			 <quote><short-title>Government Accountability Office
			 Improvement Act of 2010</short-title></quote>.</text>

			<subsection commented="no" display-inline="no-display-inline" id="H289A7136F2AE48CFB0C5FE83ECA9BE81"><enum>(a)</enum><header display-inline="yes-display-inline">Authority To obtain records</header><text display-inline="yes-display-inline">Section 716 of title 31, United States
			 Code, is amended in subsection (a)—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HBDC7C2BDB90E475FB1DE54DA2BBA6893"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>(a)</quote> and
			 inserting <quote>(2)</quote>; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF9AC5F5399A447A0ADD329F86FCB0F89"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after the section heading the
			 following:</text>

						<subsection commented="no" display-inline="no-display-inline" id="H1286872195CB45FB9A3B702B2EE8EACA"><enum>(a)</enum><paragraph commented="no" display-inline="yes-display-inline" id="HA7CBF16BD097412A8790FB32DD4AAE2D"><enum>(1)</enum><text display-inline="yes-display-inline">The Comptroller General is authorized to
				obtain such agency records as the Comptroller General requires to discharge his
				duties (including audit, evaluation, and investigative duties), including
				through the bringing of civil actions under this section. In reviewing a civil
				action under this section, the court shall recognize the continuing force and
				effect of the authorization in the preceding sentence until such time as the
				authorization is repealed pursuant to
				law.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H301390A97E0549EEADFB40150A3BD731"><enum>(b)</enum><header display-inline="yes-display-inline">Copies and interviews</header><text display-inline="yes-display-inline">Section 716(a) of title 31, United States
			 Code, as amended by subsection (a), is further amended in the second sentence
			 of paragraph (2) by striking <quote>inspect an agency record</quote> and
			 inserting <quote>inspect, and make and retain copies of, an agency record and
			 interview agency officers and employees</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H06492AB05AD74CD4B24FB79165470774"><enum>(c)</enum><header display-inline="yes-display-inline">Rules of construction</header><text display-inline="yes-display-inline">Section 716 of title 31, United States
			 Code, is amended by adding at the end the following new subsection:</text>
				<quoted-block changed="deleted" committee-id="SSGA00" display-inline="no-display-inline" id="HA60DDE6A22014E9D863207EC5900BEB6" reported-display-style="strikethrough" style="USC">
					<subsection commented="no" display-inline="no-display-inline" id="HDD136CF3898146F6BBD021DDF3AA437A"><enum>(f)</enum><text display-inline="yes-display-inline">No provision of any law in existence on the
				date of the enactment of this section or enacted after such date shall be
				construed to limit, amend, or supersede the authority of the Comptroller
				General to obtain any information, to inspect any record, or to interview any
				officer or employee under this section in carrying out any authorized audit,
				evaluation, or investigation, except to the extent such provision expressly and
				specifically refers to this section and provides for such limitation,
				amendment, or
				supersession.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section changed="deleted" commented="no" committee-id="SSGA00" display-inline="no-display-inline" id="H6C517B9BE82A485C84B3EB468518257C" reported-display-style="strikethrough" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Administering oaths</header><text display-inline="no-display-inline">Paragraph (4) of section 711 of title 31,
			 United States Code, is amended to read as follows:</text>
			<quoted-block changed="deleted" committee-id="SSGA00" display-inline="no-display-inline" id="HD6DD77C4D14A4EECA21143E871396E89" reported-display-style="strikethrough" style="USC">
				<paragraph commented="no" display-inline="no-display-inline" id="HBA388854753A49AE990B96A2A428D9FC"><enum>(4)</enum><text display-inline="yes-display-inline">administer oaths to witnesses, except that,
				in matters other than auditing and settling accounts, the authority of an
				officer or employee to administer oaths to witnesses pursuant to a delegation
				under paragraph (2) shall not be available without the prior express approval
				of the Comptroller General (or a
				designee).</text>
				</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section changed="deleted" commented="no" committee-id="SSGA00" display-inline="no-display-inline" id="H056873BF764C4D408FBEBFBAFBF888D3" reported-display-style="strikethrough" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Agency
			 reports</header><text display-inline="no-display-inline">Section 720(b) of
			 title 31, United States Code, is amended—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="H9DB72B21706D408A843811DCFA95F280"><enum>(1)</enum><text display-inline="yes-display-inline">in the matter preceding paragraph (1), by
			 inserting <quote>or planned</quote> after <quote>action taken</quote>;
			 and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDA64C6A529AB46AD97BC9429FD7C5401"><enum>(2)</enum><text display-inline="yes-display-inline">by amending paragraph (1) to read as
			 follows:</text>

			 <quote><short-title>Government Accountability Office
			 Improvement Act of 2010</short-title></quote>.</text>

			 records</header><text>Section 716 of title 31, United States Code, is amended
			 in subsection (a)—</text>
				<paragraph id="ID07c375bb33714230a89d7b70bb317b06"><enum>(1)</enum><text>by striking
			 <quote>(a)</quote> and inserting <quote>(2)</quote>; and</text>
				</paragraph><paragraph id="ID5cd60e4f3e2f48b5ab2dd217328fbe17"><enum>(2)</enum><text>by inserting after the
			 section heading the following:</text>
					<quoted-block changed="added" committee-id="SSGA00" display-inline="no-display-inline" id="idBA5F8654AD714D4C8625019069152D20" reported-display-style="italic" style="OLC">

			</subsection></section><section changed="added" committee-id="SSGA00" id="ID055f08d032f74951a6a77f11bcc8e4ba" reported-display-style="italic"><enum>3.</enum><header>Administering
			 oaths</header><text display-inline="no-display-inline">Section 711 of title 31,
			 United States Code, is amended by striking paragraph (4) and inserting the
			 following:</text>
			<quoted-block changed="added" committee-id="SSGA00" display-inline="no-display-inline" id="idC053C83EC24546CEB182965B1AAABAB9" reported-display-style="italic" style="OLC">
				<paragraph id="ID589cfa0215394fc6a807b94dff7fc03a"><enum>(4)</enum><text>administer oaths to
				witnesses when auditing and settling accounts and, with the prior express
				approval of the Comptroller General, when investigating fraud or attempts to
				defraud the United States, or irregularity or misconduct of an employee or
				agent of the United
				States.</text>
				</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section changed="added" committee-id="SSGA00" id="ID650de74fad444bbc9ea787f53a641e05" reported-display-style="italic"><enum>4.</enum><header>Access to certain
			 information</header>
			<subsection id="IDae9316d68d1249949b2f4c26a7eb4fb6"><enum>(a)</enum><header>Access to certain
			 information</header><text>Subchapter II of chapter 7 of title 31, United States
			 Code, is amended by adding at the end the following:</text>
				<quoted-block changed="added" committee-id="SSGA00" display-inline="no-display-inline" id="id483E6EF3A4244863949C9D1D528D5EA6" reported-display-style="italic" style="USC">
					<section id="IDfd426244cab549838277d84104eb2843"><enum>721.</enum><header>Access to certain
				information</header>
						<subsection id="ID780774fc4b4542a0ac754de395c9098a"><enum>(a)</enum><text>No provision of the
				Social Security Act, including section 453(l) of that Act (42 U.S.C. 653(l)),
				shall be construed to limit, amend, or supersede the authority of the
				Comptroller General to obtain any information or to inspect or copy any record
				under section 716 of this title.</text>
						</subsection><subsection id="ID01b578b648d54e05926fd4185eb23a2c"><enum>(b)</enum><text>No provision of the
				Federal Food, Drug, and Cosmetic Act, including section 301(j) of that Act (21
				U.S.C. 331(j)), shall be construed to limit, amend, or supersede the authority
				of the Comptroller General to obtain any information or to inspect or copy any
				record under section 716 of this title.</text>
						</subsection><subsection id="ID8be1e06e7c944137a467b26132229f93"><enum>(c)</enum><text>No provision of the
				Hart-Scott-Rodino Antitrust Improvements Act of 1976 (Public Law 94–435) and
				the amendments made by that Act shall be construed to limit, amend, or
				supersede the authority of the Comptroller General to obtain any information or
				to inspect or copy any record under section 716 of this title, including with
				respect to any information disclosed to the Assistant Attorney General of the
				Antitrust Division of the Department of Justice or the Federal Trade Commission
				for purposes of pre-merger review under section 7A of the Clayton Act (15
				U.S.C. 18a).</text>
						</subsection><subsection id="IDb69f42827f484032830a528e91815328"><enum>(d)</enum><paragraph commented="no" display-inline="yes-display-inline" id="idF9FEAE94977444C8A4EB98F0C14B6767"><enum>(1)</enum><text>The Comptroller General
				shall prescribe such policies and procedures as are necessary to protect from
				public disclosure proprietary or trade secret information obtained consistent
				with this section.</text>
							</paragraph><paragraph changed="added" committee-id="SSGA00" id="IDe8bc0c9fbf094975952c98815144f660" indent="up1" reported-display-style="italic"><enum>(2)</enum><text>Nothing in this section
				shall be construed—</text>
								<subparagraph id="ID1fe04cfb9a4948eca21ac86f6d251a26"><enum>(A)</enum><text>to alter or amend the
				prohibitions against the disclosure of trade secret or other sensitive
				information prohibited by section 1905 of title 18 and other applicable laws;
				or</text>
								</subparagraph><subparagraph id="IDe3220d24e1ce4243a2be03958fb4fee3"><enum>(B)</enum><text>to affect the
				applicability of section 716(e) of this title, including the protections
				against unauthorized disclosure contained in that section, to information
				obtained consistent with this section.</text>
								</subparagraph></paragraph></subsection><subsection id="ID70bc508069b442ccaec05d6c982f3d33"><enum>(e)</enum><text>Specific references to
				statutes in this section shall not be construed to affect access by the
				Government Accountability Office to information under statutes that are not so
				referenced.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="IDfa620aa992ff462685cf54aaf54e1649"><enum>(b)</enum><header>Technical and
			 conforming amendment</header><text>The table of sections for chapter 7 of title
			 31, United States Code, is amended by inserting after the item relating to
			 section 720 the following:</text>
