		<official-title>To amend the National Trails System Act to clarify
		  Federal authority relating to land acquisition from willing sellers for the
		  majority of the trails in the System, and for other purposes.</official-title>

		<section display-inline="no-display-inline" id="HEC0502CB82B844719DADBC681C0025AB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as <quote><short-title>National Trails System Willing Seller
			 Act</short-title></quote>.</text>
		</section><section id="HC70F2717F8E7427DADF5FBC4C849A23C"><enum>2.</enum><header>Authority to
			 acquire land from willing sellers for certain trails</header>
			<subsection id="H4B5D8B5DC62D4050A54216EE0114E35"><enum>(a)</enum><header>Oregon national
			 historic trail</header><text>Section 5(a)(3) of the National Trails System Act
			 (16 U.S.C. 1244(a)(3)) is amended by adding at the end the following: <quote>No
			 land or interest in land outside the exterior boundaries of any federally
			 administered area may be acquired by the Federal Government for the trail
			 except with the consent of the owner of the land or interest in land. The
			 authority of the Federal Government to acquire fee title under this paragraph
			 shall be limited to an average of not more than ¼ mile on either side of the
			 trail.</quote>.</text>
			</subsection><subsection id="HF194C2719A8C462791CC35FFA7FFB5BE"><enum>(b)</enum><header>Mormon pioneer
			 national historic trail</header><text>Section 5(a)(4) of the National Trails
			 System Act (16 U.S.C. 1244(a)(4)) is amended by adding at the end the
			 following: <quote>No land or interest in land outside the exterior boundaries
			 of any federally administered area may be acquired by the Federal Government
			 for the trail except with the consent of the owner of the land or interest in
			 land. The authority of the Federal Government to acquire fee title under this
			 paragraph shall be limited to an average of not more than ¼ mile on either side
			 of the trail.</quote>.</text>
			</subsection><subsection id="H5C51BE8BEDCD42B2A06900EE2180C9ED"><enum>(c)</enum><header>Continental
			 divide national scenic trail</header><text>Section 5(a)(5) of the National
			 Trails System Act (16 U.S.C. 1244(a)(5)) is amended by adding at the end the
			 following: <quote>No land or interest in land outside the exterior boundaries
			 of any federally administered area may be acquired by the Federal Government
			 for the trail except with the consent of the owner of the land or interest in
			 land. The authority of the Federal Government to acquire fee title under this
			 paragraph shall be limited to an average of not more than ¼ mile on either side
			 of the trail.</quote>.</text>
			</subsection><subsection id="H9B5734E84AE24FB0001F096222659D04"><enum>(d)</enum><header>Lewis and clark
			 national historic trail</header><text>Section 5(a)(6) of the National Trails
			 System Act (16 U.S.C. 1244(a)(6)) is amended by adding at the end the
			 following: <quote>No land or interest in land outside the exterior boundaries
			 of any federally administered area may be acquired by the Federal Government
			 for the trail except with the consent of the owner of the land or interest in
			 land. The authority of the Federal Government to acquire fee title under this
			 paragraph shall be limited to an average of not more than ¼ mile on either side
			 of the trail.</quote>.</text>
			</subsection><subsection id="H5F3E8FB6D7974A7EA800F3866271709C"><enum>(e)</enum><header>Iditarod
			 national historic trail</header><text>Section 5(a)(7) of the National Trails
			 System Act (16 U.S.C. 1244(a)(7)) is amended by adding at the end the
			 following: <quote>No land or interest in land outside the exterior boundaries
			 of any federally administered area may be acquired by the Federal Government
			 for the trail except with the consent of the owner of the land or interest in
			 land. The authority of the Federal Government to acquire fee title under this
			 paragraph shall be limited to an average of not more than ¼ mile on either side
			 of the trail.</quote>.</text>
			</subsection><subsection id="H3255F09C2628478F87C3CE004147C83C"><enum>(f)</enum><header>North country
			 national scenic trail</header><text>Section 5(a)(8) of the National Trails
			 System Act (16 U.S.C. 1244(a)(8)) is amended by adding at the end the
			 following: <quote>No land or interest in land outside the exterior boundaries
			 of any federally administered area may be acquired by the Federal Government
			 for the trail except with the consent of the owner of the land or interest in
			 land.</quote>.</text>
			</subsection><subsection id="H77F6665F8C6941EF8D91B121F4AE4E22"><enum>(g)</enum><header>Ice age national
			 scenic trail</header><text>Section 5(a)(10) of the National Trails System Act
			 (16 U.S.C. 1244(a)(10)) is amended by adding at the end the following:
			 <quote>No land or interest in land outside the exterior boundaries of any
			 federally administered area may be acquired by the Federal Government for the
			 trail except with the consent of the owner of the land or interest in
			 land.</quote>.</text>
			</subsection><subsection id="HE4243BDD893642DFA98D6EA468E70A7"><enum>(h)</enum><header>Potomac heritage
			 national scenic trail</header><text>Section 5(a)(11) of the National Trails
			 System Act (16 U.S.C. 1244(a)(11)) is amended—</text>
				<paragraph id="idFA3E327BE17244C5B1DC0C81FD04594F"><enum>(1)</enum><text>by striking the
			 fourth and fifth sentences; and</text>
				</paragraph><paragraph id="idFF8E995FB6B943EAA0413B39E9FD2872"><enum>(2)</enum><text>by adding at the
			 end the following:<quote>No land or interest in land outside the exterior
			 boundaries of any federally administered area may be acquired by the Federal
			 Government for the trail except with the consent of the owner of the land or
			 interest in land.</quote>.</text>
				</paragraph></subsection><subsection id="H7E093CE37C5F470B911B73AA32DE0EA"><enum>(i)</enum><header>Nez perce
			 national historic trail</header><text>Section 5(a)(14) of the National Trails
			 System Act (16 U.S.C. 1244(a)(14)) is amended—</text>
				<paragraph id="id150BDF230AFC4CE68A9716F9CDEA803B"><enum>(1)</enum><text>by striking the
			 fourth and fifth sentences; and</text>
				</paragraph><paragraph id="id064DB479B8824BC9BB584B57E1AF0D6F"><enum>(2)</enum><text>by adding at the
			 end the following: <quote>No land or interest in land outside the exterior
			 boundaries of any federally administered area may be acquired by the Federal
			 Government for the trail except with the consent of the owner of the land or
			 interest in land. The authority of the Federal Government to acquire fee title
			 under this paragraph shall be limited to an average of not more than ¼ mile on
			 either side of the trail.</quote>.</text>
				</paragraph></subsection></section><section display-inline="no-display-inline" id="H1BA421039D624B798C6940A5C6002560"><enum>3.</enum><header>Conforming
			 amendment</header><text display-inline="no-display-inline">Section 10 of the
			 National Trails System Act (16 U.S.C. 1249) is amended by striking subsection
			 (c) and inserting the following:</text>

				<subsection id="HE5E98060F5E547E6950824D8C524F35C"><enum>(c)</enum><header>Authorization of
				Appropriations</header>
					<paragraph id="idFEA3C88AA9F6430BAC6412FED59C87C5"><enum>(1)</enum><header>In
				general</header><text>Except as otherwise provided in this Act, there are
				authorized to be appropriated such sums as are necessary to implement the
				provisions of this Act relating to the trails designated by section
				5(a).</text>
					</paragraph><paragraph id="H703E393BA28A47148CE682490030761F"><enum>(2)</enum><header>Natchez trace
				national scenic trail</header>
						<subparagraph id="idBFF27F5310264A14AD74DE8403ABC004"><enum>(A)</enum><header>In
				general</header><text>With respect to the Natchez Trace National Scenic Trail
				(referred to in this paragraph as the <quote>trail</quote>) designated by
				section 5(a)(12)—</text>
							<clause id="idEC82070ECBC44F54B42E6E57EEA65859"><enum>(i)</enum><text>not more than
				$500,000 shall be appropriated for the acquisition of land or interests in land
				for the trail; and</text>
							</clause><clause id="idD66641B17D044626B1D83A691749B755"><enum>(ii)</enum><text>not more than
				$2,000,000 shall be appropriated for the development of the trail.</text>
							</clause></subparagraph><subparagraph id="idA1548F7E0DEB42EC9E57CF70F988198D"><enum>(B)</enum><header>Participation
				by volunteer trail groups</header><text>The administering agency for the trail
				shall encourage volunteer trail groups to participate in the development of the
				trail.</text>
