		<official-title>To authorize the Secretary of the Interior to grant
		  economy-related contract extensions of a certain timber contracts between the
		  Secretary of the Interior and timber purchasers, and for other
		  purposes.</official-title>

		<section id="HC93EE735A8D441DC96EA7E863525C3C4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Forest Harvest Opportunity
			 Act</short-title></quote>.</text>
		</section><section id="idF39D9FCA8C074D0082A95E94E02AEB1E"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="HD7A24C34A650424B8515854E9F615396"><enum>(1)</enum><header>Economy-related
			 contract extension</header><text>The term <term>economy-related contract
			 extension</term> means the addition of 3 years to the expiration date of a
			 qualifying contract for the right to cut and remove timber.</text>
			</paragraph><paragraph id="H0A2531B5D7A347398C0F04C5905F36D6"><enum>(2)</enum><header>Qualifying
			 contract</header><text>The term <term>qualifying contract</term> means a
			 contract, executed on or before December 31, 2008, for the sale of timber from
			 land administered by the Bureau of Land Management—</text>
				<subparagraph id="H6B83F38D5B894DD58855776008D6154A"><enum>(A)</enum><text>for which there is
			 unharvested volume remaining;</text>
				</subparagraph><subparagraph id="H133BE75BD9B94AFCBF7657DEAF547C35"><enum>(B)</enum><text>for which, not
			 later than 90 days after the date of enactment of this Act, the timber
			 purchaser makes a written request to the Secretary for an economy-related
			 contract extension; and</text>
				</subparagraph><subparagraph id="HFD1394A5A8004E05B560E1116D5E5FB5"><enum>(C)</enum><text>that has not been
			 terminated prior to the request for an economy-related contract extension under
			 section 3(a).</text>
				</subparagraph></paragraph><paragraph id="H742742F1532A43AFB09D0075F12B7DF0"><enum>(3)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior, acting through
			 the Director of the Bureau of Land Management.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC8E4952A5EC74BCD822A83D0460441C5"><enum>(4)</enum><header>Timber
			 purchaser</header><text>The term <term>timber purchaser</term> means the party
			 to the qualifying contract for the sale of timber from land administered by the
			 Bureau of Land Management.</text>
			</paragraph></section><section id="H38F7ED7798CB418A82EBD34DBF449CAA"><enum>3.</enum><header>Economy-related
			 contract extensions</header>
			<subsection id="H543902322D084E42B8C04B731244117B"><enum>(a)</enum><header>Request</header><text>Not
			 later than 30 days after a timber purchaser requests an economy-related
			 contract extension of a qualifying contract between the Secretary and the
			 timber purchaser, the Secretary shall modify the qualifying contract to add 3
			 years to the contract expiration date.</text>
			</subsection><subsection id="HD91FACCE17584EDE885C777F49425B87"><enum>(b)</enum><header>Waiver of claims
			 as of extension</header><text>The timber purchaser shall waive any and all
			 claims the timber purchaser has against the United States involving the
			 qualifying contract that exist on the date that the Secretary modifies the
			 qualifying contract under subsection (a).</text>
			</subsection><subsection id="H9E7172AAC81945738B3585349EDE4E57"><enum>(c)</enum><header>Claims prior to
			 date of extension</header><text>Nothing in this Act affects any claim by the
			 United States against any timber purchaser, including claims that arose under a
			 qualifying contract before the date on which the Secretary extends the contract
			 expiration date under subsection (a).</text>
