		<official-title>To amend the Richard B. Russell National School Lunch Act
		  to provide children from rural areas with better access to meals served through
		  the summer food service program for children and certain child care
		  programs.</official-title>

			<subsection id="id674179D9AE37450282C35224FBAE00CB"><enum>(a)</enum><header>Summer food
			 service program for children</header><text display-inline="yes-display-inline">Section 13(a)(1)(C) of the Richard B.
			 Russell National School Lunch Act (42 U.S.C. 1761(a)(1)(C)) is amended by
			 striking <quote>50 percent</quote> and inserting <quote>40
			 percent</quote>.</text>
			</subsection><subsection id="id06AF6964636D48269E866BD0194C9AA6"><enum>(b)</enum><header>Program for
			 at-Risk school children</header><text>Section 17(r)(1)(B) of the Richard B.
			 Russell National School Lunch Act (42 U.S.C. 1766(r)(1)(B)) is amended by
			 striking <quote>50 percent</quote> and inserting <quote>40
			 percent</quote>.</text>
			</subsection><subsection id="id1C5AC6C55A974DAEB3AD6910EDDC2CD4"><enum>(c)</enum><header>Meal
			 supplements for children in afterschool care</header><text>Section 17A(c)(1) of
			 the Richard B. Russell National School Lunch Act (42 U.S.C. 1766a(c)(1)) is
			 amended by striking <quote>50 percent</quote> and inserting <quote>40
			 percent</quote>.</text>
			</subsection></section><section id="ID5ab780f2b15045eab6b5e60e588c0fae"><enum>2.</enum><header>Summer food
			 service program rural transportation grants</header><text display-inline="no-display-inline">Section 13(a) of the Richard B. Russell
			 National School Lunch Act (42 U.S.C. 1761(a)) is amended by striking paragraphs
			 (9) and (10) and inserting the following:</text>
			<quoted-block display-inline="no-display-inline" id="id49E55A5CA3874A6EA886E11B3D2FE72D" style="OLC">
				<paragraph id="ID0293b2c80ecc44d7815ddef272778e37"><enum>(9)</enum><header>Summer food
				service program rural transportation grants</header>
					<subparagraph id="idE23B3F6794C64F0D82E6671CBD853F5A"><enum>(A)</enum><header>In
				general</header><text>The Secretary shall award competitive grants to service
				institutions selected by the Secretary to increase participation at congregate
				feeding sites in the summer food service program for children authorized by
				this section through innovative approaches to limited transportation in rural
				areas.</text>
					</subparagraph><subparagraph id="id5BB5D12409C34B31A39583F043812278"><enum>(B)</enum><header>Eligibility</header><text>To
				be selected to receive a grant under this paragraph, a service
				institution—</text>
						<clause id="id3C580D63EBCB469D80E9EDA5E0A5EAD6"><enum>(i)</enum><text>may be located in
				any State; and</text>
						</clause><clause id="id5BD49A56679044CA89B112693D5D062F"><enum>(ii)</enum><text>shall—</text>
							<subclause id="ID7b948a749cae487db0eb129acdaf3a81"><enum>(I)</enum><text>submit to the
				Secretary an application at such time, in such manner, and containing such
				information as the Secretary may require;</text>
							</subclause><subclause id="id3ACFDAA550434A259E7659D2EB44B3E6"><enum>(II)</enum><text>meet criteria
				established by the Secretary; and</text>
							</subclause><subclause id="IDc889f52d04154a83a6baa79db4c00ba9"><enum>(III)</enum><text>agree to the
				terms and conditions of the grant, as established by the Secretary.</text>
							</subclause></clause></subparagraph><subparagraph id="id5E97675B61B449FE9D6FF3C432881560"><enum>(C)</enum><header>Priority</header><text>In
				awarding grants under this paragraph, the Secretary shall give priority to
				service institutions that—</text>
						<clause id="id55DEF4B9DC86420F840E016D175BF25E"><enum>(i)</enum><text>serve both
				breakfast and lunch; or</text>
						</clause><clause id="idA36CDBFFE54D41F7B1699141166E9DF6"><enum>(ii)</enum><text>offer
				educational or enrichment programs.</text>
						</clause></subparagraph><subparagraph id="idD33794E4C33343BB8556E397A130813C"><enum>(D)</enum><header>Duration</header><text>A
				service institution that receives a grant under this paragraph may use the
				grant funds during the 5-fiscal-year period beginning in fiscal year
				2010.</text>
					</subparagraph><subparagraph id="id0E30E49E406145E9AFA84D1A47BF324D"><enum>(E)</enum><header>Travel
				reimbursement</header><text>A service institution that receives a grant under
				this paragraph may use grant funds to provide reimbursement for travel to
				satellite congregate feeding sites.</text>
					</subparagraph><subparagraph id="id8981F72C97A14E80BA2E7C5E4E360B54"><enum>(F)</enum><header>Funding</header>
						<clause id="idB23A6E735C054F3B9204016DC3C00EA1"><enum>(i)</enum><header>In
				general</header><text>On October 1, 2010, out of any funds in the Treasury not
				otherwise appropriated, the Secretary of the Treasury shall transfer to the
				Secretary to carry out this section $10,000,000, to remain available until
				expended.</text>
						</clause><clause id="IDDDDB9AFAA4B2435EB9C6E3EA8D700BC2"><enum>(ii)</enum><header>Receipt and
				acceptance</header><text>The Secretary shall be entitled to receive, shall
				accept, and shall use to carry out this section the funds transferred under
				clause (i), without further appropriation.
				<added-phrase reported-display-style="italic"></added-phrase></text>
						</clause><clause id="idF35E8C59C8264399A4239E8784CA931D"><enum>(iii)</enum><header>Limitation</header><text>Not
				more than 1 percent of the funds made available under clause (i) may be used by
				the Secretary for the administrative costs of carrying out this
				paragraph.</text>
						</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
