			 <quote><short-title>National Alzheimer's Project
			 Act</short-title></quote>.</text>

			 National Alzheimer's Project</header>
			<subsection id="id3767AE94D3984BF5A08DD8811B6A57EA"><enum>(a)</enum><header>Establishment of
			 Office</header><text display-inline="yes-display-inline">There is established
			 in the Office of the Secretary of Health and Human Services the Office of the
			 National Alzheimer's Project (referred to in this Act as the
			 <quote>Office</quote>).</text>
			</subsection><subsection id="idA331B442100D403F91B74542259ABAF6"><enum>(b)</enum><header>Purpose of the
			 Office</header><text display-inline="yes-display-inline">The Office
			 shall—</text>
				<paragraph id="id265A3AC42A8846C2B58FD31A650C4F7A"><enum>(1)</enum><text>accelerate the
			 development of treatments that would prevent, halt, or reverse the course of
			 Alzheimer's;</text>
				</paragraph><paragraph id="ID94fa43af6d99463f8ce82786c1d6ea12"><enum>(2)</enum><text>be responsible for
			 the creation and maintenance of an integrated national plan to overcome
			 Alzheimer's;</text>
				</paragraph><paragraph id="idDA7CC4F8AE664311891B3AF0A12F8203"><enum>(3)</enum><text display-inline="yes-display-inline">help to coordinate the health care and
			 treatment of citizens with Alzheimer’s;</text>
				</paragraph><paragraph id="IDd8fa35d7521843348e53f9827fe41785"><enum>(4)</enum><text>ensure the
			 inclusion of ethnic and racial populations at higher risk for Alzheimer's or
			 least likely to receive care, in clinical, research, and service efforts with
			 the purpose of decreasing health disparities in Alzheimer's;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4625b0b0464a429ea2047c490d3c059f"><enum>(5)</enum><text>coordinate with
			 international bodies to integrate and inform the fight against Alzheimer’s
			 globally; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id428EED19B72045DA837A05400D4584DF"><enum>(6)</enum><text>provide
			 information and coordination of Alzheimer’s research and services across all
			 Federal agencies.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idF78592909CEE451E86631AF306020C51"><enum>(c)</enum><header>Director of the
			 Office</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id09173CB0D805416AA1351204E38C79F5"><enum>(1)</enum><header>Appointment</header><text>The
			 President shall appoint a Director of the Office.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB3B6E47419D749718611A37CDBEF986A"><enum>(2)</enum><header>Duties of the
			 Director</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="id6AC74D60A7F74822A464C55088F0D6AC"><enum>(A)</enum><header>In
			 general</header><text>The Director of the Office shall—</text>
						<clause id="IDe59a215493d242c2afb1b742b6ab031c"><enum>(i)</enum><text>oversee the
			 creation and updating of the national plan described in subparagraph
			 (B);</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id691E88DDBF0A4C84882DE6C306295458"><enum>(ii)</enum><text>use discretionary
			 authority to evaluate all Federal programs around Alzheimer's, including budget
			 requests and approvals; and</text>
						</clause><clause id="id95BC8BA849884AE2985419F625B14026"><enum>(iii)</enum><text>prepare and
			 submit to the President the annual budget estimate for the Office.</text>
						</clause></subparagraph><subparagraph id="ID91988136133a4ca69351fc8714d70bc7"><enum>(B)</enum><header>National
			 plan</header><text>The Director of the Office shall carry out an annual
			 assessment of the Nation’s progress in preparing for the escalating burden of
			 Alzheimer's, including both implementation steps and recommendations for
			 priority actions based on the assessment.</text>
					</subparagraph></paragraph><paragraph id="ID8d957036731f4f1ba5b343c7be445205"><enum>(3)</enum><header>Service by
			 Director</header><text>The Director of the Office shall serve on the advisory
			 board of the Office of Science and Technology to promote research efforts into
			 mechanisms to slow and stop the development of Alzheimer’s for those at risk of
			 developing the disease.</text>
				</paragraph></subsection><subsection id="idBCCC1B3A84434E249A3635A151A16722"><enum>(d)</enum><header>Advisory
			 Council</header>
				<paragraph id="ID5832538406214efa971a3040213316ee"><enum>(1)</enum><header>In
			 general</header><text>There is established in the Office an Advisory Council on
			 Alzheimer's Research and Treatment (referred to in this Act as the
			 <quote>Advisory Council</quote>).</text>
				</paragraph><paragraph id="id84B714531E44404B9A5E4073D8F524A8"><enum>(2)</enum><header>Membership</header>
					<subparagraph id="id2E52703732524E1C8FFF0D4100A06B53"><enum>(A)</enum><header>Federal
			 members</header><text>The Advisory Council shall be comprised of the following
			 experts:</text>
						<clause id="IDc435caf7d15f47b589a5a30d4a67d54c"><enum>(i)</enum><text>A designee of the
			 Centers for Disease Control and Prevention.</text>
						</clause><clause id="IDa93ce3b428c747eaba2a29e09f9b6f45"><enum>(ii)</enum><text>A designee of the
			 Administration on Aging.</text>
						</clause><clause id="IDac326dbd4bff4dbb8062c1f61352adf1"><enum>(iii)</enum><text>A designee of
			 the Centers for Medicare &amp; Medicaid Services.</text>
						</clause><clause id="IDe941921a19f344ff859b334ed34dddec"><enum>(iv)</enum><text>A designee of the
			 Indian Health Service.</text>
						</clause><clause id="ID21cb7f3f78ba4789982cd0072975e005"><enum>(v)</enum><text>A designee of the
			 Office of the Director of the National Institutes of Health.</text>
						</clause><clause id="ID73e8b0d8b74d4c858bb7f3d1ae6fc1be"><enum>(vi)</enum><text>The Surgeon
			 General.</text>
						</clause><clause id="ID44948497f2f7402cac880557b57db6bc"><enum>(vii)</enum><text>A designee of
			 the National Science Foundation.</text>
						</clause><clause id="ID11b898cd0be84321a9e88d784c9bd45d"><enum>(viii)</enum><text>A designee of
			 the Department of Veterans Affairs.</text>
						</clause></subparagraph><subparagraph id="ID2c5ea5a8f08240609e9b0c03339f1945"><enum>(B)</enum><header>Non-Federal
			 members</header><text>In addition to the members outlined in subparagraph (A),
			 the Advisory Council shall include 12 expert members from outside the Federal
			 Government, which shall include—</text>
						<clause id="IDe7f1ad591dcb4eedab8efeb01d8c8cf9"><enum>(i)</enum><text>2 Alzheimer
			 patient advocates;</text>
						</clause><clause id="IDa173605d187247cd855a70edfec9bd17"><enum>(ii)</enum><text>2 Alzheimer
			 caregivers;</text>
						</clause><clause id="IDcfb76f7a1d734fa797dd89a71d2360a3"><enum>(iii)</enum><text>2 health care
			 providers;</text>
						</clause><clause id="ID8e5dddc6e1f64e37a6706c91ee82dbff"><enum>(iv)</enum><text>2 representatives
			 of State health departments;</text>
						</clause><clause id="ID1206c0b465294659a9e235a2e9ece360"><enum>(v)</enum><text>2 researchers with
			 Alzheimer-related expertise in basic, translational, clinical, or drug
			 development science; and</text>
						</clause><clause id="ID59a00331264940f081489d61c8e59b9a"><enum>(vi)</enum><text>2 voluntary
			 health association representatives, including a national Alzheimer’s disease
			 organization that funds research and has demonstrated experience in care and
			 patient services, and a State-based advocacy organization that provides
			 services to families and professionals, including information and referral,
			 support groups, care consultation, education, and safety services.</text>
						</clause></subparagraph></paragraph><paragraph id="ID62d36c0f7ecb4eb0a2ab9b26c1d37f85"><enum>(3)</enum><header>Meetings</header><text>The
			 Advisory Council shall meet quarterly and such meetings shall be open to the
			 public.</text>
				</paragraph><paragraph id="ID3cf2114d10d1486fbc79c806f3038e38"><enum>(4)</enum><header>Advice</header><text>The
			 Advisory Council shall advise the Director of the Office.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID50b3f852c89642a59b051c0ed5939839"><enum>(5)</enum><header>Annual
			 report</header><text>The Advisory Council shall provide to the Director of the
			 Office—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idE8A7CB2A4A6E4C21A5DFB55223D7641B"><enum>(A)</enum><text>recommendations
			 for information to be included in the annual report to Congress by the Office;
			 and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3BAD5B62FEE745BA909970A16066D96B"><enum>(B)</enum><text>an annually
			 updated national plan.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id404ACC75F4DB4AACB4FCAB0FEFDD22D7"><enum>(e)</enum><header>Annual
			 report</header><text>The Director of the Office shall submit to
			 Congress—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idC37B536B51CE436B9058699D476F4774"><enum>(1)</enum><text>an annual report
			 that includes an evaluation of all nationally and federally funded efforts in
			 Alzheimer's research, clinical care, institutional, and home- and
			 community-based programs and their outcomes; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF4457C0EF4BA47F3851F985E3F23D362"><enum>(2)</enum><text>an annually
			 updated national plan.</text>
				</paragraph></subsection><subsection id="id61D50946127140009843E3162C7B4D44"><enum>(f)</enum><header>Sunset</header><text>The
			 Office shall expire on December 31, 2025.</text>
			</subsection></section></legis-body>
	<legis-body display-enacting-clause="no-display-enacting-clause">

			 <quote><short-title>National Alzheimer's Project
			 Act</short-title></quote>.</text>

			 Project</header>
			<subsection id="id5F50F98412E746949E2E66D0307C80A5"><enum>(a)</enum><header>Definition of
			 Alzheimer's</header><text>In this Act, the term <quote>Alzheimer's</quote>
			 means Alzheimer's disease and related dementias.</text>
			</subsection><subsection id="id707aa79d-7d69-427e-8f08-b637b61b295c"><enum>(b)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established in the Office of the
			 Secretary of Health and Human Services the National Alzheimer's Project
			 (referred to in this Act as the <quote>Project</quote>).</text>
			</subsection><subsection id="id6d146642-c10c-452e-81d1-3514c75ce820"><enum>(c)</enum><header>Purpose of the
			 Project</header><text display-inline="yes-display-inline">The Secretary of
			 Health and Human Services, or the Secretary's designee, shall—</text>
				<paragraph id="id63d9db83-490d-47ff-adfb-38a0ab5f4862"><enum>(1)</enum><text>be responsible for the
			 creation and maintenance of an integrated national plan to overcome
			 Alzheimer's;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2e1fd6fc-e5ec-4d9c-8697-0d82772b8347"><enum>(2)</enum><text>provide information and
			 coordination of Alzheimer’s research and services across all Federal
			 agencies;</text>
				</paragraph><paragraph id="idca96a83f-791e-4031-8a27-5b1b959f2e3d"><enum>(3)</enum><text>accelerate the
			 development of treatments that would prevent, halt, or reverse the course of
			 Alzheimer's;</text>
				</paragraph><paragraph id="id9ecfad72-b885-4699-b1d4-30d02ca1c895"><enum>(4)</enum><text display-inline="yes-display-inline">improve the—</text>
					<subparagraph id="id68047E7FB06E42DFBBE8321BE8592113"><enum>(A)</enum><text display-inline="yes-display-inline">early diagnosis of Alzheimer's disease;
			 and</text>
					</subparagraph><subparagraph id="id40D9F4E13BE545B59B3B5E24476D1E18"><enum>(B)</enum><text display-inline="yes-display-inline">coordination of the care and treatment of
			 citizens with Alzheimer’s;</text>
					</subparagraph></paragraph><paragraph id="ide2d795f5-8c19-4cf3-8835-4e070b65831e"><enum>(5)</enum><text>ensure the inclusion of
			 ethnic and racial populations at higher risk for Alzheimer's or least likely to
			 receive care, in clinical, research, and service efforts with the purpose of
			 decreasing health disparities in Alzheimer's; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf020b9ef-5aa2-4984-9c81-130637740b60"><enum>(6)</enum><text>coordinate with

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idb340f778-5495-4fe9-bb50-a532f10c13ff"><enum>(d)</enum><header>Duties of the

			 members</header><text>In addition to the members outlined in subparagraph (A),
			 the Advisory Council shall include 12 expert members from outside the Federal

						</clause><clause id="id1afa9bab-47a0-40e3-ae22-e817a9c49a8f"><enum>(v)</enum><text>2 researchers with
			 Alzheimer's-related expertise in basic, translational, clinical, or drug

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id015e824c-4228-4a51-a6b9-d1229e70d622"><enum>(5)</enum><header>Annual
			 report</header><text>The Advisory Council shall provide to the Secretary of
			 Health and Human Services, or the Secretary's designee and Congress—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id5BD8295194E2406F8A9F6DA4002E4A8D"><enum>(A)</enum><text>an initial evaluation of
			 all federally funded efforts in Alzheimer's research, clinical care, and
			 institutional-, home-, and community-based programs and their outcomes;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE1079B2FD93C478B8234E7FAD9F49352"><enum>(B)</enum><text>initial recommendations
			 for priority actions to expand, eliminate, coordinate, or condense programs
			 based on the program's performance, mission, and purpose;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8FF91B0C7D664968A37860C5A8B715AF"><enum>(C)</enum><text>initial recommendations
			 to—</text>
						<clause commented="no" display-inline="no-display-inline" id="id20BA2627B78F4B95B5FEB837AA55E1BE"><enum>(i)</enum><text>reduce the financial
			 impact of Alzheimer's on—</text>
							<subclause commented="no" display-inline="no-display-inline" id="idFCB005DBEBF24C5EA32F03AE32A12C0D"><enum>(I)</enum><text>Medicare and other
			 federally funded programs; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="idD4B214288784444C99C3AF52DA83C0E2"><enum>(II)</enum><text>families living with
			 Alzheimer's disease; and</text>
							</subclause></clause><clause commented="no" display-inline="no-display-inline" id="idDE2823F362D54EB49BFE221EE11FF0F2"><enum>(ii)</enum><text>improve health outcomes;
			 and</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id407B833729444DA7BBE434EA4A378C24"><enum>(D)</enum><text>annually thereafter, an
			 evaluation of the implementation, including outcomes, of the recommendations,
			 including priorities if necessary, through an updated national plan under
			 subsection (d)(2).</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD070D9B0781E49938D49833037864DC3"><enum>(6)</enum><header>Termination</header><text>The
			 Advisory Council shall terminate on December 31, 2025.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id6D570C1572F049A1ACB6A2BEC5C50AC9"><enum>(f)</enum><header>Data
			 sharing</header><text>Agencies both within the Department of Health and Human
			 Services and outside of the Department that have data relating to Alzheimer’s
			 shall share such data with the Secretary of Health and Human Services, or the
			 Secretary's designee, to enable the Secretary, or the Secretary's designee, to
			 complete the report described in subsection (g).</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idf4c9f34f-8c55-47a1-bd3f-3bb9797e4207"><enum>(g)</enum><header>Annual
			 report</header><text>The Secretary of Health and Human Services, or the
			 Secretary's designee, shall submit to Congress—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id9507dc23-dcd3-49bc-bf74-a20fd1d6510b"><enum>(1)</enum><text>an annual report that
			 includes an evaluation of all federally funded efforts in Alzheimer's research,
			 clinical care, and institutional-, home-, and community-based programs and
			 their outcomes;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id034964D4D9904A27880622863ED75283"><enum>(2)</enum><text>an evaluation of all
			 federally funded programs based on program performance, mission, and purpose
			 related to Alzheimer's disease;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id120C350D77124274B24A792D8A23FB54"><enum>(3)</enum><text>recommendations
			 for—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idE15BC00FF7344D3593BB5184A2C1BBB9"><enum>(A)</enum><text>priority actions based on
			 the evaluation conducted by the Secretary and the Advisory Council to—</text>
						<clause commented="no" display-inline="no-display-inline" id="id9D13154418A240118CF6884D8AD4F710"><enum>(i)</enum><text>reduce the financial
			 impact of Alzheimer's on—</text>
							<subclause commented="no" display-inline="no-display-inline" id="idE81758A8DBA94158BCB3B6442D007176"><enum>(I)</enum><text>Medicare and other
			 federally funded programs; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="id02534C17F6BA4C28AD1D5134F596F55D"><enum>(II)</enum><text>families living with
			 Alzheimer's disease; and</text>
							</subclause></clause><clause commented="no" display-inline="no-display-inline" id="id91689FEF908349A697F6C3A0FE7941E4"><enum>(ii)</enum><text>improve health
			 outcomes;</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5E5255456034469BB3142E39774DD70F"><enum>(B)</enum><text>implementation steps;
			 and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2C913DCB837849708FC1AF8B535563E3"><enum>(C)</enum><text>priority actions to
			 improve the prevention, diagnosis, treatment, care, institutional-, home-, and
			 community-based programs of Alzheimer's disease for individuals with
			 Alzheimer's disease and their caregivers; and</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf5a7c4ff-02b1-41ac-9c7e-1530805e323a"><enum>(4)</enum><text>an annually updated
			 national plan.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id128b8e31-a6d5-4a93-a647-0d8cdaa6ebe6"><enum>(h)</enum><header>Sunset</header><text>The
			 Project shall expire on December 31, 2025.<pagebreak></pagebreak></text>
