				<paragraph commented="no" display-inline="no-display-inline" id="HA07F7FE10546453394EF64F16F009110"><enum>(1)</enum><text display-inline="yes-display-inline">according to the Energy Information
			 Administration, the transportation sector accounts for approximately 28 percent
			 of the United States primary energy demand and greenhouse gas emissions, and 24
			 percent of global oil demand;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7BBC7F32691C446A955BBBF883148A52"><enum>(2)</enum><text display-inline="yes-display-inline">the United States transportation sector is
			 over 95 percent dependent on petroleum, and over 60 percent of petroleum demand
			 is met by imported supplies;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE007CA266CD54DF88E0C39E03FABEC83"><enum>(3)</enum><text display-inline="yes-display-inline">United States heavy truck fuel consumption
			 will increase 23 percent by 2030, while overall transportation energy use will
			 decline by 1 percent;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HEE10AEF790D94671803968F4E93CBB01"><enum>(4)</enum><text display-inline="yes-display-inline">the domestic automotive and commercial
			 vehicle manufacturing sectors have increasingly limited resources for research,
			 development, and engineering of advanced technologies;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H719A793E4358410BBA909D206E0F4F0C"><enum>(5)</enum><text display-inline="yes-display-inline">domestic vehicle, engine, and component
			 manufacturers are playing a more important role in vehicle technology
			 development, and should be better integrated into Federal research
			 efforts;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6CC50767F51B4F6D87CAE8B950E66710"><enum>(6)</enum><text display-inline="yes-display-inline">priorities for vehicle technologies
			 research of the Department of Energy have shifted drastically in recent years
			 among diesel hybrids, hydrogen fuel cell vehicles, and plug-in electric
			 hybrids, with little continuity among the vehicle technologies;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H750AB8C5413F412B808D92ABD635BAC0"><enum>(7)</enum><text display-inline="yes-display-inline">the integration of vehicle, communication,
			 and infrastructure technologies has great potential for efficiency gains
			 through better management of the total transportation system; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4BC3A96796FA4914B57AAB282C006BA3"><enum>(8)</enum><text display-inline="yes-display-inline">the Federal Government should balance the
			 role of the Federal Government in researching longer-term exploratory concepts
			 and developing nearer-term transformational technologies for domestic-made
			 vehicles.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HEBCCBC2454694AAFB599CDDF68CD6B2E"><enum>(b)</enum><header display-inline="yes-display-inline">Purposes</header><text display-inline="yes-display-inline">The purposes of this Act are—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H351A040C00AB42FEA85C5CA88C137978"><enum>(1)</enum><text display-inline="yes-display-inline">to develop and promote the deployment of
			 technologies and practices that—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="HEE69A4FC7C0C4E7EA84CD2857A42AEDF"><enum>(A)</enum><text display-inline="yes-display-inline">improve the fuel efficiency and emissions
			 of all vehicles produced in the United States; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HF6589847DA094168996344BDA3F78BBB"><enum>(B)</enum><text display-inline="yes-display-inline">reduce vehicle reliance on petroleum-based
			 fuels;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2ABD059A731C4D6BB3BE8B8291979A33"><enum>(2)</enum><text display-inline="yes-display-inline">to support domestic research, development,
			 demonstration, deployment, engineering, and commercial application and domestic
			 manufacturing of advanced vehicles, engines, and components;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD86F9AFD714F4A2894AE639D0469A8A6"><enum>(3)</enum><text display-inline="yes-display-inline">to enable vehicles to move larger volumes
			 of goods and more passengers with less energy and emissions;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H742F0D29C8E949B480B17D730DE07AE5"><enum>(4)</enum><text display-inline="yes-display-inline">to develop cost-effective advanced
			 technologies for wide-scale utilization throughout the passenger, commercial,
			 government, and transit vehicle sectors;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD89DC6E0812C454989808799B6A41CC4"><enum>(5)</enum><text display-inline="yes-display-inline">to allow for greater consumer choice of
			 domestic-made vehicle technologies and fuels;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H78347E785AEC44CFAEC5BDCEA0F39CD4"><enum>(6)</enum><text display-inline="yes-display-inline">to shorten technology development and
			 integration cycles in the domestic vehicle industry;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB6C9A0CCD00B4F3E9A4CF7AA5BB484E4"><enum>(7)</enum><text display-inline="yes-display-inline">to ensure a proper balance and diversity of
			 Federal investment in domestic-made vehicle technologies;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDfd3e723082644013935ac22dae0ddf8c"><enum>(8)</enum><text display-inline="yes-display-inline">to promote the integration of intelligent
			 vehicle technologies with infrastructure-based information and communications

			 Department of Energy.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H73D7F4F398FE4F14A04AD550F146555C"><enum>(2)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the
			 Secretary of Energy.</text>

				<subsection commented="no" display-inline="no-display-inline" id="H98D220DAB9B049539B6D2D2A8DA046F8"><enum>(a)</enum><header display-inline="yes-display-inline">Activities</header><text display-inline="yes-display-inline">The Secretary shall conduct a program of
			 basic and applied research, development, engineering, demonstration, and
			 commercial application activities on materials, technologies, and processes
			 with the potential to substantially reduce or eliminate petroleum use by, and
			 emissions from, passenger and commercial vehicles of the United States,
			 including activities in the areas of—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="HC9A480C7695644DEA090589879294382"><enum>(1)</enum><text display-inline="yes-display-inline">hybridization or full electrification of
			 vehicle systems;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7F796C4470314D558BF3A3B91E010AC9"><enum>(2)</enum><text display-inline="yes-display-inline">batteries and other energy storage
			 devices;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H311D19288CEF4A758E8AA5EF89FEC83B"><enum>(3)</enum><text display-inline="yes-display-inline">power electronics;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAB5453E3932D49A983742428EE26631E"><enum>(4)</enum><text display-inline="yes-display-inline">vehicle, component, and subsystem
			 manufacturing technologies and processes;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0D0F95FDE0C348148A89203AFD08B4D2"><enum>(5)</enum><text display-inline="yes-display-inline">engine efficiency and combustion
			 optimization;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3779814167FA421DABD95633C19B77E4"><enum>(6)</enum><text display-inline="yes-display-inline">waste heat recovery;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H833AA2995E634B3E9833EF3789795C0B"><enum>(7)</enum><text display-inline="yes-display-inline">transmission and drivetrains;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H40286A40C33342C1B76E2CF673A04A71"><enum>(8)</enum><text display-inline="yes-display-inline">hydrogen vehicle technologies, including
			 fuel cells and internal combustion engines, and hydrogen infrastructure;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF3DD001DFBE94408ADD5024349851341"><enum>(9)</enum><text display-inline="yes-display-inline">aerodynamics, rolling resistance, and
			 accessory power loads of vehicles and associated equipment;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4D6A167DA0D74928B62FB36A6CB45EF6"><enum>(10)</enum><text display-inline="yes-display-inline">vehicle weight reduction, including
			 lightweight materials;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H683CE541A5574B34BA612C34F9830D5D"><enum>(11)</enum><text display-inline="yes-display-inline">friction and wear reduction;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H34230F91201340F598BED0F820C46BF2"><enum>(12)</enum><text display-inline="yes-display-inline">engine and component durability;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H87387A8F11764B759BA12A92A6F48367"><enum>(13)</enum><text display-inline="yes-display-inline">innovative propulsion systems;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA418EFAABDB548F89B1CBFFD0F9F31D2"><enum>(14)</enum><text display-inline="yes-display-inline">advanced boosting systems;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF5EB5C95C5964215A5F850BD4CB990E1"><enum>(15)</enum><text display-inline="yes-display-inline">hydraulic hybrid technologies;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE130CB8378F44EBC958DDEDE15E6E57D"><enum>(16)</enum><text display-inline="yes-display-inline">engine compatibility with and optimization
			 for a variety of transportation fuels, including liquid and gaseous
			 fuels;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2D1C6942A863460CA6D4D4DC7BB04442"><enum>(17)</enum><text display-inline="yes-display-inline">predictive engineering, modeling, and
			 simulation of vehicle and transportation systems;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1AB678A0AF2547399257AC3FA366D0DB"><enum>(18)</enum><text display-inline="yes-display-inline">refueling and charging infrastructure for
			 alternative fueled and electric or plug-in electric hybrid vehicles, including
			 the unique challenges facing rural areas;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2686CA2D198C4C7F926F22B2DD488FBD"><enum>(19)</enum><text display-inline="yes-display-inline">gaseous fuels storage system integration
			 and optimization;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5EE7FEA887BA41A6B250738DDEA63984"><enum>(20)</enum><text display-inline="yes-display-inline">sensing, communications, and actuation
			 technologies for vehicle, electrical grid, and infrastructure;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HBEFAF8D4934E466DAD566AE1CBD1265F"><enum>(21)</enum><text display-inline="yes-display-inline">efficient use and recycling of rare earth
			 materials and reduction of precious metals and other high-cost materials in
			 vehicles;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3BB896A1BA3C4C5F8537A44040921DE5"><enum>(22)</enum><text display-inline="yes-display-inline">aftertreatment technologies;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA05AAB32DD734E008D6E4FC319A7488B"><enum>(23)</enum><text display-inline="yes-display-inline">thermal management of battery
			 systems;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC7E49F42BB1D4EDF9946D0275AA1F372"><enum>(24)</enum><text display-inline="yes-display-inline">retrofitting advanced vehicle technologies
			 to existing vehicles;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HEA0B7C7987644D9AA1C30C6C5C041833"><enum>(25)</enum><text display-inline="yes-display-inline">development of common standards,
			 specifications, and architectures for both transportation and stationary
			 battery applications;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1b818fd8dd1141cb8e1decfdb0dc5103"><enum>(26)</enum><text display-inline="yes-display-inline">development of innovative materials,
			 including constructive, connective, and reinforcing vehicle components;
			 and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H71D75DB192754BCD83D44C0781D50E16"><enum>(27)</enum><text display-inline="yes-display-inline">other research areas, as determined by the
			 Secretary.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HA224E463BB51482C85A33CC1A06BB655"><enum>(b)</enum><header display-inline="yes-display-inline">Transformational technology</header><text display-inline="yes-display-inline">The Secretary, in coordination with the
			 Secretary of Transportation (if appropriate), shall ensure that the Department
			 continues to support domestic research, development, engineering,
			 demonstration, and commercial application activities and maintains competency
			 in mid- to long-term transformational vehicle technologies with the potential
			 to achieve deep reductions in petroleum use and emissions, including activities
			 in the areas of—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="H1E2F5F1C6AB34B7199E13ACE3862FC0A"><enum>(1)</enum><text display-inline="yes-display-inline">hydrogen vehicle technologies, including
			 fuel cells, internal combustion engines, hydrogen storage, infrastructure, and
			 activities in hydrogen technology validation and safety codes and
			 standards;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8D2602A3383544A38A73041C7E25E8BF"><enum>(2)</enum><text display-inline="yes-display-inline">multiple battery chemistries and novel
			 energy storage devices, including nonchemical batteries and electromechanical
			 storage technologies such as hydraulics, flywheels, bipolar design, and
			 compressed air storage;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3F8B08D68F554B50B9F80D1B076AD2BB"><enum>(3)</enum><text display-inline="yes-display-inline">communication and connectivity among
			 vehicles, infrastructure, and the electrical grid;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8BAAD0BBC41B47EAB468C2AFBDCDB192"><enum>(4)</enum><text display-inline="yes-display-inline">lightweight vehicles and materials;
			 and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAC51F4327A8749FE891DA6921512E43F"><enum>(5)</enum><text display-inline="yes-display-inline">other innovative technologies research and
			 development, as determined by the Secretary.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H05EBF7B070074644BA955DB69CA9B3B5"><enum>(c)</enum><header display-inline="yes-display-inline">Industry participation</header>
					<paragraph commented="no" display-inline="no-display-inline" id="id18F3BD3AA63942698F65F03D623B7BB2"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">To the maximum extent practicable,
			 activities under this Act shall be carried out in partnership or collaboration
			 with—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="idD076963E29224DEC87869A699C49D39E"><enum>(A)</enum><text display-inline="yes-display-inline">automotive manufacturers;</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA28377AB599D405199561C1E3ED104E9"><enum>(K)</enum><text display-inline="yes-display-inline">independent research laboratories.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id855070AE60CB42368D4A510E9447754C"><enum>(2)</enum><header display-inline="yes-display-inline">Administration</header><text display-inline="yes-display-inline">In carrying out this Act, the Secretary
			 shall—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="H8AFEABB69DB04C71A2DE66530F51EC86"><enum>(A)</enum><text display-inline="yes-display-inline">determine whether a wide range of companies
			 that manufacture or assemble vehicles or components in the United States are
			 represented in ongoing public private partnership activities, including firms
			 that have not traditionally participated in federally sponsored research and
			 development activities, and if practicable, partner with such firms that
			 conduct a substantial portion of relevant research and development activities
			 in the United States;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H289FC73F68794214BEB7A0157981E2F3"><enum>(B)</enum><text display-inline="yes-display-inline">leverage the capabilities and resources of,
			 and formalize partnerships with, industry-led stakeholder organizations,
			 nonprofit organizations, industry consortia, and trade associations with
			 expertise in the research and development of, and education and outreach
			 activities in, advanced automotive and commercial vehicle technologies;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H1A1CC8E9D43043EC9F78859570F2EEAD"><enum>(C)</enum><text display-inline="yes-display-inline">develop more efficient processes for
			 transferring research findings and technologies to industry;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HA73A4E1509D84CDE824877C256BEFC9A"><enum>(D)</enum><text display-inline="yes-display-inline">give consideration to conversion of
			 existing or former vehicle technology development or manufacturing facilities
			 for the purposes of this Act, and support public-private partnerships dedicated
			 to overcoming barriers in commercial application of transformational vehicle
			 technologies that use such industry-led facilities;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HB2CCB3570C7E4FD2ADDD040872BF83F1"><enum>(E)</enum><text display-inline="yes-display-inline">promote efforts to ensure that technologies
			 developed under this Act are produced in the United States; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idF9D0882BEB91406A990C97E4E62A1EF2"><enum>(F)</enum><text display-inline="yes-display-inline">establish public-private partnerships
			 dedicated to overcoming barriers to the commercial application of
			 transformational vehicle technologies, using existing industry-led domestic
			 technology development facilities of entities with demonstrated expertise in
			 successfully designing and engineering precommercial generations of such
			 transformational technology.</text>
						</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HC602D79E88394B6CAF719672F657A7E3"><enum>(d)</enum><header display-inline="yes-display-inline">Interagency and intraagency
			 coordination</header><text display-inline="yes-display-inline">To the maximum
			 extent practicable, the Secretary shall coordinate research, development,
			 engineering, demonstration, and commercial application activities among—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="H26E24D32E74447729E0057933AF7A755"><enum>(1)</enum><text display-inline="yes-display-inline">relevant programs within the Department,
			 including—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="H2544C0EF285147C5B9488BF957F94C44"><enum>(A)</enum><text display-inline="yes-display-inline">the Office of Energy Efficiency and
			 Renewable Energy;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE6F08B1E33E14E959F27D9C21FD49A4B"><enum>(B)</enum><text display-inline="yes-display-inline">the Office of Science;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H41B2F2B8848E44E592718B1E0FD9388E"><enum>(C)</enum><text display-inline="yes-display-inline">the Office of Electricity Delivery and
			 Energy Reliability;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H16E4A7FF20B64028B5DCA17824AD0526"><enum>(D)</enum><text display-inline="yes-display-inline">the Office of Fossil Energy;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9E62A6FF329140448E2B45A83EA5EAF4"><enum>(E)</enum><text display-inline="yes-display-inline">the Advanced Research Projects
			 Agency—Energy; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HBC33D77090DF4E5987DC87565B9E039B"><enum>(F)</enum><text display-inline="yes-display-inline">other offices, as determined by the
			 Secretary; and</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD75C95A1FAC443AFB43E68FAC7CED656"><enum>(2)</enum><text display-inline="yes-display-inline">relevant technology research and
			 development programs within the Department of Transportation and other Federal
			 agencies, as determined by the Secretary.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HE588D2A246014C6C9580CD66E4FB2AB4"><enum>(e)</enum><header display-inline="yes-display-inline">Coordination and
			 nonduplication</header><text display-inline="yes-display-inline">In
			 coordinating activities, the Secretary shall ensure, to the maximum extent
			 practicable, that activities do not duplicate activities of other programs
			 within the Department or other relevant research agencies.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="H7462CC7106AC496D87140DC6FEC52E39"><enum>(f)</enum><header display-inline="yes-display-inline">Federal demonstration of
			 technologies</header><text display-inline="yes-display-inline">The Secretary
			 shall make information available to procurement programs of Federal agencies
			 regarding the potential to demonstrate technologies resulting from activities
			 funded through programs under this Act.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="H2B1949A97C4646A6A1A3A9DD13DB9612"><enum>(g)</enum><header display-inline="yes-display-inline">Intergovernmental
			 coordination</header><text display-inline="yes-display-inline">The Secretary
			 shall seek opportunities to leverage resources and support initiatives of State
			 and local governments in developing and promoting advanced vehicle
			 technologies, manufacturing, and infrastructure.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="HE22C226700D54F37951A00605D65D35F" section-type="subsequent-section"><enum>102.</enum><header display-inline="yes-display-inline">Sensing and communications
			 technologies</header>
				<subsection commented="no" display-inline="no-display-inline" id="id3A6889BF9B9549F88BF2B68A2DAB744B"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary, in coordination with the
			 Secretary of Transportation and relevant research programs of other Federal
			 agencies, shall conduct research, development, engineering, and demonstration
			 activities on connectivity of domestic vehicle and transportation systems,
			 including on sensing, computation, communication, actuation, and information
			 technologies that allow for reduced fuel use, optimized traffic flow, improved
			 freight logistics, and vehicle electrification, including technologies
			 for—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="H50541DE2121648A3B2FD00EDD21C3B62"><enum>(1)</enum><text display-inline="yes-display-inline">onboard vehicle, engine, and component
			 sensing and actuation;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF7388D0787FE490EB33AAD3E580AC875"><enum>(2)</enum><text display-inline="yes-display-inline">vehicle-to-vehicle sensing and
			 communication;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5C6187C8CC3F4DB5A41A02742DC29837"><enum>(3)</enum><text display-inline="yes-display-inline">vehicle-to-infrastructure sensing and
			 communication;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7399F7EAD45A4CA985E6BA8AD417E7DE"><enum>(4)</enum><text display-inline="yes-display-inline">vehicle integration with the electrical
			 grid; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB1F1A64534AE4DB5BA33E1846A6BE8DF"><enum>(5)</enum><text display-inline="yes-display-inline">driver-to-vehicle integration and
			 communication.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID684f94a248c44ecab4ee519aa514ef5d"><enum>(b)</enum><header display-inline="yes-display-inline">Coordination</header><text display-inline="yes-display-inline">The activities carried out under this
			 section should supplement, and not duplicate, activities under the intelligent
			 transportation system research program of the Department of
			 Transportation.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="HD0A581B35E684049A9CD328835351A4B" section-type="subsequent-section"><enum>103.</enum><header display-inline="yes-display-inline">Manufacturing</header><text display-inline="no-display-inline">The Secretary shall carry out a research,
			 development, engineering, demonstration, and commercial application program of
			 domestic advanced vehicle manufacturing technologies and practices, including
			 innovative processes to—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H82610D050D5A48A3947C03E984EBF199"><enum>(1)</enum><text display-inline="yes-display-inline">increase the production rate and decrease
			 the cost of advanced battery manufacturing;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H51729DCDFF384495A2D9401125C35B6F"><enum>(2)</enum><text display-inline="yes-display-inline">vary the capability of individual
			 manufacturing facilities to accommodate different battery chemistries and
			 configurations;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H64B26A85AE3D4DE59256A9C9BEE2D91A"><enum>(3)</enum><text display-inline="yes-display-inline">reduce waste streams, emissions, and
			 energy-intensity of vehicle, engine, advanced battery, and component
			 manufacturing processes;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9EC80F579A944F0B8BF875B58C725E01"><enum>(4)</enum><text display-inline="yes-display-inline">recycle and remanufacture used batteries
			 and other vehicle components for reuse in vehicles or stationary
			 applications;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H926048F68A05478D9D9FC34C96A2CDC8"><enum>(5)</enum><text display-inline="yes-display-inline">produce cost-effective lightweight
			 materials, such as advanced metal alloys, polymeric composites, and carbon
			 fiber;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD84763D1E8B84774B5B1F33F7E3268C7"><enum>(6)</enum><text display-inline="yes-display-inline">produce lightweight high pressure storage
			 systems for gaseous fuels;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H830624D76B6C40AAA34D9DE7D24AFF23"><enum>(7)</enum><text display-inline="yes-display-inline">design and manufacture purpose-built
			 hydrogen and fuel cell vehicles and components;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2B56A782899F4F2D97DE9796FFF12F4A"><enum>(8)</enum><text display-inline="yes-display-inline">improve the calendar life and cycle life of
			 advanced batteries; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6A6869747A3C47D999FD79C49C269A11"><enum>(9)</enum><text display-inline="yes-display-inline">produce permanent magnets for advanced
			 vehicles.</text>
				</paragraph></section><section commented="no" display-inline="no-display-inline" id="HF2BC98219C50467CA657C1F348B1321B" section-type="subsequent-section"><enum>104.</enum><header display-inline="yes-display-inline">User testing facilities</header><text display-inline="no-display-inline">Activities under this Act may include
			 domestic construction, expansion, or modification of new and existing vehicle,
			 engine, and component research and testing facilities for—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HCB2ACD4184EC41C89AE6DD0A848E31DA"><enum>(1)</enum><text display-inline="yes-display-inline">testing or simulating interoperability of a
			 variety of vehicle components and systems;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HCFE7AAB56805421AAA0F11EB9839882B"><enum>(2)</enum><text display-inline="yes-display-inline">subjecting whole or partial vehicle
			 platforms to fully representative duty cycles and operating conditions;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC14B3BB815434B4FB9A2FA19A9B3763D"><enum>(3)</enum><text display-inline="yes-display-inline">developing and demonstrating a range of
			 chemistries and configurations for advanced vehicle battery manufacturing;
			 and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE4CAB8AEA6054B6D8B2AC3C2F8ABED64"><enum>(4)</enum><text display-inline="yes-display-inline">developing and demonstrating test cycles
			 for new and alternative fuels and other advanced vehicle technologies.</text>
				</paragraph></section><section commented="no" display-inline="no-display-inline" id="HAAF07C98691343D8814F65736D4BD71A" section-type="subsequent-section"><enum>105.</enum><header display-inline="yes-display-inline">Reports</header>
				<subsection commented="no" display-inline="no-display-inline" id="idD6CC63EF1E124E18A18C3C5030DD38EE"><enum>(a)</enum><header display-inline="yes-display-inline">Technologies</header><text display-inline="yes-display-inline">Not later than 18 months after the date of
			 enactment of this Act and annually thereafter through calendar year 2015, the
			 Secretary shall submit to Congress a report regarding the technologies
			 developed as a result of the activities authorized by this title, with a
			 particular emphasis on—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="id2AE16FA5B78840A2A3F6789F7EA2E833"><enum>(1)</enum><text display-inline="yes-display-inline">whether the technologies were successfully
			 adopted for commercial applications; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0CEB8CBDCB334404B95A58094772C651"><enum>(2)</enum><text display-inline="yes-display-inline">if so, whether those technologies are
			 manufactured in the United States.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H3F250AE08D264B5C85B9F2FB0C93FDC5"><enum>(b)</enum><header display-inline="yes-display-inline">Activities</header><text display-inline="yes-display-inline">At the end of each fiscal year the
			 Secretary shall submit to the relevant Congressional committees of jurisdiction
			 an annual report on activities undertaken during the fiscal year under this
			 title, including—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="idA00193B641F74EF4A676AFF54797AFCE"><enum>(1)</enum><text display-inline="yes-display-inline">active industry participants;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id14ECBAAB3B4E400C8FC58E157C403025"><enum>(2)</enum><text display-inline="yes-display-inline">efforts to recruit new participants;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id66995F0DABB946089743BD47F7EF440C"><enum>(3)</enum><text display-inline="yes-display-inline">progress of the program in meeting goals
			 and timelines; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idBAD005AB82A34CB98FCB32AEB117649A"><enum>(4)</enum><text display-inline="yes-display-inline">a strategic plan for funding of activities
			 across agencies.</text>
					</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="HF490059380BD41479D2560F7CE6C2186" section-type="subsequent-section"><enum>106.</enum><header display-inline="yes-display-inline">Innovative Automotive Demonstration
			 Program</header>
				<subsection commented="no" display-inline="no-display-inline" id="idE0A57312F3D748FF9F65673314B33521"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall establish an Innovative
			 Automotive Demonstration Program, within the Vehicle Technologies Program, to
			 encourage the introduction of new domestic-made advanced technology vehicles
			 into the marketplace that are designed in their entirety to achieve very high
			 energy efficiency but still provide the capabilities required by consumers in
			 the United States.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="idB08B02308ACB46098270F0EE886978AB"><enum>(b)</enum><header display-inline="yes-display-inline">Administration</header><text display-inline="yes-display-inline">The Program established under this section
			 shall encourage—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="idD802C5BD950D487FBB871810ACEF4A8F"><enum>(1)</enum><text display-inline="yes-display-inline">the introduction of new light duty vehicles
			 into the marketplace that are capable of achieving energy efficiencies
			 significantly greater than required under applicable and pending corporate
			 average fuel economy standards; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id50A7465F9B514416B0281E9C1F293F0A"><enum>(2)</enum><text display-inline="yes-display-inline">the use of materials and manufacturing
			 techniques that minimize environmental impacts.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id12E586D475BF4180BD8E0A9027C9AD83"><enum>(c)</enum><header display-inline="yes-display-inline">Awards</header><text display-inline="yes-display-inline">Awards under this section shall be made on
			 a competitive basis for demonstration of domestic-made vehicles that—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="id6FC68A3A3BC84101AC777B74A294CB51"><enum>(1)</enum><text display-inline="yes-display-inline">are primarily for use on public streets,
			 roads, and highways and are not manufactured primarily for off-road use;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HBA8EFFB9ABEF4CC0A23E864EBE78B1B3"><enum>(2)</enum><text display-inline="yes-display-inline">meet all Federal safety
			 requirements;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB6BA586BD85546679C59665921C7129C"><enum>(3)</enum><text display-inline="yes-display-inline">achieve at least 70 miles per gallon or the
			 equivalent on drive cycle of the Environmental Protection Agency;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF5A4398319F74CB7BBE60F3D4311D6DD"><enum>(4)</enum><text display-inline="yes-display-inline">provide vehicle performance that is judged
			 acceptable to consumers in the United States;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H46DCEFE85B5A47A6AC08AF5FF6866B58"><enum>(5)</enum><text display-inline="yes-display-inline">be affordable to consumers in the United
			 States;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H08D330125F37487FBD33C001C7828BFC"><enum>(6)</enum><text display-inline="yes-display-inline">use materials and manufacturing processes
			 that minimize environmental impacts;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDB8B2B11DB5D4E24A52790A56E6EA50C"><enum>(7)</enum><text display-inline="yes-display-inline">meet all Federal and State emission
			 requirements; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H11362D86C15A4822ADEA87BDBBA6FF84"><enum>(8)</enum><text display-inline="yes-display-inline">provide new high technology engineering and
			 production employment opportunities.</text>

			 and liquefied natural gas;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H146A4F0B9FEE433A809F8ADECD65A101"><enum>(3)</enum><text display-inline="yes-display-inline">development and integration of engine
			 technologies designed for natural gas operation of a variety of vehicle
			 platforms;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC975D544A2894C1D88D192AB43EBB586"><enum>(4)</enum><text display-inline="yes-display-inline">waste heat recovery and conversion;</text>

			 resistance;</text>

					<paragraph commented="no" display-inline="no-display-inline" id="idA88B7446D53C4DB083AD40802CB210DA"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall appoint a full-time
			 Director to coordinate research, development, demonstration, and commercial
			 application activities in medium- to heavy-duty commercial, recreational, and
			 transit vehicle technologies.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7EA556D53C4849BBB1A3B9F3DADE3806"><enum>(2)</enum><header display-inline="yes-display-inline">Duties</header><text display-inline="yes-display-inline">The Director shall—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="HA7CAE7B1B35B48DA991FB676A5F6D8CD"><enum>(A)</enum><text display-inline="yes-display-inline">improve coordination and develop consensus
			 between government agency and industry partners, and propose new processes for
			 program management and priority setting to better align activities and budgets
			 among partners;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4B50865EEB5847EEB806807AA53C5F23"><enum>(B)</enum><text display-inline="yes-display-inline">regularly conduct workshops, site visits,
			 demonstrations, conferences, investor forums, and other events in which
			 information and research findings are shared among program participants and
			 interested stakeholders;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H843E5AE8F825409992587809A5575A78"><enum>(C)</enum><text display-inline="yes-display-inline">develop a budget for activities of the
			 Department regarding the interagency program established under this title, and
			 provide consultation and guidance on vehicle technology funding priorities
			 across agencies;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H29CAD868E7854DE196885D3D8B622C17"><enum>(D)</enum><text display-inline="yes-display-inline">determine a process for reviewing program
			 technical goals, targets, and timetables and, if applicable, aided by
			 life-cycle impact and cost analysis, propose revisions or elimination based on
			 program progress, available funding, and rate of technology adoption;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9DDA5CA7BC6B4900ADADAD53F77CDDAF"><enum>(E)</enum><text display-inline="yes-display-inline">evaluate ongoing activities of the program
			 and recommend project modifications, including the termination of projects, if
			 applicable;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H65EDDE8081E448198A20EC06AE4F0F57"><enum>(F)</enum><text display-inline="yes-display-inline">recruit new industry participants to the
			 interagency program, including truck, trailer, and component manufacturers who
			 have not traditionally participated in federally sponsored research and
			 technology development activities; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H39A3C52F89D4428CB5DE3A9778DDF72B"><enum>(G)</enum><text display-inline="yes-display-inline">other responsibilities, as determined by
			 the Secretary, in consultation with interagency and industry partners.</text>
						</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H389A6017FDB14C60AFE456356BF9BD58"><enum>(c)</enum><header display-inline="yes-display-inline">Reports</header><text display-inline="yes-display-inline">At the end of each fiscal year, the
			 Secretary shall submit to Congress an annual report that describes activities
			 undertaken during the fiscal year under this title, including—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="id898B53D0988846C5AEF75E33318E686F"><enum>(1)</enum><text display-inline="yes-display-inline">active industry participants;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id40199D4ADC5E492ABA9B17D14FBD760F"><enum>(2)</enum><text display-inline="yes-display-inline">efforts to recruit new participants;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4DF11EA6B0D641489404198196C7CC54"><enum>(3)</enum><text display-inline="yes-display-inline">progress of the program in meeting goals
			 and timelines; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id61026BB7DEF049E8B3CBAE78AD3F1097"><enum>(4)</enum><text display-inline="yes-display-inline">a strategic plan for funding of activities
			 across agencies.</text>
					</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H745A6DA229E84857B5B1190A845EE897" section-type="subsequent-section"><enum>202.</enum><header display-inline="yes-display-inline">Class 8 truck and trailer systems
			 demonstration</header>
				<subsection commented="no" display-inline="no-display-inline" id="id95E674E5401B4D3CA6318F0831F37243"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall conduct a competitive
			 grant program to demonstrate the integration of multiple advanced technologies
			 on Class 8 truck and trailer platforms with a goal of improving overall freight
			 efficiency, as measured in tons and volume of freight hauled or other work
			 performance-based metrics, by 50 percent, through a combination of technologies
			 described in section 201(a).</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="idF93C1A8CF34848449B5F35A5AFBF96D9"><enum>(b)</enum><header display-inline="yes-display-inline">Applicant teams</header><text display-inline="yes-display-inline">Applicant teams may be comprised of truck
			 and trailer manufacturers, engine and component manufacturers, fleet customers,
			 information and communications technology manufacturers and providers,
			 researchers of institutions of higher education, and other applicants, as
			 appropriate, for the development and demonstration of integrated Class 8 truck
			 and trailer systems.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="HC1E6579C62F344B6BE1C81C129D604A6" section-type="subsequent-section"><enum>203.</enum><header display-inline="yes-display-inline">Technology testing and
			 metrics</header><text display-inline="no-display-inline">The Secretary, in
			 coordination with the partners of the interagency research program described in
			 section 201(a)—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HA2C652014D7B45539BE92760880CC9FA"><enum>(1)</enum><text display-inline="yes-display-inline">shall develop standard testing procedures
			 and technologies for evaluating the performance of advanced heavy vehicle
			 technologies under a range of representative duty cycles and operating
			 conditions, including heavy hybrid propulsion systems;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H491A2DAB854F4A2FB172625C5554A8CB"><enum>(2)</enum><text display-inline="yes-display-inline">shall evaluate heavy vehicle performance
			 using work performance-based metrics other than metrics based on miles per
			 gallon, including—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id1D48CE54D72D4087A594BDC3139B3BB4"><enum>(A)</enum><text display-inline="yes-display-inline">metrics based on units of volume and weight
			 transported for freight applications; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idED1F487078574836AC61645D9C6223D9"><enum>(B)</enum><text display-inline="yes-display-inline">appropriate metrics based on performance on
			 nonroad systems; and</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC6F6BD52328C4C0CABC561CD3000E64E"><enum>(3)</enum><text display-inline="yes-display-inline">may construct heavy duty truck and bus
			 testing facilities.</text>
				</paragraph></section><section commented="no" display-inline="no-display-inline" id="H010E3B538904473E9AA6E6C95DF7CE68" section-type="subsequent-section"><enum>204.</enum><header display-inline="yes-display-inline">Nonroad systems pilot program</header>
				<subsection commented="no" display-inline="no-display-inline" id="id47F5116C8AA24AB09BD971D3A9E0CC02"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall carry out a pilot
			 program of research, development, demonstration, and commercial applications of
			 technologies to improve total machine or system efficiency for nonroad mobile
			 equipment, including agricultural and construction equipment.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="id63CE00F676B04B0EBF282D48DBF9DB3A"><enum>(b)</enum><header display-inline="yes-display-inline">Information transfer</header><text display-inline="yes-display-inline">In carrying out this section, the Secretary
			 shall seek opportunities to transfer relevant research findings and
			 technologies between the nonroad and on-highway equipment and vehicle
			 sectors.</text>

			 term <term>Administrator</term> means the Administrator of the Environmental
			 Protection Agency.</text>

				<subsection commented="no" display-inline="no-display-inline" id="id7f925a90-3252-4b15-8ae7-137417fa6059"><enum>(a)</enum><header display-inline="yes-display-inline">Activities</header><text display-inline="yes-display-inline">In carrying out the Vehicle Technologies
			 Program of the Department, the Secretary shall conduct basic and applied
			 research, development, engineering, demonstration, and commercial application
			 activities on materials, technologies, and processes with the potential to
			 substantially reduce or eliminate petroleum use by, and emissions from,
			 passenger and commercial vehicles of the United States, including activities in
			 the areas of—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="ide4059c3d-fba9-4dde-813c-215039a2da21"><enum>(1)</enum><text display-inline="yes-display-inline">hybridization or full electrification of
			 vehicle systems;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida61561cc-200c-4a57-bcb0-aadd197928a7"><enum>(2)</enum><text display-inline="yes-display-inline">batteries, ultracapacitors, and other
			 energy storage devices;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4c4636f9-3633-47f3-ad64-ea7a515b0279"><enum>(3)</enum><text display-inline="yes-display-inline">power electronics;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idab25bd0e-aea5-45b9-acd0-041fb02ee0fa"><enum>(4)</enum><text display-inline="yes-display-inline">vehicle, component, and subsystem
			 manufacturing technologies and processes;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id97a6585f-a4e5-4c23-b060-0744367a3969"><enum>(5)</enum><text display-inline="yes-display-inline">engine efficiency and combustion
			 optimization;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id832030fa-b8eb-4607-967c-473e2c9ee85e"><enum>(6)</enum><text display-inline="yes-display-inline">waste heat recovery;</text>

			 fuel cells and internal combustion engines, and hydrogen infrastructure;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id841d7f7e-2957-469a-821f-f42a85cab537"><enum>(9)</enum><text display-inline="yes-display-inline">aerodynamics, rolling resistance, and
			 accessory power loads of vehicles and associated equipment;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idec14ef8a-8d19-479b-8a06-63cfd645bce0"><enum>(10)</enum><text display-inline="yes-display-inline">vehicle weight reduction, including
			 lightweight materials;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idaa8aa53b-1a7e-4334-9874-ef1a69c96fdd"><enum>(11)</enum><text display-inline="yes-display-inline">friction and wear reduction;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id73fed710-d1bb-4ecf-9705-ba85eafe580b"><enum>(12)</enum><text display-inline="yes-display-inline">engine and component durability;</text>

			 for a variety of transportation fuels, including liquid and gaseous
			 fuels;</text>

			 simulation of vehicle and transportation systems;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide81c9fc1-574d-461a-98bb-2eb8e5828544"><enum>(18)</enum><text display-inline="yes-display-inline">refueling and charging infrastructure for
			 alternative fueled and electric or plug-in electric hybrid vehicles, including
			 the unique challenges facing rural areas;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6aeb5a4a-9807-4301-af0b-0ca271bba147"><enum>(19)</enum><text display-inline="yes-display-inline">gaseous fuels storage system integration
			 and optimization;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id333e83ee-04f2-41a3-a6f2-9b0583fc6cba"><enum>(20)</enum><text display-inline="yes-display-inline">sensing, communications, and actuation
			 technologies for vehicle, electrical grid, and infrastructure;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id85e8e8d3-f0cf-4d74-b821-3bc9f8998ac7"><enum>(21)</enum><text display-inline="yes-display-inline">efficient use and recycling of rare earth
			 materials and reduction of precious metals and other high-cost materials in
			 vehicles;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id34067b64-4dd9-4adb-809e-1a02e9689062"><enum>(22)</enum><text display-inline="yes-display-inline">aftertreatment technologies;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id791c0f4a-2bac-465b-8dc0-0e01c22e170b"><enum>(23)</enum><text display-inline="yes-display-inline">thermal management of battery
			 systems;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbde58b76-e1f6-41a2-a012-914f13612973"><enum>(24)</enum><text display-inline="yes-display-inline">retrofitting advanced vehicle technologies
			 to existing vehicles;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id36168d9f-bf96-43e8-a290-fceb5f78c005"><enum>(25)</enum><text display-inline="yes-display-inline">development of common standards,
			 specifications, and architectures for both transportation and stationary
			 battery applications;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="iddea0f6c9-2e7d-4197-9c54-3a5582f7069a"><enum>(26)</enum><text display-inline="yes-display-inline">development of innovative materials,
			 including constructive, connective, and reinforcing vehicle components;
			 and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id59fb5835-5984-4942-befd-df8b5996b0f1"><enum>(27)</enum><text display-inline="yes-display-inline">other research areas, as determined by the
			 Secretary.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id4fa04f21-89a7-49c7-8bd2-8190b3d02932"><enum>(b)</enum><header display-inline="yes-display-inline">Transformational technology</header><text display-inline="yes-display-inline">The Secretary, in coordination with the
			 Secretary of Transportation (if appropriate), shall ensure that the Department
			 continues to support domestic research, development, engineering,
			 demonstration, and commercial application activities and maintains competency
			 in mid- to long-term transformational vehicle technologies with the potential
			 to achieve deep reductions in petroleum use and emissions, including activities
			 in the areas of—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="idef2afe2c-0528-46dd-b244-b71fa341fe48"><enum>(1)</enum><text display-inline="yes-display-inline">hydrogen vehicle technologies, including
			 fuel cells, internal combustion engines, hydrogen storage, infrastructure, and
			 activities in hydrogen technology validation and safety codes and
			 standards;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id262a2d5b-7dbb-42c6-baa4-132dcec28a7f"><enum>(2)</enum><text display-inline="yes-display-inline">multiple battery chemistries and novel
			 energy storage devices, including nonchemical batteries and electromechanical
			 storage technologies such as hydraulics, flywheels, bipolar design, and
			 compressed air storage;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc1ca71c3-9824-418f-a933-231bba7cfa95"><enum>(3)</enum><text display-inline="yes-display-inline">communication and connectivity among
			 vehicles, infrastructure, and the electrical grid;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1335977e-24d8-4217-8072-92d73945e51b"><enum>(4)</enum><text display-inline="yes-display-inline">lightweight vehicles and materials;
			 and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ideccf39de-8a2f-4ca6-989f-7cde14d318ad"><enum>(5)</enum><text display-inline="yes-display-inline">other innovative technologies research and
			 development, as determined by the Secretary.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id64717155-504b-4722-9ce7-6d81d6f4e425"><enum>(c)</enum><header display-inline="yes-display-inline">Industry participation</header>
					<paragraph commented="no" display-inline="no-display-inline" id="id2cd5fcf3-535f-452e-8576-da080acf8994"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">To the maximum extent practicable,
			 activities under this Act shall be carried out in partnership or collaboration
			 with—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="id4909f08a-768f-4078-834b-3c5a1d87ee9b"><enum>(A)</enum><text display-inline="yes-display-inline">automotive manufacturers;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id278ca3c0-a82d-4a4b-9b4c-2c4585aaef3a"><enum>(B)</enum><text display-inline="yes-display-inline">heavy commercial and transit vehicle
			 manufacturers;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id36502dd7-1418-419f-b70b-80b4e0ddcfd4"><enum>(C)</enum><text display-inline="yes-display-inline">qualified plug-in electric vehicle
			 manufacturers;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbadd13d8-4ee4-43ca-94d8-5c6d1c21f40f"><enum>(D)</enum><text display-inline="yes-display-inline">vehicle and engine equipment and component
			 manufacturers;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4b666a69-779a-45ef-9cc2-5f8a85bb28d6"><enum>(E)</enum><text display-inline="yes-display-inline">manufacturing equipment
			 manufacturers;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8189641c-3b0b-4d87-9b90-94ef60d95b9a"><enum>(F)</enum><text display-inline="yes-display-inline">advanced vehicle service providers;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc775a45a-3d79-4fa0-ad8f-ebe9777dbc69"><enum>(G)</enum><text display-inline="yes-display-inline">fuel producers and energy suppliers;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd89487d2-9eb8-44d1-99ee-e039f146c605"><enum>(H)</enum><text display-inline="yes-display-inline">electric utilities;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="iddacbf10e-7f42-46ef-9234-3d5b577dfa97"><enum>(I)</enum><text display-inline="yes-display-inline">institutions of higher education;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="iddb4d783c-a568-4359-8b58-d21b1c8b5a08"><enum>(J)</enum><text display-inline="yes-display-inline">National Laboratories; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id555c031f-1590-4b42-96d7-57e282c92745"><enum>(K)</enum><text display-inline="yes-display-inline">independent research laboratories.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id79f0f586-4cb9-45ea-b345-6a8853da0b29"><enum>(2)</enum><header display-inline="yes-display-inline">Administration</header><text display-inline="yes-display-inline">In carrying out this Act, the Secretary
			 shall—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="idad2d1c24-d581-44a6-8f23-22ffac9073a1"><enum>(A)</enum><text display-inline="yes-display-inline">determine whether a wide range of companies
			 that manufacture or assemble vehicles or components in the United States are
			 represented in ongoing public private partnership activities, including firms
			 that have not traditionally participated in federally sponsored research and
			 development activities, and if practicable, partner with such firms that
			 conduct a substantial portion of relevant research and development activities
			 in the United States;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idcedadf2d-9608-4bd6-8c4a-83cca9712ac9"><enum>(B)</enum><text display-inline="yes-display-inline">leverage the capabilities and resources of,
			 and formalize partnerships with, industry-led stakeholder organizations,
			 nonprofit organizations, industry consortia, and trade associations with
			 expertise in the research and development of, and education and outreach
			 activities in, advanced automotive and commercial vehicle technologies;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc85db8cf-c11b-456e-a4d1-c0660d8d1145"><enum>(C)</enum><text display-inline="yes-display-inline">develop more efficient processes for
			 transferring research findings and technologies to industry;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc67ea9e2-89c5-4325-96ea-756a5776574a"><enum>(D)</enum><text display-inline="yes-display-inline">give consideration to conversion of
			 existing or former vehicle technology development or manufacturing facilities
			 for the purposes of this Act, and support public-private partnerships dedicated
			 to overcoming barriers in commercial application of transformational vehicle
			 technologies that use such industry-led facilities;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id29258d2c-f68b-469b-ae0c-4752027b90f4"><enum>(E)</enum><text display-inline="yes-display-inline">promote efforts to ensure that technologies
			 developed under this Act are produced in the United States; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide74d870c-178f-47a1-9d81-5d63a6cd0648"><enum>(F)</enum><text display-inline="yes-display-inline">establish public-private partnerships
			 dedicated to overcoming barriers to the commercial application of
			 transformational vehicle technologies, using existing industry-led domestic
			 technology development facilities of entities with demonstrated expertise in
			 successfully designing and engineering precommercial generations of such
			 transformational technology.</text>
						</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id36114217-f8cf-4134-b06b-2b874441289d"><enum>(d)</enum><header display-inline="yes-display-inline">Interagency and intraagency
			 coordination</header><text display-inline="yes-display-inline">To the maximum
			 extent practicable, the Secretary shall coordinate research, development,
			 engineering, demonstration, and commercial application activities among—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="id35cc10f0-973c-46d3-87a4-8e6f491a2493"><enum>(1)</enum><text display-inline="yes-display-inline">relevant programs within the Department,
			 including—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="idba9d7209-bdb6-4da6-9cb5-135cbc541a6e"><enum>(A)</enum><text display-inline="yes-display-inline">the Office of Energy Efficiency and
			 Renewable Energy;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb6df754d-784c-4b47-aecf-54c24e5d6a44"><enum>(B)</enum><text display-inline="yes-display-inline">the Office of Science;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf3a70bd0-87f4-4758-979d-a589f95be130"><enum>(C)</enum><text display-inline="yes-display-inline">the Office of Electricity Delivery and
			 Energy Reliability;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id29a593f0-0fa9-4089-bd37-34924f26b627"><enum>(D)</enum><text display-inline="yes-display-inline">the Office of Fossil Energy;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id22135618-ec6d-4246-be33-63efedde1338"><enum>(E)</enum><text display-inline="yes-display-inline">the Advanced Research Projects
			 Agency—Energy; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idac059f85-9d66-4e65-8124-7364fb15af02"><enum>(F)</enum><text display-inline="yes-display-inline">other offices, as determined by the
			 Secretary; and</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id34a861de-becb-4a26-9286-7d0ed4651482"><enum>(2)</enum><text display-inline="yes-display-inline">relevant technology research and
			 development programs within the Department of Transportation and other Federal
			 agencies, as determined by the Secretary.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id4dab1684-b9a0-4116-a7be-9561523fa92a"><enum>(e)</enum><header display-inline="yes-display-inline">Coordination and
			 nonduplication</header><text display-inline="yes-display-inline">In
			 coordinating activities, the Secretary shall ensure, to the maximum extent
			 practicable, that activities do not duplicate activities of other programs
			 within the Department or other relevant research agencies.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="idca6367d9-f68b-4a34-9fac-44c49934f491"><enum>(f)</enum><header display-inline="yes-display-inline">Federal demonstration of
			 technologies</header><text display-inline="yes-display-inline">The Secretary
			 shall make information available to procurement programs of Federal agencies
			 regarding the potential to demonstrate technologies resulting from activities
			 funded through programs under this Act.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="id6011f0d1-f3ea-45a7-97a1-9eb726451012"><enum>(g)</enum><header display-inline="yes-display-inline">Intergovernmental
			 coordination</header><text display-inline="yes-display-inline">The Secretary
			 shall seek opportunities to leverage resources and support initiatives of State
			 and local governments in developing and promoting advanced vehicle
			 technologies, manufacturing, and infrastructure.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="id7308b78e-0b96-4a79-915f-efbc57622f84" section-type="subsequent-section"><enum>102.</enum><header display-inline="yes-display-inline">Sensing and communications
			 technologies</header>
				<subsection commented="no" display-inline="no-display-inline" id="id883c5f74-3551-44ef-8f95-3cc2c9f1dca9"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary, in coordination with the
			 Secretary of Transportation and relevant research programs of other Federal
			 agencies, shall conduct research, development, engineering, and demonstration
			 activities on connectivity of domestic vehicle and transportation systems,
			 including on sensing, computation, communication, actuation, and information
			 technologies that allow for reduced fuel use, optimized traffic flow, improved
			 freight logistics, and vehicle electrification, including technologies
			 for—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="idda0fa325-6d75-4c12-910b-f2ba11b92e7b"><enum>(1)</enum><text display-inline="yes-display-inline">onboard vehicle, engine, and component
			 sensing and actuation;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id85d7b191-91d0-441c-90ae-cf824d4af1bf"><enum>(2)</enum><text display-inline="yes-display-inline">vehicle-to-vehicle sensing and
			 communication;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8234e3c2-3e4b-4f3a-956c-d1781b7811f8"><enum>(3)</enum><text display-inline="yes-display-inline">vehicle-to-infrastructure sensing and
			 communication;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb6d14013-43f2-46b1-8450-49efc3255a18"><enum>(4)</enum><text display-inline="yes-display-inline">vehicle integration with the electrical
			 grid; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf9873ce7-e9fe-44a1-9d54-c118bad90d70"><enum>(5)</enum><text display-inline="yes-display-inline">driver-to-vehicle integration and
			 communication.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idc363facd-7ce1-4c46-b1a3-ebd0170de30e"><enum>(b)</enum><header display-inline="yes-display-inline">Coordination</header><text display-inline="yes-display-inline">The activities carried out under this
			 section should supplement, and not duplicate, activities under the intelligent

				</subsection></section><section commented="no" display-inline="no-display-inline" id="id671a3034-4c84-4fd1-9ae8-b70e8d85abcd" section-type="subsequent-section"><enum>103.</enum><header display-inline="yes-display-inline">Manufacturing</header><text display-inline="no-display-inline">The Secretary shall carry out a research,
			 development, engineering, demonstration, and commercial application program of
			 domestic advanced vehicle manufacturing technologies and practices, including
			 innovative processes to—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id9476f550-72bd-476d-a0e2-53dfd725c491"><enum>(1)</enum><text display-inline="yes-display-inline">increase the production rate and decrease
			 the cost of advanced battery manufacturing;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idadc9cb90-5ba2-4b0f-b235-567b6bb74c68"><enum>(2)</enum><text display-inline="yes-display-inline">vary the capability of individual
			 manufacturing facilities to accommodate different battery chemistries and
			 configurations;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id14d0f911-4e5b-4547-9c3d-a55cd58c33f8"><enum>(3)</enum><text display-inline="yes-display-inline">reduce waste streams, emissions, and
			 energy-intensity of vehicle, engine, advanced battery, and component
			 manufacturing processes;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd8fc6b65-b46a-457e-8218-0fc58fc362ef"><enum>(4)</enum><text display-inline="yes-display-inline">recycle and remanufacture used batteries
			 and other vehicle components for reuse in vehicles or stationary
			 applications;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1d5876e5-e5f8-4d21-ab2d-3c732206a893"><enum>(5)</enum><text display-inline="yes-display-inline">produce cost-effective lightweight
			 materials, such as advanced metal alloys, polymeric composites, and carbon
			 fiber;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id04a17c43-fb2c-48db-98cc-5b9eabb16457"><enum>(6)</enum><text display-inline="yes-display-inline">produce lightweight high pressure storage
			 systems for gaseous fuels;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ideb1a5097-6987-4d41-a4fd-4864c6fb5e25"><enum>(7)</enum><text display-inline="yes-display-inline">design and manufacture purpose-built
			 hydrogen and fuel cell vehicles and components;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id057cb4eb-2478-4d23-99c7-140c050d9d2a"><enum>(8)</enum><text display-inline="yes-display-inline">improve the calendar life and cycle life of
			 advanced batteries; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7b551cc4-3eb8-49f4-b794-04e4cf954fde"><enum>(9)</enum><text display-inline="yes-display-inline">produce permanent magnets for advanced
			 vehicles.</text>
				</paragraph></section><section commented="no" display-inline="no-display-inline" id="id93351ba4-769e-4ff9-bbd0-9efec4e8039b" section-type="subsequent-section"><enum>104.</enum><header display-inline="yes-display-inline">User testing facilities</header><text display-inline="no-display-inline">Activities under this Act may include
			 domestic construction, expansion, or modification of new and existing vehicle,
			 engine, and component research and testing facilities for—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id5f4bf140-2161-43ee-bec3-a02aabd4c2eb"><enum>(1)</enum><text display-inline="yes-display-inline">testing or simulating interoperability of a
			 variety of vehicle components and systems;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7c142756-1edb-45c1-9667-b5ceb31c5484"><enum>(2)</enum><text display-inline="yes-display-inline">subjecting whole or partial vehicle
			 platforms to fully representative duty cycles and operating conditions;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idee7c89f6-802f-4110-99d8-5b9b4bf29bf1"><enum>(3)</enum><text display-inline="yes-display-inline">developing and demonstrating a range of
			 chemistries and configurations for advanced vehicle battery manufacturing;
			 and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id341573e7-de14-4b2a-9c96-08eb96d6a188"><enum>(4)</enum><text display-inline="yes-display-inline">developing and demonstrating test cycles
			 for new and alternative fuels and other advanced vehicle technologies.</text>
				</paragraph></section><section commented="no" display-inline="no-display-inline" id="idf02de410-3795-4c18-8aa4-6c99f6b1bc74" section-type="subsequent-section"><enum>105.</enum><header display-inline="yes-display-inline">Reports</header>
				<subsection commented="no" display-inline="no-display-inline" id="id705720a8-3c1a-464c-9b6e-705176950fa6"><enum>(a)</enum><header display-inline="yes-display-inline">Technologies</header><text display-inline="yes-display-inline">Not later than 18 months after the date of
			 enactment of this Act and annually thereafter through calendar year 2015, the
			 Secretary shall submit to Congress a report regarding the technologies
			 developed as a result of the activities authorized by this title, with a
			 particular emphasis on—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="id38eff5c2-aee7-4f0a-8c7c-8c823cd66be2"><enum>(1)</enum><text display-inline="yes-display-inline">whether the technologies were successfully
			 adopted for commercial applications; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id70cc2abf-8ac5-488a-bb5c-a28824daa85a"><enum>(2)</enum><text display-inline="yes-display-inline">if so, whether those technologies are
			 manufactured in the United States.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id9cb5f993-e4d3-472e-9088-b5aad01d6cd0"><enum>(b)</enum><header display-inline="yes-display-inline">Activities</header><text display-inline="yes-display-inline">At the end of each fiscal year the
			 Secretary shall submit to the relevant Congressional committees of jurisdiction
			 an annual report on activities undertaken during the fiscal year under this
			 title, including—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="idb3562c70-7dd4-4e50-a7e1-aab76a00a286"><enum>(1)</enum><text display-inline="yes-display-inline">active industry participants;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id95493087-cf49-4083-9129-f31bed3bc7a4"><enum>(2)</enum><text display-inline="yes-display-inline">efforts to recruit new participants;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3f03e75f-bf24-441a-9f6c-8f5561b03089"><enum>(3)</enum><text display-inline="yes-display-inline">progress of the program in meeting goals
			 and timelines; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idada5b774-ee9e-48c2-b05c-cab653fd8915"><enum>(4)</enum><text display-inline="yes-display-inline">a strategic plan for funding of activities
			 across agencies.</text>
					</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="idc15a5dd1-6295-4568-9c92-599e90a36a7e" section-type="subsequent-section"><enum>106.</enum><header display-inline="yes-display-inline">Innovative Automotive Demonstration
			 Program</header>
				<subsection commented="no" display-inline="no-display-inline" id="id0b51a138-a527-46a6-a42e-ad73915b9488"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall establish an Innovative
			 Automotive Demonstration Program, within the Vehicle Technologies Program, to
			 encourage the introduction of new domestic-made advanced technology vehicles
			 into the marketplace that are designed in their entirety to achieve very high
			 energy efficiency but still provide the capabilities required by consumers in
			 the United States.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="id8858cdf6-0dd6-4635-9cd2-4d07c6739c6e"><enum>(b)</enum><header display-inline="yes-display-inline">Administration</header><text display-inline="yes-display-inline">The Program established under this section
			 shall encourage—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="idb134892d-92d6-41f7-9dfc-062061447b8b"><enum>(1)</enum><text display-inline="yes-display-inline">the introduction of new light duty vehicles
			 into the marketplace that are capable of achieving energy efficiencies
			 significantly greater than required under applicable and pending corporate
			 average fuel economy standards; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc700428d-edc0-491e-8474-cf898e0e254a"><enum>(2)</enum><text display-inline="yes-display-inline">the use of materials and manufacturing
			 techniques that minimize environmental impacts.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idb6d43a92-ad20-4cbb-afef-726d578d5640"><enum>(c)</enum><header display-inline="yes-display-inline">Awards</header><text display-inline="yes-display-inline">Awards under this section shall be made on
			 a competitive basis for demonstration of domestic-made vehicles that—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="id71a11a85-6dae-436e-b7f3-4237e42aa8ba"><enum>(1)</enum><text display-inline="yes-display-inline">are primarily for use on public streets,
			 roads, and highways and are not manufactured primarily for off-road use;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcaefd96a-a591-4056-86b1-d6cf19428e4f"><enum>(2)</enum><text display-inline="yes-display-inline">meet all Federal safety
			 requirements;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0ba8b6bc-2ee1-48f5-8608-77e1e789d931"><enum>(3)</enum><text display-inline="yes-display-inline">achieve at least 70 miles per gallon or the
			 equivalent on drive cycle of the Environmental Protection Agency;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id52e9705a-8fc2-4062-b839-b69a7d70d3b2"><enum>(4)</enum><text display-inline="yes-display-inline">provide vehicle performance that is judged
			 acceptable to consumers in the United States;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6406ab80-2bb8-4bd7-8358-8d9fe90a6e0b"><enum>(5)</enum><text display-inline="yes-display-inline">be affordable to consumers in the United
			 States;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0533ee5b-a0c3-45f6-89e2-cc0e962daab1"><enum>(6)</enum><text display-inline="yes-display-inline">use materials and manufacturing processes
			 that minimize environmental impacts;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idef1a6c5f-08fd-406f-a171-f610c02c80f3"><enum>(7)</enum><text display-inline="yes-display-inline">meet all Federal and State emission
			 requirements; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1041ce48-145b-4932-ad72-1689b7f4832f"><enum>(8)</enum><text display-inline="yes-display-inline">provide new high technology engineering and
			 production employment opportunities.</text>
					</paragraph></subsection></section></title><title changed="added" commented="no" committee-id="SSEG00" id="id7b4f41d9-f551-474c-b2cc-e351aad14314" level-type="subsequent" reported-display-style="italic"><enum>II</enum><header display-inline="yes-display-inline">Medium and heavy duty commercial and
			 transit vehicles</header>
			<section commented="no" display-inline="no-display-inline" id="idbe99ebaa-04aa-41c0-8b16-1df28706170b" section-type="subsequent-section"><enum>201.</enum><header display-inline="yes-display-inline">Program</header>
				<subsection commented="no" display-inline="no-display-inline" id="id9d85b132-6295-486c-a100-593a820f46c6"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">In carrying out the 21st Century Truck
			 Partnership of the Department, the Secretary, in partnership with relevant
			 research and development programs in other Federal agencies and a range of
			 appropriate industry stakeholders, shall conduct cooperative research,
			 development, demonstration, and commercial application activities on advanced
			 technologies for medium- to heavy-duty commercial, recreational, and transit
			 vehicles, including activities in the areas of—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="id9b424557-a0af-4020-9cd2-aaa4bffb134e"><enum>(1)</enum><text display-inline="yes-display-inline">engine efficiency and combustion
			 research;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9575accb-41be-412e-a17b-1537157734ad"><enum>(2)</enum><text display-inline="yes-display-inline">onboard storage technologies for compressed
			 and liquefied natural gas;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7b051c0c-8f9f-4cdc-a112-aa7818ba862b"><enum>(3)</enum><text display-inline="yes-display-inline">development and integration of engine
			 technologies designed for natural gas operation of a variety of vehicle
			 platforms;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ideb62a10a-7af3-4ef8-83d9-c5fc68aa79dc"><enum>(4)</enum><text display-inline="yes-display-inline">waste heat recovery and conversion;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id88d1e1f5-66fb-4855-b8ef-b614a3bf0ef7"><enum>(5)</enum><text display-inline="yes-display-inline">improved aerodynamics and tire rolling
			 resistance;</text>

			 control systems;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9cec528c-658d-4fff-b6c5-ccf47266d5a2"><enum>(7)</enum><text display-inline="yes-display-inline">heavy hybrid, hybrid hydraulic, plug-in
			 hybrid, and electric platforms, and energy storage technologies;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id208dc136-dcbe-4d89-b4bd-9a7653a8b340"><enum>(8)</enum><text display-inline="yes-display-inline">drivetrain optimization;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4594ab01-20b4-4e17-9f87-7af6d45994e5"><enum>(9)</enum><text display-inline="yes-display-inline">friction and wear reduction;</text>

			 vehicle;</text>

			 systems;</text>

			 simulation;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb22da4d4-48b7-476f-a4cb-6fa59b771df3"><enum>(18)</enum><text display-inline="yes-display-inline">hydrogen vehicle technologies, including
			 fuel cells and internal combustion engines, and hydrogen infrastructure;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb3dbd480-73d3-4987-b5c1-f95a11309901"><enum>(19)</enum><text display-inline="yes-display-inline">retrofitting advanced technologies onto
			 existing truck fleets; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id622eabb6-9575-4197-8f17-11cfbed3c645"><enum>(20)</enum><text display-inline="yes-display-inline">integration of those and other advanced
			 systems onto a single truck and trailer platform.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idf3ffd33d-a316-4038-a069-5d90ce1a3cb7"><enum>(b)</enum><header display-inline="yes-display-inline">Director</header>
					<paragraph commented="no" display-inline="no-display-inline" id="id035bca36-fd7a-49fd-9aa6-c4fbd27efc84"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall appoint a full-time
			 Director to coordinate research, development, demonstration, and commercial
			 application activities in medium- to heavy-duty commercial, recreational, and
			 transit vehicle technologies.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida78c4f65-77db-46a7-b8b6-0952215b8e4b"><enum>(2)</enum><header display-inline="yes-display-inline">Duties</header><text display-inline="yes-display-inline">The Director shall—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="id190ed533-db45-45c0-94d4-a0f2478d38f3"><enum>(A)</enum><text display-inline="yes-display-inline">improve coordination and develop consensus
			 between government agency and industry partners, and propose new processes for
			 program management and priority setting to better align activities and budgets
			 among partners;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1c8f2d69-ab0a-4073-a3ca-bf685cdf9d2f"><enum>(B)</enum><text display-inline="yes-display-inline">regularly conduct workshops, site visits,
			 demonstrations, conferences, investor forums, and other events in which
			 information and research findings are shared among program participants and
			 interested stakeholders;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1f2a0a20-0cea-44e7-b473-928aac8a2790"><enum>(C)</enum><text display-inline="yes-display-inline">develop a budget for activities of the
			 Department regarding the interagency program established under this title, and
			 provide consultation and guidance on vehicle technology funding priorities
			 across agencies;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd2bc6bb7-1a79-43ac-b3e8-5a9177d68012"><enum>(D)</enum><text display-inline="yes-display-inline">determine a process for reviewing program
			 technical goals, targets, and timetables and, if applicable, aided by
			 life-cycle impact and cost analysis, propose revisions or elimination based on
			 program progress, available funding, and rate of technology adoption;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfd7ac2fb-527a-46ff-855d-b3d7c26f92d0"><enum>(E)</enum><text display-inline="yes-display-inline">evaluate ongoing activities of the program
			 and recommend project modifications, including the termination of projects, if
			 applicable; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide0ed88d4-d02e-4b9e-8f29-d07bec845f11"><enum>(F)</enum><text display-inline="yes-display-inline">other responsibilities, as determined by
			 the Secretary, in consultation with interagency and industry partners.</text>
						</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id5a590f3a-67c5-404a-b724-df2781d9fc3b"><enum>(c)</enum><header display-inline="yes-display-inline">Reports</header><text display-inline="yes-display-inline">At the end of each fiscal year, the
			 Secretary shall submit to Congress an annual report that describes activities
			 undertaken during the fiscal year under this title, including—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="idd887b6f1-3992-4056-ae63-0c4dbadffafc"><enum>(1)</enum><text display-inline="yes-display-inline">active industry participants;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id72430218-f293-4f49-b0c0-7f2cdc83a75d"><enum>(2)</enum><text display-inline="yes-display-inline">progress of the program in meeting goals
			 and timelines; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida5738e09-6563-4c1c-95f8-60095e01cb8d"><enum>(3)</enum><text display-inline="yes-display-inline">a strategic plan for funding of activities
			 across agencies.</text>
					</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id549354fd-dcb4-4899-871d-f03fe6dcfce0" section-type="subsequent-section"><enum>202.</enum><header display-inline="yes-display-inline">Class 8 truck and trailer systems
			 demonstration</header>
				<subsection commented="no" display-inline="no-display-inline" id="idff88afc4-ed6d-4986-b975-1d3d9b17d55b"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall conduct a competitive
			 grant program to demonstrate the integration of multiple advanced technologies
			 on Class 8 truck and trailer platforms with a goal of improving overall freight
			 efficiency, as measured in tons and volume of freight hauled or other work
			 performance-based metrics, by 50 percent, through a combination of technologies
			 described in section 201(a).</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="id8e8dcacd-3372-49c8-81d9-448624088d9f"><enum>(b)</enum><header display-inline="yes-display-inline">Applicant teams</header><text display-inline="yes-display-inline">Applicant teams may be comprised of truck
			 and trailer manufacturers, engine and component manufacturers, fleet customers,
			 information and communications technology manufacturers and providers,
			 researchers of institutions of higher education, and other applicants, as
			 appropriate, for the development and demonstration of integrated Class 8 truck
			 and trailer systems.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="idfce75b8f-81c8-4d80-948e-142825dfa9ad" section-type="subsequent-section"><enum>203.</enum><header display-inline="yes-display-inline">Technology testing and
			 metrics</header><text display-inline="no-display-inline">The Secretary, in
			 coordination with the partners of the 21st Century Truck Partnership of the
			 Department—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id600abda2-80fb-47f2-9d0a-9ac4846fa578"><enum>(1)</enum><text display-inline="yes-display-inline">shall develop standard testing procedures
			 and technologies for evaluating the performance of advanced heavy vehicle
			 technologies under a range of representative duty cycles and operating
			 conditions, including heavy hybrid propulsion systems;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id414d0c66-ff28-4f7c-ab30-c54e8843f988"><enum>(2)</enum><text display-inline="yes-display-inline">shall evaluate heavy vehicle performance
			 using work performance-based metrics other than metrics based on miles per
			 gallon, including—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id2ea17158-72c4-4a7c-82ee-05b62b3bf3db"><enum>(A)</enum><text display-inline="yes-display-inline">metrics based on units of volume and weight
			 transported for freight applications; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1ad4d8f4-d752-4803-b9f2-723f06e9f56b"><enum>(B)</enum><text display-inline="yes-display-inline">appropriate metrics based on performance on
			 nonroad systems; and</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4f867196-2f13-489d-afd9-22185aa68ee1"><enum>(3)</enum><text display-inline="yes-display-inline">may construct heavy duty truck and bus
			 testing facilities.</text>
				</paragraph></section><section commented="no" display-inline="no-display-inline" id="id52647fb9-21bb-4a72-9d46-d812172da199" section-type="subsequent-section"><enum>204.</enum><header display-inline="yes-display-inline">Nonroad systems pilot program</header>
				<subsection commented="no" display-inline="no-display-inline" id="id3877be87-2865-4904-8c30-3e9074f1e301"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall carry out a pilot
			 program of research, development, demonstration, and commercial applications of
			 technologies to improve total machine or system efficiency for nonroad mobile
			 equipment, including agricultural and construction equipment.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="id0b211058-4bf5-42e9-9147-36545bf689cc"><enum>(b)</enum><header display-inline="yes-display-inline">Information transfer</header><text display-inline="yes-display-inline">In carrying out this section, the Secretary
			 shall seek opportunities to transfer relevant research findings and
			 technologies between the nonroad and on-highway equipment and vehicle
			 sectors.</text>
				</subsection></section></title><title changed="added" committee-id="SSEG00" id="id4FA2C17BEE7648FBA81DB7227488FD4F" reported-display-style="italic"><enum>III</enum><header>Advanced technology
			 vehicles manufacturing incentive program</header>

			 vehicles manufacturing incentive program</header><text display-inline="no-display-inline">Section 136 of the Energy Independence and
			 Security Act of 2007 (42 U.S.C. 17013) is amended—</text>
				<paragraph id="id1950AFE14A684C84A4D706FF186F835F"><enum>(1)</enum><text>in subsection (a)—</text>
					<subparagraph id="idFD1AC97AB2594B41AE9D4A7B036B1E3F"><enum>(A)</enum><text>in paragraph (1)—</text>
						<clause id="id67A9D08306DC4672861B4D17331BE893"><enum>(i)</enum><text>by redesignating
			 subparagraphs (A) through (C) as clauses (i) through (iii), respectively, and
			 indenting appropriately;</text>
						</clause><clause id="id48A97B02C52D48C3A8725209B474D547"><enum>(ii)</enum><text>in the matter preceding
			 clause (i) (as redesignated by clause (i)), by striking <quote>means an ultra

				street, road, highway, or transitway;</text>
									</clause><clause id="id5196588A06C14B5F9332ACD135ABBCDB"><enum>(ii)</enum><text>meets each applicable
				emissions standard that is established as of the date of the application;
				and</text>
									</clause><clause id="id2D5A8C022698460E9EAED89C8DD4D9D5"><enum>(iii)</enum><text>as determined by the
				Secretary, the deployment of which will reduce consumption of motor fuels by 25
				percent or more, as compared to current surface transportation technologies
				that perform a similar function, unless the Secretary determines that—</text>
										<subclause id="id61D4BDCD4DD84C6A8421CD0B2C4DD159"><enum>(I)</enum><text>the percentage is not
				achievable for a vehicle type or class; and</text>
										</subclause><subclause id="idF3EA61DB89E14594A0172BE5B4DB61FB"><enum>(II)</enum><text>an alternative
				percentage for that vehicle type or class will result in substantial reductions
				in motor fuel
				consumption.</text>
										</subclause></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph changed="added" committee-id="SSEG00" id="idAFF87CB768334FCBB29EA8E49D4D9EF3" reported-display-style="italic"><enum>(B)</enum><text>in paragraph
			 (3)(B)—</text>

				fuel economy of advanced technology vehicles; and</text>
								</subparagraph><subparagraph id="ID7edf141fd7c94ad48f94112db2a95f2f"><enum>(B)</enum><text>contribute measurably to
				the overall fuel economy of the advanced technology
				vehicles.</text>
								</subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph changed="added" committee-id="SSEG00" id="id610AAB911B094F05AA01F3ED622E4997" reported-display-style="italic"><enum>(2)</enum><text>in subsection (b), in the

			 striking <quote>2012</quote> and inserting <quote>2015</quote>.</text>
				</paragraph></appropriations-major></title><title changed="added" committee-id="SSEG00" id="id6E8D7F506AC2417381C5DDF55E9E7F50" reported-display-style="italic"><enum>IV</enum><header>Natural gas
			 vehicles</header>
			<section id="ID26cb4e1555b5485e8408761daf6f034b"><enum>401.</enum><header>Natural gas vehicle
			 research, development, and demonstration projects</header>
				<subsection id="IDdde25f9d8907423484986e880adccfe8"><enum>(a)</enum><header>In
			 general</header><text>The Secretary, in coordination with the Administrator,
			 shall conduct a program of natural gas vehicle research, development, and
			 demonstration.</text>
				</subsection><subsection id="ID5d84b5d85a8c4f75afb9f0d4eb9fd449"><enum>(b)</enum><header>Purposes</header><text>The
			 purposes of the program conducted under this section are to focus on—</text>
					<paragraph id="IDd23e1c67f83d4359b6a06b875a1bcc72"><enum>(1)</enum><text>the continued improvement
			 and development of new, cleaner, more efficient light-duty, medium-duty, and
			 heavy-duty natural gas and vehicle engines;</text>
					</paragraph><paragraph id="ID9c12d460d6ff4468ad46fedc52a1c3cc"><enum>(2)</enum><text>the integration of those
			 engines into light-duty, medium-duty, and heavy-duty natural gas vehicles for
			 onroad and offroad applications;</text>
					</paragraph><paragraph id="IDb701318f46d7434892c9a1f26667c684"><enum>(3)</enum><text>the expansion of product
			 availability by assisting manufacturers with the certification of the engines
			 or vehicles described in paragraph (1) or (2) to comply with Federal or
			 California certification requirements and in-use emission standards;</text>
					</paragraph><paragraph id="ID4d9b8fb86dfd441ca9da6646fd0c1941"><enum>(4)</enum><text>the demonstration and
			 proper operation and use of the vehicles described in paragraph (2) under all
			 operating conditions;</text>
					</paragraph><paragraph id="IDb19e3ad0939348feb030210f82d9a440"><enum>(5)</enum><text>the development and
			 improvement of nationally recognized codes and standards for the continued safe
			 operation of vehicles described in paragraph (2) and the components of the
			 vehicles;</text>
					</paragraph><paragraph id="ID1f5b6543d74e4d26aa4cbf5b5793fa5f"><enum>(6)</enum><text>the improvement in the
			 reliability and efficiency of natural gas fueling station
			 infrastructure;</text>
					</paragraph><paragraph id="IDb69519f03e61469d858bd5daca3d435f"><enum>(7)</enum><text>the certification of
			 natural gas fueling station infrastructure to nationally recognized and
			 industry safety standards;</text>
					</paragraph><paragraph id="ID6aab69dd6a7846bc9a5596f2dabbf03c"><enum>(8)</enum><text>the improvement in the
			 reliability and efficiency of onboard natural gas fuel storage systems;</text>
					</paragraph><paragraph id="ID625bca3195c94d8f86e77901f555a3d0"><enum>(9)</enum><text>the development of new
			 natural gas fuel storage materials;</text>
					</paragraph><paragraph id="ID36d775eecba642ba9b529d98ebdf34d5"><enum>(10)</enum><text>the certification of
			 onboard natural gas fuel storage systems to nationally recognized and industry
			 safety standards; and</text>
					</paragraph><paragraph id="IDec032278e6dd45c9b719ea3aafa2b15e"><enum>(11)</enum><text>the use of natural gas
			 engines in hybrid vehicles.</text>
					</paragraph></subsection><subsection id="IDa9c0eca0eccb44c69d75d733200b01ac"><enum>(c)</enum><header>Certification of
			 aftermarket conversion systems</header>
					<paragraph id="IDc1f06366908a4a2fb39a22ccaf8295c2"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall coordinate with the Administrator on
			 issues relating to streamlining the certification of natural gas aftermarket
			 conversion systems to comply with appropriate Federal certification
			 requirements and in-use emission standards.</text>
					</paragraph><paragraph id="IDa3441d39c25840f9a2c023be9906a0cb"><enum>(2)</enum><header>Streamlined
			 certification</header><text>For purposes of paragraph (1), streamlined
			 certification shall include providing aftermarket conversion system
			 manufacturers the option to continue to sell and install systems on engines and
			 test groups for which the manufacturers have previously received a certificate
			 of conformity without having to request a new certificate in future
			 years.</text>
					</paragraph></subsection><subsection id="IDfae3decec8c74cd4b2fae374b13a8528"><enum>(d)</enum><header>Cooperation and
			 coordination with industry</header><text>In developing and carrying out the
			 program under this section, the Secretary shall coordinate with the natural gas
			 vehicle industry to ensure, to the maximum extent practicable, cooperation
			 between the public and the private sector.</text>
				</subsection><subsection id="ID3ae3027aa86548969b768f32a8753c37"><enum>(e)</enum><header>Administration</header><text>The
			 program under this section shall be conducted in accordance with sections 3001
			 and 3002 of the Energy Policy Act of 1992 (42 U.S.C. 13541, 13542).</text>
				</subsection><subsection id="IDe50b5dd54f61405098b9772e6348567b"><enum>(f)</enum><header>Report</header><text>Not
			 later than 2 years after the date of enactment of this Act, the Secretary shall
			 submit to the appropriate committees of Congress a report on the implementation
			 of this section.</text>
				</subsection><subsection id="ID7cab2bb01017450583183d76f59287f0"><enum>(g)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to the
			 Secretary to carry out this section $30,000,000 for each of fiscal years 2011
			 through 2015.</text>
				</subsection></section><section id="IDa105fa1310244cbf99fd96466322c151"><enum>402.</enum><header>Study of increasing
			 natural gas and liquefied petroleum gas vehicles in Federal fleet</header>
				<subsection id="ID4041ca1befb84c09a255eeebaeb48f85"><enum>(a)</enum><header>In
			 general</header><text>The Administrator of General Services, in consultation
			 with the Administrator and the Secretary, shall conduct a study of the means by
			 which the Federal fleet could increase the number of light-, medium-, and
			 heavy-duty natural gas and liquefied petroleum gas vehicles in the
			 fleet.</text>
				</subsection><subsection id="ID74dfd288e61e4315a3da62e7efc1cdb0"><enum>(b)</enum><header>Components</header><text>In
			 conducting the study, the Administrator of General Services shall—</text>
					<paragraph id="IDbbba4f89322b40eeb237f7906fd9c8a6"><enum>(1)</enum><text>take into consideration
			 Executive Order 13514 (74 Fed. Reg. 52117; relating to Federal leadership in
			 environmental, energy, and economic performance) requiring agencies to meet a
			 30-percent reduction in vehicle fleet petroleum use by 2020;</text>
					</paragraph><paragraph id="ID77c3b737c8294a2da29119599534b505"><enum>(2)</enum><text>assess—</text>
						<subparagraph id="ID1a2125015cf24501b780cfde2cf6a47d"><enum>(A)</enum><text>the barriers to
			 increasing the number of natural gas and liquefied petroleum gas vehicles in
			 the Federal fleet;</text>
						</subparagraph><subparagraph id="ID367c032c646145f9b36057098d116872"><enum>(B)</enum><text>the potential for
			 maximizing the use of natural gas and liquefied petroleum gas vehicles in the
			 fleet;</text>
						</subparagraph><subparagraph id="ID9bfa6534251f4028b5fe9dfbf03e0f39"><enum>(C)</enum><text>the expected reductions
			 in petroleum use and greenhouse gas emissions as part of the potential impacts
			 of increasing natural gas and liquefied petroleum in the fleet; and</text>
						</subparagraph><subparagraph id="ID2aa42d2033fb416f9343606319b8ec4e"><enum>(D)</enum><text>the lifecycle costs
			 involved in fleet conversions, including the cost savings from reduced fuel
			 consumption;</text>
						</subparagraph></paragraph><paragraph id="ID03ca61052f614805b37763aa4d1000ea"><enum>(3)</enum><text>provide a separate
			 analysis of the potential costs of installing the specific fueling
			 infrastructure required to increase natural gas and liquefied petroleum gas in
			 the fleet; and</text>
					</paragraph><paragraph id="ID3118e9fb9737441aa9f0c039ac6db3e5"><enum>(4)</enum><text>include feasibility
			 assessments for increasing the number of light-, medium-, and heavy-duty
			 natural gas and liquefied petroleum gas vehicles in the fleet over a base
			 period of 10 years and accelerated periods of 3 and 5 years.</text>
					</paragraph></subsection><subsection id="IDc1518edc6672458798d3fb7c06a376ab"><enum>(c)</enum><header>Report</header><text>Not
			 later than 180 days after the date of enactment of this Act, the Administrator
			 of General Services shall submit to the appropriate committees of Congress a
			 report on the results of the study conducted under this section.</text>
				</subsection></section></title><title changed="added" commented="no" committee-id="SSEG00" id="idf7058b12-c6bd-4b40-9f34-e7a60d0087e9" level-type="subsequent" reported-display-style="italic"><enum>V</enum><header display-inline="yes-display-inline">Authorization of appropriations</header>
			<section commented="no" display-inline="no-display-inline" id="ide5fd48ea-4c6a-4d81-924d-0e60943c3e6f" section-type="subsequent-section"><enum>501.</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated to the Secretary such sums as are necessary to
			 carry out this Act.</text>
			</section><section id="id835B51A8CB4E43399A43DA98C686386C"><enum>502.</enum><header>Cost-sharing
			 requirement</header><text display-inline="no-display-inline">The activities
			 carried out under this Act shall be subject to the cost-sharing requirements of
			 section 988 of the Energy Policy Act of 2005 (42 U.S.C. 16352).</text>
