animal, and
				agricultural incidents, and the impact of such incidents on animal and public
				health; and</text>
									</clause><clause id="HC406149F9BE8459CAF29245A8A3CA710"><enum>(ii)</enum><text display-inline="yes-display-inline">overall domestic preparedness for and
				collective response to agricultural terrorism;</text>
									</clause></subparagraph><subparagraph id="H03A16948045E48118EEC2D14D1A8E33A"><enum>(D)</enum><text>serving as the
				principal point of contact in the Office of Health Affairs for—</text>
									<clause id="idB93A711FA34E49929C3E30A9C00F8043"><enum>(i)</enum><text>all veterinary
				preparedness and response research and development; and</text>
									</clause><clause id="H98F929CF390B43BCA4ACB9AB367E6928"><enum>(ii)</enum><text>sharing homeland
				security veterinary medical information with Department officials, including
				all components with veterinary, food, or agricultural interests;</text>
									</clause></subparagraph><subparagraph id="HE8736395881840E5BD003615370A3611"><enum>(E)</enum><text>serving as the
				principal point of contact within the Department with respect to veterinary
				homeland security issues for—</text>
									<clause id="id659FC7EF173243E8B2F3B0E186684D7C"><enum>(i)</enum><text>the Department of
				Agriculture, the Department of Defense, the Department of Health and Human
				Services, and other Federal departments and agencies; and</text>
									</clause><clause id="HB85FE5F38CFE41E1AD289438C78F33B3"><enum>(ii)</enum><text>State, local, and
				tribal governments, the veterinary community, and other entities within and
				outside the Department; and</text>
									</clause></subparagraph><subparagraph id="H58761CA15B4D41F7BD64B877274F6A46"><enum>(F)</enum><text>performing such
				other duties relating to the responsibilities of the Chief Veterinary Officer
				as the Secretary may require.</text>
								</subparagraph></paragraph></subsection><subsection id="H99534C5C17B84F9D8E43E489FDED90FE"><enum>(e)</enum><header>Advance notice
				of reorganization required</header><text>Not later than 180 days before
				carrying out any reorganization within the Department that would affect any
				responsibility of the Chief Veterinary Officer, the Secretary shall submit to
				the appropriate congressional committees a report on the proposed
				reorganization.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H09928AD44B4C47D4B7BD22B8D1D73320"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of contents in section 1(b) of such Act is
			 amended by adding at the end of the items relating to title III the
			 following:</text>
