		<official-title display="yes">To amend the Patient Protection and
		  Affordable Care Act to provide for participation in the Exchange of the
		  President, Vice President, Members of Congress, political appointees, and
		  congressional staff.</official-title>

		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Health Reform Accountability
			 Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="idDE24FD6DF2134285A6C8910272117D01" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Participation of President, Vice President,
			 Members of Congress, political appointees, and Congressional staff in the
			 exchange</header>
			<subsection commented="no" display-inline="no-display-inline" id="HFD52C8F94CF842519DF0842F3DE4CFAC"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 1312(d)(3)(D) of the Patient
			 Protection and Affordable Care Act is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H7751B7B66C64460CA04732E2A6EB2E4E" style="OLC">
					<subparagraph commented="no" display-inline="no-display-inline" id="H397DF5468EBE4C8CA754A5BAD2D4B5B4"><enum>(D)</enum><header display-inline="yes-display-inline">President, Vice President, Members of
				Congress, political appointees, and Congressional staff in the
				exchange</header>
						<clause commented="no" display-inline="no-display-inline" id="HB6E34EDBCB1E443EBC51AF108807EC65"><enum>(i)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Notwithstanding chapter 89 of title 5,
				United States Code, or any provision of this title—</text>
							<subclause commented="no" display-inline="no-display-inline" id="HDE56788907DC41AEADFFBB31244F325D"><enum>(I)</enum><text display-inline="yes-display-inline">the President, Vice President, each Member
				of Congress, each political appointee, and each Congressional employee shall be
				treated as a qualified individual entitled to the right under this paragraph to
				enroll in a qualified health plan in the individual market offered through an
				Exchange in the State in which the individual resides; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="H9E70CB6605464D9AA473195AD40F849C"><enum>(II)</enum><text display-inline="yes-display-inline">any employer contribution under such
				chapter on behalf of the President, Vice President, any Member of Congress, any
				political appointee, and any Congressional employee may be paid only to the
				issuer of a qualified health plan in which the individual enrolled in through
				such Exchange and not to the issuer of a plan offered through the Federal
				employees health benefit program under such chapter.</text>
							</subclause></clause><clause commented="no" display-inline="no-display-inline" id="HBBCF37C738E04215B09F3E6E7A4B8DA5"><enum>(ii)</enum><header display-inline="yes-display-inline">Payments by Federal
				government</header><text display-inline="yes-display-inline">The Secretary, in
				consultation with the Director of the Office of Personnel Management, shall
				establish procedures under which—</text>
							<subclause commented="no" display-inline="no-display-inline" id="HA6F1B1018B0749FEBF181DA9367C3A70"><enum>(I)</enum><text display-inline="yes-display-inline">the employer contributions under such
				chapter on behalf of the President, Vice President, each Member of Congress,
				each political appointee, and each Congressional employee are determined and
				actuarially adjusted for individual or family coverage, rating areas, and age
				(in accordance with clauses (i) through (iii) of section 2701(a)(1)(A) of the
				Public Health Service Act); and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="H073B54DE81A7485DADB317EF702C7C48"><enum>(II)</enum><text display-inline="yes-display-inline">the employer contributions may be made
				directly to an Exchange for payment to an issuer.</text>
							</subclause></clause><clause commented="no" display-inline="no-display-inline" id="H4E0CEEBB970F4B428947F430AF04AC7A"><enum>(iii)</enum><header display-inline="yes-display-inline">Political appointee</header><text display-inline="yes-display-inline">In this subparagraph, the term
				<term>political appointee</term> means any individual who—</text>
							<subclause commented="no" display-inline="no-display-inline" id="HB7336DA7979B43829F47DD9CB8D586A9"><enum>(I)</enum><text display-inline="yes-display-inline">is employed in a position described under
				sections 5312 through 5316 of title 5, United States Code, (relating to the
				Executive Schedule);</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="H1567A53DD2F049BDA0F3B877A4A9F69E"><enum>(II)</enum><text display-inline="yes-display-inline">is a limited term appointee, limited
				emergency appointee, or noncareer appointee in the Senior Executive Service, as
				defined under paragraphs (5), (6), and (7), respectively, of section 3132(a) of
				title 5, United States Code; or</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="HB41C349F7A664142BBFFE7EAE0724DC1"><enum>(III)</enum><text display-inline="yes-display-inline">is employed in a position in the executive
				branch of the Government of a confidential or policy-determining character
				under schedule C of subpart C of part 213 of title 5 of the Code of Federal
				Regulations.</text>
							</subclause></clause><clause commented="no" display-inline="no-display-inline" id="H84B573697FFE47DD864244CB3639753B"><enum>(iv)</enum><header display-inline="yes-display-inline">Congressional employee</header><text display-inline="yes-display-inline">In this subparagraph, the term
				<term>Congressional employee</term> means an employee whose pay is disbursed by
				the Secretary of the Senate or the Chief Administrative Officer of the House of
				Representatives.</text>
						</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H1E458FB908104CBBBE15A1471E32CA62"><enum>(b)</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="yes-display-inline">The amendment made by
			 this section shall take effect as if included in the Patient Protection and
			 Affordable Care Act.</text>
