				<subsection commented="no" display-inline="no-display-inline" id="HC55EA6DF4C424ECBBB2900C6D37E3C4F"><enum>(a)</enum><header display-inline="yes-display-inline">In General</header><text display-inline="yes-display-inline">Title X of the Congressional Budget and
			 Impoundment Control Act of 1974 (2 U.S.C. 621 et seq.) is amended by striking
			 all of part B (except for sections 1016 and 1013, which are redesignated as
			 sections 1019 and 1020, respectively) and part C and inserting the
			 following:</text>

						<part commented="no" id="H318EE3DCDDE34D2A8123CED400E6861C" level-type="subsequent"><enum>B</enum><header display-inline="yes-display-inline">Legislative Line-Item Veto</header>
							<section commented="no" display-inline="no-display-inline" id="H978CA4FFF34148D1BF8298767F6989E3" section-type="subsequent-section"><enum>1011.</enum><header>Line-item veto authority</header><subsection commented="no" display-inline="yes-display-inline" id="H91C05AE2808949F9915D534E6733C5F2"><enum>(a)</enum><header display-inline="yes-display-inline">Proposed cancellations</header><text display-inline="yes-display-inline">Within 30 calendar days after the enactment
				of any bill or joint resolution containing any congressional earmark or
				providing any limited tariff benefit or targeted tax benefit, the President may
				propose, in the manner provided in subsection (b), the repeal of the
				congressional earmark or the cancellation of any limited tariff benefit or
				targeted tax benefit. If the 30 calendar-day period expires during a period
				where either House of Congress stands adjourned sine die at the end of Congress
				or for a period greater than 30 calendar days, the President may propose a
				cancellation under this section and transmit a special message under subsection
				(b) on the first calendar day of session following such a period of
				adjournment.</text>
								</subsection><subsection commented="no" display-inline="no-display-inline" id="H7B83D689CE444B6300BA42A9861C6338"><enum>(b)</enum><header display-inline="yes-display-inline">Transmittal of Special Message</header>
									<paragraph commented="no" display-inline="no-display-inline" id="H34084DF0F1304A06A5AD8713F2024A0"><enum>(1)</enum><header display-inline="yes-display-inline">Special message</header>
										<subparagraph commented="no" display-inline="no-display-inline" id="H55CC0881890149D487E601DCDF5C6CC4"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The President may transmit to the Congress
				a special message proposing to repeal any congressional earmarks or to cancel
				any limited tariff benefits or targeted tax benefits.</text>
										</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H1E59F6D1407E44B9B0E33BCE6532A33C"><enum>(B)</enum><header display-inline="yes-display-inline">Contents of special message</header><text display-inline="yes-display-inline">Each special message shall specify, with
				respect to the congressional earmarks, limited tariff benefits, or targeted tax
				benefits to be repealed or canceled—</text>
											<clause commented="no" display-inline="no-display-inline" id="H03A39A484B67417B97EF92EE3C4026F0"><enum>(i)</enum><text display-inline="yes-display-inline">the congressional earmark that the
				President proposes to repeal or the limited tariff benefit or the targeted tax
				benefit that the President proposes be canceled;</text>
											</clause><clause commented="no" display-inline="no-display-inline" id="H93CA982BC5034020B605253D48ADF7DE"><enum>(ii)</enum><text display-inline="yes-display-inline">the specific project or governmental
				functions involved;</text>
											</clause><clause commented="no" display-inline="no-display-inline" id="HD680F637C1CA4A94AF3BC93893688B34"><enum>(iii)</enum><text display-inline="yes-display-inline">the reasons why such congressional earmark
				should be repealed or such limited tariff benefit or targeted tax benefit
				should be canceled;</text>
											</clause><clause commented="no" display-inline="no-display-inline" id="HFAFA6460B1244FA09134908F00DE2954"><enum>(iv)</enum><text display-inline="yes-display-inline">to the maximum extent practicable, the
				estimated fiscal, economic, and budgetary effect (including the effect on
				outlays and receipts in each fiscal year) of the proposed repeal or
				cancellation;</text>
											</clause><clause commented="no" display-inline="no-display-inline" id="HA622846F40AA4360B681FC1298F6E1D2"><enum>(v)</enum><text display-inline="yes-display-inline">to the maximum extent practicable, all
				facts, circumstances, and considerations relating to or bearing upon the
				proposed repeal or cancellation and the decision to propose the repeal or
				cancellation, and the estimated effect of the proposed repeal or cancellation
				upon the objects, purposes, or programs for which the congressional earmark,
				limited tariff benefit, or the targeted tax benefit is provided;</text>
											</clause><clause commented="no" display-inline="no-display-inline" id="H57C7529F3D4645B5B2BF1200D016D0F1"><enum>(vi)</enum><text display-inline="yes-display-inline">a numbered list of repeals and
				cancellations to be included in an approval bill that, if enacted, would repeal
				congressional earmarks and cancel limited tariff benefits or targeted tax
				benefits proposed in that special message; and</text>
											</clause><clause commented="no" display-inline="no-display-inline" id="HD9394DCCA64B4AD0BCD7364D378DE37B"><enum>(vii)</enum><text display-inline="yes-display-inline">if the special message is transmitted
				subsequent to or at the same time as another special message, a detailed
				explanation why the proposed repeals or cancellations are not substantially
				similar to any other proposed repeal or cancellation in such other
				message.</text>
											</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H3528681834CE4F5EBE9380E59617595B"><enum>(C)</enum><header display-inline="yes-display-inline">Duplicative proposals
				prohibited</header><text display-inline="yes-display-inline">The President may
				not propose to repeal or cancel the same or substantially similar congressional
				earmark, limited tariff benefit, or targeted tax benefit more than one time
				under this part.</text>
										</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD5D59E64C3814EE5B5A618E9FBF700C5"><enum>(D)</enum><header display-inline="yes-display-inline">Maximum number of special
				messages</header><text display-inline="yes-display-inline">The President may
				not transmit to the Congress more than one special message under this
				subsection related to any bill or joint resolution described in subsection (a),
				but may transmit not more than 2 special messages for any omnibus budget
				reconciliation or appropriation measure.</text>
										</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H75F01C1E446E4D4D912657EFF672852F"><enum>(2)</enum><header display-inline="yes-display-inline">Enactment of approval bill</header>
										<subparagraph commented="no" display-inline="no-display-inline" id="H9DDACF7E8E0E4CA59C96738000A7C286"><enum>(A)</enum><header display-inline="yes-display-inline">Deficit reduction</header><text display-inline="yes-display-inline">Congressional earmarks, limited tariff
				benefits, or targeted tax benefits which are repealed or canceled pursuant to
				enactment of a bill as provided under this section shall be dedicated only to
				reducing the deficit or increasing the surplus.</text>
										</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H507B85EF940D4988968E8662FF291D8E"><enum>(B)</enum><header display-inline="yes-display-inline">Adjustment of levels in the concurrent
				resolution on the budget</header><text display-inline="yes-display-inline">Not
				later than 5 days after the date of enactment of an approval bill as provided
				under this section, the chairs of the Committees on the Budget of the Senate
				and the House of Representatives shall revise allocations and aggregates and
				other appropriate levels under the appropriate concurrent resolution on the
				budget to reflect the repeal or cancellation, and the applicable committees
				shall report revised suballocations pursuant to section 302(b), as
				appropriate.</text>
										</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H0C9705F261844F49AE6C302712E8EF18"><enum>(C)</enum><header display-inline="yes-display-inline">Adjustments to statutory
				limits</header><text display-inline="yes-display-inline">After enactment of an
				approval bill as provided under this section, the Office of Management and
				Budget shall revise applicable limits under the Balanced Budget and Emergency
				Deficit Control Act of 1985, as appropriate.</text>
										</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H3FF414B844054B919808F10423F58F80"><enum>(D)</enum><header display-inline="yes-display-inline">Trust funds and special funds</header><text display-inline="yes-display-inline">Notwithstanding subparagraph (A), nothing
				in this part shall be construed to require or allow the deposit of amounts
				derived from a trust fund or special fund which are canceled pursuant to
				enactment of a bill as provided under this section to any other fund.</text>
										</subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="HBAE93EBDA4A640E09C1B1E94947C73CD" section-type="subsequent-section"><enum>1012.</enum><header>Procedures for expedited
		  consideration</header><subsection commented="no" display-inline="yes-display-inline" id="H80FEDE0291164CF9A989003DB6A8DBE5"><enum>(a)</enum><header display-inline="yes-display-inline">Expedited Consideration</header>
									<paragraph commented="no" display-inline="no-display-inline" id="H4D8B93D73E8142589114C524DA2BED6"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The majority leader or minority leader of
				each House or his designee shall (by request) introduce an approval bill as
				defined in section 1017 not later than the third day of session of that House
				after the date of receipt of a special message transmitted to the Congress
				under section 1011(b). If the bill is not introduced as provided in the
				preceding sentence in either House, then, on the fourth day of session of that
				House after the date of receipt of the special message, any Member of that
				House may introduce the bill.</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD725D30D7C2D424C9C2DD45E29C6E401"><enum>(2)</enum><header display-inline="yes-display-inline">Consideration in the house of
				representatives</header>
										<subparagraph commented="no" display-inline="no-display-inline" id="HC90B9F020AFD424F849E8DD49197A938"><enum>(A)</enum><header display-inline="yes-display-inline">Referral and reporting</header><text display-inline="yes-display-inline">Any committee of the House of
				Representatives to which an approval bill is referred shall report it to the
				House without amendment not later than the seventh legislative day after the
				date of its introduction. If a committee fails to report the bill within that
				period or the House has adopted a concurrent resolution providing for
				adjournment sine die at the end of a Congress, such committee shall be
				automatically discharged from further consideration of the bill and it shall be
				placed on the appropriate calendar.</text>
										</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9183732685834F29A3D7F17DE297757"><enum>(B)</enum><header display-inline="yes-display-inline">Proceeding to consideration</header><text display-inline="yes-display-inline">After an approval bill is reported by or
				discharged from committee or the House has adopted a concurrent resolution
				providing for adjournment sine die at the end of a Congress, it shall be in
				order to move to proceed to consider the approval bill in the House. Such a
				motion shall be in order only at a time designated by the Speaker in the
				legislative schedule within two legislative days after the day on which the
				proponent announces his intention to offer the motion. Such a motion shall not
				be in order after the House has disposed of a motion to proceed with respect to
				that special message. The previous question shall be considered as ordered on
				the motion to its adoption without intervening motion. A motion to reconsider
				the vote by which the motion is disposed of shall not be in order.</text>
										</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HB22BB655064D4AB3A30065A2E8D000DF"><enum>(C)</enum><header display-inline="yes-display-inline">Consideration</header><text display-inline="yes-display-inline">The approval bill shall be considered as
				read. All points of order against an approval bill and against its
				consideration are waived. The previous question shall be considered as ordered
				on an approval bill to its passage without intervening motion except five hours
				of debate equally divided and controlled by the proponent and an opponent and
				one motion to limit debate on the bill. A motion to reconsider the vote on
				passage of the bill shall not be in order.</text>
										</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD17CC82428FE4F7A831D2286987B151E"><enum>(D)</enum><header display-inline="yes-display-inline">Senate bill</header><text display-inline="yes-display-inline">An approval bill received from the Senate
				shall not be referred to committee.</text>
										</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8B6BAB3C116F46B4BEF0525D685C01C3"><enum>(3)</enum><header display-inline="yes-display-inline">Consideration in the senate</header>
										<subparagraph commented="no" display-inline="no-display-inline" id="H4AB0EE88316245159C0100E09240B961"><enum>(A)</enum><header display-inline="yes-display-inline">Referral and reporting</header><text display-inline="yes-display-inline">Any committee of the Senate to which an
				approval bill is referred shall report it to the Senate without amendment not
				later than the seventh legislative day after the date of its introduction. If a
				committee fails to report the bill within that period or the Senate has adopted
				a concurrent resolution providing for adjournment sine die at the end of a
				Congress, such committee shall be automatically discharged from further
				consideration of the bill and it shall be placed on the appropriate
				calendar.</text>
										</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HB1400BC4335245A0AD9EF3C7F0D638D4"><enum>(B)</enum><header display-inline="yes-display-inline">Motion to proceed to
				consideration</header><text display-inline="yes-display-inline">After an
				approval bill is reported by or discharged from committee or the Senate has
				adopted a concurrent resolution providing for adjournment sine die at the end
				of a Congress, it shall be in order to move to proceed to consider the approval
				bill in the Senate. A motion to proceed to the consideration of a bill under
				this subsection in the Senate shall not be debatable. It shall not be in order
				to move to reconsider the vote by which the motion to proceed is agreed to or
				disagreed to.</text>
										</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HA90D4BE2D91C4072B9284538069F5E49"><enum>(C)</enum><header display-inline="yes-display-inline">Limits on debate</header><text display-inline="yes-display-inline">Debate in the Senate on a bill under this
				subsection, and all debatable motions and appeals in connection therewith
				(including debate pursuant to subparagraph (D)), shall not exceed 10 hours,
				equally divided and controlled in the usual form.</text>
										</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9A83E4AD06654ECABBB10820DCBA19EF"><enum>(D)</enum><header display-inline="yes-display-inline">Appeals</header><text display-inline="yes-display-inline">Debate in the Senate on any debatable
				motion or appeal in connection with a bill under this subsection shall be
				limited to not more than 1 hour, to be equally divided and controlled in the
				usual form.</text>
										</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H3A921EF4F9A6493E8590F1B5C280495C"><enum>(E)</enum><header display-inline="yes-display-inline">Motion to limit debate</header><text display-inline="yes-display-inline">A motion in the Senate to further limit
				debate on a bill under this subsection is not debatable.</text>
										</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H5695AD69B17F4090B0A12E7B1951ABC3"><enum>(F)</enum><header display-inline="yes-display-inline">Motion to recommit</header><text display-inline="yes-display-inline">A motion to recommit a bill under this
				subsection is not in order.</text>
										</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H6A0FA708241944B08B352C1C7BEDB56B"><enum>(G)</enum><header display-inline="yes-display-inline">Consideration of the house bill</header>
											<clause commented="no" display-inline="no-display-inline" id="H7771A60F4A3F458884005EB2677EDF87"><enum>(i)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">If the Senate has received the House
				companion bill to the bill introduced in the Senate prior to a vote under
				subparagraph (C), then the Senate may consider, and the vote under subparagraph
				(C) may occur on, the House companion bill.</text>
											</clause><clause commented="no" display-inline="no-display-inline" id="H12223BEF72C34A94BAD5AC68E80173FA"><enum>(ii)</enum><header display-inline="yes-display-inline">Procedure after vote on senate
				bill</header><text display-inline="yes-display-inline">If the Senate votes,
				pursuant to subparagraph (C), on the bill introduced in the Senate, then
				immediately following that vote, or upon receipt of the House companion bill,
				the House bill shall be deemed to be considered, read the third time, and the
				vote on passage of the Senate bill shall be considered to be the vote on the
				bill received from the House.</text>
											</clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H4A5E758352D94CE68DCA99C590BA0030"><enum>(b)</enum><header display-inline="yes-display-inline">Amendments Prohibited</header><text display-inline="yes-display-inline">No amendment to, or motion to strike a
				provision from, a bill considered under this section shall be in order in
				either the Senate or the House of Representatives.</text>
								</subsection></section><section commented="no" display-inline="no-display-inline" id="H54928C75FB174891A6E5373E92B140F8" section-type="subsequent-section"><enum>1013.</enum><header>Presidential deferral
		  authority</header><subsection commented="no" display-inline="yes-display-inline" id="HEF9F5550F6704E11AE6673F8AC9C7C00"><enum>(a)</enum><header display-inline="yes-display-inline">Temporary Presidential Authority To
				Withhold Congressional Earmarks</header>
									<paragraph commented="no" display-inline="no-display-inline" id="HA3C08806CDEE4E38AFED42CBA2512316"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">At the same time as the President transmits
				to the Congress a special message pursuant to section 1011(b), the President
				may direct that any congressional earmark to be repealed in that special
				message shall not be made available for obligation for a period of 45 calendar
				days of continuous session of the Congress after the date on which the
				President transmits the special message to the Congress.</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H42BADED912B547A28988E5855B109D45"><enum>(2)</enum><header display-inline="yes-display-inline">Early availability</header><text display-inline="yes-display-inline">The President shall make any congressional
				earmark deferred pursuant to paragraph (1) available at a time earlier than the
				time specified by the President if the President determines that continuation
				of the deferral would not further the purposes of this part.</text>
									</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H36583314CC8943C789A456E2F528912C"><enum>(b)</enum><header display-inline="yes-display-inline">Temporary presidential authority To suspend
				a limited tariff benefit</header>
									<paragraph commented="no" display-inline="no-display-inline" id="HF742408A2069430592628BD4CBCB9DEA"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">At the same time as the President transmits
				to the Congress a special message pursuant to section 1011(b), the President
				may suspend the implementation of any limited tariff benefit proposed to be
				canceled in that special message for a period of 45 calendar days of continuous
				session of the Congress after the date on which the President transmits the
				special message to the Congress.</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8662CDCBD5EF482FBFFDE1AF9268008B"><enum>(2)</enum><header display-inline="yes-display-inline">Early availability</header><text display-inline="yes-display-inline">The President shall terminate the
				suspension of any limited tariff benefit at a time earlier than the time
				specified by the President if the President determines that continuation of the
				suspension would not further the purposes of this part.</text>
									</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H93CFFFE31CA54532ABA339D3BEE666A9"><enum>(c)</enum><header display-inline="yes-display-inline">Temporary Presidential Authority To Suspend
				a Targeted Tax Benefit</header>
									<paragraph commented="no" display-inline="no-display-inline" id="HF79098991E2F40A88D438B34074E64F1"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">At the same time as the President transmits
				to the Congress a special message pursuant to section 1011(b), the President
				may suspend the implementation of any targeted tax benefit proposed to be
				repealed in that special message for a period of 45 calendar days of continuous
				session of the Congress after the date on which the President transmits the
				special message to the Congress.</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF15476F685F246F7B9CFC957DD24DDD4"><enum>(2)</enum><header display-inline="yes-display-inline">Early availability</header><text display-inline="yes-display-inline">The President shall terminate the
				suspension of any targeted tax benefit at a time earlier than the time
				specified by the President if the President determines that continuation of the
				suspension would not further the purposes of this part.</text>
									</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H1925324D2CF6441E982DB949FB00B388" section-type="subsequent-section"><enum>1014.</enum><header>Identification of targeted tax
		  benefits</header><subsection commented="no" display-inline="yes-display-inline" id="H47299A970E89465BB789FD6DBC622592"><enum>(a)</enum><header display-inline="yes-display-inline">Statement</header><text display-inline="yes-display-inline">The chairman of the Committee on Ways and
				Means of the House of Representatives and the chairman of the Committee on
				Finance of the Senate acting jointly (hereafter in this subsection referred to
				as the <term>chairmen</term>) shall review any revenue or reconciliation bill
				or joint resolution which includes any amendment to the Internal Revenue Code
				of 1986 that is being prepared for filing by a committee of conference of the
				two Houses, and shall identify whether such bill or joint resolution contains
				any targeted tax benefits. The chairmen shall provide to the committee of
				conference a statement identifying any such targeted tax benefits or declaring
				that the bill or joint resolution does not contain any targeted tax benefits.
				Any such statement shall be made available to any Member of Congress by the
				chairmen immediately upon request.</text>
								</subsection><subsection commented="no" display-inline="no-display-inline" id="H1734A72B8B4148FEA3D5475826DCEF59"><enum>(b)</enum><header display-inline="yes-display-inline">Statement Included in Legislation</header>
									<paragraph commented="no" display-inline="no-display-inline" id="H16A6A7D5A50547168716F5453D6B6F55"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Notwithstanding any other rule of the House
				of Representatives or any rule or precedent of the Senate, any revenue or
				reconciliation bill or joint resolution which includes any amendment to the
				Internal Revenue Code of 1986 reported by a committee of conference of the two
				Houses may include, as a separate section of such bill or joint resolution, the
				information contained in the statement of the chairmen, but only in the manner
				set forth in paragraph (2).</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD861A8328D2B44B6AEDF49517273E8A9"><enum>(2)</enum><header display-inline="yes-display-inline">Applicability</header><text display-inline="yes-display-inline">The separate section permitted under
				subparagraph (A) shall read as follows: <quote>Section 1021 of the
				Congressional Budget and Impoundment Control Act of 1974 shall ______ apply to
				________.</quote>, with the blank spaces being filled in with—</text>
										<subparagraph commented="no" display-inline="no-display-inline" id="HA8EE7E97230045CB8BEDDF386CF9EF0"><enum>(A)</enum><text display-inline="yes-display-inline">in any case in which the chairmen identify
				targeted tax benefits in the statement required under subsection (a), the word
				<term>only</term> in the first blank space and a list of all of the specific
				provisions of the bill or joint resolution in the second blank space; or</text>
										</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H3BCCE4F87C1644E1B7CA73DA3D60DD52"><enum>(B)</enum><text display-inline="yes-display-inline">in any case in which the chairmen declare
				that there are no targeted tax benefits in the statement required under
				subsection (a), the word <term>not</term> in the first blank space and the
				phrase <term>any provision of this Act</term> in the second blank space.</text>
										</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HDD13CA3A6E024E71956129D19371DC22"><enum>(c)</enum><header display-inline="yes-display-inline">Identification in Revenue
				Estimate</header><text display-inline="yes-display-inline">With respect to any
				revenue or reconciliation bill or joint resolution with respect to which the
				chairmen provide a statement under subsection (a), the Joint Committee on
				Taxation shall—</text>
									<paragraph commented="no" display-inline="no-display-inline" id="H69556CFC163A49FBA02DFBE0B4D3AF4E"><enum>(1)</enum><text display-inline="yes-display-inline">in the case of a statement described in
				subsection (b)(2)(A), list the targeted tax benefits in any revenue estimate
				prepared by the Joint Committee on Taxation for any conference report which
				accompanies such bill or joint resolution, or</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H62F8BAEEF7B046BBA627F0F8A9D0328F"><enum>(2)</enum><text display-inline="yes-display-inline">in the case of a statement described in 13
				subsection (b)(2)(B), indicate in such revenue estimate that no provision in
				such bill or joint resolution has been identified as a targeted tax
				benefit.</text>
									</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H4476CD8910944BCE8F4DD8B3009CC066"><enum>(d)</enum><header display-inline="yes-display-inline">President’s Authority</header><text display-inline="yes-display-inline">If any revenue or reconciliation bill or
				joint resolution is signed into law—</text>
									<paragraph commented="no" display-inline="no-display-inline" id="H3D1839F069344DC19F4776E84848713B"><enum>(1)</enum><text display-inline="yes-display-inline">with a separate section described in
				subsection (b)(2), then the President may use the authority granted in this
				section only with respect to any targeted tax benefit in that law, if any,
				identified in such separate section; or</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H64DD95B2592E480795D6442D90BA63DB"><enum>(2)</enum><text display-inline="yes-display-inline">without a separate section described in
				subsection (b)(2), then the President may use the authority granted in this
				section with respect to any targeted tax benefit in that law.</text>
									</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H266D2D134348451FA75354E6AB26CF00" section-type="subsequent-section"><enum>1015.</enum><header>Treatment of
		  cancellations</header><text display-inline="yes-display-inline">The repeal of any congressional earmark or
				cancellation of any limited tariff benefit or targeted tax benefit shall take
				effect only upon enactment of the applicable approval bill. If an approval bill
				is not enacted into law before the end of the applicable period under section
				1013, then all proposed repeals and cancellations contained in that bill shall
				be null and void and any such congressional earmark, limited tariff benefit, or
				targeted tax benefit shall be effective as of the original date provided in the
				law to which the proposed repeals or cancellations applied.</text>
							</section><section commented="no" display-inline="no-display-inline" id="HC210CC1B598B45E39166A812E44B9D91" section-type="subsequent-section"><enum>1016.</enum><header>Reports by Comptroller
		  General</header><text display-inline="yes-display-inline">With respect to each special message under
				this part, the Comptroller General shall issue to the Congress a report
				determining whether any congressional earmark is not repealed or limited tariff
				benefit or targeted tax benefit continues to be suspended after the deferral
				authority set forth in section 1013 of the President has expired.</text>
							</section><section commented="no" display-inline="no-display-inline" id="HA030042AFD1F4D4A00D155D209028DD0" section-type="subsequent-section"><enum>1017.</enum><header>Definitions</header><text display-inline="yes-display-inline">As used in this part:</text>
								<paragraph commented="no" display-inline="no-display-inline" id="H2BC121AA8CB645BA8CAA9392728C6BDA"><enum>(1)</enum><header display-inline="yes-display-inline">Appropriation law</header><text display-inline="yes-display-inline">The term <term>appropriation law</term>
				means an Act referred to in section 105 of title 1, United States Code,
				including any general or special appropriation Act, or any Act making
				supplemental, deficiency, or continuing appropriations, that has been signed
				into law pursuant to Article I, section 7, of the Constitution of the United
				States.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H01286B6129A14C11AA92C1CE00D1F035"><enum>(2)</enum><header display-inline="yes-display-inline">Approval bill</header><text display-inline="yes-display-inline">The term <term>approval bill</term> means a
				bill or joint resolution which only approves proposed repeals of congressional
				earmarks or cancellations of limited tariff benefits or targeted tax benefits
				in a special message transmitted by the President under this part and—</text>
									<subparagraph commented="no" display-inline="no-display-inline" id="H2F74EE4E1DEE45CFBF07613E7B6B47DF"><enum>(A)</enum><text display-inline="yes-display-inline">the title of which is as follows: <quote>A
				bill approving the proposed repeals and cancellations transmitted by the
				President on ___</quote>, the blank space being filled in with the date of
				transmission of the relevant special message and the public law number to which
				the message relates;</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HCD81F50979AD482A00CF577577621574"><enum>(B)</enum><text display-inline="yes-display-inline">which does not have a preamble;</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H406D83AADC874977A9583493A3A3E800"><enum>(C)</enum><text display-inline="yes-display-inline">which provides only the following after the
				enacting clause: <quote>That the Congress approves of proposed repeals and
				cancellations ___</quote>, the blank space being filled in with a list of the
				repeals and cancellations contained in the President’s special message,
				<quote>as transmitted by the President in a special message on ____</quote>,
				the blank space being filled in with the appropriate date, <quote>regarding
				____.</quote>, the blank space being filled in with the public law number to
				which the special message relates;</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H7546819F1E32486B87132EA304E4E673"><enum>(D)</enum><text display-inline="yes-display-inline">which only includes proposed repeals and
				cancellations that are estimated by CBO to meet the definition of congressional
				earmark or limited tariff benefits, or that are identified as targeted tax
				benefits pursuant to section 1014; and</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE88EEE447E274C2182EC3D004496F496"><enum>(E)</enum><text display-inline="yes-display-inline">if no CBO estimate is available, then the
				entire list of legislative provisions proposed by the President is inserted in
				the second blank space in subparagraph (C).</text>
									</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H06C264DBE1A3480F97B5CD2A01FDA09"><enum>(3)</enum><header display-inline="yes-display-inline">Calendar day</header><text display-inline="yes-display-inline">The term <term>calendar day</term> means a
				standard 24-hour period beginning at midnight.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H44F53736F7044557B159730074934F10"><enum>(4)</enum><header display-inline="yes-display-inline">Cancel or cancellation</header><text display-inline="yes-display-inline">The terms <term>cancel</term> or
				<term>cancellation</term> means to prevent—</text>
									<subparagraph commented="no" display-inline="no-display-inline" id="HA2B6AFB9572B4807884260CF0028C155"><enum>(A)</enum><text display-inline="yes-display-inline">a limited tariff benefit from having legal
				force or effect, and to make any necessary, conforming statutory change to
				ensure that such limited tariff benefit is not implemented; or</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HA2A9B44FB53D40E78FEED8211B5156F7"><enum>(B)</enum><text display-inline="yes-display-inline">a targeted tax benefit from having legal
				force or effect, and to make any necessary, conforming statutory change to
				ensure that such targeted tax benefit is not implemented and that any budgetary
				resources are appropriately canceled.</text>
									</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HEE694AA361764ADD98C89B1F0900A099"><enum>(5)</enum><header display-inline="yes-display-inline">CBO</header><text display-inline="yes-display-inline">The term <term>CBO</term> means the
				Director of the Congressional Budget Office.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H61BFC117578D412C9B24188223001FD6"><enum>(6)</enum><header display-inline="yes-display-inline">Congressional earmark</header><text display-inline="yes-display-inline">The term <term>congressional earmark</term>
				means a provision or report language included primarily at the request of a
				Member, Delegate, Resident Commissioner, or Senator providing, authorizing or
				recommending a specific amount of discretionary budget authority, credit
				authority, or other spending authority for a contract, loan, loan guarantee,
				grant, loan authority, or other expenditure with or to an entity, or targeted
				to a specific State, locality or Congressional district, other than through a
				statutory or administrative formula-driven or competitive award process.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4D4F172BB6B840CAB53F54B852FC4DB6"><enum>(7)</enum><header display-inline="yes-display-inline">Entity</header><text display-inline="yes-display-inline">As used in paragraph (6), the term
				<term>entity</term> includes a private business, State, territory or locality,
				or Federal entity.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB32416BBB3374151BB0037C25D79E215"><enum>(8)</enum><header display-inline="yes-display-inline">Limited tariff benefit</header><text display-inline="yes-display-inline">The term <term>limited tariff
				benefit</term> means any provision of law that modifies the Harmonized Tariff
				Schedule of the United States in a manner that benefits 10 or fewer entities
				(as defined in paragraph (12)(B)).</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H70F93524C49C432D827DB766C98DE35"><enum>(9)</enum><header display-inline="yes-display-inline">OMB</header><text display-inline="yes-display-inline">The term <term>OMB</term> means the
				Director of the Office of Management and Budget.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H93C52CBBC1B342369BABB48B00A6D5AF"><enum>(10)</enum><header display-inline="yes-display-inline">Omnibus reconciliation or appropriation
				measure</header><text display-inline="yes-display-inline">The term
				<term>omnibus reconciliation or appropriation measure</term> means—</text>
									<subparagraph commented="no" display-inline="no-display-inline" id="H9DB1DDCEB98943309922AA1F58E72D00"><enum>(A)</enum><text display-inline="yes-display-inline">in the case of a reconciliation bill, any
				such bill that is reported to its House by the Committee on the Budget;
				or</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HAA359348DD6840F9A007F8CF5EA184A5"><enum>(B)</enum><text display-inline="yes-display-inline">in the case of an appropriation measure,
				any such measure that provides appropriations for programs, projects, or
				activities falling within 2 or more section 302(b) suballocations.</text>
									</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id747F54D77BFA4C15B082D951B05516F1"><enum>(11)</enum><header display-inline="yes-display-inline">Targeted tax benefit</header><text display-inline="yes-display-inline">The term <term>targeted tax benefit</term>
				means—</text>
									<subparagraph commented="no" display-inline="no-display-inline" id="id43A74972A06F4931A3DBBB52F17E5EC4"><enum>(A)</enum><text display-inline="yes-display-inline">any revenue provision that—</text>
										<clause commented="no" display-inline="no-display-inline" id="id71828D83D08C4F8785E4B7041B3DD9C1"><enum>(i)</enum><text display-inline="yes-display-inline">provides a Federal tax deduction, credit,
				exclusion, or preference to a particular beneficiary or limited group of
				beneficiaries under the Internal Revenue Code of 1986; and</text>
										</clause><clause commented="no" display-inline="no-display-inline" id="idF833F1DE3E4D4D4E9752933DF4317237"><enum>(ii)</enum><text display-inline="yes-display-inline">contains eligibility criteria that are not
				uniform in application with respect to potential beneficiaries of such
				provision; or</text>
										</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA42D0B6152F84173853162193FDB8348"><enum>(B)</enum><text display-inline="yes-display-inline">any Federal tax provision which provides
				one beneficiary temporary or permanent transition relief from a change to the
				Internal Revenue Code of 1986.</text>
									</subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="H5058BE8815DC4065BD1DA591104688B1" section-type="subsequent-section"><enum>1018.</enum><header>Expiration</header><text display-inline="yes-display-inline">This title shall have no force or effect on
				or after December 31,
				2014.</text>

			 amendments</header>
				<subsection commented="no" display-inline="no-display-inline" id="HE18C1718208C4C44A4948C13CBD68548"><enum>(a)</enum><header display-inline="yes-display-inline">Exercise of Rulemaking Powers</header><text display-inline="yes-display-inline">Section 904 of the Congressional Budget Act
			 of 1974 (2 U.S.C. 621 note) is amended—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="H49748BC582584D04BA1183ABCFF38646"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking

			 Congressional Budget Act of 1974 is amended by inserting <quote>(a)</quote>
			 after <quote>402.</quote> and by adding at the end the following new
			 subsection:</text>

				<section id="idC11F7A827CE9411587C586E266C61A10"><enum>211.</enum><header>Earmarks
			 prohibited in years in which there is a deficit</header>
					<subsection id="id745F682C0AAD4098A046B04D1AEACD4B"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">It shall not be in
			 order in the Senate or the House of Representatives to consider a bill, joint
			 resolution, or conference report containing a congressional earmark or an
			 earmark attributable to the President for any fiscal year in which there is or
			 will be a deficit as determined by CBO.</text>
					</subsection><subsection id="id73B1FDCCC3214B4386D5EE8E8E82A413"><enum>(b)</enum><header>Congressional
			 earmark</header><text>In this section, the term “congressional earmark” means
			 the following:</text>
						<paragraph id="id514C16838C764513917E857614015548"><enum>(1)</enum><text>A congressionally
			 directed spending item, as defined in Rule XLIV of the Standing Rules of the
			 Senate.</text>
						</paragraph><paragraph id="id8E268A0AFF7E41DCBA4BAAE69A07AD5A"><enum>(2)</enum><text>A congressional
			 earmark for purposes of Rule XXI of the House of Representatives.</text>
						</paragraph></subsection><subsection id="id83A7304BC3C94E6692A3AFBE81C25DED"><enum>(c)</enum><header>Waiver and
			 appeal</header>
						<paragraph id="id5AB1BDDED8D84B7FA071EAA033F4F0B4"><enum>(1)</enum><header>Waiver</header><text>This
			 section may be waived or suspended in the Senate only by the affirmative vote
			 of three-fifths of the Members, duly chosen and sworn.</text>
						</paragraph><paragraph id="idA78DBF69549E46F281ADA8CEE4AEE6F0"><enum>(2)</enum><header>Appeals</header><text>Appeals
			 in the Senate from the decisions of the Chair relating to any provision of this
			 section shall be limited to 1 hour, to be equally divided between, and
			 controlled by, the appellant and the manager of the bill or joint resolution,
			 as the case may be. An affirmative vote of three-fifths of the Members of the
			 Senate, duly chosen and sworn, shall be required to sustain an appeal of the
			 ruling of the Chair on a point of order raised under this section.</text>
						</paragraph></subsection></section></subtitle><subtitle id="idD203912162FE4776A0251DB3082DC2F4"><enum>B</enum><header>Deficit reduction
			 accounts</header>
				<section id="H5962E45CD2BF4921987A62298E1E0C7F"><enum>221.</enum><header>Establishment
			 of Discretionary Deficit Reduction Account</header>
					<subsection id="HD43B412A95244D5E9A158F90A394852A"><enum>(a)</enum><header>Discretionary
			 deficit reduction Account</header><text>Title III of the Congressional Budget
			 Act of 1974 (as amended by section 605) is further amended by adding at the end
			 the following new section:</text>
						<quoted-block id="H6DF1FA844A404CDD876CF9417C68FBAA" style="traditional">
							<section id="H4829C2E5B21E46E3A49ADECE7D8E8944"><enum>316.</enum><header>Discretionary Deficit Reduction Account</header><subsection commented="no" display-inline="yes-display-inline" id="HF4AFF9EBC3BF4F4FB356ED63A08E854A"><enum>(a)</enum><header>Establishment of
				Account</header><text>The chairman of the Committee on the Budget of the House
				of Representatives and of the Senate shall each maintain an account to be known
				as the <quote>deficit reduction Discretionary Account</quote>. The Account
				shall be divided into entries corresponding to the subcommittees of the
				Committee on Appropriations of that House and each entry shall consist of the
				<quote>deficit reduction Balance</quote>.</text>
								</subsection><subsection id="H50D75FF66099404F967A5CF476332C75"><enum>(b)</enum><header>Components</header><text>Each
				entry shall consist only of amounts credited to it under subsection (c). No
				entry of a negative amount shall be made.</text>
								</subsection><subsection id="H605AA6C1A5FD49FA9334BC18FC661C00"><enum>(c)</enum><header>Crediting of
				Amounts to Account</header>
									<paragraph id="HE497178616EF4CECA0614735B69132C4"><enum>(1)</enum><text>Whenever a Member
				or Senator, as the case may be, offers an amendment to an appropriation bill to
				reduce new budget authority in any account, that Member or Senator may state
				the portion of such reduction that shall be credited to—</text>
										<subparagraph id="H843D4503288C4B079C4832D5492B71AA"><enum>(A)</enum><text>the deficit
				reduction Balance;</text>
										</subparagraph><subparagraph id="H0CF9016463C547EA9DA2109B8CD1DE46"><enum>(B)</enum><text>used to offset an
				increase in new budget authority in any other account; or</text>
										</subparagraph><subparagraph id="HB541E74DE916403D8D9D32BCEAE75F53"><enum>(C)</enum><text>allowed to remain
				within the applicable section 302(b) suballocation.</text>
										</subparagraph></paragraph><paragraph id="H963289B80FBC48A7B84219F700BF7B0A"><enum>(2)</enum><text>If no such
				statement is made, the amount of reduction in new budget authority resulting
				from the amendment shall be credited to the deficit reduction Balance, as
				applicable, if the amendment is agreed to.</text>
									</paragraph><paragraph id="HC19C610A4727484CB1125CFF8B2FF06B"><enum>(3)</enum><text>Except as provided
				by paragraph (4), the chairman of the Committee on the Budget of the House of
				Representatives or Senate, as applicable, shall, upon the engrossment of any
				appropriation bill by the House of Representatives or Senate, as applicable,
				credit to the applicable entry balances amounts of new budget authority and
				outlays equal to the net amounts of reductions in budget authority and in
				outlays resulting from amendments agreed to by that House to that bill.</text>
									</paragraph><paragraph id="HCAEA2DBEEAC942AA855CAAF41AE879D8"><enum>(4)</enum><text>When computing the
				net amounts of reductions in new budget authority and in outlays resulting from
				amendments agreed to by the House of Representatives or Senate, as applicable,
				to an appropriation bill, the chairman of the Committee on the Budget of that
				House shall only count those portions of such amendments agreed to that were so
				designated by the Members offering such amendments as amounts to be credited to
				the deficit reduction Balance, or that fall within the last sentence of
				paragraph (1).</text>
									</paragraph><paragraph id="H6859C5AD807843A0BBC3917680C2388C"><enum>(5)</enum><text>The chairman of
				the Committee on the Budget of the House of Representatives and of the Senate
				shall each maintain a running tally of the amendments adopted reflecting
				increases and decreases of budget authority in the bill as reported to its
				House. This tally shall be available to Members or Senators during
				consideration of any bill by that House.</text>
									</paragraph></subsection><subsection id="HE9CB6D8A0D8F4B6AB04D89993CFED884"><enum>(d)</enum><header>Calculation of
				Savings in Deficit Reduction Accounts in the House of Representatives and
				Senate</header>
									<paragraph id="HA9DE61BCFEE04C40A09933F100A257B4" indent="up1"><enum>(1)</enum><text>For the purposes of enforcing section
				302(a), upon the engrossment of any appropriation bill by the House of
				Representatives or Senate, as applicable, the amount of budget authority and
				outlays calculated pursuant to subsection (c)(3) shall be counted against the
				302(a) allocation provided to the Committee on Appropriations as if the amount
				calculated pursuant to subsection (c)(3) was included in the bill just
				engrossed.</text>
									</paragraph><paragraph id="H80F105A418A846A08A3C1B65113302D1" indent="up1"><enum>(2)</enum><text>For purposes of enforcing section
				302(b), upon the engrossment of any appropriation bill by the House of
				Representatives or Senate, as applicable, the 302(b) allocation provided to the
				subcommittee for the bill just engrossed shall be deemed to have been reduced
				by the amount of budget authority and outlays calculated, pursuant to
				subsection (c)(3).</text>
									</paragraph></subsection><subsection id="H2295504F35A34671BC37CAF507CC3959"><enum>(e)</enum><header>Definition</header><text>As
				used in this section, the term <term>appropriation bill</term> means any
				general or special appropriation bill, and any bill or joint resolution making
				supplemental, deficiency, or continuing appropriations through the end of
				fiscal year 2010 or any subsequent fiscal year, as the case may
				be.</text>
								</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection></section><section display-inline="no-display-inline" id="H0ADEE482A5364AFA86C6E42E7B589E24"><enum>222.</enum><header>Establishment
			 of Mandatory Deficit Reduction Account</header><text display-inline="no-display-inline">Title III of the Congressional Budget Act of
			 1974 (as amended by section 606) is further amended by adding at the end the
			 following new section:</text>

						<section id="H28C197724A6A42E099B7309CB0B1256B"><enum>317.</enum><header>Mandatory Deficit Reduction Account</header><subsection commented="no" display-inline="yes-display-inline" id="H73AEEF2106784D6C987D57BB80BC9431"><enum>(a)</enum><header>Establishment of
				Account</header><text>The chairman of the Committee on the Budget of the House
				of Representatives and of the Senate shall each maintain an account to be known
				as the <quote>deficit reduction Mandatory Account</quote>. The Account shall be
				divided into entries corresponding to the House of Representatives or Senate
				committees, as applicable, that received allocations under section 302(a) in
				the most recently adopted joint resolution on the budget, except that it shall
				not include the Committee on Appropriations of that House and each entry shall
				consist of the <quote>First Year deficit reduction Account</quote> and the
				<quote>Five Year deficit reduction Account</quote> or the period covered by the
				resolution on the budget for that fiscal year, as applicable.</text>
							</subsection><subsection id="HBA46F007BCFC49DDAC7B95C6AABBC827"><enum>(b)</enum><header>Components</header><text>Each
				entry shall consist only of amounts credited to it under subsection (c). No
				entry of a negative amount shall be made.</text>
							</subsection><subsection id="H91E74970B21B474B9419D0646D2D4CE6"><enum>(c)</enum><header>Calculation of
				Account Savings in House and Senate</header><text>For the purposes of enforcing
				section 302(a), upon the engrossment of any bill, other than an appropriation
				bill, by the House of Representatives or Senate, as applicable, the amount of
				budget authority and outlays calculated pursuant to subsection (c)(3) shall be
				counted against the 302(a) allocation provided to the applicable committee or
				committees of that House which reported the bill as if the amount calculated
				pursuant to subsection (c)(3) was included in the bill just engrossed.</text>
							</subsection><subsection id="H3FE0CCABA0314E6D9681EF04832D63C4"><enum>(d)</enum><header>Crediting of
				Amounts to Account</header>
								<paragraph id="HBAC7B54CC6544663999E314012E240CC"><enum>(1)</enum><text>Whenever a Member
				or Senator, as the case may be, offers an amendment to a bill that reduces the
				amount of mandatory budget authority provided either under current law or
				proposed to be provided by the bill under consideration, that Member or Senator
				may state the portion of such reduction achieved in the first year covered by
				the most recently adopted joint resolution on the budget and in addition the
				portion of such reduction achieved in the first five years covered by the most
				recently adopted joint resolution on the budget that shall be credited to the
				First Year deficit reduction Balance and the Five Year deficit reduction
				Balance, as applicable, if the amendment is agreed to.</text>
								</paragraph><paragraph id="H96BC48D4E68844378409CE8FE6DF4693"><enum>(2)</enum><text>Except as provided
				by paragraph (3), the chairman of the Committee on the Budget of the House of
				Representatives or Senate, as applicable, shall, upon the engrossment of any
				bill, other than an appropriation bill, by the House of Representatives or
				Senate, as applicable, credit to the applicable entry balances amounts of new
				budget authority and outlays equal to the net amounts of reductions in budget
				authority and in outlays resulting from amendments agreed to by that House to
				that bill.</text>
								</paragraph><paragraph id="H672CFBC7A5AC49B7B3138C2E1C0C31C2"><enum>(3)</enum><text>When computing the
				net amounts of reductions in budget authority and in outlays resulting from
				amendments agreed to by the House of Representatives or Senate, as applicable,
				to a bill, the chairman of the Committee on the Budget of that House shall only

				Sequestration Reports</header><text>Within 15 calendar days after Congress
				adjourns to end a session and on the same day as a spending reduction ordered
				under sections 252A and 253, but prior to any spending reduction required by
				sections 252A and 253, OMB shall issue a final spending reduction report to
				reduce an excess spending amount.</text>

				increase in the number of such beneficiaries in the applicable fiscal year from
				the number of such beneficiaries in fiscal year 2014;</text>
										</paragraph><paragraph id="HEC2434B4F6E84026905747B321688C68"><enum>(3)</enum><text>adjusted
				for—</text>
											<subparagraph id="H48BE354619834255B68A93D00DD46AD2"><enum>(A)</enum><text>the blend of the
				Consumer Price Index and the Medical Economic Index for Medicare programs;
				and</text>
											</subparagraph><subparagraph id="H55DC9D94F2334918B0FA2DD43527A8E6"><enum>(B)</enum><text display-inline="yes-display-inline">the Consumer Price Index for OASDI
				programs; and</text>
											</subparagraph></paragraph><paragraph id="HB866C9DC24204A318D73AB88D53E415A"><enum>(4)</enum><text>as a percentage of
				the gross domestic product of the applicable fiscal year.</text>
										</paragraph><continuation-text continuation-text-level="subsection">OMB may
				modify the adjustments required by this subsection in order that the spending
				limits accommodate the OASDI and Medicare benefits of individuals who were born
				during the period of fiscal years 1946 through 1964.</continuation-text></subsection><subsection id="HB1259F166DC4417DAA9F0786264075E2"><enum>(f)</enum><header>Additional
				Temporary Adjustment Authority</header><text display-inline="yes-display-inline">OMB shall make further adjustments to the
				total spending limits for any fiscal year set forth in subsection (d) to ensure
				that any individual who is at least 55 years of age on January 1 of the
				calendar year in which this subsection is enacted shall receive full benefits
				under the OASDI and Medicare
				programs.</text>

				to end a session and on the same day as a spending reduction ordered under
				sections 251 and 252A, but after any spending reduction required by section
				251, OMB shall issue a spending reduction report to reduce an excess spending
				amount (if any remains).</text>

				differences</header><text>The OMB reports shall explain the differences between
				OMB and CBO estimates for each item set forth in this subsection.</text>

				Sequestration Reports</header>
									<paragraph id="HAEC9EF9229EE4EE3AC32EF2012B632D7"><enum>(1)</enum><header>Reporting
				requirement</header><text>On the dates specified in subsection (a), OMB and CBO
				shall issue a final sequestration report, updated to reflect laws enacted
				through those dates.</text>
									</paragraph><paragraph id="H3A000AB3D3574AD59A22060D398A3312"><enum>(2)</enum><header>Discretionary
				spending sequestration reports</header><text>The final reports shall set forth
				estimates for each of the following:</text>
										<subparagraph id="H3F34E866F3C54AAB944E59F13D1884B5"><enum>(A)</enum><text>For the current
				year and each subsequent year the applicable discretionary spending limits for
				each category and an explanation of any adjustments in such limits under
				section 251.</text>
										</subparagraph><subparagraph id="H166FBB68EA544F5083D907C6C34EFE95"><enum>(B)</enum><text>For the current
				year and the budget year the estimated new budget authority and outlays for
				each category and the breach, if any, in each category.</text>
										</subparagraph><subparagraph id="HF1BD81B5E7114D23A23DFF82B6EA1EFD"><enum>(C)</enum><text>For each category
				for which a sequestration is required, the sequestration percentages necessary
				to achieve the required reduction.</text>
										</subparagraph><subparagraph id="H9FE6642C6BD444AF93987E17379426F1"><enum>(D)</enum><text>For the budget
				year, for each account to be sequestered, estimates of the baseline level of
				budgetary resources subject to sequestration and resulting outlays and the
				amount of budgetary resources to be sequestered and resulting outlay
				reductions.</text>
										</subparagraph></paragraph><paragraph id="H4FD2EF9F20E24D88859A6ABFF07E3201"><enum>(3)</enum><header>Total spending
				and deficit limit sequestration reports</header><text display-inline="yes-display-inline">The final reports shall contain all the
				information required in the total spending and deficit limit sequestration
				preview reports. In addition, these reports shall contain, for the budget year,
				for each account to be sequestered, estimates of the baseline level of
				sequestrable budgetary resources and resulting outlays and the amount of
				budgetary resources to be sequestered and resulting outlay reductions. The
				reports shall also contain estimates of the effects on outlays of the
				sequestration in each outyear for direct spending programs.</text>
									</paragraph><paragraph id="H11EE628BB0694E97B5E7F8CACDC51ACA"><enum>(4)</enum><header>Explanation of
				differences</header><text>The OMB report shall explain any differences between
				OMB and CBO estimates of any excess deficit, any breach, and any required
				sequestration percentage. The OMB report shall also explain differences in the
				amount of sequesterable resources for any budget account to be reduced if such
				difference is greater than $5,000,000.</text>
									</paragraph><paragraph id="HC9EE0E0978F64A4A846A70E3513C0ED8"><enum>(5)</enum><header>Presidential
				order</header><text>On the date specified in subsection (a), if in its final
				sequestration report OMB estimates that any sequestration is required, the
				President shall issue an order fully implementing without change all
				sequestrations required by the OMB calculations set forth in that report. This
				order shall be effective on issuance.</text>
									</paragraph></subsection><subsection id="HE392740D64684FE1AD663680D13EB3F9"><enum>(f)</enum><header>Within-Session
				Sequestration Reports</header><text>If an appropriation for a fiscal year in
				progress is enacted (after Congress adjourns to end the session for that budget
				year and before July 1 of that fiscal year) that causes a breach, 10 days later
				CBO shall issue a report containing the information required in subsection
				(e)(2). Fifteen days after enactment, OMB shall issue a report containing the
				information required in subsections (e)(2) and (e)(4). On the same day as the
				OMB report, the President shall issue an order fully implementing without
				change all sequestrations required by the OMB calculations set forth in that
				report. This order shall be effective on issuance.</text>
								</subsection><subsection commented="no" id="HEBCBB8D9C2844323ACABC71A01FA0F37"><enum>(g)</enum><header>GAO Compliance
				Report</header><text>Upon request of the Committee on the Budget of the House
				of Representatives or the Senate, the Comptroller General shall submit to the
				Congress and the President a report on—</text>
									<paragraph commented="no" id="H58E8397D39504FD990D65CE885830402"><enum>(1)</enum><text>the extent to
				which each order issued by the President under this section complies with all
				of the requirements contained in this part, either certifying that the order
				fully and accurately complies with such requirements or indicating the respects
				in which it does not; and</text>
									</paragraph><paragraph commented="no" id="H47967981574A452CA1D84CEC4C7944D4"><enum>(2)</enum><text>the extent to
				which each report issued by OMB or CBO under this section complies with all of
				the requirements contained in this part, either certifying that the report
				fully and accurately complies with such requirements or indicating the respects
				in which it does not.</text>
									</paragraph></subsection><subsection id="H83EBF1C000ED43F9B4C7059BB11F0517"><enum>(h)</enum><header>Low-Growth
				Report</header><text>At any time, CBO shall notify the Congress if—</text>
									<paragraph id="H326BBC3810FA4C9FB22106CC55D7B25B"><enum>(1)</enum><text>during the period
				consisting of the quarter during which such notification is given, the quarter
				preceding such notification, and the 4 quarters following such notification,
				CBO or OMB has determined that real economic growth is projected or estimated
				to be less than zero with respect to each of any 2 consecutive quarters within
				such period; or</text>
									</paragraph><paragraph id="HD0D3CE72EBF4423F8C4D8536B9D659DB"><enum>(2)</enum><text>the most recent of
				the Department of Commerce’s advance preliminary or final reports of actual
				real economic growth indicate that the rate of real economic growth for each of
				the most recently reported quarter and the immediately preceding quarter is
				less than one percent.</text>
									</paragraph></subsection><subsection id="H15661989ED7D483AB7608ECF027B01E5"><enum>(i)</enum><header>Economic and
				Technical Assumptions</header><text>In all reports required by this section,
				OMB shall use the same economic and technical assumptions as used in the most
				recent budget submitted by the President under section 1105(a) of title 31,
				United States
				Code.</text>
								</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</section><section id="HD2F70E39AFD441B2BDAF640D33368084"><enum>242.</enum><header>Spending and
			 deficit limits enforcement</header>
						<subsection id="H42C692AEF2BA4C39AD15427E437AD3AD"><enum>(a)</enum><header>Conforming
			 Amendments to Section 312</header><text display-inline="yes-display-inline">Section 312 of the Congressional Budget Act
			 of 1974 is amended—</text>
							<paragraph id="H20E91AD5466646F9B07A3C3EF5A1AA26"><enum>(1)</enum><text>by striking
			 subsection (a) and inserting the following:</text>
								<quoted-block display-inline="no-display-inline" id="H2E433FC749A04A428D26450D68DAADEB" style="OLC">
									<subsection id="H22EC06235F1D4D598F03F4A43476EE92"><enum>(a)</enum><header>Budget Committee
				Determinations</header><text display-inline="yes-display-inline">For purposes
				of this title, the levels of new budget authority, outlays, direct spending,
				deficits, revenues, and debt, or the increases or decreases of such levels for
				purpose of section 303, shall be determined on the basis of estimates made by
				the Committee on the Budget of the House of Representatives or the Senate, as
				applicable.</text>
									</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
							</paragraph><paragraph id="H2A3CDF568ACD40EAB3687FCB2186620B"><enum>(2)</enum><text>by striking
			 subsections (b) and (c) and redesignating subsections (d), (e), and (f) as (h),

							</paragraph></subsection><subsection display-inline="no-display-inline" id="H9ADD91A36C824276BD93AFB7BFE4EB55"><enum>(b)</enum><header>Enforcement
			 Amendments to Section 312</header><text>Section 312 of the Congressional Budget
			 Act of 1974 is further amended by adding at the end the following new
			 subsections after subsection (a):</text>

				amendment, concurrent resolution, or conference report that—</text>

				discretionary spending limits for the budget year to be breached;</text>
									</paragraph><paragraph id="HBD52FF098F6743E8837F91FBEFFD50D8"><enum>(2)</enum><text>increases the
				discretionary spending limits for the budget year or any ensuing fiscal year;
				or</text>
									</paragraph><paragraph display-inline="no-display-inline" id="H6232F7BB092F42F7845F3BD59EEA6762"><enum>(3)</enum><text>includes any
				provision that has the effect of modifying the application of section 251 of
				the Balanced Budget and Emergency Deficit Control Act of 1985.</text>
									</paragraph></subsection><subsection id="H273C04990F604AF5A15C63E469D4038C"><enum>(c)</enum><header>Total Spending
				Limit Point of Order</header><text>It shall not be in order in the House of
				Representatives or the Senate to consider any bill, joint resolution,
				concurrent resolution, amendment, or conference report that—</text>
									<paragraph id="H2D9EC219051C4041BFC02E5852B2D753"><enum>(1)</enum><text display-inline="yes-display-inline">causes the total spending limits for the
				budget year, as a percentage of gross domestic product, to be breached;
				or</text>
									</paragraph><paragraph id="H9C67B163A6A04623A220BF4AA5FE1BAB"><enum>(2)</enum><text>increases outlays
				above the total spending limits, as a percentage of gross domestic product, for
				the budget year or any ensuing fiscal year after the budget year.</text>
									</paragraph></subsection><subsection id="H39727048E4C64A7FA88C7338801CE02F"><enum>(d)</enum><header>Deficit Limit
				Point of Order</header><text>It shall not be in order in the House of
				Representatives or the Senate to consider any bill, joint resolution,
				amendment, concurrent resolution, or conference report that—</text>
									<paragraph display-inline="no-display-inline" id="HB1CBB110CEE645539169FD601B0870F7"><enum>(1)</enum><text display-inline="yes-display-inline">causes the Deficit Limits for the budget
				year, as a percentage of gross domestic product, to be breached; or</text>
									</paragraph><paragraph id="HB6B3836F3E8143D1A03A86710158F9FA"><enum>(2)</enum><text>increases the
				amount of deficit, as a percentage of gross domestic product, for the budget
				year or any ensuing fiscal year.</text>
									</paragraph></subsection><subsection id="HDE54FC7734BD47338F2EA21859D91102"><enum>(e)</enum><header>Sequestration
				Application</header><text display-inline="yes-display-inline">It shall not be
				in order in the House of Representatives or the Senate to consider any bill,
				joint resolution, amendment, concurrent resolution, or conference report
				that—</text>
									<paragraph id="H3F23E8B4A9874EF98F1B0665C673990C"><enum>(1)</enum><text>includes any
				provision that has the effect of modifying the application of section 256 of
				the Balanced Budget and Emergency Deficit Control Act of 1985 to any program
				subject to sequestration or exempt from sequestration; and</text>
									</paragraph><paragraph id="H74B39E21B17440B9974AE146C872C2DB"><enum>(2)</enum><text>includes any
				provision that has the effect of modifying the application of section 251,
				252A, or 253 to any program subject to sequestration or exempt from
				sequestration.</text>
									</paragraph></subsection><subsection id="HFB817E1E71F54039888E631D8A5D6C5A"><enum>(f)</enum><header>Waiver or
				Suspension</header><text>The provisions of this section may be waived or
				suspended:</text>
									<paragraph id="H75A6E2C814AE44919E0F83CC0B49B8B7"><enum>(1)</enum><header>In the
				Senate</header><text>In the Senate only by the affirmative vote of three-fifths
				of the Members, duly chosen and sworn.</text>
									</paragraph><paragraph id="HC25429711D624F4DB7617186E816F8F2"><enum>(2)</enum><header>In the House of
				Representatives</header><text display-inline="yes-display-inline">In the House
				of Representatives:</text>
										<subparagraph id="H2CBDACD170B746FFBE9A48EC3B8E2B8F"><enum>(A)</enum><text>Only by a rule or
				order proposing only to waive such provisions by an affirmative vote of
				two-thirds of the Members, duly chosen and sworn.</text>
										</subparagraph><subparagraph id="HAB3D19D7EF51446E9AA7B565C38BCCDE"><enum>(B)</enum><text>It shall not be in
				order to consider a rule or order that waives the application of subparagraph
				(A).</text>

			 reduction orders</header>
						<subsection id="H546B899F977E493B839E8B2CB66A9191"><enum>(a)</enum><header>In
			 General</header><text>Section 256 of the Balanced Budget and Emergency Deficit
			 Control Act of 1985 is amended to read as follows:</text>

				Reduction Order</header>
									<subsection id="HCAF6C123D9AE4CF5B0BE6587FDE6D019"><enum>(a)</enum><header>Application</header><text display-inline="yes-display-inline">A spending reduction order issued pursuant
				to this part shall apply to eliminate breaches of the limits set forth in
				sections 251 (discretionary spending limits), 252A (total spending limits), and
				253 (Deficit limits).</text>
									</subsection><subsection id="H4C91A1380CAF4EBDA683DD4A16BDD6F7"><enum>(b)</enum><header>Waiver or
				Suspension</header><paragraph commented="no" display-inline="yes-display-inline" id="HB0E42F6D3F1A48D089671514BBE94D2B"><enum>(1)</enum><text>In the Senate, the
				provisions of this section may be waived or suspended in the Senate only by the
				affirmative vote of two-thirds of the Members, duly chosen and sworn.</text>
										</paragraph><paragraph id="HC1F545021E87489B8E57EC6C18007FB9" indent="up1"><enum>(2)</enum><text>In the House—</text>
											<subparagraph id="HAD33565A91A34211ADD2D354184DB12B"><enum>(A)</enum><text>The provisions of this section may be
				waived or suspended in the House of Representatives only by a rule or order
				proposing only to waive such provisions by an affirmative vote of two-thirds of
				the Members, duly chosen and sworn.</text>
											</subparagraph><subparagraph id="H28AF9384B7684F64B500D228C1CEFF10"><enum>(B)</enum><text>It shall not be in order to consider a
				rule or order that waives the application of paragraph (1).</text>
											</subparagraph><subparagraph id="H602C294236334894A1325B204884C59F"><enum>(C)</enum><text>It shall not be in order for the
				Speaker to entertain a motion to suspend the application of this section under
				clause 1 of rule XV of the Rules of the House of Representatives.</text>
											</subparagraph></paragraph></subsection><subsection id="H48C5A3DE5C654976BA5BB4FF4D815686"><enum>(c)</enum><header>General
				Rules</header>
										<paragraph id="H555FF4B7EB724D13B611D107FFE5B241"><enum>(1)</enum><header>Calculation of
				spending reduction percentage</header><text>OMB shall include in its final
				spending sequestration report a requirement that each nonexempt spending
				account shall be reduced by an amount of budget authority calculated by
				multiplying the baseline level of budgetary resources in that account at that
				time by the uniform percentage necessary to reduce outlays sufficient to
				eliminate an excess spending amount.</text>
										</paragraph><paragraph id="HC46A9704DC1048E19FA3BB3069DCAB2B"><enum>(2)</enum><header>Exemptions</header><text>The
				following shall be exempt from reduction under any order issued under this
				part:</text>
											<subparagraph id="H59885D94229543D0858E390BA23F976C"><enum>(A)</enum><text>Payments for net
				interest.</text>
											</subparagraph><subparagraph id="H95A3F7CEBB3548A1943321AA4E95E505"><enum>(B)</enum><text>Benefits payable
				under the old-age, survivors, and disability insurance program established
				under title II of the Social Security Act if—</text>
												<clause id="H36F8827FE51942F9A00DD54B6C6CA8C2"><enum>(i)</enum><text>OASDI Trust Funds
				are actuarially solvent in the 75-year period utilized in the most recent
				annual report of the Board of Trustees provided pursuant to section 201(C)(2)
				of the Social Security Act; and</text>
												</clause><clause id="H071993BD6C2545ABB059EF0FCA2E4A5C"><enum>(ii)</enum><text>OASDI Trust Funds
				have not run a cash deficit in the fiscal year prior to the transmittal of the
				most recent Sequestration Preview Report.</text>
												</clause></subparagraph><subparagraph id="H71C1A49CB51B452591BB72D014162A65"><enum>(C)</enum><text>Benefits provided
				to veterans defined as direct spending payable by the Department of Veterans
				affairs.</text>
											</subparagraph><subparagraph id="HE31157F150C64E71946C58E8D1797048"><enum>(D)</enum><text>Obligated balances
				of budget authority carried over from prior fiscal years.</text>
											</subparagraph><subparagraph id="H0A03E1D324D6420D84EC13609D08A464"><enum>(E)</enum><text>Any obligations of
				the Federal Government required to be paid under the United States Constitution
				or legally contractual obligations.</text>
											</subparagraph><subparagraph id="HD10AFCFA2AC14FB4BB5B9F0F2F790CB5"><enum>(F)</enum><text>Provisions of
				spending legislation designated by the President, and so designated in statute,
				as an emergency, except an amount of budget authority and the outlays flowing
				therefrom so designated that is above the emergency reserve fund as calculated
				in section 317(b) of the Congressional Budget Act of 1974 shall not be
				exempt.</text>
											</subparagraph><subparagraph id="H64F407A987194B6CB88A187643A8813F"><enum>(G)</enum><text>Any program whose
				growth in the budget year is equal to or less than the consumer price
				index.</text>
											</subparagraph><subparagraph id="HB22F73D15DB24050B6D1627B9C5167C7"><enum>(H)</enum><text>Intergovernmental
				transfers.</text>
											</subparagraph></paragraph><paragraph id="H6743C453277047DDA9696083C464EFA5"><enum>(3)</enum><header>One-percent
				reduction limitation</header><text>No program shall be subject to a spending
				reduction of more than one percent of its budgetary resources.</text>
										</paragraph><paragraph id="HA01E23899F434E4A849EAAF5A712BECE"><enum>(4)</enum><header>Calculation of
				spending reduction</header><text>The percentage required to produce a spending
				reduction, as ordered by a spending reduction order, shall be calculated by OMB
				by adding all budgetary resources of the Government, and reducing that amount
				by an amount sufficient to reduce the total amount of outlays of the Government
				to equal, or lower, a level of outlays than the amount set forth in the
				guideline period.</text>
										</paragraph><paragraph id="H540A9E462E1F4149BB905331825417E9"><enum>(5)</enum><header>Application</header><text>Once
				issued, a spending reduction shall be applied to nonexempt programs as
				follows:</text>
											<subparagraph id="H09638FF120754EC481CD4A8ABA2B84A7"><enum>(A)</enum><text>Budgetary
				resources subject to a spending reduction to any discretionary account shall be
				permanently canceled.</text>
											</subparagraph><subparagraph id="HCBB90DA9CE34462AA5580D2B43D8E5E8"><enum>(B)</enum><text>The same
				percentage spending reduction shall apply to all programs, projects, and
				activities within a budget account (with programs, projects, and activities as
				delineated in the appropriation Act or accompanying report for the relevant
				fiscal year covering that account, or for accounts not included in
				appropriation Acts, as delineated in the most recently submitted President's
				budget).</text>
											</subparagraph><subparagraph id="H63188568E4B14F98B71CD6844B1B2380"><enum>(C)</enum><text>Administrative
				regulations implementing a spending reduction shall be made within 120 days of
				the issue of a spending reduction order.</text>
											</subparagraph></paragraph><paragraph id="H8C581D5F493E492D85E0A96641879287"><enum>(6)</enum><header>OASDI special
				procedures</header><text>If the OASDI Trust Funds are subject to sequestration,
				then payments from such Trust Funds shall be treated the same as other
				programs, except—</text>
											<subparagraph id="H4615C0690A48427885738487C7E8E150"><enum>(A)</enum><text>reductions from
				such Trust Funds shall not exceed one percent of the 75-year unfunded liability
				set forth in the most current Social Security Trustees Report;</text>
											</subparagraph><subparagraph id="HAC54B761A881423D891C248F130F26EF"><enum>(B)</enum><text>reduction in
				individual benefits shall be implemented by increasing the Normal Retirement
				Age (NRA) by an amount certified by the Social Security Office of the Chief
				Actuary;</text>
											</subparagraph><subparagraph id="H8E4750D09D3046828BF6A772AFECF10F"><enum>(C)</enum><text display-inline="yes-display-inline">the increase in the NRA shall not be
				applied to any beneficiary born in a year 55 years or before—</text>
												<clause id="HFF3A37C69DD44F798A15A8F290135860"><enum>(i)</enum><text>the year of the
				enactment of the Spending, Deficit, and Debt Control Act of 2009; or</text>
												</clause><clause id="H5F0CA0576EEF4A8D9BED80E9B93A0EFC"><enum>(ii)</enum><text>the year in which
				the final spending sequestration report is issued; and</text>
												</clause></subparagraph><subparagraph id="H9B299C0FB7604FF2AA3890F070FB0503"><enum>(D)</enum><text display-inline="yes-display-inline">no change in the NRA shall be made before
				it is fully phased-in under the Social Security Act as in effect before the
				date of enactment of the Spending, Deficit, and Debt Control Act of
				2009.</text>
											</subparagraph></paragraph></subsection><subsection id="HE830D3A4C8DA411998156EB84BC6306E"><enum>(d)</enum><header>Discretionary
				Spending Sequestration</header>
										<paragraph id="HDF414AFA39B94C2BB83FDC3ABC1369D3"><enum>(1)</enum><header>Eliminating a
				breach</header><text>Each nonexempt account shall be reduced by an amount of
				budget authority calculated by multiplying the baseline level of budgetary
				resources subject to sequestration in that account at that time by the uniform
				percentage necessary to eliminate a breach by—</text>
											<subparagraph id="H04522FC9B6964CB29B09754D0C9C32EA"><enum>(A)</enum><text>first, calculating
				the uniform percentage necessary to eliminate a breach in new budget authority,
				if any, and</text>
											</subparagraph><subparagraph id="H1B53E0D870E44C30B1433B972CB832EE"><enum>(B)</enum><text>second, if any
				breach in outlays remains, increasing the uniform percentage to a level
				sufficient to eliminate that breach.</text>
											</subparagraph></paragraph><paragraph id="H017FBE009F44479E89EA9BF7C656DF54"><enum>(2)</enum><header>Emergency
				spending above the reserve fund</header><text display-inline="yes-display-inline">An amount of budget authority and the
				outlays flowing therefrom designated in statute as an emergency that is above
				level in the emergency reserve fund as calculated in Section 317(b) of the
				Congressional Budget Act of 1974 shall count toward the discretionary spending
				limits.</text>
										</paragraph><paragraph id="H77589102989E4A77A05F8F37B372A305"><enum>(3)</enum><header>Part-year
				appropriations</header><text>If, on the date specified in paragraph (1), there
				is in effect an Act making or continuing appropriations for part of a fiscal
				year for any budget account, then the dollar sequestration calculated for that
				account under paragraph (2) shall be subtracted from—(A) the annualized amount
				otherwise available by law in that account under that or a subsequent part-year
				appropriation; and (B) when a full-year appropriation for that account is
				enacted, from the amount otherwise provided by the full year
				appropriation.</text>
										</paragraph><paragraph id="H747590CC7FF04EE5AD66BF8AFF825ED2"><enum>(4)</enum><header>Look-back</header><text>If,
				after June 30, an appropriation for the fiscal year in progress is enacted that
				causes a breach for that year, the discretionary spending limits for the next
				fiscal year shall be reduced by the amount of the breach.</text>
										</paragraph><paragraph id="H0B407C1A3C704B5F8520329CE05CA5BB"><enum>(5)</enum><header>Within-session
				sequestration</header><text>If an appropriation for a fiscal year in progress
				is enacted (after Congress adjourns to end the session for that budget year and
				before July 1 of that fiscal year) that causes a breach for that year (after
				taking into account any prior sequestration of amounts), 15 days later there
				shall be a sequestration to eliminate that breach following the procedures set
				forth in paragraphs (2) through (3).</text>
										</paragraph><paragraph id="H1E1B2597B9EF4CCAA8C78B9B93BD79C5"><enum>(6)</enum><header>Estimates</header>
											<subparagraph id="H44C299E9E17A4A91AC1729D06BC6E1DA"><enum>(A)</enum><header>CBO
				estimates</header><text>As soon as practicable after Congress completes action
				on any discretionary appropriation, CBO, after consultation with the Committees
				on the Budget of the House of Representatives and the Senate, shall provide OMB
				with an estimate of the amount of discretionary new budget authority and
				outlays for the current year (if any) and the budget year provided by that
				legislation.</text>
											</subparagraph><subparagraph id="H0DBD668EEE0445D9AAA603A6043A821A"><enum>(B)</enum><header>OMB
				estimates</header><text>Not later than seven calendar days (excluding
				Saturdays, Sundays, and legal holidays) after the date of enactment of any
				discretionary appropriation, OMB shall transmit a report to the House of
				Representatives and to the Senate containing the CBO estimate of that
				legislation, an OMB estimate of the amount of discretionary new budget
				authority and outlays for the current year (if any) and the budget year
				provided by that legislation, and an explanation of any difference between the
				two estimates.</text>
											</subparagraph><subparagraph id="H59DCAD2807384DE7ABE8F40D00910740"><enum>(C)</enum><header>Explanation of
				differences between OMB and OMB estimates</header><text>If OMB determines that
				there is a significant difference between OMB and CBO reports prepared pursuant
				to subparagraph (A) and (B), OMB shall consult with the Committees on the
				Budget of the House of Representatives and the Senate regarding that difference
				and that consultation shall include, to extent practicable, written
				communication to those committees that affords such committees the opportunity
				to comment before the issuance of the report.</text>
											</subparagraph><subparagraph id="H36F8E67421734F75A69525F93273F6FB"><enum>(D)</enum><header>Assumptions and
				guidelines</header><text>OMB estimates under this paragraph shall be made using
				current economic and technical assumptions. OMB shall use the OMB estimates
				transmitted to the Congress under this paragraph. OMB and CBO shall prepare
				estimates under this paragraph in conformance with scorekeeping guidelines
				determined after consultation among the House of Representatives and Senate
				Committees on the Budget, CBO, and OMB.</text>
											</subparagraph><subparagraph id="H0732DA7347FD4168AD0DC0CA76CB3E49"><enum>(E)</enum><header>Annual
				appropriations</header><text>For purposes of this paragraph, amounts provided
				by annual appropriations shall include any new budget authority and outlays for
				the current year (if any) and the budget year in accounts for which funding is
				provided in that legislation that result from previously enacted
				legislation.</text>
											</subparagraph></paragraph><paragraph id="H527238C02A36408EAE691866F68F0B41"><enum>(7)</enum><header>Discretionary
				sequestration limitation</header><text>If appropriations for a fiscal year do
				not require a sequester pursuant to the discretionary spending limits set forth
				in this Act, discretionary accounts shall not be subject to sequestration under
				section 252A or
				253.</text>
										</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
						</subsection><subsection id="H1F82637BF7744D5FBA725D9E1DCA1735"><enum>(b)</enum><header>Low-Growth
			 Amendment</header><text display-inline="yes-display-inline">Amend section
			 258(b) of the Balanced Budget and Emergency Deficit Control Act of 1985 to read
			 as follows:</text>
							<quoted-block display-inline="no-display-inline" id="H50BB70E7B1174AF2AAF5692D09D969B4" style="OLC">
								<subsection id="H207EF4470D534D6EA662CBCB25AE9B8E"><enum>(b)</enum><header>Suspension of
				Sequestration Procedures</header><text display-inline="yes-display-inline">Upon
				the enactment of a declaration of war or a joint resolution described in
				subsection (a)—</text>
									<paragraph id="H09AB3F4CC9AC49128335AD341BF5D9CD"><enum>(1)</enum><text>the subsequent
				issuance of any sequestration report to enforce the spending limits in section

				title 31, United States Code, is
				suspended.</text>
									</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
						</subsection><subsection id="H7A7378706D5A46FF8D1655B8B4BF496C"><enum>(c)</enum><header>Technical and
			 Conforming Amendments</header><paragraph commented="no" display-inline="yes-display-inline" id="H87F469734DB04A68B8E7CDED8450195C"><enum>(1)</enum><header>Repeals</header><text display-inline="yes-display-inline">Section 255 of the Balanced Budget and

			 General</header><text>Chapter 13 of title 31, United States Code, is amended by
			 inserting after section 1310 the following new section:</text>

				appropriation bill for a fiscal year (or, if applicable, for each fiscal year
				in a biennium) does not become law before the beginning of such fiscal year or
				a joint resolution making continuing appropriations is not in effect, there are
				appropriated, out of any money in the Treasury not otherwise appropriated, and
				out of applicable corporate or other revenues, receipts, and funds, excluding
				any budget authority designated as an emergency or temporary funding for
				projects or activities that are not part of ongoing operations, to such sums as
				may be necessary to continue any project or activity for which funds were
				provided in the preceding fiscal year—</text>
										<subparagraph id="H5D53D53283B148B48F4703CAD2A5C5CC" indent="up1"><enum>(A)</enum><text>in the corresponding regular
				appropriation Act for such preceding fiscal year; or</text>
										</subparagraph><subparagraph id="H7A60E82B432B40C580559BD9481BAC97" indent="up1"><enum>(B)</enum><text>if the corresponding regular
				appropriation bill for such preceding fiscal year did not become law, then in a
				joint resolution making continuing appropriations for such preceding fiscal

										</subparagraph></paragraph><paragraph id="HE86BC984D0F94310AF9821D8888BD1BD" indent="up1"><enum>(2)</enum><text>Appropriations and funds made
				available, and authority granted, for a project or activity for any fiscal year
				pursuant to this section shall be at a rate of operations not in excess of the
				lower of—</text>

				the regular appropriation Act providing for such project or activity for the

				rate of operations provided for such project or activity pursuant to a joint
				resolution making continuing appropriations for such preceding fiscal
				year;</text>
										</subparagraph><subparagraph id="H2DDA75AFB55B44899C8D2AE0E591A779"><enum>(C)</enum><text>the rate of operations provided for in
				the regular appropriation bill as passed by the House of Representatives or the
				Senate for the fiscal year in question, except that the lower of these two
				versions shall be ignored for any project or activity for which there is a
				budget request if no funding is provided for that project or activity in either
				version; or</text>
										</subparagraph><subparagraph id="H1EBEB808882D48DE969941831E3C69AA"><enum>(D)</enum><text>the annualized rate of operations
				provided for in the most recently enacted joint resolution making continuing
				appropriations for part of that fiscal year or any funding levels established
				under the provisions of this Act.</text>
										</subparagraph></paragraph><paragraph id="H6208DBDE82E441FC9552A8F5B04132BD" indent="up1"><enum>(3)</enum><text>Appropriations and funds made
				available, and authority granted, for any fiscal year pursuant to this section
				for a project or activity shall be available for the period beginning with the
				first day of a lapse in appropriations and ending with the earlier of—</text>
										<subparagraph id="HE141BFFF17454283963360653FF51D5F"><enum>(A)</enum><text>the date on which the applicable
				regular appropriation bill for such fiscal year becomes law (whether or not
				such law provides for such project or activity) or a continuing resolution
				making appropriations becomes law, as the case may be; or</text>
										</subparagraph><subparagraph id="H80B31E6E3F004256BAD4A1F4ED7223A0"><enum>(B)</enum><text>the last day of such fiscal
				year.</text>
										</subparagraph></paragraph></subsection><subsection id="HAA9046DA03C54FF8A96950DBC2579307"><enum>(b)</enum><text>An appropriation
				or funds made available, or authority granted, for a project or activity for
				any fiscal year pursuant to this section shall be subject to the terms and
				conditions imposed with respect to the appropriation made or funds made
				available for the preceding fiscal year, or authority granted for such project
				or activity under current law.</text>
								</subsection><subsection id="H69820930AB2A46DAAD4399AE24B99775"><enum>(c)</enum><text>Appropriations and
				funds made available, and authority granted, for any project or activity for
				any fiscal year pursuant to this section shall cover all obligations or
				expenditures incurred for such project or activity during the portion of such
				fiscal year for which this section applies to such project or activity.</text>
								</subsection><subsection id="H990EEF1AD81949A8AABE58B0FC7B63E8"><enum>(d)</enum><text>Expenditures made
				for a project or activity for any fiscal year pursuant to this section shall be
				charged to the applicable appropriation, fund, or authorization whenever a
				regular appropriation bill or a joint resolution making continuing
				appropriations until the end of a fiscal year providing for such project or
				activity for such period becomes law.</text>
								</subsection><subsection id="H16735B6840E34CC8B7617ED908FFB7DE"><enum>(e)</enum><text>This section shall
				not apply to a project or activity during a fiscal year if any other provision
				of law (other than an authorization of appropriations)—</text>
									<paragraph id="HEA01EAB6BE0549A894D9CD29481631D6"><enum>(1)</enum><text>makes an
				appropriation, makes funds available, or grants authority for such project or
				activity to continue for such period; or</text>
									</paragraph><paragraph id="H68D70D4B76CE4BC7BBE68172E5F71326"><enum>(2)</enum><text>specifically
				provides that no appropriation shall be made, no funds shall be made available,
				or no authority shall be granted for such project or activity to continue for
				such period.</text>
									</paragraph></subsection><subsection id="HDF543A4651F643AC87627C55F19E495F"><enum>(f)</enum><text>For purposes of
				this section, the term <term>regular appropriation bill</term> means any annual
				appropriation bill making appropriations, otherwise making funds available, or
				granting authority, for any of the following categories of projects and
				activities:</text>

				direct spending (excluding interest), and interest, and for emergencies (for
				the reserve fund in section 317(b) and for military operations in section
				317(c).</text>
								</subparagraph><subparagraph id="H27102F07C1424C4BAE2CF64EB177416E" indent="up1"><enum>(E)</enum><text display-inline="yes-display-inline">The public debt.</text>
									<continuation-text continuation-text-level="subparagraph" indent="subsection">Each budget submission shall include a budget message
				and summary and supporting information and, as a separately delineated
				statement, the levels requires in the preceding sentence for at least each of
				the 4 ensuing fiscal

			 the Content of Budget Resolutions</header><text>Section 305 of the
			 Congressional Budget Act of 1974 is amended by adding at the end the following

				any amendment thereto or conference report thereon that contains any matter not
				permitted in section 301(a) or (b) shall not be treated in the House of

				(b) or as a conference report on a budget resolution under subsection (c) of
				this

			 Procedures Upon Veto of Joint Resolution on the Budget</header><paragraph commented="no" display-inline="yes-display-inline" id="HA727E3B26C1F4CF380B7B6503C9B721E"><enum>(1)</enum><text>Title III of the
			 Congressional Budget Act of 1974 is amended by adding after section 315 the
			 following new section:</text>
							<quoted-block display-inline="no-display-inline" id="H1452ADF90F6D4018A3AEE0942227A194" style="traditional">
								<section id="HA5FFF8FE9E8D4638A8D73296713E3AFF"><enum>316.</enum><header>Expedited Procedures Upon Veto of Joint Resolution on the
		  Budget</header><subsection commented="no" display-inline="yes-display-inline" id="H88B4B73D38AA4BBA8A42E10E89ED357C"><enum>(a)</enum><header>Special
				Rule</header><text>If the President vetoes a joint resolution on the budget for
				a fiscal year, the majority leader of the House of Representatives or Senate
				(or his designee) shall introduce a concurrent resolution on the budget or
				joint resolution on the budget for such fiscal year. If the Committee on the
				Budget of either House fails to report such concurrent or joint resolution
				referred to it within five calendar days (excluding Saturdays, Sundays, or
				legal holidays except when that House of Congress is in session) after the date
				of such referral, the committee shall be automatically discharged from further
				consideration of such resolution and such resolution shall be placed on the
				appropriate calendar.</text>
									</subsection><subsection id="H50C738160F3C4ED59831177CBD3085D5"><enum>(b)</enum><header>Procedure in the
				House of Representatives and the Senate</header>
										<paragraph id="H720322675B0C45DCA040EFC4D84F54EA"><enum>(1)</enum><text>Except as provided
				in paragraph (2), the provisions of section 305 for the consideration in the
				House of Representatives and in the Senate of joint resolutions on the budget
				and conference reports thereon shall also apply to the consideration of
				concurrent resolutions on the budget introduced under subsection (a) and
				conference reports thereon.</text>
										</paragraph><paragraph id="HD1F7331B36D34AC3B3D22CADA6CE68DE"><enum>(2)</enum><text>Debate in the
				Senate on any concurrent resolution on the budget or joint resolution on the
				budget introduced under subsection (a), and all amendments thereto and
				debatable motions and appeals in connection therewith, shall be limited to not
				more than 10 hours and in the House of Representatives such debate shall be
				limited to not more than 3 hours.</text>
										</paragraph></subsection><subsection id="H98472DAD56664E0E83CC1E2EED91BC02"><enum>(c)</enum><header>Contents of
				Concurrent Resolutions</header><text>Any concurrent resolution on the budget
				introduced under subsection (a) shall be in compliance with section 301.</text>
									</subsection><subsection id="HFCCA1C6B4D6245D9A5EA4FB6CD7F7E09"><enum>(d)</enum><header>Effect of
				Concurrent Resolution on the Budget</header><text>Notwithstanding any other
				provision of this title, whenever a concurrent resolution on the budget
				described in subsection (a) is agreed to, then the aggregates, allocations, and
				reconciliation directives (if any) contained in the report accompanying such
				concurrent resolution or in such concurrent resolution shall be considered to
				be the aggregates, allocations, and reconciliation directives for all purposes
				of sections 302, 303, and 311 for the applicable fiscal years and such
				concurrent resolution shall be deemed to be a joint resolution for all purposes
				of this title and the Rules of the House of Representatives and any reference
				to the date of enactment of a joint resolution on the budget shall be deemed to
				be a reference to the date agreed to when applied to such concurrent
				resolution.</text>

				under subparagraph (a)(2) is sustained, the amendment shall be out of order and
				may not be considered.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="idE3F92D4274C4432AB5D19F171D674626"><enum>(d)</enum><paragraph commented="no" display-inline="yes-display-inline" id="id167B48A5F71A4C92A3F150EE728D3AF0"><enum>(1)</enum><text display-inline="yes-display-inline">If a point of order under subparagraph

								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id06994AA23339438D9F914034C9FE1747" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">If a point of order under subparagraph
				(a)(3) against a House of Representatives amendment is sustained—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="idECEA60D36B32404D8A3D64D561438B31"><enum>(A)</enum><text display-inline="yes-display-inline">an
				amendment to the House amendment is deemed to have been adopted that—</text>
									<clause commented="no" display-inline="no-display-inline" id="id9126BEB93EC54CD3B417788B8BC98D6E"><enum>(i)</enum><text display-inline="yes-display-inline">strikes the new or general legislation or
				unauthorized appropriation from the House amendment; and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="id5D42B1C9853542FE9234C5A68F95184E"><enum>(ii)</enum><text display-inline="yes-display-inline">modifies, if necessary, the total amounts
				appropriated by the bill to reflect the deletion of the matter struck from the
				House amendment; and</text>
									</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idDD2BC47C3069487FA139279939B45C66"><enum>(B)</enum><text display-inline="yes-display-inline">after all other points of order under this
				paragraph have been disposed of, the Senate shall proceed to consider the
				question of whether to concur with further amendment.</text>
								</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idC1222E0671504BE49FD1C290E420E3C9"><enum>(e)</enum><text display-inline="yes-display-inline">The disposition of a point of order made
				under any other paragraph of this rule, or under any other Standing Rule of the
				Senate, that is not sustained, or is waived, does not preclude, or affect, a
				point of order made under subparagraph (a) with respect to the same
				matter.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="idA276677DD67947DCB1648FF903FB259B"><enum>(f)</enum><text display-inline="yes-display-inline">A point of order under subparagraph (a) may
				be waived only by a motion agreed to by the affirmative vote of three-fifths of
				the Senators duly chosen and sworn. If an appeal is taken from the ruling of
				the Presiding Officer with respect to such a point of order, the ruling of the
				Presiding Officer shall be sustained absent an affirmative vote of three-fifths
				of the Senators duly chosen and sworn.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="ID773a992bc4284018bcf7b185ee5d137c"><enum>(g)</enum><text display-inline="yes-display-inline">Notwithstanding any other rule of the
				Senate, it shall be in order for a Senator to raise a single point of order
				that several provisions of a general appropriation bill or an amendment between
				the Houses on a general appropriation bill violate subparagraph (a). The
				Presiding Officer may sustain the point of order as to some or all of the
				provisions against which the Senator raised the point of order. If the
				Presiding Officer so sustains the point of order as to some or all of the
				provisions against which the Senator raised the point of order, then only those
				provisions against which the Presiding Officer sustains the point of order
				shall be deemed stricken pursuant to this paragraph. Before the Presiding
				Officer rules on such a point of order, any Senator may move to waive such a
				point of order, in accordance with subparagraph (f), as it applies to some or
				all of the provisions against which the point of order was raised. Such a
				motion to waive is amendable in accordance with the rules and precedents of the
				Senate. After the Presiding Officer rules on such a point of order, any Senator
				may appeal the ruling of the Presiding Officer on such a point of order as it
				applies to some or all of the provisions on which the Presiding Officer
				ruled.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="IDaf533763fb1c4a20916d52a9db40fad4"><enum>(h)</enum><text display-inline="yes-display-inline">For purposes of this paragraph:</text>
							<paragraph commented="no" display-inline="no-display-inline" id="IDc61be32585674870b7c86a2ec791faf5"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>new or general
				legislation</term> has the meaning given that term when it is used in paragraph
				2 of this rule.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID46c5185fd7414cc5ba6884981679130f"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>new matter</term> means
				matter not committed to conference by either House of Congress.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID437cca2ff3714e099c84ff0547a13838"><enum>(3)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id0E307CB96D4445429E99CDFB91F8B117"><enum>(A)</enum><text display-inline="yes-display-inline">The term <term>unauthorized
				appropriation</term> means a <quote>congressionally directed spending
				item</quote> as defined in rule XLIV—</text>
									<clause commented="no" display-inline="no-display-inline" id="IDe26c38695208476194a08ed898d08f88" indent="up1"><enum>(i)</enum><text display-inline="yes-display-inline">that is not specifically authorized by law
				or Treaty stipulation (unless the appropriation has been specifically
				authorized by an Act or resolution previously passed by the Senate during the
				same session or proposed in pursuance of an estimate submitted in accordance
				with law); or</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID88cb7b86b0cd48b59e86937c0ab01799" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">the amount of which exceeds the amount
				specifically authorized by law or Treaty stipulation (or specifically
				authorized by an Act or resolution previously passed by the Senate during the
				same session or proposed in pursuance of an estimate submitted in accordance
				with law) to be appropriated.</text>
									</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDf36f4436051b424883ee1baaf00bf759" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">An
				appropriation is not specifically authorized if it is restricted or directed
				to, or authorized to be obligated or expended for the benefit of, an
				identifiable person, program, project, entity, or jurisdiction by earmarking or
				other specification, whether by name or description, in a manner that is so
				restricted, directed, or authorized that it applies only to a single
				identifiable person, program, project, entity, or jurisdiction, unless the
				identifiable person, program, project, entity, or jurisdiction to which the
				restriction, direction, or authorization applies is described or otherwise
				clearly identified in a law or Treaty stipulation (or an Act or resolution
				previously passed by the Senate during the same session or in the estimate
				submitted in accordance with law) that specifically provides for the
				restriction, direction, or authorization of appropriation for such person,
				program, project, entity, or jurisdiction.</text>
								</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID5d861ef774cc46fa880b048a22df2687"><enum>10. (a)</enum><text display-inline="yes-display-inline">On a point of order made by any Senator, no
				new or general legislation, nor any unauthorized appropriation, new matter, or
				nongermane matter may be included in any conference report on a general
				appropriation bill.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="ID9a3e4401377848769d1a879454e83ce4"><enum>(b)</enum><text display-inline="yes-display-inline">If the point of order against a conference
				report under subparagraph (a) is sustained—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="ID5289b310ed3e4eceaa805c178f3a9f67"><enum>(1)</enum><text display-inline="yes-display-inline">the new or general legislation,
				unauthorized appropriation, new matter, or nongermane matter in such conference
				report shall be deemed to have been struck;</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID615ad2844bda46b9b1d991c4874a0d87"><enum>(2)</enum><text display-inline="yes-display-inline">any modification of total amounts
				appropriated necessary to reflect the deletion of the matter struck shall be
				deemed to have been made;</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID136a12440f354a8fa41073d33cdb99e1"><enum>(3)</enum><text display-inline="yes-display-inline">when all other points of order under this
				paragraph have been disposed of—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="IDe3aaf22e01134a2c8715ccee01a6ebd9"><enum>(A)</enum><text display-inline="yes-display-inline">the Senate shall proceed to consider the
				question of whether the Senate should recede from its amendment to the House
				bill, or its disagreement to the amendment of the House, and concur with a
				further amendment, which further amendment shall consist of only that portion
				of the conference report not deemed to have been struck (together with any
				modification of total amounts appropriated);</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDf8dfcfc3723649009b71354c0e7b8f4c"><enum>(B)</enum><text display-inline="yes-display-inline">the question shall be debatable; and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID164c5fd45fce4333a4e0513b20f96a81"><enum>(C)</enum><text display-inline="yes-display-inline">no further amendment shall be in order;
				and</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID2f5c2518a9cf4ceaa47be7794e7131f0"><enum>(4)</enum><text display-inline="yes-display-inline">if the Senate agrees to the amendment, then
				the bill and the Senate amendment thereto shall be returned to the House for
				its concurrence in the amendment of the Senate.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID3b4c7ebec95843c5ab5c1e10d5384c7d"><enum>(c)</enum><text display-inline="yes-display-inline">The disposition of a point of order made
				under any other paragraph of this rule, or under any other Standing Rule of the
				Senate, that is not sustained, or is waived, does not preclude, or affect, a
				point of order made under subparagraph (a) with respect to the same
				matter.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="IDf62a29c5b83c4ced9354011302ba1f21"><enum>(d)</enum><text display-inline="yes-display-inline">A point of order under subparagraph (a) may
				be waived only by a motion agreed to by the affirmative vote of three-fifths of
				the Senators duly chosen and sworn. If an appeal is taken from the ruling of
				the Presiding Officer with respect to such a point of order, the ruling of the
				Presiding Officer shall be sustained absent an affirmative vote of three-fifths
				of the Senators duly chosen and sworn.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="IDd2809699272643fea2b2aa47f54cc3a2"><enum>(e)</enum><text display-inline="yes-display-inline">Notwithstanding any other rule of the
				Senate, it shall be in order for a Senator to raise a single point of order
				that several provisions of a conference report on a general appropriation bill
				violate subparagraph (a). The Presiding Officer may sustain the point of order

				order shall be deemed stricken pursuant to this paragraph. Before the Presiding

				all of the provisions against which the point of order was raised. Such a
				motion to waive is amendable in accordance with the rules and precedents of the

						</subsection><subsection commented="no" display-inline="no-display-inline" id="ID47807b761086429e83fc178952d566f8"><enum>(f)</enum><text display-inline="yes-display-inline">For purposes of this paragraph:</text>
							<paragraph commented="no" display-inline="no-display-inline" id="IDeb5ed0f631374715998d38468c124164"><enum>(1)</enum><text display-inline="yes-display-inline">The terms <term>new or general
				legislation</term>, <term>new matter</term>, and <term>unauthorized
				appropriation</term> have the same meaning as in paragraph 9.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID07d2cd97c28a4346a5a1e64c6562db81"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>nongermane matter</term> has
				the same meaning as in rule XXII and under the precedents attendant thereto, as
				of the beginning of the 110th
				Congress.</text>

				</subsection></section><section commented="no" display-inline="no-display-inline" id="ID8a26cfea881d4d088ab97961310dfb2f" section-type="subsequent-section"><enum>303.</enum><header display-inline="yes-display-inline">Lobbying on behalf of recipients of Federal
			 funds</header><text display-inline="no-display-inline">The Lobbying Disclosure
			 Act of 1995 is amended by adding after section 5 the following:</text>

					<section commented="no" display-inline="no-display-inline" id="IDcae73ce17f1b4e39956e2702d33db6af" section-type="subsequent-section"><enum>5A.</enum><header display-inline="yes-display-inline">Reports by recipients of Federal
				funds</header>
						<subsection commented="no" display-inline="no-display-inline" id="IDd2e7ac5d3b2d49f0857fe524089c9dff"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">A recipient of Federal funds shall file a
				report as required by section 5(a) containing—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="ID8efd5ad00f2c4a01a10d043cde2c913c"><enum>(1)</enum><text display-inline="yes-display-inline">the name of any lobbyist registered under
				this Act to whom the recipient paid money to lobby on behalf of the Federal
				funding received by the recipient; and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDb6dde22990d7428083aa27996a62503b"><enum>(2)</enum><text display-inline="yes-display-inline">the amount of money paid as described in
				paragraph (1).</text>
