			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Security Clearance Modernization
			 and Reporting Act of 2009</short-title></quote>.</text>
		</section><section id="id557570DBB9954C95B1B95DDB7CAFD309"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">Subsection (a) of section 3001 of the
			 Intelligence Reform and Terrorism Prevention Act of 2004 (50 U.S.C. 435b) is
			 amended—</text>
			<paragraph id="idB035BA9417574EB39D78FD6550C7F2E3"><enum>(1)</enum><text>in the matter
			 preceding paragraph (1) by striking <quote>In this section:</quote> and
			 inserting <quote>Except as otherwise specifically provided, in this
			 title:</quote>;</text>

					<paragraph id="IDffb3159a5eb9489d86a1eda97ef03cae"><enum>(1)</enum><header>Adjudication</header><text>The
				term <term>adjudication</term> means the evaluation of pertinent data in a
				background investigation and any other available information that is relevant
				and reliable to determine whether an individual is—</text>
						<subparagraph id="ID8c7fa03c291d4145a35590f1fb2b2843"><enum>(A)</enum><text>suitable for
				Federal Government employment;</text>
						</subparagraph><subparagraph id="IDa3df6f2e6b2a4647a0695277064201e2"><enum>(B)</enum><text>eligible for
				logical and physical access to federally controlled information systems;</text>
						</subparagraph><subparagraph id="IDd20955841f1c414586e43dbc46b0b451"><enum>(C)</enum><text>eligible for
				physical access to federally controlled facilities;</text>
						</subparagraph><subparagraph id="IDf407e96e6f8542aead680c734ee5060f"><enum>(D)</enum><text>eligible for
				access to classified information;</text>
						</subparagraph><subparagraph id="ID5880d4706c7441319458e6b49786d820"><enum>(E)</enum><text>eligible to hold
				a sensitive position; or</text>
						</subparagraph><subparagraph id="ID94ea28169dff4be8b0f0b38fd2e956d4"><enum>(F)</enum><text>fit to perform
				work for or on behalf of the Federal Government as a contractor
				employee.</text>
						</subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="id7395433C207149849BC17E4DA4776711"><enum>(11)</enum><text>by inserting
			 after paragraph (5), as redesignated by paragraph (3), the following:</text>
				<quoted-block display-inline="no-display-inline" id="idC0BA1BB86D5E4D309458AA1E82993A2A" style="OLC">
					<paragraph id="ID5d8836b2008e4b5eae758ed633ab0a82"><enum>(6)</enum><header>Classified
				information</header><text>The term <term>classified information</term> means
				information that has been determined, pursuant to Executive Order 12958 (60
				Fed. Reg. 19825) or a successor or predecessor order, or the Atomic Energy Act
				of 1954 (42 U.S.C. 2011 et seq.), to require protection against unauthorized
				disclosure.</text>
					</paragraph><paragraph id="ID047bc194a0ce494c9913c7a7da4cb998"><enum>(7)</enum><header>Continuous
				evaluation</header><text>The term <term>continuous evaluation</term> means a
				review of the background of an individual who has been determined to be
				eligible for access to classified information (including additional or new
				checks of commercial databases, Government databases, and other information
				lawfully available to security officials) at any time during the period of
				eligibility to determine whether that individual continues to meet the
				requirements for eligibility for access to classified information.</text>
					</paragraph><paragraph id="ID9b64f7d78cc84a6283467b63736cea08"><enum>(8)</enum><header>Contractor</header><text>The
				term <quote>contractor</quote> means an expert or consultant, who is not
				subject to section 3109 of title 5, United States Code, to an agency, an
				industrial or commercial contractor, licensee, certificate holder, or grantee
				of any agency, including all subcontractors, a personal services contractor, or
				any other category of person who performs work for or on behalf of an agency
				and who is not an employee of an agency.</text>
					</paragraph><paragraph id="IDeed9e6d6f9204f22ac649a2bfd1e55fb"><enum>(9)</enum><header>Contractor
				employee fitness</header><text>The term <term>contractor employee
				fitness</term> means fitness based on character and conduct for work for or on
				behalf of an agency as a contractor
				employee.</text>
					</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="idA6D1FA41C9704A79B9C43ACF15285E99"><enum>(12)</enum><text>by inserting
			 after paragraph (10), as redesignated by paragraph (6), the following:</text>
				<quoted-block display-inline="no-display-inline" id="idE00E2BD247A04E29A2CA11E27FB62652" style="OLC">
					<paragraph id="ID5bfee7f525ce4c02ab2e9fafe7eb6613"><enum>(11)</enum><header>Federally
				controlled facilities; federally controlled information
				systems</header><text>The term <term>federally controlled facilities</term> and
				<term>federally controlled information systems</term> have the meanings
				prescribed in guidance pursuant to the Federal Information Security Management
				Act of 2002 (title III of Public Law 107–347; 116 Stat. 2946), the amendments
				made by that Act, and Homeland Security Presidential Directive 12, or any
				successor
				Directive.</text>
					</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="id85C6BEBC6AA74A049526B7EF7B78049C"><enum>(13)</enum><text>by inserting
			 after paragraph (12), as redesignated by paragraph (5), the following:</text>
				<quoted-block display-inline="no-display-inline" id="id2CB78C278F504B528A3BD53D2DC51612" style="OLC">
					<paragraph id="ID44bf770975f7452e827733920dfb81d1"><enum>(13)</enum><header>Logical
				access</header><text>The term <term>logical access</term> means, with respect
				to federally controlled information systems, access other than occasional or
				intermittent access to federally controlled information
				systems.</text>
					</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="idB2B6199D1BFD4706B4B9AC517CC368F0"><enum>(14)</enum><text>by inserting
			 after paragraph (15), as redesignated by paragraph (7), the following:</text>
				<quoted-block display-inline="no-display-inline" id="idDBA1BBC3EE084CAFA53A1CDC4A179B7D" style="OLC">
					<paragraph id="ID3104898b79a341e2b75389809748c94a"><enum>(16)</enum><header>Physical
				access</header><text>The term <term>physical access</term> means, with respect
				to federally controlled facilities, access other than occasional or
				intermittent access to federally controlled facilities.</text>
					</paragraph><paragraph id="IDfee414477b044378b029b44da8f4f15e"><enum>(17)</enum><header>Sensitive
				position</header><text>The term <term>sensitive position</term> means any
				position designated as a sensitive position under Executive Order 10450 or any
				successor Executive Order.</text>
					</paragraph><paragraph id="IDa8acd098bfa3404bbc0b08411c614ecc"><enum>(18)</enum><header>Suitability</header><text>The
				term <term>suitability</term> has the meaning of that term in part 731, of
				title 5, Code of Federal Regulations or any successor similar
				regulation.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="id308F6A7DC66C480997890F20E1296FE2"><enum>3.</enum><header>Security
			 clearance and suitability determination reporting</header>
			<subsection id="idE4DA8219E83049C6AAB06C1B5178D583"><enum>(a)</enum><header>Extension of
			 reporting requirements</header><text>Paragraph (1) of section 3001(h) of the
			 Intelligence Reform and Terrorism Prevention Act of 2004 (50 U.S.C. 435b(h)) is
			 amended by striking <quote>through 2011,</quote> and inserting <quote>until the
			 earlier of the date that is 2 years after the date that the Comptroller General
			 of the United States has removed all items related to security clearances from
			 the list maintained by the Comptroller General known as the High-Risk List or
			 2017,</quote>.</text>
			</subsection><subsection id="idF49AFCCE9EB74540BB93796A4BD49FBB"><enum>(b)</enum><header>Reports on
			 security clearance review processes</header><text>Paragraph (2) of such section
			 3001(h) is amended—</text>
				<paragraph id="id54291DAFF64C4F94B5A7CC6118FC74FD"><enum>(1)</enum><text>by redesignating
			 subparagraphs (B) and (C) as subparagraphs (E) and (F), respectively;
			 and</text>
				</paragraph><paragraph id="id65A02FE7577C4D2EBE4D94609700B05B"><enum>(2)</enum><text>by striking
			 subparagraph (A) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="idB4CB7371AD2A4460872CFBF68968FF08" style="OLC">
						<subparagraph id="id1E0BE9513F3946729E3B876F97191272" indent="up1"><enum>(A)</enum><text>a description of the full range of
				time required to complete initial clearance applications, including time
				required by each authorized investigative agency and each authorized
				adjudicative agency—</text>
							<clause id="id2A55FDEC9C494DE0B3564825D055EF3B"><enum>(i)</enum><text>to respond to requests for security
				clearances for individuals, including the periods required to initiate security
				clearance investigations, conduct security clearance investigations, deliver
				completed investigations to the requesting agency, adjudicate such requests,
				make final determinations on such requests, and notify individuals and
				individuals' employers of such determinations, from date of submission of the
				requests to the date of the ultimate disposition of the requests and
				notifications, disaggregated by the type of security clearance, including
				Secret, Top Secret, and Top Secret with Special Program Access, including
				sensitive compartmented information clearances—</text>
								<subclause id="id9D417972CE174C45A91AF912E49F8B43"><enum>(I)</enum><text>for civilian employees of the United
				States;</text>
								</subclause><subclause id="idB44DECE8E8864DF397207CCCE2A09A6A"><enum>(II)</enum><text>for members of the Armed Forces of the
				United States; and</text>
								</subclause><subclause id="id3270DEEB975C42D3AF34BDFC73AF297D"><enum>(III)</enum><text>for contractor employees; and</text>
								</subclause></clause><clause id="id2637365B9BCA437380062D2DBCC20E0A"><enum>(ii)</enum><text>to conduct investigations for
				suitability determinations for individuals from successful submission of
				applications to ultimate disposition of applications and notifications to the
				individuals—</text>
								<subclause id="idAE7D983EB7F740D4A68F0DC60835815A"><enum>(I)</enum><text>for civilian employees of the United
				States;</text>
								</subclause><subclause id="id63BC4A1ADE7C4AF2932C75E0383636A1"><enum>(II)</enum><text>for members of the Armed Forces of the
				United States; and</text>
								</subclause><subclause id="id1AB9BA626B70440A9CA8C82C9AF619A1"><enum>(III)</enum><text>for contractor employees;</text>
								</subclause></clause></subparagraph><subparagraph id="idE2B5A9ECB6EF43F59E605CCBC63BB763" indent="up1"><enum>(B)</enum><text>a listing of the agencies and
				departments of the United States that have established and utilize policies to
				accept all security clearance background investigations and determinations
				completed by an authorized investigative agency or authorized adjudicative
				agency;</text>
						</subparagraph><subparagraph id="id000418D8C3D24E0A937BFE1513248363" indent="up1"><enum>(C)</enum><text>a description of the progress in
				implementing the strategic plan referred to in section 3004; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8F0FDCC4DF9C43CD866B63CB70849811" indent="up1"><enum>(D)</enum><text>a description of the progress made in
				implementing the information technology strategy referred to in section
				3005;</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="IDf3a2873f7c3f4c5cb149264944f8c0e5"><enum>4.</enum><header>Security
			 Clearance and Suitability Performance Accountability Council</header><text display-inline="no-display-inline">Title III of the Intelligence Reform and
			 Terrorism Prevention Act of 2004 (50 U.S.C. 435b et seq.) is amended by adding
			 at the end the following new section:</text>
			<quoted-block display-inline="no-display-inline" id="id9AFAF806F76340F18D1E01392BF8E530" style="OLC">
				<section id="IDa2515566158c40dc8114291f773818bf"><enum>3003.</enum><header>Security
				Clearance and Suitability Performance Accountability Council</header>
					<subsection id="id3746C294E08D4E999757FB0A22B58CB6"><enum>(a)</enum><header>Establishment</header><text>There
				is established a Security Clearance and Suitability Performance Accountability
				Council (hereinafter referred to as the <quote>Council</quote>).</text>
					</subsection><subsection id="ID1ea1a71cf5ad40829c43bc77ec0669ea"><enum>(b)</enum><header>Chair</header>
						<paragraph id="id997D014B520C46249EDDD6F3C69EA7B3"><enum>(1)</enum><header>Designation</header><text>The
				Deputy Director for Management, Office of Management and Budget, shall serve as
				Chair of the Council.</text>
						</paragraph><paragraph id="id4E9CF527A0754425A467610BDCCB1A79"><enum>(2)</enum><header>Authority</header><text>The
				Chair of the Council shall have authority, direction, and control over the
				functions of the Council.</text>
						</paragraph></subsection><subsection id="idD7EC71117CD24994A221E658E5D38F43"><enum>(c)</enum><header>Vice
				Chair</header><text>The Chair of the Council shall select a Vice Chair to act
				in the Chair's absence.</text>
					</subsection><subsection id="id245EEBB499D64C54BDFD878D7D335C16"><enum>(d)</enum><header>Membership</header>
						<paragraph id="id171079713B6B45469C0A5D0737965CDC"><enum>(1)</enum><header>In
				general</header><text>The members of the Council shall include—</text>
							<subparagraph id="id946D90B2D708478EB28F603FDED600E6"><enum>(A)</enum><text>the Chair of the
				Council; and</text>
							</subparagraph><subparagraph id="id1D70AA1320374BE0AF99D43D17D4DB27"><enum>(B)</enum><text>an appropriate
				senior officer from each of the following:</text>
								<clause id="id888A016026604D8FABEB45D3AB2D4DD3"><enum>(i)</enum><text>The Office of the
				Director of National Intelligence.</text>
								</clause><clause id="id5FAEE6A6EF73463BB5F6625C9CB0E7AC"><enum>(ii)</enum><text>The Department
				of Defense.</text>
								</clause><clause id="id7EC2123E53BE442B9C2BA91CB416E0EC"><enum>(iii)</enum><text>The Office of
				Personnel Management.</text>
								</clause></subparagraph></paragraph><paragraph id="idF8C4C03741BF41FBB25FE379F7EC643A"><enum>(2)</enum><header>Other
				members</header><text>The Chair of the Council may designate appropriate
				employees of other agencies or departments of the United States as members of
				the Council.</text>
						</paragraph></subsection><subsection id="ID47cd64f1344e418d8bd21bbce18508c7"><enum>(e)</enum><header>Duties</header><text>The
				Council shall—</text>
						<paragraph id="ID1f8120d3c6e3473d847178aa151defeb"><enum>(1)</enum><text>ensure alignment
				of suitability, security, and, as appropriate, contractor employee fitness,
				investigative, and adjudicative processes;</text>
						</paragraph><paragraph id="ID4a513bc4d224443490860d6df933fcb0"><enum>(2)</enum><text>ensure alignment
				of investigative requirements for suitability determinations and security
				clearances to reduce duplication in investigations;</text>
						</paragraph><paragraph id="ID2442564c8b294e40bd057211e4b50adf"><enum>(3)</enum><text>oversee the
				establishment of requirements for enterprise information technology;</text>
						</paragraph><paragraph id="ID922a16e03a1b4c9493adc52bf3023aa2"><enum>(4)</enum><text>oversee the
				development of techniques and tools, including information technology, for
				enhancing background investigations and eligibility determinations and ensure
				that such techniques and tools are utilized;</text>
						</paragraph><paragraph id="ID0771389ea3a643b0b2328d80fec7db17"><enum>(5)</enum><text>ensure that each
				agency and department of the United States establishes and utilizes policies
				for ensuring reciprocal recognition of clearances that allow access to
				classified information granted by all other agencies and departments;</text>
						</paragraph><paragraph id="IDcab3ea2589f44aa4afc06bf16ed75a1b"><enum>(6)</enum><text>ensure sharing of
				best practices among agencies and departments of the United States;</text>
						</paragraph><paragraph id="ID498d11b298cf4d4fb07b59fe90a468c3"><enum>(7)</enum><text>hold each agency
				and department of the United States accountable for the implementation of
				suitability, security, and, as appropriate, contractor employee fitness
				processes and procedures; and</text>
						</paragraph><paragraph id="ID24d51f298f6448b8881cbf441ae56144"><enum>(8)</enum><text>hold each agency
				and department of the United States accountable for recognizing clearances that
				allow access to classified information granted by all other agencies and
				departments of the United States.</text>
						</paragraph></subsection><subsection id="ID6bf43fef2a334e1ebf54bab26e251365"><enum>(f)</enum><header>Assignment of
				duties</header><text>The Chair may assign, in whole or in part, to the head of
				any agency or department of the United States, solely or jointly, any duty of
				the Council relating to—</text>
						<paragraph id="id6DC6B32CBCC34E5AAE5F08CF77670EFF"><enum>(1)</enum><text>alignment and
				improvement of investigations and determinations of suitability;</text>
						</paragraph><paragraph id="id4565AF835A7A47D7A1C8476903870B68"><enum>(2)</enum><text>determinations of
				contractor employee fitness; and</text>
						</paragraph><paragraph id="id1B922949C9A7485C86C5F29BA1635694"><enum>(3)</enum><text>determinations of
				eligibility—</text>
							<subparagraph id="id3A8F68A9B4A34C7E854AD4115FAE0789"><enum>(A)</enum><text>for logical
				access to federally controlled information systems;</text>
							</subparagraph><subparagraph id="id6AF72EDF3C7B41BB847B2C168ECDDD49"><enum>(B)</enum><text>for physical
				access to federally controlled facilities;</text>
							</subparagraph><subparagraph id="id29BE626028E2402FB2DF757332A656AF"><enum>(C)</enum><text>for access to
				classified information; or</text>
							</subparagraph><subparagraph id="id1403621257CD4D2BB58A96F93893CC42"><enum>(D)</enum><text>to hold a
				sensitive
				position.</text>
							</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="ID65f32c3491654223b3c9256f81b0b8f1"><enum>5.</enum><header>Strategic plan
			 for reform</header><text display-inline="no-display-inline">Title III of the
			 Intelligence Reform and Terrorism Prevention Act of 2004 (50 U.S.C. 435b et
			 seq.), as amended by section 4, is further amended by adding at the end the
			 following new section:</text>
			<quoted-block display-inline="no-display-inline" id="idCD1C9021F6E0421B8136F31D0E3C8F78" style="OLC">
				<section id="ID93b1095d527d4cba9cbfd32cee0e0481"><enum>3004.</enum><header>Security
				clearance and suitability reform strategic plan</header>
					<subsection id="ID79d7dbc20ed04a50b34c64d5e553e830"><enum>(a)</enum><header>Requirement for
				plan</header><text>Not later than 90 days after the date of the enactment of
				the <short-title>Security Clearance Modernization and
				Reporting Act of 2009</short-title>, the Security Clearance and Suitability
				Performance Accountability Council established in section 3003 shall develop a
				strategic plan that identifies the causes of problems with the issuance of
				security clearances and a description of actions to be taken to correct such
				problems.</text>
					</subsection><subsection id="id5240E481D349435C98D39FC7805AC811"><enum>(b)</enum><header>Contents</header><text>The
				plan required by subsection (a) shall include a description of—</text>
						<paragraph id="idAA5E4A0F25644208BDD16100B8F9C61D"><enum>(1)</enum><text>the clear mission
				and strategic goals of the plan;</text>
						</paragraph><paragraph id="idDDA595CF654845158546F38809454039"><enum>(2)</enum><text>performance
				measures to be used to determine the effectiveness of security clearance
				procedures, including measures for the quality of security clearance
				investigations and adjudications;</text>
						</paragraph><paragraph id="idBED6F2B0164D423D84D3FB824F93B782"><enum>(3)</enum><text>a formal
				communications strategy related to the issuance of security clearances;</text>
						</paragraph><paragraph id="id056BAA9DF16147519EA7290911A80B27"><enum>(4)</enum><text>the roles and
				responsibilities for agencies participating in security clearance reform
				efforts; and</text>
						</paragraph><paragraph id="idB99232AD42884E28963BB5A02B639B07"><enum>(5)</enum><text>the long-term
				funding requirements for security clearance reform efforts.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id7C62A2B9CE4843AC861D4798D281875A"><enum>(c)</enum><header display-inline="yes-display-inline">Submission to Congress</header><text display-inline="yes-display-inline">The plan required by subsection (a) shall
				be submitted to the appropriate committees of Congress.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="IDbc3c32b5ccaa4f269ed5db27a866b3e1"><enum>(d)</enum><header display-inline="yes-display-inline">Government accountability office
				review</header><text display-inline="yes-display-inline">The plan required by
				subsection (a) shall be reviewed by the Comptroller General of the United
				States following its submission to the appropriate committees of Congress under
				subsection
				(c).</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="ID14bb5bd58042446e8b753cbee684aa88"><enum>6.</enum><header>Information
			 technology strategy</header><text display-inline="no-display-inline">Title III
			 of the Intelligence Reform and Terrorism Prevention Act of 2004 (50 U.S.C. 435b
			 et seq.), as amended by sections 4 and 5, is further amended by adding at the
			 end the following new section:</text>

				<section id="IDbe8a4c2c758f4b0ca3bf9bba368c1449"><enum>3005.</enum><header>Information
				technology strategy</header>
					<subsection id="IDc7401b22ec704ce1bc3f08a3b3c288b5"><enum>(a)</enum><header>Requirement for
				strategy</header><text>Not later than 120 days after the date of the enactment
				of the <short-title>Security Clearance Modernization and
				Reporting Act of 2009</short-title>, the Director of the Office of Management
				and Budget shall submit to the appropriate committees of Congress an
				information technology strategy that describes the plans to expedite
				investigative and adjudicative processes, verify standard information submitted
				as part of an application for a security clearance, and provide security
				clearance and suitability determination reform consistent with the strategy
				required by section 3004(a), by carrying out the Enterprise Information
				Technology Strategy referred to in the Report of the Joint Security and
				Suitability Reform Team, dated December 30, 2008.</text>
					</subsection><subsection id="IDfa0d5a232b4148ababe7e5496f14c153"><enum>(b)</enum><header>Content</header><text>The
				strategy required by subsection (a) shall include—</text>
						<paragraph id="ID09c4302505fa4b0eb761d889c0926b69"><enum>(1)</enum><text>a description of
				information technology required to request a security clearance or suitability
				investigation;</text>
						</paragraph><paragraph id="IDd3f15d4d8c7b4b2b95577ea51d9ae539"><enum>(2)</enum><text>a description of
				information technology required to apply for a security clearance or
				suitability investigation;</text>
						</paragraph><paragraph id="ID185da0e3ecf14889a6b22c3173481c4c"><enum>(3)</enum><text>a description of
				information technology systems needed to support such investigations;</text>
						</paragraph><paragraph id="IDa6298ac028334dbaa0bb89e58022fd91"><enum>(4)</enum><text>a description of
				information technology required to transmit common machine readable
				investigation files to agencies for adjudication;</text>
						</paragraph><paragraph id="ID3a6e36af504547478bda8c45ec79108a"><enum>(5)</enum><text>a description of
				information technology required to support agency adjudications of security
				clearance and suitability determinations;</text>
						</paragraph><paragraph id="IDf0440981f59b4bd98238ad458fc6fca7"><enum>(6)</enum><text>a description of
				information technology required to support continuous evaluations;</text>
						</paragraph><paragraph id="ID61e1ca33d7b24d8f80e3bf160db1fc16"><enum>(7)</enum><text>a description of
				information technology required to implement a single repository containing all
				security clearance and suitability determinations of each agency and department
				of the United States that is accessible by each such agency and department in
				support of ensuring reciprocal recognition of access to classified information
				among such agencies and departments;</text>
						</paragraph><paragraph id="IDe1f0f46b52ef413ebdb25b22362c8686"><enum>(8)</enum><text>a description of
				the efforts of the Security Clearance and Suitability Performance Council
				established in section 3003, and each of the Department of Defense, the Office
				of Personnel Management, and the Office of the Director of National
				Intelligence to carry out the strategy submitted under subsection (a);</text>
						</paragraph><paragraph id="ID805270d9f48448849f6317a046c17687"><enum>(9)</enum><text>the plans of the
				agencies and departments of the United States to develop, implement, fund, and
				provide personnel to carry out the strategy submitted under subsection
				(a);</text>
						</paragraph><paragraph id="IDa1750aec110b4ff68900b84353eb11d9"><enum>(10)</enum><text>cost estimates
				to carry out the strategy submitted under subsection (a); and</text>
						</paragraph><paragraph id="IDf9002641edcb4582a78402673fee5cf9"><enum>(11)</enum><text>a description of
				the schedule for carrying out the strategy submitted under subsection
				(a).</text>
