		<official-title display="yes">To direct the Secretary of Commerce to
		  establish a competitive grant program to promote domestic regional
		  tourism.</official-title>

		<section commented="no" display-inline="no-display-inline" id="HB8A52457C1854128A1D88EE8E1BB9C14" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Travel Regional Investment Partnership
			 Act</short-title></quote> .</text>
		</section><section commented="no" display-inline="no-display-inline" id="H3E49133E5B7F4A1CA910B99B5BC14468" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="H5F4EE95F740E469BB72FA86C08DD665F"><enum>(1)</enum><text display-inline="yes-display-inline">The importance of travel and tourism cannot
			 be overstated: travel and tourism employs America.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3B8DCBDC9A9C4488B051D01F89ECB498"><enum>(2)</enum><text display-inline="yes-display-inline">Approximately 8,300,000 domestic jobs
			 depend on the travel and tourism industry.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA258B477462E4E14BBD0E3093AE71985"><enum>(3)</enum><text display-inline="yes-display-inline">The United States travel and tourism
			 industry—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="id8B5C894B7B3D4D0F9DCE46F26CEE5E97"><enum>(A)</enum><text display-inline="yes-display-inline">generates more than $691,000,000,000
			 annually in direct spending, of which more than 85 percent is the result of
			 domestic travel; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE948E5276E0A44348167A8E3EF4AFECF"><enum>(B)</enum><text display-inline="yes-display-inline">generates more than $1,200,000,000,000 in
			 total spending, if indirect spending is included.</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H357FAA78B8C14CDFB3F291BC30CE784F"><enum>(4)</enum><text display-inline="yes-display-inline">The travel and tourism industry accounts
			 for 2.6 percent of the Nation’s gross domestic product, nearly 4 times that of
			 the automotive industry.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA677B0584FE84AECA8240BBE604B2555"><enum>(5)</enum><text display-inline="yes-display-inline">Domestic employment related to the travel
			 and tourism industry cannot be outsourced to other countries.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4A07F8170EDE4944BC1E37848138FA1D"><enum>(6)</enum><text display-inline="yes-display-inline">The current economic downturn has created
			 the most difficult economic environment for the domestic travel and tourism
			 industry since the period following the terrorist attacks of September 11,
			 2001.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB202384534054475B3189FFE30383811"><enum>(7)</enum><text display-inline="yes-display-inline">Travel and tourism revenues dropped by
			 nearly $130,000,000,000 during 2009. The domestic tourism economy has fallen by
			 nearly 4.5 percent during 2009, twice the rate of the overall economy of the
			 United States.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA935D046DBCF4BF78BAFC80ECD8F0CA3"><enum>(8)</enum><text display-inline="yes-display-inline">Domestic spending on travel and tourism has
			 been in decline since the fourth quarter of fiscal year 2008, while employment
			 in the travel and tourism industry has been falling since the second quarter of
			 such year.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H43A6A31930DF4EACB3CDE06A586336C4"><enum>(9)</enum><text display-inline="yes-display-inline">Public-private partnerships have been
			 underutilized in the promotion of travel and tourism and are a dynamic tool in
			 creating new domestic tourism markets and promoting domestic regional tourism
			 growth.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="H2182F7CB4D4A4885B536534A06B92427" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Domestic regional tourism grant
			 program</header>
			<subsection commented="no" display-inline="no-display-inline" id="H38D454888206466B8AC7756CB0DDA9DB"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">The Secretary of Commerce shall establish a
			 competitive grant program, to be administered by the Office of Travel and
			 Tourism Industries, to promote domestic regional tourism growth and new
			 domestic tourism market creation.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HF86216317AE64891B44CFD27BFCCD40E"><enum>(b)</enum><header display-inline="yes-display-inline">Range of grant monetary
			 amounts</header><text display-inline="yes-display-inline">The amount of each
			 grant awarded under this section shall be at least $100,000 and not more than
			 $1,000,000.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H06E8361DBC264CD6A73B585C129FD864"><enum>(c)</enum><header display-inline="yes-display-inline">Grantee eligibility requirements</header>
				<paragraph commented="no" display-inline="no-display-inline" id="HC071904750D84CFE92F2620CEC3827BC"><enum>(1)</enum><header display-inline="yes-display-inline">Eligible entities</header><text display-inline="yes-display-inline">Grants may be awarded under this section
			 to—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="H8B03DC0C11D54514958B499B2022A9FE"><enum>(A)</enum><text display-inline="yes-display-inline">State tourism offices;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idCF106DA8F7C942278AFFA3F3443838FD"><enum>(B)</enum><text display-inline="yes-display-inline">local convention and visitors bureaus;
			 and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H2E2CDB7996434BBD9C983CC5C881D872"><enum>(C)</enum><text display-inline="yes-display-inline">partnerships between a State or local
			 government and local tourism entities.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H784D2E0795CD47FD8D737B3BBABABFB3"><enum>(2)</enum><header display-inline="yes-display-inline">Regional diversity</header><text display-inline="yes-display-inline">In awarding grants under this section, the
			 Secretary may consider—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idDE38B4840A1A4EC8838F9115848B4F9C"><enum>(A)</enum><text display-inline="yes-display-inline">giving priority to regions with low
			 contributions to tourism marketing;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDc1436041d917486cb8ed2748c44aa93b"><enum>(B)</enum><text display-inline="yes-display-inline">maintaining regional diversity of grant
			 recipients; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDf76500f7b5ee421488b4f9f98f5a363f"><enum>(C)</enum><text display-inline="yes-display-inline">providing benefits to rural and
			 less-marketed destinations.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6D2A42EB3DD94E36B6B2D423606A70AB"><enum>(3)</enum><header display-inline="yes-display-inline">Use of funds</header><text display-inline="yes-display-inline">Grants awarded under this section may be
			 used to—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id33E3F6407CBE46A8A7A25B553BFE931E"><enum>(A)</enum><text display-inline="yes-display-inline">promote domestic regional tourism growth;
			 and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7BE6A2CE20D44A3787EC0CB42D6982BE"><enum>(B)</enum><text display-inline="yes-display-inline">create new domestic tourism markets.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id015E6AA4D88B45DE8DCF98C8A81F449E"><enum>(4)</enum><header display-inline="yes-display-inline">Application process</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="H2933140ADB41499BADB09B7AFA3B8278"><enum>(A)</enum><header display-inline="yes-display-inline">Submission</header><text display-inline="yes-display-inline">An eligible entity seeking a grant under
			 this section shall submit an application to the Secretary at such time, in such
			 form, and with such information and assurances as the Secretary may
			 require.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HCF35E6FB3A3A44F795169D7C630DF36B"><enum>(B)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">Each application submitted under
			 subparagraph (A) shall include—</text>
						<clause commented="no" display-inline="no-display-inline" id="HC039E40509D248B48842732DF5D41F72"><enum>(i)</enum><text display-inline="yes-display-inline">a description of the tourist promotion
			 activities to be funded by the grant; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="HE5E413466E4A43D09B55AD00C5C000B2"><enum>(ii)</enum><text display-inline="yes-display-inline">in the case of a partnership between a
			 State or local government and local tourism entities—</text>
							<subclause commented="no" display-inline="no-display-inline" id="HED6B893226B0445FAB6938E7AB0ED26A"><enum>(I)</enum><text display-inline="yes-display-inline">a list of the specific tourist entities
			 that such government has partnered with in order promote tourism within the
			 relevant domestic region;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="idA2E41EC9A09844B1B36EF351E8AC6DAC"><enum>(II)</enum><text display-inline="yes-display-inline">the details of the partnership
			 agreement;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="idCEEFF288FBB84A468BD50DFB8E762EC7"><enum>(III)</enum><text display-inline="yes-display-inline">specific information explaining how such
			 partnership will increase regional tourism; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="idA46D7730E9B34004AA8792546EB8977F"><enum>(IV)</enum><text display-inline="yes-display-inline">the anticipated positive impact of the
			 partnership on job creation and employment in the relevant domestic
			 region.</text>
							</subclause></clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H795DBC689006484CA20F596BC8CDE24E"><enum>(d)</enum><header display-inline="yes-display-inline">Matching requirement</header>
				<paragraph commented="no" display-inline="no-display-inline" id="H619CCCEFEB53406EBE40B813017CE6DD"><enum>(1)</enum><header display-inline="yes-display-inline">Non-federal funds</header><text display-inline="yes-display-inline">As a condition for receiving a grant under
			 this section, the grant recipient shall provide, either directly or through
			 donations from public or private entities, non-Federal matching funds, in cash
			 or in-kind, in an amount equal to the amount of the grant.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA498BC9B63594E8785509C5672BE12FD"><enum>(2)</enum><header display-inline="yes-display-inline">Special rule for in-kind
			 donations</header><text display-inline="yes-display-inline">Of the amount of
			 non-Federal matching funds required under paragraph (1), not more than 25
			 percent may be provided through in-kind contributions.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H20334E7AF30E4EA1A1F0C3E7347A8AC2"><enum>(e)</enum><header display-inline="yes-display-inline">Reports</header><text display-inline="yes-display-inline">Not later than 6 months after the end of
			 each fiscal year in which grants are awarded by the Secretary under this
			 section, the Secretary shall submit a report to Congress that details—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H3C45D42B9C18458BA2995963706B44F6"><enum>(1)</enum><text display-inline="yes-display-inline">travel-generated expenditures;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3CCC366E2FA24ACDB7D62FE06F921717"><enum>(2)</enum><text display-inline="yes-display-inline">travel-generated tax receipts; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6C31E3B2445447EB983B2C996FEFEE18"><enum>(3)</enum><text display-inline="yes-display-inline">travel-generated employment.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H8E689CA862FA42A5910B2B09FEDF7533"><enum>(f)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section:</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H8215CC3D60AD4E4FB5DC46E8ECFF2241"><enum>(1)</enum><header display-inline="yes-display-inline">Local tourist entity</header><text display-inline="yes-display-inline">The term <term>local tourist entity</term>
			 means any public or private sector business engaged in tourism-related
			 activities.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF4560F65D22C4BC58D616053C1B647A0"><enum>(2)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the
			 Secretary of Commerce.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HCDCD82214B5441B295E0F4FFC89A191A"><enum>(g)</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated, for each of the first 5 fiscal years beginning
			 after the date of the enactment of this Act, $10,000,000, which shall be used
			 for grants under this section and shall remain available until expended.</text>
			</subsection></section></legis-body>
