		<official-title>To extend the Caribbean Basin Economic Recovery Act, to
		  extend the trade preferences made available to Haiti under that Act, to
		  encourage foreign investment in Haiti, and for other purposes.

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Renewing Hope for Haitian Trade
			 and Investment Act of 2010</short-title></quote>.</text>
		</section><section id="idE402A6CC1F1F4D1FAA5597ED74945A8B"><enum>2.</enum><header>Trade
			 facilitation efforts in Haiti</header><text display-inline="no-display-inline">The Secretary of Homeland Security, acting
			 through the Commissioner responsible for U.S. Customs and Border Protection,
			 shall commit sufficient resources from U.S. Customs and Border
			 Protection—</text>
			<paragraph id="ID0dcd6837216d46de922f2e08d017778c"><enum>(1)</enum><text>to, working with
			 the commercial attaché from the United States assigned to Haiti, enhance
			 commercial assistance to facilitate trade between Haiti, the Dominican
			 Republic, and the United States, as envisioned in section 213A of the Caribbean
			 Basin Economic Recovery Act (19 U.S.C. 2703a), as added by the Haitian
			 Hemispheric Opportunity Through Partnership Act of 2006 (title V of division D
			 of Public Law 109–432; 120 Stat. 3181) and amended by the Haitian Hemispheric
			 Opportunity Through Partnership Act of 2008 (part I of subtitle D of title XV
			 of Public Law 110–246; 122 Stat. 2289);</text>
			</paragraph><paragraph id="ID0766144ad8cc470a813b4e7862a02432"><enum>(2)</enum><text>to facilitate the
			 preclearance of valid cargo destined for the United States from Haiti and
			 promote the efficient and secure movement of articles entering the United
			 States pursuant to such section 213A; and</text>
			</paragraph><paragraph commented="no" id="IDff0b5029e4654f8aa92438b9093637f1"><enum>(3)</enum><text>to provide
			 technical assistance and training to the customs service of Haiti to improve
			 production validation and compliance and understanding of the customs
			 procedures of the United States, such as the Electronic Visa Information
			 System.</text>
			</paragraph></section><section id="id8D6F2016A9774BAE9C93E8200CF81005"><enum>3.</enum><header>Extension of the
			 Caribbean Basin Economic Recovery Act</header><text display-inline="no-display-inline">Section 213(b) of the Caribbean Basin
			 Economic Recovery Act (19 U.S.C. 2703(b)) is amended—</text>
			<paragraph id="id3CCFB9936CE54DE9B1026F9BB0AD733E"><enum>(1)</enum><text>in paragraph
			 (2)(A)—</text>
				<subparagraph id="idA2A148305194447AB78354DFAE32DE55"><enum>(A)</enum><text>in clause
			 (iii)—</text>
					<clause id="idDDA6A055752C42F8A4593552A1321739"><enum>(i)</enum><text>in
			 subclause (II)(cc), by striking <quote>2010</quote> and inserting
			 <quote>2013</quote>; and</text>
					</clause><clause id="idEF73FD00700D485A8EA1C36CABC3F323"><enum>(ii)</enum><text>in
			 subclause (IV)(dd), by striking <quote>2010</quote> and inserting
			 <quote>2013</quote>; and</text>
					</clause></subparagraph><subparagraph id="id413E03FD97DA43729C91024183AE32F8"><enum>(B)</enum><text>in clause
			 (iv)(II), by striking <quote>8</quote> and inserting <quote>11</quote>;
			 and</text>
				</subparagraph></paragraph><paragraph id="idB04607DB33264E94A6BA7F2D754A3625"><enum>(2)</enum><text>in paragraph
			 (5)(D)(i), by striking <quote>2010</quote> and inserting
			 <quote>2013</quote>.</text>
			</paragraph></section><section id="id71CE69FF8A0A42C2AFC387FA00008BF0"><enum>4.</enum><header>Extension of
			 value-added rule of origin for apparel and other textile articles imported from
			 Haiti</header><text display-inline="no-display-inline">Section 213A of the
			 Caribbean Basin Economic Recovery Act (19 U.S.C. 2703a) is amended—</text>
			<paragraph id="idE2E2043D5C3E43D9A5888EE2C1BDBE06"><enum>(1)</enum><text>in subsection
			 (a)(1)—</text>
				<subparagraph id="id239072375FC74C91B0D6481B65181C12"><enum>(A)</enum><text>by amending
			 subparagraph (A) to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="idDAA942F1F3CE4F1AA5A6108659026AA5" style="OLC">
						<subparagraph id="idB5691B1E0C3E4024B6A33E6A9991D96E"><enum>(A)</enum><header>In
				general</header><text>The term <term>applicable 1-year period</term>
				means—</text>
							<clause id="id046B6024C4B0409E9FB5FDBC6640AA79"><enum>(i)</enum><text>the initial
				applicable 1-year period;</text>
							</clause><clause id="id41551C35D44A4436AF900C4A5027B5E4"><enum>(ii)</enum><text>the 1-year
				period beginning on the day after the last day of the initial applicable 1-year
				period; and</text>
							</clause><clause id="id8207B102CCBC4DAC8C8B183730BACCA2"><enum>(iii)</enum><text>any 1-year
				period thereafter.</text>
							</clause></subparagraph><after-quoted-block>;

			 subparagraphs (C) through (F);</text>

			</paragraph></section><section id="id1B34C5FF22B14A6E9427C92653F2A07C"><enum>5.</enum><header>Haiti Recovery
			 and Investment Task Force</header>
			<subsection id="idEB28E7DEF85C4693A3A6F8F5B3F6D657"><enum>(a)</enum><header>In
			 general</header><text>There is established a task force, to be known as the
			 <quote>Haiti Recovery and Investment Task Force</quote> (in this section
			 referred to as the <quote>Task Force</quote>), to—</text>
				<paragraph id="IDf0d8fc3a874b4abdb55d918b7fdcb076"><enum>(1)</enum><text>facilitate—</text>
					<subparagraph id="idA1B9F1159E9341C8A66878F23D8CAD13"><enum>(A)</enum><text>foreign direct
			 investment in Haiti and the provision of credit and finance for private-sector
			 investment in Haiti, including by reassessing and addressing obstacles to
			 affordable finance and credit for persons seeking to invest in Haiti;</text>
					</subparagraph><subparagraph id="IDcc57a6513cb74e3c8c6cfaca568c4e38"><enum>(B)</enum><text>the flow of
			 remittances and investment to Haiti by the Haitian-American community in the
			 United States and the Haitian Diaspora; and</text>
					</subparagraph><subparagraph id="id3CDBB36B3BD74C508A019CE85D306E13"><enum>(C)</enum><text>the provision of
			 grants by international donors and international financial institutions (as
			 defined in section 1701(c)(2) of the International Financial Institutions Act
			 (22 U.S.C. 262r(c)(2)) to the Government of Haiti; and</text>
					</subparagraph></paragraph><paragraph id="id0CF0FF785A8E400482566B30B37205B0"><enum>(2)</enum><text>work with the
			 Government of Haiti to ensure that investment in Haiti described in paragraph
			 (1) supports Haiti’s long-term development needs and complements strategies
			 developed in Haiti’s National Strategy for Growth and the Reduction of Poverty,
			 as set forth in the International Monetary Fund Country Report Number
			 08/115.</text>
				</paragraph></subsection><subsection id="idD88BAF77C170487BB89DB5579D04D0C7"><enum>(b)</enum><header>Membership</header><text>The
			 Task Force shall be composed of the following officials or their
			 designees:</text>
				<paragraph id="id6D7B322F08184D9F9DF178536DECDB58"><enum>(1)</enum><text>The Secretary of
			 the Treasury, who shall serve as the chairperson of the Task Force.</text>
				</paragraph><paragraph id="idD93263CF032B473893C14518D67554F7"><enum>(2)</enum><text>The United States
			 Trade Representative.</text>
				</paragraph><paragraph id="idF9EAEB206ACF4F2A9C0AF3912DF7A4CC"><enum>(3)</enum><text>The Secretary of
			 Commerce.</text>
				</paragraph><paragraph id="id394B944DD56B44D1ADD22AEF5ABF9008"><enum>(4)</enum><text>The President of
			 the Overseas Private Investment Corporation.</text>
				</paragraph><paragraph id="id149D14F049014A0389332BBE8DDEE50A"><enum>(5)</enum><text>The Chairman of
			 the Export-Import Bank.</text>
				</paragraph></subsection><subsection id="id4EF5358682BA4C55981450C4FD8CE650"><enum>(c)</enum><header>Administration</header><text>The
			 Task Force shall—</text>
				<paragraph id="id0187A64B47644B71A8FDE29102AAC703"><enum>(1)</enum><text>periodically
			 convene public hearings; and</text>
				</paragraph><paragraph id="id2E912D33480740AEA3B77C75B4C2458E"><enum>(2)</enum><text>establish
			 procedures for the operation of the Task Force that are transparent and
			 encourage public participation.</text>
				</paragraph></subsection><subsection id="idE758DF9F831E4AF9B287583A07C389E3"><enum>(d)</enum><header>Reports</header><text>Not
			 later than 180 days after the date of the enactment of this Act, and every 180
			 days thereafter, the Task Force shall submit to Congress a report
			 containing—</text>
				<paragraph id="idA01C282236264F008146B580E0BDBF35"><enum>(1)</enum><text>an assessment of
			 the progress made by the Task Force in facilitating investment in Haiti and
			 enabling Haiti to attract foreign investment;</text>
				</paragraph><paragraph id="idB2C5537990144E1289B30ABE8598CEE7"><enum>(2)</enum><text>a description of
			 obstacles to investment in Haiti identified by the Task Force; and</text>
				</paragraph><paragraph id="id7D825ED9FBBB41E8999E7CF52536A297"><enum>(3)</enum><text>any
			 recommendations of the Task Force for enacting or amending laws to facilitate
			 investment in Haiti.</text>
				</paragraph></subsection><subsection id="id27E77F7681674866BE8A146720771FB7"><enum>(e)</enum><header>Termination
			 date</header><text>The Task Force shall terminate on the date that is 12 years
			 after the date of the enactment of this Act.</text>
			</subsection></section><section id="idCE57AF84E16A4B15BD762B6242F3BD44"><enum>6.</enum><header>Government
			 Accountability Office report on the effectiveness of the HOPE trade
			 preferences</header><text display-inline="no-display-inline">Not later than May
			 31, 2010, the Comptroller General of the United States shall submit to Congress
			 a report that—</text>
			<paragraph id="idB646FB5DA38040CDA2D52F53B8D56D15"><enum>(1)</enum><text>assesses the
			 effectiveness of the trade preferences under section 213A of the Caribbean
			 Basin Economic Recovery Act (19 U.S.C. 2703a), as added by the Haitian
			 Hemispheric Opportunity Through Partnership Act of 2006 (title V of division D
			 of Public Law 109–432; 120 Stat. 3181) and amended by the Haitian Hemispheric
			 Opportunity Through Partnership Act of 2008 (part I of subtitle D of title XV
			 of Public Law 110–246; 122 Stat. 2289); and</text>
			</paragraph><paragraph id="id8E352692E2D04FA1B50B5C5D3EE2817D"><enum>(2)</enum><text>makes
			 recommendations for improving those trade preferences, particularly with
			 respect to measures to facilitate the expansion of trade and increased
			 employment in Haiti following the January 2010 earthquake.</text>
