		<official-title>To direct the Secretary of the Interior to conduct
		  studies of natural soundscape preservation in the National Park
		  Service.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Silence Helps Us Hear Act of
			 2010</short-title></quote>.</text>
		</section><section id="id01C7FE710E0845E3805C805C703D9865"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="id70DBFAC8F1F84BAA802E13FE1C735D30"><enum>(1)</enum><header>Administrator</header><text>The
			 term <quote>Administrator</quote> means the Administrator of the Federal
			 Aviation Administration.</text>
			</paragraph><paragraph id="id9ED2EE9BDD33462FBDB623D269FD82C7"><enum>(2)</enum><header>Secretary</header><text>The
			 term <quote>Secretary</quote> means the Secretary of the Interior, acting
			 through the Director of the National Park Service.</text>
			</paragraph></section><section id="idE876E1E385B2493FB138AC42EE2E7A40"><enum>3.</enum><header>Studies of
			 natural soundscape preservation</header>
			<subsection id="ID7028366da54c496783fab3026ea3a1d6"><enum>(a)</enum><header>Study of Least
			 Degraded National Park Service Natural Soundscapes</header>
				<paragraph id="idF6B7DCA6A26F468FACF931A32B4CC526"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall conduct a study to identify National
			 Park Service natural soundscape values and resources, as defined by policies
			 4.9 and 8.2 of the 2006 Management Policies of the National Park
			 Service.</text>
				</paragraph><paragraph id="idB44C33E7EDEE4C53A4D615CBDC695129"><enum>(2)</enum><header>Identification
			 of lease degraded soundscapes</header><text>In conducting the study under
			 paragraph (1), the Secretary shall analyze and identify National Park Service
			 natural soundscapes that have been the least degraded by—</text>
					<subparagraph id="idE105F6ADC2DF4785827617EAF148EEE6"><enum>(A)</enum><text>unnatural sounds;
			 and</text>
					</subparagraph><subparagraph id="id94E945D0174B4417B7309AF87268F9FE"><enum>(B)</enum><text>undesirable
			 sounds cause by humans.</text>
					</subparagraph></paragraph><paragraph id="idA470FA980D604B05B31F16702E24A7D4"><enum>(3)</enum><header>Technical
			 assistance</header><text>To the extent that the Secretary has identified
			 aviation or aircraft noise as 1 of the sources of natural soundscapes
			 degradation, the Secretary of Transportation, acting through the Administrator,
			 shall provide technical assistance to the Secretary in carrying out the study
			 under paragraph (1).</text>
				</paragraph></subsection><subsection id="ID98d485f75f55484faccca702692cada6"><enum>(b)</enum><header>Study of
			 Preservation of Natural Soundscape Resources</header><text>To the extent that
			 the Secretary has identified aviation or aircraft noise as 1 of the sources of
			 National Park Service natural soundscapes degradation, the Secretary, in
			 coordination with the Secretary of Transportation (acting through the
			 Administrator), shall conduct a study to identify methods to preserve the
			 National Park Service natural soundscapes that have been the least degraded
			 by—</text>
				<paragraph id="id4C6034BCC0A346B29420B71DDB5BF8E9"><enum>(1)</enum><text>unnatural sounds;
			 and</text>
				</paragraph><paragraph id="idC73594C0C8C14187B25723978D778AB1"><enum>(2)</enum><text>undesirable
			 sounds caused by humans.</text>
				</paragraph></subsection></section><section id="IDbe3725a6f4fe4962b3328356ffd10af3"><enum>4.</enum><header>Report</header><text display-inline="no-display-inline">Not later than 1 year after the date of
			 enactment of this Act, the Secretary shall submit to Congress a report
			 that—</text>
			<paragraph id="id4DD390077D264F86A0504651C56E9E0D"><enum>(1)</enum><text>describes the
			 results of the studies conducted under subsections (a) and (b) of section 3;
			 and</text>
			</paragraph><paragraph id="id878379349A424CEF8E854F40BED83151"><enum>(2)</enum><text>includes any
			 recommendations that the Secretary determines to be appropriate.</text>
			</paragraph></section><section id="ID433cca9e915f4b1a8b0326fe9af38871"><enum>5.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated such sums as are necessary to carry out this
			 Act.</text>
