		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Federal Supply Schedules Usage Act of
			 2009</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="IDfa67ca30adc04324966ebffb12c90ca1" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Authority of the American Red Cross to use
			 Federal Supply Schedules for certain goods and services</header><text display-inline="no-display-inline">Section 502 of title 40, United States Code,
			 is amended by adding at the end the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="id47B79130CDB0488C84BF96BB4AED89D1" style="OLC">
				<subsection commented="no" display-inline="no-display-inline" id="ID18b9807c32634a4889c59440624cbe09"><enum>(e)</enum><header display-inline="yes-display-inline">Use of Supply Schedules by the Red
				Cross</header>
					<paragraph commented="no" display-inline="no-display-inline" id="IDfeddd4971d1e4159b43a2bcbc7dc2b2b"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administrator may provide for the use
				by the American National Red Cross of Federal supply schedules. Purchases under
				this authority shall be used in furtherance of the purposes of the American
				National Red Cross set forth in section 300102 of title 36, United States
				Code.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDb1bee22574264f1d97ce6910454d38ab"><enum>(2)</enum><header display-inline="yes-display-inline">Limitation</header><text display-inline="yes-display-inline">The authority under this subsection may not
				be used to purchase supplies for
				resale.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="id0B2EF64014334418BDBD11A2EFB252EA" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Duty of users regarding use of Federal
			 supply schedules</header><text display-inline="no-display-inline">Section 502
			 of title 40, United States Code, as amended by section 2, is further amended by
			 adding at the end the following new subsection:</text>

				<subsection commented="no" display-inline="no-display-inline" id="id07A0FED747FD455E9A6C4D1B07055A3E"><enum>(f)</enum><header display-inline="yes-display-inline">Duty of users regarding use of supply
				schedules</header><text display-inline="yes-display-inline">All users of
				Federal supply schedules, including non-Federal users, shall use the schedules
				in accordance with the ordering guidance provided by the Administrator of
				General
				Services.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="IDb0c634453d08415292e560ad43c3d587" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Authority of State and local governments to
			 use supply schedules for certain goods and services</header><text display-inline="no-display-inline">Subsection (d)(1) of section 502 of title
			 40, United States Code, is amended by inserting <quote>, to facilitate disaster
			 preparedness or response,</quote> after <quote>Robert T. Stafford Disaster
			 Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.)</quote>.</text>
