		<official-title display="yes">To establish a research, development, and
		  technology demonstration program to improve the efficiency of gas turbines used
		  in combined cycle and simple cycle power generation systems. </official-title>

	<legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC">
		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Gas Turbine Efficiency Act of
			 2009</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id9D30C72CFBE2468F9B811B7A9D4707B5" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">High efficiency gas turbines</header>
			<subsection commented="no" display-inline="no-display-inline" id="ID015151338725446aa277dd15dd007dba"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary of Energy (referred to in
			 this section as the <quote>Secretary</quote>) shall carry out a multiyear,
			 multiphase program of research, development, and technology
			 demonstration—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id5EDF2B4395FA43F28FDD40AD836E7BEB"><enum>(1)</enum><text display-inline="yes-display-inline">to improve the efficiency of gas turbines
			 used in power generation systems; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF2A38BEB58214F3BADE8B7F648338CCC"><enum>(2)</enum><text display-inline="yes-display-inline">to identify the technologies that
			 ultimately will lead to gas turbine combined cycle efficiency of 65 percent or
			 simple cycle efficiency of 50 percent.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDc5f4846c1e8f4caf92134443b9db7e65"><enum>(b)</enum><header display-inline="yes-display-inline">Program elements</header><text display-inline="yes-display-inline">The program under this section
			 shall—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID43fed899d01c47b2bbe24a74ca4d6bd4"><enum>(1)</enum><text display-inline="yes-display-inline">support first-of-a-kind engineering and
			 detailed gas turbine design for megawatt-scale and utility-scale electric power
			 generation, including—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID9d92b9d583194262aacf9502af03a58a"><enum>(A)</enum><text display-inline="yes-display-inline">high temperature materials, including
			 superalloys, coatings, and ceramics;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID041eb24bdb434fff96b1029673984e5d"><enum>(B)</enum><text display-inline="yes-display-inline">improved heat transfer capability;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID171f1c2b9b644ffea8395da9f49e5b01"><enum>(C)</enum><text display-inline="yes-display-inline">manufacturing technology required to
			 construct complex 3-dimensional geometry parts with improved aerodynamic
			 capability;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID756ac7cdb90846daa193edffc6505e7b"><enum>(D)</enum><text display-inline="yes-display-inline">combustion technology to produce higher
			 firing temperature while lowering nitrogen oxide and carbon monoxide emissions
			 per unit of output;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID070e2f0f5a1f42d8ae29fa41e088054e"><enum>(E)</enum><text display-inline="yes-display-inline">advanced controls and systems
			 integration;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID8347d4fb3d88425aa5c13d7c57a8cf49"><enum>(F)</enum><text display-inline="yes-display-inline">advanced high performance compressor
			 technology; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDfaa4b1039b744d74a58a37147d4131e7"><enum>(G)</enum><text display-inline="yes-display-inline">validation facilities for the testing of
			 components and subsystems;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID7b78af80fec940cf9a0c957d4fb60bb0"><enum>(2)</enum><text display-inline="yes-display-inline">include technology demonstration through
			 component testing, subscale testing, and full-scale testing in existing
			 fleets;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1d9efed59f524911bcde2d02db8fae0b"><enum>(3)</enum><text display-inline="yes-display-inline">include field demonstrations of the
			 developed technology elements so as to demonstrate technical and economic
			 feasibility; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDc4478d29be184627974aeb1bfe9ec70a"><enum>(4)</enum><text display-inline="yes-display-inline">assess overall combined cycle and simple
			 cycle system performance.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID832d44e5cb97437bacd9351c015b59c4"><enum>(c)</enum><header display-inline="yes-display-inline">Program goals</header><text display-inline="yes-display-inline">The goals of the multiphase program
			 established under subsection (a) shall be—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID950e3a322de6437abab60a9a1a203f69"><enum>(1)</enum><text display-inline="yes-display-inline">in phase I—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID0ae835139e21466aaa40c5119c9630ca"><enum>(A)</enum><text display-inline="yes-display-inline">to develop the conceptual design of
			 advanced high efficiency gas turbines that can achieve at least 62 percent
			 combined cycle efficiency or 47 percent simple cycle efficiency on a lower
			 heating value basis; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID556689848fc742e8ad563ab169d2912f"><enum>(B)</enum><text display-inline="yes-display-inline">to develop and demonstrate the technology
			 required for advanced high efficiency gas turbines that can achieve at least 62
			 percent combined cycle efficiency or 47 percent simple cycle efficiency on a
			 lower heating value basis; and</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDffa8a2f354354dec852e53b792b8f77b"><enum>(2)</enum><text display-inline="yes-display-inline">in phase II, to develop the conceptual
			 design for advanced high efficiency gas turbines that can achieve at least 65
			 percent combined cycle efficiency or 50 percent simple cycle efficiency on a
			 lower heating value basis.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDe4fdd30ac1644792abf2daf0b116202c"><enum>(d)</enum><header display-inline="yes-display-inline">Proposals</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idFC2F4D0A3B5F40CD8F2523F7FA13FDE9"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
			 enactment of this Act, the Secretary shall solicit grant and contract proposals
			 from industry, small businesses, institutions of higher education, and other
			 appropriate parties for conducting activities under this section.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7D3F289BD2BF4BB1A0A5E71502602557"><enum>(2)</enum><header display-inline="yes-display-inline">Selection</header><text display-inline="yes-display-inline">In selecting proposals, the Secretary shall
			 emphasize the extent to which a proposal will—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="IDdd8fd857f4c9425a90ec9a6ba23db32b"><enum>(A)</enum><text display-inline="yes-display-inline">stimulate the creation or increased
			 retention of jobs in the United States; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDdbdfbe5942754de8900cfb18e4d33cbb"><enum>(B)</enum><text display-inline="yes-display-inline">promote and enhance United States
			 technology leadership.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID54309663b83e4e359b9b06ef3ec22848"><enum>(e)</enum><header display-inline="yes-display-inline">Competitive awards</header><text display-inline="yes-display-inline">Awards of financial assistance under this
			 section shall be made on a competitive basis with an emphasis on technical
			 merit.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID8cc79454682443e99b609d273a947145"><enum>(f)</enum><header display-inline="yes-display-inline">Cost sharing</header><text display-inline="yes-display-inline">Section 988 of the Energy Policy Act of
			 2005 (42 U.S.C. 16352) shall apply to an award of financial assistance under
			 this section.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDed6d8d38af364a5e97b69ea9802ca92d"><enum>(g)</enum><header display-inline="yes-display-inline">Limits on participation</header><text display-inline="yes-display-inline">The limits on participation applicable
			 under section 999E of the Energy Policy Act of 2005 (42 U.S.C. 16375) shall
			 apply to awards of financial assistance under this section.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID06d479b438e445069d457988a03302f2"><enum>(h)</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated to the Secretary to carry out this section
			 $85,000,000 for each of fiscal years 2011 through 2014.</text>
