		<official-title>To require a study and report on the feasibility and
		  potential of establishing a deep water sea port in the Arctic to protect and
		  advance strategic United States interests within the evolving and ever more
		  important region. </official-title>

		<section id="id0054BFC83A16416C8187E8077DBB9E84" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Arctic Deep Water Sea Port Act of
			 2009</short-title></quote>.</text>
		</section><section id="idACA4C0138D8241DAAD23720A6FF61CE3"><enum>2.</enum><header>Report on
			 establishment of Arctic deep water port</header>
			<subsection id="idB4160081C4E64619A7D88142908BE005"><enum>(a)</enum><header>Study</header>
				<paragraph id="id9374D9A7BAAC4FC7A0411C639F56818A"><enum>(1)</enum><header>In
			 general</header><text>The Secretary of Defense, in consultation with the
			 Secretary of Homeland Security, shall conduct a study on the feasibility and
			 potential of establishing a deep water sea port in the Arctic to protect and
			 advance strategic United States interests within the evolving and ever more
			 important Arctic region.</text>
				</paragraph><paragraph id="id92C6FEE81C854645923A375622F6FCA1"><enum>(2)</enum><header>Scope</header><text>The
			 study required under paragraph (1) shall address the following issues:</text>
					<subparagraph id="ID0f10109698f0419698dd3a4c994dba12"><enum>(A)</enum><text>The capability
			 that such a port would provide.</text>
					</subparagraph><subparagraph id="ID66cbb6c5892a43f49905a5f4dc6964c2"><enum>(B)</enum><text>Potential and
			 optimum locations for such a port.</text>
					</subparagraph><subparagraph id="IDd19b5c13dbc34ebab19e7b01b9feb82d"><enum>(C)</enum><text>Resources needed
			 to establish such a port.</text>
					</subparagraph><subparagraph id="ID29334feed183433ea320cb83870912a3"><enum>(D)</enum><text>The time frame
			 needed to establish such a port.</text>
					</subparagraph><subparagraph id="ID55f0eb9fdd6e47c39e836e3530b1afde"><enum>(E)</enum><text>The
			 infrastructure required to support such a port, including Command, Control,
			 Communications, Computers, Intelligence, Surveillance and Reconnaissance
			 (C4ISR) facilities, health care facilities, barracks and housing, airfield and
			 pier support, and operations facilities.</text>
					</subparagraph><subparagraph id="id6865715480BA4ADBA066483AF8104BB7"><enum>(F)</enum><text>Any other issues
			 the Secretary determines necessary to complete the study.</text>
					</subparagraph></paragraph></subsection><subsection id="id8A51BDA2441A42EFA1910EB4B8BCFEEF"><enum>(b)</enum><header>Report</header><text>Not
			 later than two years after the date of the enactment of this Act, the Secretary
			 of Defense shall submit to the Committees on Armed Services and Appropriations
			 of the Senate and the House of Representatives a report on the findings of the
			 study conducted under subsection (a).</text>
