		<official-title>To amend the Public Utility Regulatory Policies Act of
		  1978 to authorize the Secretary of Energy to promulgate regulations to allow
		  electric utilities to use renewable energy to comply with any Federal renewable
		  electricity standard, and for other purposes.</official-title>

		<section id="idD6849DDB0F934E89925E86A131D5C2F9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Support Renewable Energy Act of
			 2010</short-title></quote>.</text>
		</section><section id="idA7E9F4A77C1042F49876763FA8E32F7D" section-type="subsequent-section"><enum>2.</enum><header>Use of renewable
			 energy to comply with Federal renewable electricity standard</header><text display-inline="no-display-inline">Section 610 of the Public Utility Regulatory
			 Policies Act of 1978 (as added by section 132 of the American Clean Energy
			 Leadership Act of 2009) is amended—</text>
			<paragraph id="ID8ee68307f6a84e428f761a3bba6d4d5d"><enum>(1)</enum><text>in subsection
			 (a)—</text>
				<subparagraph id="idB7DF672222604C88AE40B3E89A09AB78"><enum>(A)</enum><text>by redesignating
			 paragraphs (10) through (12) as paragraphs (11) through (13),
			 respectively;</text>
				</subparagraph><subparagraph id="id81416B8EDF644DA58776A13066805C99"><enum>(B)</enum><text>by inserting
			 after paragraph (9) the following:</text>
					<quoted-block display-inline="no-display-inline" id="id16D06FBE11BB478BBA369AB2025C88BC" style="OLC">
						<paragraph id="id2C6EAF0405D04D1AA202562E01BBF272"><enum>(10)</enum><header>Light-pipe
				technology</header><text>The term <term>light-pipe technology</term> means any
				equipment that uses a highly reflective pipe that—</text>
							<subparagraph id="id6436CEB8583148ADABE098E0DE6E6CD1"><enum>(A)</enum><text>has a solar
				collection component and distribution lens at the respective ends of the
				reflective pipe to transport visible solar radiation from the collection point
				of the reflective pipe to illuminate the interior of a building;</text>
							</subparagraph><subparagraph id="idF3F58A92D5804720ACBF8B5743DF99EE"><enum>(B)</enum><text>does not generate
				net interior heat gain; and</text>
							</subparagraph><subparagraph id="id5F979C7985584C7299B9F22C4659FA1D"><enum>(C)</enum><text>integrates
				automatic lighting controls to adjust traditionally powered lighting to satisfy
				building lighting requirements.</text>
							</subparagraph></paragraph><after-quoted-block>;
				</after-quoted-block></quoted-block>
				</subparagraph><subparagraph id="id16A4F25B945E4DC88A1D5E0098C99A2B"><enum>(C)</enum><text>in paragraph (13)
			 (as redesignated by subparagraph (A))—</text>
					<clause id="idE569A2F9F1AB4F8C8D59F953213359D7"><enum>(i)</enum><text>by
			 redesignating subparagraphs (A) through (I) as clauses (i) through (ix),
			 respectively, and indenting appropriately;</text>
					</clause><clause id="idE002B0C96A5B48B7A021F09E393C893A"><enum>(ii)</enum><text>in
			 the matter preceding clause (i) (as redesignated by clause (i)), by striking
			 <quote>The term <term>renewable energy</term> means electric energy</quote> and
			 inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="id5677AEF46E15403CA33C680B32BAC93B" style="OLC">
							<quoted-block-continuation-text quoted-block-continuation-text-level="paragraph">The term
				<term>renewable energy</term> means—</quoted-block-continuation-text><subparagraph id="id99C2A84336F342C0A466A4CCDD89B6E1"><enum>(A)</enum><text>electric
				energy</text>
							</subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</clause><clause id="idE5090FD0E9F84A0BABD10A7C030D2DB7"><enum>(iii)</enum><text>in clause (ix)
			 (as redesignated by clause (i)), by striking the period at the end and
			 inserting <quote>; and</quote>; and</text>
					</clause><clause id="id7EAD7B87BACA4068B0C455C7A371AE3C"><enum>(iv)</enum><text>by
			 adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="id2F3C5C5F54F14709958EF31D34C81440" style="OLC">
							<subparagraph id="ID9ce5e4a0bc144070b58f8b893a1821f8"><enum>(B)</enum><text>energy produced
				through the use of customer-sited renewable energy equipment, including—</text>
								<clause id="id4E2141C5292C45B6A084E60AD3013A08"><enum>(i)</enum><text>solar water
				heating;</text>
								</clause><clause id="id2DD1CB051B5C44B09841CB996AA18073"><enum>(ii)</enum><text>solar water and
				space heating or cooling;</text>
								</clause><clause id="id3C3465130D964DF8A19C3E5E3EC62833"><enum>(iii)</enum><text>solar daylight
				and light-pipe technology;</text>
								</clause><clause id="id79C91397B92F4C57BC4D12508CA01B1C"><enum>(iv)</enum><text>biogas;</text>
								</clause><clause id="id9518D41B7904407BAE12A8919CC8D2CF"><enum>(v)</enum><text>ground source
				geothermal heat pump energy applications; or</text>
								</clause><clause id="id38F737D6A8EF4E3AA7AA939410026261"><enum>(vi)</enum><text>another
				renewable energy source based on innovative technology, as determined by the
				Secretary through rulemaking.</text>
								</clause></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</clause></subparagraph><subparagraph id="id135372EBCEA1422EA643D43537367245"><enum>(D)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="id1865723D0FAA492AA48948651240CA19" style="OLC">
						<paragraph id="id31D890D7995E49F790C5DB5F4D23F3B0"><enum>(14)</enum><header>Solar
				daylight</header><text>The term <term>solar daylight</term> means a system
				that—</text>
							<subparagraph id="id2DBC609D2E8F49CB80A81F625C31E8B4"><enum>(A)</enum><text>uses to convey or
				diffuse natural light into a building—</text>
								<clause id="id8AC600C188E1414CA5DA7159F4C4E300"><enum>(i)</enum><text>a
				prismatic or other lens;</text>
								</clause><clause id="id542605E7A14048DFA193899B847FAFB9"><enum>(ii)</enum><text>glazing that
				amplifies sunlight;</text>
								</clause><clause id="id866AFF4787EB485E8F67A58C3D81FED6"><enum>(iii)</enum><text>reflectors;
				or</text>
								</clause><clause id="id15B4D75BC630434DA6BEFCDD54A441E1"><enum>(iv)</enum><text>concentrators;
				and</text>
								</clause></subparagraph><subparagraph id="id7BA125C289F0445DAD74AE39D18DC72F"><enum>(B)</enum><text>does not generate
				net interior heat gain.</text>
							</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="IDfd56fe821b144dab8565c50e10f8175f"><enum>(2)</enum><text>in subsection
			 (c)—</text>
				<subparagraph id="id8D1304F134E64B3C823126E5AA9C756F"><enum>(A)</enum><text>in paragraph
			 (2)—</text>
					<clause id="id8BB7994D14114BE897375F21C40BCB06"><enum>(i)</enum><text>in
			 subparagraph (H), by striking <quote>; and</quote> and inserting a
			 semicolon;</text>
					</clause><clause id="id1A8D06888A324B549E4F17FD40B3839B"><enum>(ii)</enum><text>in
			 subparagraph (I)(iv), by striking the period at the end and inserting a
			 semicolon; and</text>
					</clause><clause id="idA0E4244E73D14CABB165A43E78E3A1AD"><enum>(iii)</enum><text>by adding at
			 the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="id3C8A5FBED274466CA7F67F6A18A479E7" style="OLC">
							<subparagraph id="IDf03e8b1bc4db428ab360b4af025c067d"><enum>(J)</enum><text>issue renewable
				energy credits equal to 100 percent of the electricity (or thermal energy
				expressed in an electricity-equivalent) displaced by qualifying renewable
				energy equipment, as described in subsection (a)(13)(B); and</text>
							</subparagraph><subparagraph id="idB2D413562E3C4B8298233C11B9126D69"><enum>(K)</enum><text>allocate the
				credits described in subparagraph (J) and credits for generators of electric
				energy produced through distributed generation facilities issued under
				subparagraphs (A), (B), and (C) to the utility, project owner, and end user
				that paid for the purchase, installation, and maintenance of the qualified
				renewable energy equipment, on the basis of the share of the cost
				incurred.</text>
							</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</clause></subparagraph><subparagraph id="id29CD98E81F3C45AAB0846E18596E8006"><enum>(B)</enum><text>in paragraph (3),
			 by striking <quote>or (D)</quote> and inserting <quote>(D), or
			 (J)</quote>.</text>
