		<legis-type>A BILL</legis-type>
		<official-title>To amend title 31 of the United States Code to require
		  that Federal children’s programs be separately displayed and analyzed in the
		  President’s budget.</official-title>

		<section id="H6BCEEFFEAAF24A1F9187B407E40C75F4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Children's Budget
			 Act</short-title></quote>.</text>
		</section><section id="HCE2AE546726046F598486B999ED59C70"><enum>2.</enum><header>Amendment to
			 title 31</header><text display-inline="no-display-inline">Section 1105(a) of
			 title 31, United States Code, is amended by—</text>
			<paragraph id="H6BB688F7C74E47FE841836EE908898DE"><enum>(1)</enum><text display-inline="yes-display-inline">redesignating paragraph (33), as added by
			 Public Law 107–296, as paragraph (36); and</text>
			</paragraph><paragraph id="HED4E34548920463A8E523A9C9A1F6486"><enum>(2)</enum><text>adding at the end
			 the following:</text>
				<quoted-block display-inline="no-display-inline" id="HCC14915138FB46C4A49587D18E170A4E" style="OLC">
					<paragraph id="HFD3F80CABCF74214BEBA8F50E9FDC892"><enum>(37)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HA3CE26ABB4F145018944BDE2F2A450FE"><enum>(A)</enum><text>A detailed, separate
				analysis for the prior fiscal year, the current fiscal year, the fiscal year
				for which the budget is submitted, and the ensuing fiscal year identifying the
				amounts of gross and net appropriations or obligational authority and outlays
				that are directed to children within the United States and territories
				including—</text>
							<clause id="H269912B035ED4121869812084DA83647" indent="up1"><enum>(i)</enum><text>summaries of the total amount of
				such appropriations or new obligational authority and outlays requested for
				children and children’s programs;</text>
							</clause><clause id="H0CC12BC2831440B4A1EE53E96F0A8E56" indent="up1"><enum>(ii)</enum><text>an estimate of current levels of
				spending on children and children’s programs; and</text>
							</clause><clause id="H50FFC50B60E0470ABF605439278281AA" indent="up1"><enum>(iii)</enum><text>a detailed breakdown of spending
				on children and children’s programs by agency, department, and
				initiative.</text>
							</clause></subparagraph><subparagraph id="H4A30F0C0025844E2BDC4FC1E76600AF9" indent="up1"><enum>(B)</enum><text>In this paragraph, the term
				<quote>children</quote> means individuals under the age of 19.</text>
						</subparagraph><subparagraph id="H9842669515ED4859B37D70C8C856F7CF" indent="up1"><enum>(C)</enum><text>In this paragraph, spending on
				children includes—</text>
							<clause id="H8020A86A3E7046B9B77721CBDDEC3532"><enum>(i)</enum><text>Federal entitlement spending that
				goes directly to children;</text>
							</clause><clause id="HAB8403FF469C41D7BEAA69291233DE70"><enum>(ii)</enum><text>outlays for programs and
				initiatives that, consistent with their mission, deliver services exclusively
				to children;</text>
							</clause><clause id="H60C9A237ECFD4264B73CABA336C04F4A"><enum>(iii)</enum><text>outlays for programs and
				initiatives that, while not serving children directly, have as a core mission
				goal, the improvement of children’s health, education, welfare, and general
				well-being; and</text>
							</clause><clause id="H8CB9C437F70B4199AFA3418F0CB986A7"><enum>(iv)</enum><text>a share of funding for Federal
				programs and initiatives that deliver services to both children and adults that
				is consistent with the share of program benefits for children based on the best
				available data.</text>
							</clause></subparagraph><subparagraph id="H64D386F67B0C4F15B3EE8EAFF6B0760E" indent="up1"><enum>(D)</enum><text>In implementing this paragraph,
				including determining what Federal activities or accounts constitutes spending
				on children or children’s programs, the Office of Management and Budget shall
				consult periodically with the Committees on the Budget of the Senate and the
				House, the Committees on Appropriations of the Senate and the House, and the
				Congressional Budget
				Office.</text>
