		<official-title display="yes">To provide for the construction,
		  renovation, and improvement of medical school facilities, and other
		  purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="HA31DF69BC18D412E82626ADBE4332FB2" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Medical School Construction Grant
			 Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H05A281EFB76C429F9EDCE4FF6F5D6E11" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="H7530736F17164DE8A376A471F2AA67D1"><enum>(1)</enum><text display-inline="yes-display-inline">Construction employment declined by 53,000
			 in December 2009, and has fallen by 1,600,000 since the economic downturn
			 began, according to the Bureau of Labor Statistics.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H95E21E59178A455585AC7BD0663AC1A4"><enum>(2)</enum><text display-inline="yes-display-inline">By 2020, the United States will face a
			 shortage of about 85,000 physicians, due in part to the aging population,
			 according to the Council on Graduate Medical Education.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H80686D39CAB34D28A89E11B68AEB1A07"><enum>(3)</enum><text display-inline="yes-display-inline">The American Academy of Family Physicians
			 recommended in 2006 that, to meet the need of primary care physicians in 2020,
			 the United States would need to train 3,725 family physicians and 714
			 osteopathic physicians annually, with an overall goal of a 39 percent increase
			 in family physicians.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HBC7A2F8F30A44746B70ECA1B8DF887A0"><enum>(4)</enum><text display-inline="yes-display-inline">The Association of American Medical
			 Colleges has called for increased enrollment at Liaison Committee on Medical
			 Education accredited schools from 15 to 30 percent over the 2002 levels by
			 2015. This increase would boost the number of graduates to about 20,000.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA7E212112C294009A9B91E11A06C1990"><enum>(5)</enum><text display-inline="yes-display-inline">The Federal Government has not supported
			 significant construction of medical schools since the 1960s and 1970s.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="H52F99EA5C05144D2B0B805DE179CFB96" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="H6F39DBB28971436C89519FE92ABACA30"><enum>(1)</enum><header display-inline="yes-display-inline">Medical
			 school</header><text display-inline="yes-display-inline">The term <term>medical
			 school</term> means any 4-year allopathic or osteopathic medical school.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HBDB272D7E34347879A0DA68FA685682E"><enum>(2)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the
			 Secretary of Health and Human Services.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="H55E1794F15984C27B13C213D60E66F34" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Grants</header>
			<subsection commented="no" display-inline="no-display-inline" id="HEAE3D61F7BFB4067A65E32068F962844"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall establish a program to
			 award grants to eligible medical schools for the purpose of constructing,
			 renovating, or improving medical school facilities to increase the supply of
			 physicians.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H7B7F193F00BD4D4981F5A8B76C68E898"><enum>(b)</enum><header display-inline="yes-display-inline">Eligibility</header><text display-inline="yes-display-inline">To be eligible to receive a grant under
			 subsection (a), a medical school shall—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H9CBD8CAC971F4B919559233FB25CC284"><enum>(1)</enum><text display-inline="yes-display-inline">be accredited by the Association of
			 American Medical Colleges;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H249EF9C045FE41AFA6851421F91EEF13"><enum>(2)</enum><text display-inline="yes-display-inline">submit to the Secretary an application at
			 such time, in such manner, and containing such information as the Secretary may
			 require; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE7221ACD39A1497A942DE92D6FA25F6B"><enum>(3)</enum><text display-inline="yes-display-inline">provide assurances that the medical school
			 will ensure accountability and transparency in expending grant funds.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H0377DD5B18DC470FBB38458F811201EE"><enum>(c)</enum><header display-inline="yes-display-inline">Use of funds</header><text display-inline="yes-display-inline">An entity shall use amounts received under
			 a grant under subsection (a) to construct new medical school facilities or
			 renovate or improve existing medical school facilities to increase the supply
			 of physicians.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H00F2DAF46C64432E9E89547B155607D7"><enum>(d)</enum><header display-inline="yes-display-inline">Allocation</header><text display-inline="yes-display-inline">The Secretary shall allocate amounts
			 appropriated to carry out this section among medical schools based on the
			 following:</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H32F3B66C71C044DB84DBE21C6F07E75C"><enum>(1)</enum><text display-inline="yes-display-inline">First priority in awarding grants shall be
			 given to new medical schools that are accredited to admit students beginning
			 with academic years 2009 through 2014.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H42A866FBBD8C4B22B1AE32561F3E838E"><enum>(2)</enum><text display-inline="yes-display-inline">Priority in awarding grants shall be given
			 to medical schools that seek to establish a new branch of an existing
			 school.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE85DC5BD201D4B92A156E90F3777CF50"><enum>(3)</enum><text display-inline="yes-display-inline">Priority in awarding grants shall be given
			 to medical schools that serve one or more medically underserved populations
			 designated under section 330(b) of the Public Health Service Act (42 U.S.C.
			 254b(b)).</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="HC1B1B05FEA514A03914D39A02F147913" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="no-display-inline">There is
			 authorized to be appropriated to carry out this section $500,000,000 for fiscal
			 years 2010 through 2014.</text>
