		<official-title>To amend the Immigration and Nationality Act to prohibit
		  the Secretary of Homeland Secretary from charging a fee for a Certificate of
		  Citizenship for a foreign-born child adopted within the United States and for
		  other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Adoption Fairness
			 Act</short-title></quote>.</text>
		</section><section id="id066A44E5A6D543EA80BC82F0B836B676"><enum>2.</enum><header>Prohibition on
			 fees for Certificates of Citizenship for adopted children</header><text display-inline="no-display-inline">Section 320 of the Immigration and
			 Nationality Act (8 U.S.C. 1431) is amended by adding at the end the following
			 new subsections:</text>
			<quoted-block display-inline="no-display-inline" id="id3D8112AB4D504581B8A0494DA168EED3" style="OLC">
				<subsection id="id0025991BDA91432F966E53EE41D8D389"><enum>(c)</enum><text>The Secretary of
				Homeland Security may not charge a fee for the issuance of a Certificate of
				Citizenship for a child who is adopted by a United States citizen parent and
				who is eligible for automatic citizenship under subsection (b), regardless of
				whether the child's adoption was finalized in the United States or in a foreign
				country.</text>
				</subsection><subsection id="id54A72EF530BE450EAE64351406DEF2F1"><enum>(d)</enum><text>The Secretary of
				Homeland Security shall implement all reasonable measures to facilitate the
				timely issuance of a Certificate of Citizenship for a child who is adopted by a
				United States citizen parent and who is eligible for automatic citizenship
				under subsection
				(b).</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="idE6EDFA45C1324D0182B059BCF3704F8D"><enum>3.</enum><header>Report on the
			 issuance of Certificates of Citizenship</header><text display-inline="no-display-inline">Not later than 120 days after the date of
			 the enactment of this Act, the Secretary of Homeland Security shall submit to
			 Congress a report—</text>
			<paragraph id="idA571A41B70E944078749A6C83678A63C"><enum>(1)</enum><text>on the
			 Secretary's process for issuing Certificates of Citizenship for children who
			 are eligible for automatic citizenship under section 320(b) of the Immigration
			 and Nationality Act (8 U.S.C. 1431(b)); and</text>
			</paragraph><paragraph id="id676276A7878B40DFAFD9036CAE648424"><enum>(2)</enum><text>that includes the
			 recommendations of the Secretary to streamline, simplify, and expedite the
			 process to ensure the timely and efficient provision of such Certificates of
			 Citizenship.</text>
