		<section commented="no" display-inline="no-display-inline" id="HBD1C6ABC7135412A80087C1C03A59553" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Campus Fire Safety Education Act of
			 2010</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="HE412861760A64B80B5D109E32A1AFA87" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to help provide
			 fire safety education and training to students attending institutions of higher
			 education.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H60DF553E57844B26ADCF61457001AB2E" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Establishment of the campus fire safety
			 education competitive grant program</header>
			<subsection commented="no" display-inline="no-display-inline" id="HCF3FB3CA87894F53921F643D16D9C68E"><enum>(a)</enum><header display-inline="yes-display-inline">Authorization of Grant
			 Program</header><text display-inline="yes-display-inline">From the amounts
			 appropriated under section 7, the Secretary, in consultation with the
			 Administrator, shall establish a grant program to award grants, on a
			 competitive basis, to eligible entities for—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H6620C451CB3A451483CF53E6F12DD6D9"><enum>(1)</enum><text display-inline="yes-display-inline">initiating, expanding, or improving fire
			 safety education programs at institutions of higher education; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD83487F6957A460A89B8D7B23EE0B4CF"><enum>(2)</enum><text display-inline="yes-display-inline">increasing fire safety awareness among
			 students enrolled at such institutions, including students living in off-campus
			 housing.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H2E8B0484C1CA44928096694271414F0B"><enum>(b)</enum><header display-inline="yes-display-inline">Application</header><text display-inline="yes-display-inline">To seek a grant under this Act, an eligible
			 entity shall submit an application to the Secretary at such time, in such
			 manner, and containing such information as the Secretary may require.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H164A8BE7088E488C8FE7DC18E021BC35"><enum>(c)</enum><header display-inline="yes-display-inline">Selection Priority</header><text display-inline="yes-display-inline">In making grants under this Act, the
			 Secretary shall give priority to eligible entities that plan to use grant funds
			 received under this Act to initiate, expand, or improve fire safety education
			 programs that include educational material specifically prepared for students
			 with physical, sensory, or cognitive disabilities.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HBBFE7C9F95AD4D21AB6C37190AC5290F"><enum>(d)</enum><header display-inline="yes-display-inline">Grant period</header><text display-inline="yes-display-inline">Grants under this Act shall be awarded for
			 not longer than a 2-year period, and may be renewed for an additional 2-year
			 period, at the Secretary’s discretion.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H7E8176B9591841D8BC16D54246472D9F"><enum>(e)</enum><header display-inline="yes-display-inline">Grant size</header><text display-inline="yes-display-inline">The Secretary shall ensure that grants
			 awarded under this Act are of sufficient size and scope to enable grantees to
			 carry out all required activities and otherwise meet the purpose of this Act,
			 except that an eligible entity may not be awarded more than $250,000 per fiscal
			 year under this Act.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HDED4EFFA70784B71A1DB414E3F251D3D"><enum>(f)</enum><header display-inline="yes-display-inline">Matching requirement</header><text display-inline="yes-display-inline">An eligible entity receiving a grant under
			 this Act shall provide non-Federal matching funds in an amount equal to not
			 less than 25 percent of the costs of the activities for which assistance is
			 sought. Such non-Federal matching funds may be in cash or in kind.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H70368CBA21DF4113A1A416B42DE2AD5C"><enum>(g)</enum><header display-inline="yes-display-inline">Supplement not supplant</header><text display-inline="yes-display-inline">Funds made available under this Act shall
			 be used to supplement, not supplant, other Federal, State, or private funds
			 that would otherwise be expended to carry out fire safety education
			 programs.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="H1C09D22B6DB1428E894B2999A1A6932F" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Required uses of funds</header>
			<subsection commented="no" display-inline="no-display-inline" id="HCAD1724CB2EF44C29CE385EE4DE68536"><enum>(a)</enum><header display-inline="yes-display-inline">Required Uses of Funds</header><text display-inline="yes-display-inline">An eligible entity receiving a grant under
			 this Act shall use grant funds to initiate, expand, or improve a fire safety
			 education program that—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HC63E14345FC1492B8AFDAAECCE065E2D"><enum>(1)</enum><text display-inline="yes-display-inline">in the case of an eligible entity that is
			 an institution of higher education, reaches, to the extent practicable, all
			 students enrolled in the institution of higher education, including students
			 living on-campus and off-campus;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8A0D903F651D45B4B7CEE96A671867FA"><enum>(2)</enum><text display-inline="yes-display-inline">is carried out in a manner to ensure
			 maximum exposure to, increased awareness of, and effectuate change in behavior
			 with respect to fire safety by students through—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="H4AF32BA1232E4E81A75C86FD1EE63499"><enum>(A)</enum><text display-inline="yes-display-inline">conducting outreach to students at a
			 minimum of twice per academic year (at the beginning of the fall and spring
			 semesters, or the equivalent); and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD1A019D51EBB404DAECA6A84F6BF0907"><enum>(B)</enum><text display-inline="yes-display-inline">measures that provide fire safety
			 information to any student upon the request of the student;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3D033A2FD7EC49069D692B5847358DBD"><enum>(3)</enum><text display-inline="yes-display-inline">includes minimum instruction with respect
			 to—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="H01F8876802EF4181BCDC82CE2652FCC2"><enum>(A)</enum><text display-inline="yes-display-inline">awareness of fire behavior;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HC90C7512BFBF4C5C9853E3B031723962"><enum>(B)</enum><text display-inline="yes-display-inline">mechanisms of fire injury and death;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H1E004A87712F49EC96B2BACD7CC9FA34"><enum>(C)</enum><text display-inline="yes-display-inline">common ignition scenarios;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HBF680A6319D94B47A7F4492308EBF944"><enum>(D)</enum><text display-inline="yes-display-inline">fire safety systems such as automatic fire
			 sprinklers;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9F9E0088AC9048F9BBF2B12BC1F2E09B"><enum>(E)</enum><text display-inline="yes-display-inline">fire alarms;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H58291C6F32E445B08A2774C5F7B9FE7F"><enum>(F)</enum><text display-inline="yes-display-inline">fire extinguishers; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9226A5D61A4C4093A7D816ADD3A2269F"><enum>(G)</enum><text display-inline="yes-display-inline">importance of means of egress; and</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6869CF00CDB745FD94D5DCCCCA74D569"><enum>(4)</enum><text display-inline="yes-display-inline">includes a mechanism for carrying out the
			 evaluations described in subsection (b).</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HFAA5D7397D264649AF0EFEF464F3C6D4"><enum>(b)</enum><header display-inline="yes-display-inline">Evaluations</header><text display-inline="yes-display-inline">Not later than 6 months after the end of an
			 eligible entity’s grant period, the eligible entity shall—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HE04D407B85804FC9835B7D1EA6FF9FE4"><enum>(1)</enum><text display-inline="yes-display-inline">conduct an evaluation on the effectiveness
			 of the program carried out by the entity in increasing awareness or improving
			 fire safety behavior at such entity; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H991B16A134504DDD869E6CDE87DF17F0"><enum>(2)</enum><text display-inline="yes-display-inline">prepare and submit to the Secretary a
			 report on the results of the evaluation conducted by the entity.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="HFCD4F2B63B37408986ECDA71C3D2E40D" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Reports</header>
			<subsection commented="no" display-inline="no-display-inline" id="HA5FAFA1806944606BF6B8F85BE96E2B2"><enum>(a)</enum><header display-inline="yes-display-inline">Report to Congress</header><text display-inline="yes-display-inline">Not later than 12 months after the date of
			 receipt of the first report submitted pursuant to section 4(b)(2) and annually
			 thereafter, the Secretary shall provide to Congress a report that includes the
			 following:</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H3E33D3880846431EAAF544E25386523D"><enum>(1)</enum><text display-inline="yes-display-inline">The number and types of eligible entities
			 receiving assistance under this Act.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE58A6B78E7324871B9760F9099C99B4B"><enum>(2)</enum><text display-inline="yes-display-inline">The fire safety education programs being
			 implemented with assistance under this Act and the costs of such
			 programs.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HCE7A07BEB1CD48A3AC487EDD28417F2D"><enum>(3)</enum><text display-inline="yes-display-inline">Any other information determined by the
			 Secretary to be useful in evaluating the overall effectiveness of the program
			 established under this Act in improving the fire safety knowledge of college
			 students.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HDC272FC7A8434E32A4B20C4CDC1997BA"><enum>(b)</enum><header display-inline="yes-display-inline">Best Practices report</header><text display-inline="yes-display-inline">The Secretary, in consultation with the
			 Administrator, shall use the information provided under subsection (a) to
			 publish a report of best practices for initiating, expanding, or improving fire
			 safety education programs that shall be made available to all institutions of
			 higher education and other interested parties.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="H5F4BEB83C07E47D1B96819376D5D526D" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="H8B4710FC6BC74689B09341B4D0968226"><enum>(1)</enum><header display-inline="yes-display-inline">Administrator</header><text display-inline="yes-display-inline">The term <quote>Administrator</quote> means
			 the Administrator of the United States Fire Administration of the Federal
			 Emergency Management Agency.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA03F6284E27643648B63BEF8F7D4FCE2"><enum>(2)</enum><header display-inline="yes-display-inline">Fire safety education program</header><text display-inline="yes-display-inline">The term <quote>fire safety education
			 program</quote> means a program that provides fire safety and prevention
			 activities.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H50BB019BFF2A4D65BD56E5D8AC1C849C"><enum>(3)</enum><header display-inline="yes-display-inline">Institution of higher
			 education</header><text display-inline="yes-display-inline">The term
			 <quote>institution of higher education</quote> has the meaning given to such
			 term in section 101 of the Higher Education Act of 1965 (20 U.S.C.
			 1001).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7EE4590600CD4E3C989601DA838464B9"><enum>(4)</enum><header display-inline="yes-display-inline">Eligible entity</header><text display-inline="yes-display-inline">The term <quote>eligible entity</quote>
			 means either of the following:</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="H0BDE1D9DE2824271B34E13F7802E3790"><enum>(A)</enum><text display-inline="yes-display-inline">An institution of higher education,
			 including an institution of higher education in a collaborative partnership
			 with—</text>
					<clause commented="no" display-inline="no-display-inline" id="HC7276A02A4EA4BA0A2C815013A58330D"><enum>(i)</enum><text display-inline="yes-display-inline">a nonprofit or fire safety
			 organization;</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="H1A396606D32C4A0786207B30890019D0"><enum>(ii)</enum><text display-inline="yes-display-inline">a public safety department; or</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="idE95ADE44FFEE4323A9CA263D01BB50C9"><enum>(iii)</enum><text display-inline="yes-display-inline">a social fraternity or sorority exempt from
			 taxation under section 501(a) of the Internal Revenue Code of 1986 (26 U.S.C.
			 501(a)), the active membership of which consists primarily of students in
			 attendance at the institution of higher education.</text>
					</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H98ECE110F22C4EBD94473E409FD9B68F"><enum>(B)</enum><text display-inline="yes-display-inline">A consortium of institutions of higher
			 education located in the same State.</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFF29BD9022264446BDBCBC85A7C9EA88"><enum>(5)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <quote>Secretary</quote> means the
			 Secretary of Education.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="HEB74E5CF6727495FA51BA517B09FA484" section-type="subsequent-section"><enum>7.</enum><header display-inline="yes-display-inline">Authorization of
			 Appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated to carry out this Act $25,000,000 for each of
			 fiscal years 2011 through 2015.</text>
