			 <quote><short-title>Early Hearing Detection and
			 Intervention Act of 2010</short-title></quote>.</text>

			 diagnosis, and treatment of hearing loss</header><text display-inline="no-display-inline">Section 399M of the Public Health Service
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280g-1">42 U.S.C.
			 280g–1</external-xref>) is amended—</text>
			<paragraph id="H7E7B689E2D974D7880FBF5A7300310D4"><enum>(1)</enum><text>in the section
			 heading, by striking <quote><header-in-text level="section" style="OLC">infants</header-in-text></quote> and inserting
			 <quote><header-in-text level="section" style="OLC">newborns and
			 infants</header-in-text></quote>;</text>
			</paragraph><paragraph id="H6A9F63115E5B4D93B7EB6997E3C47DBB"><enum>(2)</enum><text>in subsection
			 (a)—</text>
				<subparagraph id="HE640A9D8E32846729810F247F2F1E64B"><enum>(A)</enum><text>in the matter
			 preceding paragraph (1), by striking <quote>screening, evaluation and
			 intervention programs and systems</quote> and inserting <quote>screening,
			 evaluation, diagnosis, and intervention programs and systems, and to assist in
			 the recruitment, retention, education, and training of qualified personnel and
			 health care providers,</quote>;</text>
				</subparagraph><subparagraph id="H8E7376A0AB664E43BCFD084FB092DE6C"><enum>(B)</enum><text>by amending
			 paragraph (1) to read as follows:</text>
					<quoted-block changed="deleted" committee-id="SSHR00" display-inline="no-display-inline" id="H2908D4A8BBB8477EB45DEEFF51D5CC98" reported-display-style="strikethrough" style="OLC">
						<paragraph id="H2933F862833544909621CF02D91678EE"><enum>(1)</enum><text display-inline="yes-display-inline">To develop and monitor the efficacy of
				statewide programs and systems for hearing screening of newborns and infants;
				prompt evaluation and diagnosis of children referred from screening programs;
				and appropriate educational, audiological, and medical interventions for
				children identified with hearing loss. Early intervention includes referral to
				and delivery of information and services by schools and agencies, including
				community, consumer, and parent-based agencies and organizations and other
				programs mandated by part C of the Individuals with Disabilities Education Act,
				which offer programs specifically designed to meet the unique language and
				communication needs of deaf and hard of hearing newborns, infants, toddlers,
				and children. Programs and systems under this paragraph shall establish and
				foster family-to-family support mechanisms that are critical in the first
				months after a child is identified with hearing
				loss.</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph><subparagraph id="H40AC818459E2490E85E20093B5005B1B"><enum>(C)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block changed="deleted" committee-id="SSHR00" display-inline="no-display-inline" id="H8359C34E9B1B41D9B9EA825693DF9936" reported-display-style="strikethrough" style="OLC">
						<paragraph id="H82505FC28D244716B9C8334F3900E2A8"><enum>(3)</enum><text display-inline="yes-display-inline">To develop efficient models to ensure that
				newborns and infants who are identified with a hearing loss through screening
				receive follow-up by a qualified health care provider. These models shall be
				evaluated for their effectiveness, and State agencies shall be encouraged to
				adopt models that effectively increase the rate of occurrence of such
				follow-up.</text>
						</paragraph><paragraph id="HBEBA3507B7BE46F5A69DF8B7DAF978F3"><enum>(4)</enum><text>To ensure an
				adequate supply of qualified personnel to meet the screening, evaluation,
				diagnosis, and early intervention needs of
				children.</text>
						</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H32FE00C290A9492C815FC0AE05C4D91"><enum>(3)</enum><text>in subsection
			 (b)(1)(A), by striking <quote>hearing loss screening, evaluation, and
			 intervention programs</quote> and inserting <quote>hearing loss screening,
			 evaluation, diagnosis, and intervention programs</quote>;</text>
			</paragraph><paragraph id="H5EAE1C395D38476D9748FE16FB4203A5"><enum>(4)</enum><text>in paragraphs (2)
			 and (3) of subsection (c), by striking the term <quote>hearing screening,
			 evaluation and intervention programs</quote> each place such term appears and
			 inserting <quote>hearing screening, evaluation, diagnosis, and intervention
			 programs</quote>;</text>
			</paragraph><paragraph id="H9D141D8FB35547F8AAA972E5E974E717"><enum>(5)</enum><text>in subsection
			 (e)—</text>
				<subparagraph id="H58C2EA31CD4247B0ACF8739847E6EA43"><enum>(A)</enum><text>in paragraph (3),
			 by striking <quote>ensuring that families of the child</quote> and all that
			 follows and inserting <quote>ensuring that families of the child are provided
			 comprehensive, consumer-oriented information about the full range of family
			 support, training, information services, and language and communication options
			 and are given the opportunity to consider and obtain the full range of such
			 appropriate services, educational and program placements, and other options for
			 their child from highly qualified providers.</quote>; and</text>
				</subparagraph><subparagraph id="HF42E2F499BD64C95A007CA25AB2B7F26"><enum>(B)</enum><text>in paragraph (6),
			 by striking <quote>, after rescreening,</quote>; and</text>
				</subparagraph></paragraph><paragraph id="H3165A30629CD4FB8A4F7406DE46ECE40"><enum>(6)</enum><text>in subsection
			 (f)—</text>

			 fellowship program</header><text display-inline="no-display-inline">Part P of
			 title III of the Public Health Service Act (42 U.S.C. 280g et seq.) is amended
			 by inserting after section 399M the following:</text>

				general</header><text display-inline="yes-display-inline">The Secretary shall
				establish a postdoctoral fellowship program to foster research and development
				in the area of early hearing detection and intervention.</text>
					</subsection><subsection id="idC9A3C2CFF56A4D439757D0588007DC54"><enum>(b)</enum><header>Authorization of
				appropriations</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated such sums as may be necessary to carry out this
				section.</text>
