		<official-title display="yes">To suspend flood insurance rate map updates
		  in geographic areas in which certain levees are being
		  repaired.</official-title>

		<section commented="no" display-inline="no-display-inline" id="H225D8B282882424C9FAF09EA9E86B439" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Suspension of flood insurance rate map
			 updates in geographic areas in which certain levees are being
			 repaired</header><text display-inline="no-display-inline">Section 1360 of the
			 National Flood Insurance Act of 1968 (42 U.S.C. 4101) is amended by adding at
			 the end the following new subsection:</text>

				<subsection commented="no" display-inline="no-display-inline" id="H882E257C3C7C41479614A30D1CBD3A8F"><enum>(k)</enum><header display-inline="yes-display-inline">Suspension of flood insurance rate map
				updates in certain geographic areas</header>
					<paragraph commented="no" display-inline="no-display-inline" id="H4C6F5E1F738F41B38E1B302C76FF543D"><enum>(1)</enum><header display-inline="yes-display-inline">Suspension</header><text display-inline="yes-display-inline">Except as provided in paragraph (2), the
				Director shall not update a flood plain area or a flood risk zone in accordance
				with subsection (f) in a geographic area that meets the following
				conditions:</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="H3A4F17ABBB1F40058D805DC1330C1B9A"><enum>(A)</enum><text display-inline="yes-display-inline">The geographic area is intended to be
				protected by a levee determined by the Army Corps of Engineers to have a design
				deficiency.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HCDE54B9A7A9A4C54BFDCEEE2B99B4F7F"><enum>(B)</enum><text display-inline="yes-display-inline">The entity responsible for the repair of
				such levee has implemented a plan to repair the levee that—</text>
							<clause commented="no" display-inline="no-display-inline" id="H03D0ADDABF874D02B1DFC5A72008EC0C"><enum>(i)</enum><text display-inline="yes-display-inline">has been developed by the Army Corps of
				Engineers or a professional engineer licensed by a State licensing
				board;</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="HBE66A830F7AB46A184FBD8B1D8E91BBF"><enum>(ii)</enum><text display-inline="yes-display-inline">has been approved by the Army Corps of
				Engineers or the Federal Emergency Management Agency;</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="H084E07346EDE494195C64CFBE145688F"><enum>(iii)</enum><text display-inline="yes-display-inline">is based on sufficient and reasonably
				current design data that accurately reflects the condition of such levee and
				other flood protection facilities in the geographic area;</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="H02D993FCE95E4CE6B28B68376D2FD278"><enum>(iv)</enum><text display-inline="yes-display-inline">upon completion of the repair will provide
				protection from the one percent annual chance flood for the geographic area;
				and</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="HC3E7AE59A0144619843B743FF89C5811"><enum>(v)</enum><text display-inline="yes-display-inline">includes an adequate financing mechanism to
				pay for the implementation of the plan.</text>
							</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H8DD68355118D4F99BA9C4C2DCBB7D7AE"><enum>(C)</enum><text display-inline="yes-display-inline">Each State or local government with
				jurisdiction over any portion of the geographic area has developed and
				implemented a surveillance and operations plan to provide for timely alerts and
				immediate remedial action when significant underseepage or potential failure
				occurs in such portion of the geographic area.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD24E35E27FC34575A97708F1B8090D83"><enum>(D)</enum><text display-inline="yes-display-inline">Each State or local government with
				jurisdiction over any portion of the geographic area has an evacuation plan to
				be implemented in the event of flooding in such portion of the geographic
				area.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H81D0E48AF817483FA5D2A9328B730E05"><enum>(E)</enum><text display-inline="yes-display-inline">Each State or local government with
				jurisdiction over any portion of the geographic area has developed and
				implemented an outreach and communication plan to advise occupants in such
				portion of the geographic area of potential flood risks, the opportunity to
				purchase flood insurance, and the consequences of failure to purchase flood
				insurance.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDD13063810BB44D487BEB6F7F2554FF1"><enum>(2)</enum><header display-inline="yes-display-inline">Exceptions</header><text display-inline="yes-display-inline">Paragraph (1) shall not apply with respect
				to a geographic area if—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="H6EA5E512092F487F851E8B646DE41B88"><enum>(A)</enum><text display-inline="yes-display-inline">the Director determines that such
				geographic area is protected by a flood protection system that provides
				protection from the one percent annual chance flood; or</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HBC5A7715F5DC4A988FBC35DF815A8832"><enum>(B)</enum><text display-inline="yes-display-inline">the Director has suspended the updating of
				flood plain areas or flood risk zones in such geographic area in accordance
				with paragraph (1) for seven consecutive
				years.</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
