		<official-title>To create jobs, restore economic growth, and strengthen
		  America's middle class through measures that modernize the nation's
		  infrastructure, enhance America's energy independence, expand educational
		  opportunities, preserve and improve affordable health care, provide tax relief,
		  and protect those in greatest need, and for other purposes. </official-title>

			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>American Recovery and Reinvestment
			 Act of 2009</short-title></quote>.</text>
		</section><section id="ID3e1371dbc0764bf58f6270d847eea192"><enum>2.</enum><header>Job creation,
			 economic growth, and a strong middle class</header><text display-inline="no-display-inline">It is the sense of Congress that Congress
			 should enact, and the President should sign, legislation to create jobs,
			 restore economic growth, and strengthen America's middle class through measures
			 that—</text>
			<paragraph id="ID22393273cf0543268a0d4e3293d40dff"><enum>(1)</enum><text>modernize the
			 nation's infrastructure;</text>
			</paragraph><paragraph id="ID55844487702c4fdfb3c5481be518c13a"><enum>(2)</enum><text>enhance America's
			 energy independence;</text>
			</paragraph><paragraph id="ID267cdebe56754ea69afcd2ef531ed608"><enum>(3)</enum><text>expand
			 educational opportunities;</text>
			</paragraph><paragraph id="IDd0a3e50420ce4eb5a322ff29f22f6800"><enum>(4)</enum><text>preserve and
			 improve affordable health care;</text>
			</paragraph><paragraph id="ID4e27bca2513b47bd944de5bc5d3dada3"><enum>(5)</enum><text>provide tax
			 relief; and</text>
			</paragraph><paragraph id="ID9a9e789e101e4035b70ba7d17b88b26f"><enum>(6)</enum><text>protect those in
			 greatest need.</text>
