		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>School Principal Recruitment and
			 Training Act of 2009</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="idADFB91FC6500441384154ED1986028AE" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to recruit,
			 support, and prepare principals to improve student academic achievement at
			 high-need schools.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id9A6E27EEF3814E40888D0EB9758BB050" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="ID1ff92363b2e54620b4d03b913af47d29"><enum>(1)</enum><text display-inline="yes-display-inline">Research shows that school leadership
			 quality is second only to teacher quality among school-related factors in its
			 impact on student learning.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID3b0957185e4742f6a84c8d6bcc010311"><enum>(2)</enum><text display-inline="yes-display-inline">While teacher quality has the greatest
			 impact on student learning, principal quality is a key determinant of whether
			 schools can attract and retain effective teachers.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDfcf7626153c948028efac0acfbe963cb"><enum>(3)</enum><text display-inline="yes-display-inline">Many districts have reported shortages of
			 qualified principals. In most areas of the country, the problem is not a
			 shortage of certified principals, but rather a shortage of qualified principals
			 who are willing to take on the challenge of working in high-need schools and
			 underserved communities.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID99eb64595f5a4824a0a56784d682d696"><enum>(4)</enum><text display-inline="yes-display-inline">The quality of preparation that principals
			 receive influences their willingness to take on the challenge of leading
			 high-need schools. It also influences their ability to succeed and their
			 willingness to remain in their positions. Investing in principal preparation is
			 therefore critical to satisfying the demand for qualified principals in
			 high-need schools, and decreasing the turnover rate among principals in those
			 schools.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDa2394fbe9d2a4d79a65fcc71d3d7d73a"><enum>(5)</enum><text display-inline="yes-display-inline">The Stanford Educational Leadership
			 Institute recently found that principals who participated in high-quality pre-
			 and in-service leadership development programs feel significantly better
			 prepared for virtually every aspect of principal practice, are more committed
			 to staying in their jobs, spend more time on instructionally focused work, and
			 make developing and supporting their teachers a priority.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID02d26e6f4c2943fbb6f7e4ffd328d440"><enum>(6)</enum><text display-inline="yes-display-inline">Most high-need school districts lack
			 adequate strategies for identifying school staff who demonstrate the potential
			 to be effective principals, preparing them to lead high-need schools, and
			 supporting them once they commence their work as principals.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID83953da46d9849d395b904fde8357f64"><enum>(7)</enum><text display-inline="yes-display-inline">Principals need both management and
			 instructional leadership skills to be effective. Yet most principal preparation
			 programs fail to devote adequate attention and resources to training principals
			 in instructional leadership.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4186cc2159e6444097ec2efcb2bd4d5f"><enum>(8)</enum><text display-inline="yes-display-inline">Without effective principals, struggling
			 schools will have difficulty using resources provided under the Elementary and
			 Secondary Education Act of 1965 and other Federal laws to improve student
			 learning.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="ID507cd341271e45428a0275fc516fc2d7" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Program Establishment and
			 Activities</header><text display-inline="no-display-inline">Part A of title II
			 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6601 et seq.)
			 is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="idF11D0303B5264DDBB2BB50097947247B" style="OLC">
				<subpart commented="no" id="idA6D21161B44042F583E89AD827C7D170" level-type="subsequent"><enum>6</enum><header display-inline="yes-display-inline">Principal recruitment and training grant
				program</header>
					<section commented="no" display-inline="no-display-inline" id="id8D32A769ECC74F16ACFA130ECEB6B4E3" section-type="subsequent-section"><enum>2161.</enum><header display-inline="yes-display-inline">Program establishment and
				activities</header>
						<subsection commented="no" display-inline="no-display-inline" id="IDdb90f83631bb46a9a7ce24cb1365982d"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section:</text>
							<paragraph commented="no" display-inline="no-display-inline" id="id0A77741FD9F04ADAA62768E093D8238E"><enum>(1)</enum><header display-inline="yes-display-inline">Eligible entity</header><text display-inline="yes-display-inline">The term <quote>eligible entity</quote>
				means—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="ID72cee78737d44459a7e7add28fb931f4"><enum>(A)</enum><text display-inline="yes-display-inline">a local educational agency; or</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID563e7b287c6f406c9974fca30d11155d"><enum>(B)</enum><text display-inline="yes-display-inline">at least 1 of the following organizations
				that has a partnership with 1 or more local educational agencies:</text>
									<clause commented="no" display-inline="no-display-inline" id="ID629d0984793d412bb25bb3ac42d47efe"><enum>(i)</enum><text display-inline="yes-display-inline">a nonprofit organization;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDb7f8664dc66e485bb138fcf495134b0d"><enum>(ii)</enum><text display-inline="yes-display-inline">an educational service agency;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID5336afc5e94e497aae663445812da00e"><enum>(iii)</enum><text display-inline="yes-display-inline">an institution of higher education;
				or</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID34a77887a44b4c348e2d8a1085d80cb3"><enum>(iv)</enum><text display-inline="yes-display-inline">a State educational agency.</text>
									</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6a2925930e8f42abbcf8293dcced0e26"><enum>(2)</enum><header display-inline="yes-display-inline">High-need school</header><text display-inline="yes-display-inline">The term <term>high-need school</term>
				means a public school, including a public charter school, that meets 1 or more
				of the following criteria:</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="ID1bb684ac3a494b9f8a03d27f2d647174"><enum>(A)</enum><text display-inline="yes-display-inline">Not less than 40 percent of the students
				enrolled are eligible for the school lunch program established under the
				Richard B. Russell <act-name parsable-cite="NSLA">National School Lunch
				Act.</act-name></text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID9f6e2b6bdeb34d3f8a06a77a3db3b0e7"><enum>(B)</enum><text display-inline="yes-display-inline">In the case of a public high school, has a
				graduation rate of 65 percent or less.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID7a02bbfad6a04aa9951daf1d06081c98"><enum>(C)</enum><text display-inline="yes-display-inline">In the case of a public school containing
				middle grades, feeds into a public high school that has a graduation rate of 65
				percent or less.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID109d08bb267d4185b2cd217d1b30a8eb"><enum>(D)</enum><text display-inline="yes-display-inline">Is a rural school served by a local
				educational agency that is eligible within the meaning of section 6211(b)(1) or
				6221(b)(1).</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID92beb9a9a77240fd94eff0f78f8bbffc"><enum>(3)</enum><header display-inline="yes-display-inline">High school</header><text display-inline="yes-display-inline">The term <term>high school</term> means a
				secondary school in which the—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="IDae545d3c34034fafaca72a4139b84116"><enum>(A)</enum><text display-inline="yes-display-inline">entering grade of the school is not lower
				than grade 6; and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID736787f679d6461fadceeda5df52ba2f"><enum>(B)</enum><text display-inline="yes-display-inline">highest grade of the school is—</text>
									<clause commented="no" display-inline="no-display-inline" id="ID24719bc441314bb8bd1c4d73c10568dc"><enum>(i)</enum><text display-inline="yes-display-inline">grade 12; or</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDb5e7cd9630564e6e89192bfd7110467f"><enum>(ii)</enum><text display-inline="yes-display-inline">in the case of a secondary school approved
				by a State to issue a regular diploma concurrently with a postsecondary degree
				or with not more than 2 years’ worth of postsecondary academic credit, grade
				13.</text>
									</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID13243051fe0f4113acbd888aba21f9e8"><enum>(4)</enum><header display-inline="yes-display-inline">Middle grades</header><text display-inline="yes-display-inline">The term <term>middle grades</term> means
				any of grades 5 through 8.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9b817a23175845758a470c41b3499ea6"><enum>(5)</enum><header display-inline="yes-display-inline">Graduation rate</header><text display-inline="yes-display-inline">The term <term>graduation rate</term> has
				the meaning given the term in section 1111(b)(2)(C)(vi), as clarified in
				section 200.19(b)(1) of title 34, Code of Federal Regulations.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idF890C87F472B40D9A0C83E3B6EF7DCAB"><enum>(b)</enum><header display-inline="yes-display-inline">Program authorized</header>
							<paragraph commented="no" display-inline="no-display-inline" id="id3A19C2C922D04C8BA2088946F20E671D"><enum>(1)</enum><header display-inline="yes-display-inline">National principal recruitment and training
				grant program</header><text display-inline="yes-display-inline">The Secretary
				shall establish a multiyear national principal recruitment and training grant
				program to award grants to eligible entities to enable such entities to carry
				out activities described in subsection (e).</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5452D8D0DB04414C9EFB23F85123CB62"><enum>(2)</enum><header display-inline="yes-display-inline">Duration</header>
								<subparagraph commented="no" display-inline="no-display-inline" id="idC93D072B9ED940379CA8710807881576"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header>
									<clause commented="no" display-inline="no-display-inline" id="id827877CB9B8847628F01CD821E38F7EE"><enum>(i)</enum><header display-inline="yes-display-inline">5 year duration</header><text display-inline="yes-display-inline">A grant awarded under this section shall be
				5 years in duration.</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="id669F71B450354FB0B1CDB626084D43A0"><enum>(ii)</enum><header display-inline="yes-display-inline">Renewal</header><text display-inline="yes-display-inline">The Secretary may—</text>
										<subclause commented="no" display-inline="no-display-inline" id="id480B3593F3C448968017A6CAB1C27A01"><enum>(I)</enum><text display-inline="yes-display-inline">renew a grant awarded under this section
				based on performance; and</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="id48CCAC41B81D4F2AA54DF9E339E3A72F"><enum>(II)</enum><text display-inline="yes-display-inline">in renewing a grant under subclause (I),
				award the grantee increased funding to scale up or replicate the grantee's
				program.</text>
										</subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id053310C3766449DB8D74356F01136C59"><enum>(B)</enum><header display-inline="yes-display-inline">Performance</header><text display-inline="yes-display-inline">The primary consideration in determining
				performance shall be the impact of the grantee's program, as evidenced by
				improved student learning and outcomes, and improved school functioning in
				high-need schools led by principals who have received training or other support
				from a program carried out with funds from a grant awarded under this section.
				With respect to schools led for 3 or more years by such principals, the
				Secretary shall examine whether such schools are making greater gains in
				student learning and outcomes, as evidenced by multiple measures, including
				secondary school graduation rates, academic assessments, Advanced Placement and
				International Baccalaureate enrollment rates and test scores, and other
				student-level outcome data, than similar schools elsewhere. In determining
				performance, the Secretary shall consider information provided in accordance
				with subsections (f) and (i).</text>
								</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDc9d61d8148e44ab8959426a8aa2bb4eb"><enum>(c)</enum><header display-inline="yes-display-inline">Application</header><text display-inline="yes-display-inline">An eligible entity that desires a grant
				under this section shall submit to the Secretary an application at such time,
				in such manner, and accompanied by such information as the Secretary may
				require. Such application shall include—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="ID8dcac23ec7d4497ab245b1ec694b4f42"><enum>(1)</enum><text display-inline="yes-display-inline">a demonstration that the entity has
				sufficient capacity to implement the activities described in subsection (e)
				that the entity proposes to implement;</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID04153d5347264eb08920bbe26f86767c"><enum>(2)</enum><text display-inline="yes-display-inline">a demonstration that the entity has a track
				record or a clear plan for preparing principal trainees and principals to
				improve student academic achievement in high-need schools; and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDd0580d3a90a6448983011fea728e23cd"><enum>(3)</enum><text display-inline="yes-display-inline">a demonstration that the entity has a track
				record or a clear plan for providing principals trained by the entity with the
				guidance, support, and tools they need to improve student academic achievement
				in high-need schools, which may include providing principals with tangible
				resources, such as funding to ensure supports for quality teaching, and
				decisionmaking authority over areas such as personnel, budget, curriculum, or
				scheduling.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDf849c94593bb48619191db7a98f62626"><enum>(d)</enum><header display-inline="yes-display-inline">Priority</header><text display-inline="yes-display-inline">In awarding grants under this section, the
				Secretary shall give priority to eligible entities that are focused on
				high-need schools in urban or rural areas.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="ID542c2eeb4f8f40689c8a1a827283e453"><enum>(e)</enum><header display-inline="yes-display-inline">Activities</header>
							<paragraph commented="no" display-inline="no-display-inline" id="IDfaece487b8fe49ec8c79801a555470ff"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Each eligible entity that receives a grant
				under this section shall use grant funds for the following:</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="IDed120e8b855c49baaa23590e1015a8e1"><enum>(A)</enum><text display-inline="yes-display-inline">To recruit, select, train, and support
				aspiring or current principals, or both, for work in high-need schools, which
				may include identifying current principals with track records of transforming
				student learning and outcomes, and preparing such principals to lead the
				highest-need schools.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID65b48a7790454211b8de7d8ea93d6863"><enum>(B)</enum><text display-inline="yes-display-inline">To provide aspiring principals selected by
				the entity with a pre-service residency that is not less than 1 year in length,
				combined with focused coursework on instructional leadership, organizational
				management, and the use of a variety of data for purposes of instructional
				leadership and organizational management, as well as ongoing support and
				professional development for at least 2 years after the aspiring principals
				complete the residency and commence work as school leaders.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID0a90052a7d70406e9492f39acf20bde4"><enum>(C)</enum><text display-inline="yes-display-inline">To provide mentoring and professional
				development to current principals selected by the entity to strengthen the
				principals' capacity to—</text>
									<clause commented="no" display-inline="no-display-inline" id="idED958D36C890469A85F14998791817CD"><enum>(i)</enum><text display-inline="yes-display-inline">engage in effective instructional
				leadership practices; and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="id4492904631D04691A2A73517F8A28BC0"><enum>(ii)</enum><text display-inline="yes-display-inline">use a variety of data for purposes of
				instruction, supervision, evaluation, and development of teachers and
				development of highly-effective school organizations.</text>
									</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDdfd1020ae37b414c80c0622feca2b000"><enum>(2)</enum><header display-inline="yes-display-inline">Specific activities</header><text display-inline="yes-display-inline">Each eligible entity that receives a grant
				under this section shall carry out the following activities:</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="IDefe9f9a668e04c0b9045df81cc7e4bac"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="idB7E9952673C44CFA823BA9B10915585D"><enum>(i)</enum><text display-inline="yes-display-inline">Recruiting, selecting, and providing
				training and professional development to individuals who—</text>
										<subclause commented="no" display-inline="no-display-inline" id="id5C414BBB4DAF449EB2322EA6EC4E0D2D" indent="up1"><enum>(I)</enum><text display-inline="yes-display-inline">are or aspire to be principals in high-need
				schools;</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="idF2F0DFF64A474D4A8F613699A79DF8B8" indent="up1"><enum>(II)</enum><text display-inline="yes-display-inline">share the belief that every student,
				regardless of background, can achieve at high levels;</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="idD3C146E565E5455084D5A2D451B27534" indent="up1"><enum>(III)</enum><text display-inline="yes-display-inline">with respect to aspiring principals, have
				been effective teachers, school counselors, or assistant principals, have
				knowledge of effective instruction, and have demonstrated a capacity for
				leadership; and</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="id0233674E828F4ACBB3E39D14AE50D30C" indent="up1"><enum>(IV)</enum><text display-inline="yes-display-inline">sign an agreement to serve for not less
				than 4 years in a high-need school, and upon qualification for and placement in
				principalships, work to ensure that the schools they will lead improve student
				academic achievement substantially within 3 to 6 years.</text>
										</subclause></clause><clause commented="no" display-inline="no-display-inline" id="id905D1A3DD2BA44F8B49A20F9C61103E4" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">The Secretary shall establish, by
				regulation, categories of extenuating circumstances under which an individual
				who is unable to fulfill all or part of the individual's service obligation
				under clause (i)(IV) may be excused from fulfilling that portion of the service
				obligation.</text>
									</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID3d7d0bb38c2d4836b2e17a4720f86ce8"><enum>(B)</enum><text display-inline="yes-display-inline">Assessing the skills of each aspiring
				principal prior to the individual's pre-service residency to determine the
				individual's strengths and improvement needs, and using such data to assist in
				developing and refining a data-based professional development plan that guides
				the individual's year-long residency. Such assessment may occur through the
				aspiring principal selection process described in subparagraph (A).</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID1267af0abfe74188b8f493486df74850"><enum>(C)</enum><text display-inline="yes-display-inline">For selected aspiring principals, providing
				training during a year-long pre-service residency that includes coaching from
				an effective principal, hands-on instructional leadership experience, and a
				curriculum that may include topics such as—</text>
									<clause commented="no" display-inline="no-display-inline" id="ID8fd47d8162864dbaae567e170e00ea1f"><enum>(i)</enum><text display-inline="yes-display-inline">effective instructional practices;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID31daac371fb4425db5c1f63da37b05a5"><enum>(ii)</enum><text display-inline="yes-display-inline">recruiting, supporting, and retaining
				effective staff;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDf9bfdacc98984c6cb5f9f3653fc294de"><enum>(iii)</enum><text display-inline="yes-display-inline">improving instructional practices through
				the purposeful observation and evaluation of teachers, and through the
				provision of regular and direct feedback to teachers;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID78388f91f6c74e5aa2307aaabcb2fdae"><enum>(iv)</enum><text display-inline="yes-display-inline">providing teachers and staff with focused,
				sustained, and research-based professional development, including job-embedded
				professional development that supports teachers and staff in setting their own
				goals and working in collaboration with fellow teachers and staff to meet those
				goals;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDdd2c66bdcd024c59a7f1845ace530e4e"><enum>(v)</enum><text display-inline="yes-display-inline">developing distributed leadership teams,
				which may include principals, assistant principals, and effective teachers and
				staff, to implement school improvement strategies;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID05cd595dd6c84824b93b893859fb9d11"><enum>(vi)</enum><text display-inline="yes-display-inline">facilitating the development and
				implementation of a school vision and strategic plan using a variety of data
				providing evidence of student and school outcomes;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID67bf116abc8d48039d4cc953f2c2a777"><enum>(vii)</enum><text display-inline="yes-display-inline">aligning all aspects of a school culture to
				student and adult learning;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDb16e62628d4a4c839fefd2c82d88d0be"><enum>(viii)</enum><text display-inline="yes-display-inline">monitoring and improving the alignment and
				effectiveness of curriculum, instruction, and assessment, using a variety of
				data providing evidence of student and school outcomes;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDf1e7dc6c51c64746b3a44f97fa238fa1"><enum>(ix)</enum><text display-inline="yes-display-inline">addressing the needs of specific student
				populations served, such as students with disabilities, students who are
				limited English proficient, rural students, and students who have experienced
				trauma, homelessness, or placement in the child welfare system;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDb37d61f4f5934af5a8b8d2f86d4127f0"><enum>(x)</enum><text display-inline="yes-display-inline">using technology and multiple sources of
				data to improve classroom instruction;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID8d438cb18cd04e0986cb1d3b3153c185"><enum>(xi)</enum><text display-inline="yes-display-inline">ensuring the integration of high-quality
				formative and summative assessments into classroom instruction;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID7fbd4f6ad6a4473c87c8a944a8cb96cb"><enum>(xii)</enum><text display-inline="yes-display-inline">developing and managing school
				organizations, including managing budget resources and school time to support
				high-quality instruction and student academic achievement, such as by extending
				the school day and year and providing common planning time to teachers and
				staff; and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID71ff22725bc64820963ac72aa31590fa"><enum>(xiii)</enum><text display-inline="yes-display-inline">engaging community members, including
				parents, the local educational agency, and other community leaders, to leverage
				additional resources to improve student success.</text>
									</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID9d0821e83c4c4757950b7f9289b50cf9"><enum>(D)</enum><text display-inline="yes-display-inline">Providing targeted professional development
				and training on topics which may include the topics described in subparagraph
				(C), to individuals who have completed the year-long pre-service residency for
				at least 2 years after the individuals commence their work as school leaders in
				high-need schools or to participating current principals of high-need schools,
				or to both.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID0371fcd961d641c9aa5b4e2533891e56"><enum>(E)</enum><text display-inline="yes-display-inline">Developing and delivering high-quality,
				differentiated, school-level support services to meet the specific needs of
				high-need schools led by individuals described in subparagraph (D), which may
				include—</text>
									<clause commented="no" display-inline="no-display-inline" id="IDeb40d033eb4c4769b316e70c8c963f77"><enum>(i)</enum><text display-inline="yes-display-inline">support for the design of school-wide
				improvement plans based on the diagnosis of school conditions and needs
				informed by data and analysis of classroom and school practices;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID517e0ec4a7c8463e87e6e0abdc8f48b4"><enum>(ii)</enum><text display-inline="yes-display-inline">support in conducting successful
				school-wide assessments;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID2d2d99810ff340aca49ec39c153109fc"><enum>(iii)</enum><text display-inline="yes-display-inline">support in organizing and training
				distributed leadership teams; and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID28b4c374fd96417d99d50b34321709a5"><enum>(iv)</enum><text display-inline="yes-display-inline">other assistance from expert mentors or
				coaches to support—</text>
										<subclause commented="no" display-inline="no-display-inline" id="ID7945a27c2a734fb4b55eef85fe4facaa"><enum>(I)</enum><text display-inline="yes-display-inline">analysis and evaluation of school
				practices;</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="ID57efa7f9a0a94c9baf595934865bd459"><enum>(II)</enum><text display-inline="yes-display-inline">development of strong instructional and
				organizational capacity;</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="IDe6aea7412c46472387bb8de0dea367aa"><enum>(III)</enum><text display-inline="yes-display-inline">productive use of assessments and data;
				and</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="ID31eef66237e0457eb05a1a582ca765fb"><enum>(IV)</enum><text display-inline="yes-display-inline">professional development for staff.</text>
										</subclause></clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID256a1415882840929408004f0b1a7555"><enum>(f)</enum><header display-inline="yes-display-inline">Reports</header>
							<paragraph commented="no" display-inline="no-display-inline" id="id4590F5737DF343BFA531EF680C65F030"><enum>(1)</enum><header display-inline="yes-display-inline">Annual report to secretary</header><text display-inline="yes-display-inline">An eligible entity that receives a grant
				under this section shall submit an annual report to the Secretary at such time,
				in such manner, and containing such information as the Secretary may require,
				including at minimum—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="ID50f71462f29142ab921063ec7b5e5446"><enum>(A)</enum><text display-inline="yes-display-inline">data on the number and characteristics of
				individuals who have received training or other support from the grantee's
				program;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID0aec18002f3d4c59ad6a9421854f8c64"><enum>(B)</enum><text display-inline="yes-display-inline">data on the schools led by such
				individuals, including—</text>
									<clause commented="no" display-inline="no-display-inline" id="ID37f78a8607b442789c7ffd49621262a8"><enum>(i)</enum><text display-inline="yes-display-inline">characteristics of the schools and the
				students they serve, including the number and percentage of students in each of
				the subgroups listed in section 1111(b)(2)(C)(v)(II);</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="id201F56D05CDA4CAEA3D0EC4ADD8CCC85"><enum>(ii)</enum><text display-inline="yes-display-inline">student academic achievement growth and
				other evidence of student academic success, disaggregated, where possible, by
				the subgroups listed in section 1111(b)(2)(C)(v);</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDe0f7e1bc1c8a465699d4a8484ceb14d5"><enum>(iii)</enum><text display-inline="yes-display-inline">student attendance;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDeb2c8d6b8a104f8eb3eefa09ca50bf52"><enum>(iv)</enum><text display-inline="yes-display-inline">student secondary school graduation and
				college-going rates, if applicable;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDe88a4c1df1474bf29a5b272281226ba7"><enum>(v)</enum><text display-inline="yes-display-inline">Advanced Placement and International
				Baccalaureate enrollment rates and test scores, if applicable; and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID5ff7c30a28d04c4c83479748a85dd8d4"><enum>(vi)</enum><text display-inline="yes-display-inline">recruitment, development, and retention of
				teachers who are deemed to be effective based on multiple measures;</text>
									</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB0E268E763F34A0382AAFC239C8DDC53"><enum>(C)</enum><text display-inline="yes-display-inline">evidence that high-need schools led by
				individuals described in subparagraph (A) have improved in areas in which those
				individuals received training or other support from the grantee's program;
				and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID5ce69ae60f504a0494f5e3cb14724099"><enum>(D)</enum><text display-inline="yes-display-inline">data on the policies, systems, and
				processes developed by the eligible entity for—</text>
									<clause commented="no" display-inline="no-display-inline" id="idE43AB26A79844042958D62C39B504395"><enum>(i)</enum><text display-inline="yes-display-inline">identifying and recruiting aspiring or
				current principals, or both;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="id86DF9ACB2DC74A9D802A25DFE13558C1"><enum>(ii)</enum><text display-inline="yes-display-inline">identifying schools with the highest need
				for effective school leaders; and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="id82FBAD1D689F4194A851B12ECCBECD90"><enum>(iii)</enum><text display-inline="yes-display-inline">providing aspiring or current principals,
				or both, with training, support, and tools to improve student learning and
				outcomes at high-need schools.</text>
									</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD7BDE4E2C110498FBE03B4C2CC075679"><enum>(2)</enum><header display-inline="yes-display-inline">Disaggregation of data</header><text display-inline="yes-display-inline">In providing the information pursuant to
				paragraph (1), each grantee that serves both aspiring and current principals
				shall disaggregate the information relating to principals who were trained to
				lead high-need schools by the grantee's program before they commenced their
				work as principals and principals who were in principal positions before they
				received training or other support from the grantee's program.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID95bd5b60c1434528a03127ed2023feb3"><enum>(3)</enum><header display-inline="yes-display-inline">Permissible</header><text display-inline="yes-display-inline">An eligible entity that receives a grant
				under this section may include in the annual report under paragraph (1) other
				evidence of progress in schools led by principals trained by the entity.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID3803d1f57efb41408ec05d08584d5c05"><enum>(g)</enum><header display-inline="yes-display-inline">Matching requirement</header>
							<paragraph commented="no" display-inline="no-display-inline" id="idCAB826B1585A41738AFB867F7C727971"><enum>(1)</enum><header display-inline="yes-display-inline">Matching requirement</header>
								<subparagraph commented="no" display-inline="no-display-inline" id="id4827B3B0CBA24D728C5552401C389758"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">An eligible entity that receives a grant
				under this section shall contribute to the activities assisted under such grant
				matching funds in an amount equal to not less than 20 percent of the amount of
				the grant from non-Federal sources.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id89858B55E1704E26B81EB432E789B6F8"><enum>(B)</enum><header display-inline="yes-display-inline">Matching
				funds</header><text display-inline="yes-display-inline">The matching funds
				requirement under subparagraph (A) may be met by—</text>
									<clause commented="no" display-inline="no-display-inline" id="id677EBE8D90E44E16B4468FF1AA302C6E"><enum>(i)</enum><text display-inline="yes-display-inline">contributions that are—</text>
										<subclause commented="no" display-inline="no-display-inline" id="id490802F587FA4DDB9B4E1777089681EF"><enum>(I)</enum><text display-inline="yes-display-inline">in cash or in kind, fairly evaluated;
				and</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="id5C922ACF84D543359D62FB955A93990C"><enum>(II)</enum><text display-inline="yes-display-inline">from any private source, State educational
				agency, or local educational agency-determined allocation of public funding;
				and</text>
										</subclause></clause><clause commented="no" display-inline="no-display-inline" id="id009F997F91F34568B1214539F1847D36"><enum>(ii)</enum><text display-inline="yes-display-inline">payments of a salary or stipend to an
				aspiring principal during the aspiring principal’s residency year.</text>
									</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id976053A2910042C0AB0435C7394780F0"><enum>(C)</enum><header display-inline="yes-display-inline">Indirect Cost</header><text display-inline="yes-display-inline">An eligible entity that anticipates using
				matching funds for a programmatic cost that is not directly tied to the
				application's proposed project shall include in the entity's application a
				request to the Secretary to do so, along with a statement of the basis for the
				request.</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDbe1abcd17b6a4aec96e95f22e8f6e063"><enum>(2)</enum><header display-inline="yes-display-inline">Waiver</header><text display-inline="yes-display-inline">The Secretary may waive or reduce the
				matching requirement under paragraph (1) if the eligible entity demonstrates a
				need for such waiver or reduction due to financial hardship.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID04e3a51c95cd4e3489ca0661d54f0861"><enum>(h)</enum><header display-inline="yes-display-inline">Supplement, not supplant</header><text display-inline="yes-display-inline">Grant funds provided under this section
				shall be used to supplement, and not supplant, any other Federal or State funds
				otherwise available to carry out the activities described in this
				section.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="idC79C914ACB964AA4BA542750D8D62352"><enum>(i)</enum><header display-inline="yes-display-inline">Research, evaluation, and
				dissemination</header>
							<paragraph commented="no" display-inline="no-display-inline" id="id38D6360064D244188478C80C26B96EFC"><enum>(1)</enum><header display-inline="yes-display-inline">Available funds</header><text display-inline="yes-display-inline">Of the amounts appropriated to carry out
				this section for a fiscal year, the Secretary may use not more than 5 percent
				to carry out this subsection.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6F5A6BCD5A824D65A3905490F1284FBA"><enum>(2)</enum><header display-inline="yes-display-inline">In general</header>
								<subparagraph commented="no" display-inline="no-display-inline" id="IDf749c28479cb44f2bd178b11248ba7f2"><enum>(A)</enum><header display-inline="yes-display-inline">Research, evaluation, and dissemination
				program</header><text display-inline="yes-display-inline">The Secretary shall
				award a grant to 1 or more research groups for the development of a
				high-quality evaluation and information clearinghouse system to facilitate a
				sharing of best practices and inform—</text>
									<clause commented="no" display-inline="no-display-inline" id="ID1aa52ada08204223a6721d58bd073b4b"><enum>(i)</enum><text display-inline="yes-display-inline">the recruitment, selection, training, and
				ongoing development of principals for high-need schools;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID36d06c906a5b4dce8f419940f8e9ae60"><enum>(ii)</enum><text display-inline="yes-display-inline">the development of standards and
				definitions of principal effectiveness; and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID5373cb480a8442cd971c8708b006709f"><enum>(iii)</enum><text display-inline="yes-display-inline">the development of system-wide supports and
				policies critical to fostering the school and principal-level actions known to
				most often differentiate the most dramatically improved schools from
				others.</text>
									</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID878ca97a1b9947fa9f13ca1f1d3e72c8"><enum>(B)</enum><header display-inline="yes-display-inline">Specific activities</header><text display-inline="yes-display-inline">The evaluation and information
				clearinghouse system described in subparagraph (A) shall accomplish the
				following:</text>
									<clause commented="no" display-inline="no-display-inline" id="IDd1df6c36ff1b4e37879334070c343300"><enum>(i)</enum><header display-inline="yes-display-inline">Assessment of program</header>
										<subclause commented="no" display-inline="no-display-inline" id="idEB61CE3AC7944661811A19714207F596"><enum>(I)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Assess the impact of each grantee's
				program, using evidence of program outcomes, including—</text>
											<item commented="no" display-inline="no-display-inline" id="IDbfa273544d2441d8b688bc7d789eb1a0"><enum>(aa)</enum><text display-inline="yes-display-inline">the movement of principals who received
				training or other support through a grant awarded under this section into
				principal positions in high-need schools;</text>
											</item><item commented="no" display-inline="no-display-inline" id="ID43b9e3b9008d49b4a3c28c96a726ff3a"><enum>(bb)</enum><text display-inline="yes-display-inline">the retention of such individuals in those
				positions; and</text>
											</item><item commented="no" display-inline="no-display-inline" id="ID14cc900acffa4b158effd2267bd460d6"><enum>(cc)</enum><text display-inline="yes-display-inline">evidence that principals who have received
				training or other support through a grant awarded under this section are
				prepared to lead high-need schools, and are effective in improving and leading
				such schools.</text>
											</item></subclause><subclause commented="no" display-inline="no-display-inline" id="id5245C5CD404349BDAE26888D5CBA1DCB"><enum>(II)</enum><header display-inline="yes-display-inline">Examination</header><text display-inline="yes-display-inline">The assessment described in subclause (I)
				shall—</text>
											<item commented="no" display-inline="no-display-inline" id="idA2498144D68B42D09792BB8AD83B8324"><enum>(aa)</enum><text display-inline="yes-display-inline">examine school improvement and success
				based on multiple indicators, including student academic achievement, student
				attendance, and graduation and college-going rates;</text>
											</item><item commented="no" display-inline="no-display-inline" id="id4C5948B993CF4EAB810B95530067560D"><enum>(bb)</enum><text display-inline="yes-display-inline">include an analysis of gains which, where
				possible, should include a value-added analysis of gains on the indicators
				described in item (aa) as compared to gains on such indicators in similar
				schools;</text>
											</item><item commented="no" display-inline="no-display-inline" id="id94E75A6D9F8B41FEB0FBD6D3A10C1457"><enum>(cc)</enum><text display-inline="yes-display-inline">include, where possible, an examination of
				the recruitment, development, and retention of teachers who are determined to
				be effective based on multiple measures in high-need schools led by principals
				who have received training or other support through a grant awarded under this
				section; and</text>
											</item><item commented="no" display-inline="no-display-inline" id="IDa60dffd31e5147889d9ca65df35dc75f"><enum>(dd)</enum><text display-inline="yes-display-inline">include an examination of the changed
				policies and practices instituted by such principals at the principals'
				schools, and the relationship between such policies and practices to indicators
				of improved student learning and outcomes at such schools.</text>
											</item></subclause></clause><clause commented="no" display-inline="no-display-inline" id="IDf1f35784914e4e8b8d2c49e42d798c6a"><enum>(ii)</enum><header display-inline="yes-display-inline">Factors that foster or hinder the success
				of programs</header><text display-inline="yes-display-inline">Identify factors
				that foster or hinder the successful implementation of each grantee’s
				program.</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID1a0c82bcaca648f4863446660e478c68"><enum>(iii)</enum><header display-inline="yes-display-inline">School-level support</header><text display-inline="yes-display-inline">Evaluate the school-level support provided
				through each grantee’s program.</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDd799a1b6b1d04720b6e42605752a0b54"><enum>(iv)</enum><header display-inline="yes-display-inline">Alignment of internal and external
				factors</header><text display-inline="yes-display-inline">Identify the internal
				and external factors, including principal characteristics and skills, as well
				as principal accountability, supports, and decisionmaking authority, that need
				to be aligned in order to improve student learning and school success.</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDdc18bde9a8394cddae6f8a7d937621fc"><enum>(v)</enum><header display-inline="yes-display-inline">Principal and program attributes and
				actions associated with dramatic school improvement</header><text display-inline="yes-display-inline">Identify the attributes and actions of
				principals and training programs that appear to be associated with dramatic
				school improvement.</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID8aaa8121f7ff4780a1994654dc3795e7"><enum>(vi)</enum><header display-inline="yes-display-inline">Principal and program attributes and
				actions associated with minimal school improvement</header><text display-inline="yes-display-inline">Identify
				the attributes and actions of principals and training programs that appear to
				be associated with minimal or no school improvement.</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDacd85874b49f451b9bc6f51d55ac4f74"><enum>(vii)</enum><header display-inline="yes-display-inline">Feedback to grantees</header><text display-inline="yes-display-inline">Utilize the data described in clauses (i)
				through (vi) to provide information to each grantee that the grantee can use to
				drive program improvement.</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDd69b88cf0ec44800a393eca47b7f9957"><enum>(viii)</enum><header display-inline="yes-display-inline">Generate and disseminate
				information</header><text display-inline="yes-display-inline">Generate and
				disseminate information to the field about what types of principal recruitment,
				selection, training, tools, supports, attributes, and actions are associated
				with—</text>
										<subclause commented="no" display-inline="no-display-inline" id="id66F554668E6E4C2890F2E5292E5090A2"><enum>(I)</enum><text display-inline="yes-display-inline">substantial school improvement and student
				academic achievement growth at the elementary school, middle school, and high
				school levels; and</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="id7566FE15D20545D28B6DCEE21762E614"><enum>(II)</enum><text display-inline="yes-display-inline">minimal or no school improvement and
				student academic achievement growth at the elementary school, middle school,
				and high school levels.</text>
										</subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id35D5ADF695B24DCC805573A63D1FDA12"><enum>(C)</enum><header display-inline="yes-display-inline">Reporting schedule</header><text display-inline="yes-display-inline">The Secretary shall work with each research
				group awarded a grant under this paragraph to develop a reporting schedule for
				a research, evaluation, and dissemination plan that is approved by the
				Secretary.</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDc19fdc7a04444704a7036adea3bb8210"><enum>(3)</enum><header display-inline="yes-display-inline">Report to congress</header><text display-inline="yes-display-inline">The Secretary shall submit an annual report
				to the Committee on Health, Education, Labor, and Pensions of the Senate, the
				Committee on Appropriations of the Senate, the Committee on Education and Labor
				of the House of Representatives, and the Committee on Appropriations of the
				House of Representatives on the lessons learned through programs funded with
				grants awarded under this section.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID502c01462ae249a482fa74251094c3d1"><enum>(j)</enum><header display-inline="yes-display-inline">Authorization of
				Appropriations</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated to carry out this section such sums as may be
				necessary for fiscal year 2011 and each of the succeeding 9 fiscal
				years.</text>
