		<official-title>To amend section 845 of title 18, United States Code,
		  relating to explosives, to grant the Attorney General exemption
		  authority.</official-title>

		<section id="IDd1414868c53d48958d47f6051c5d2f93" section-type="section-one"><enum>1.</enum><header>Specific
			 exemption</header><text display-inline="no-display-inline">Section 845(a) of
			 title 18, United States Code, is amended—</text>
			<paragraph id="ID4ecf177af4954a24bb4884a68af12f7a"><enum>(1)</enum><text>in paragraph (5),
			 by striking <quote>and</quote> after the semicolon;</text>
			</paragraph><paragraph id="IDb9de5db70785407e829f200736a4c41b"><enum>(2)</enum><text>in paragraph (6),
			 by striking the period and inserting <quote>; and</quote>; and</text>
			</paragraph><paragraph id="ID673cab17c4ab42999870dbc09cb9a5b7"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id313D1409C97040348488A74E5A89FECB" style="OLC">
					<paragraph id="ID5c23d4db0708475f8826fb5f34298013"><enum>(7)</enum><text>pest control
				pyrotechnics manufactured, imported, used, and stored in accordance with
				regulations issued by the Attorney
				General.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="IDfe5ea31995c349b7a3f4f157967be24a"><enum>2.</enum><header>Exemption
			 authority</header><text display-inline="no-display-inline">Section 845 of title
			 18, United States Code, is amended by inserting at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="id489F0365ACD44E9E800AC27C450EF71C" style="OLC">
				<subsection id="ID0bc352661ed94a8eb14c5062f8cd1e37"><enum>(d)</enum><text>The Attorney
				General may exempt from all or a part of the provisions of this chapter
				explosive materials or explosive devices containing such materials when a
				determination is made, by regulation, that the explosive materials or explosive
				devices—</text>
					<paragraph id="IDf9721354e829401190c08001bbaad4b7"><enum>(1)</enum><text>are of a type
				that does not pose a threat to public safety; and</text>
					</paragraph><paragraph id="IDe00a1a922c584936b1e7a4748521f434"><enum>(2)</enum><text>are unlikely to
				be used as a
				weapon.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="ID4447e40eca5442f5bd0d051bfeed0168"><enum>3.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">The amendment made by
			 this Act shall take effect 180 days after the date of enactment of this
			 Act.</text>
