		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Internet Freedom Act of
			 2009</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id66C310C7829C462E9868917E5CA12A0F" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Limitation on authority of the FCC</header>
			<subsection commented="no" display-inline="no-display-inline" id="idF04EF46EC6074F34BF9F51CBF0AC7428"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Federal Communications Commission shall
			 not propose, promulgate, or issue any regulations regarding the Internet or
			 IP-enabled services.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id3AF526BAF0F24A68A5C24C2493E3C120"><enum>(b)</enum><header display-inline="yes-display-inline">Exception</header><text display-inline="yes-display-inline">The limitation set forth in this section
			 shall not apply to any regulations that the Commission determines
			 necessary—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="IDe0c4c1bbefef4ef8b9014da5f3efd193"><enum>(1)</enum><text display-inline="yes-display-inline">to prevent damage to the national security
			 of the United States;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD373C146D832437881A233D4B8C93B71"><enum>(2)</enum><text display-inline="yes-display-inline">to ensure the public safety;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID525affe1d84d46d9b7107f35eccf766f"><enum>(3)</enum><text display-inline="yes-display-inline">to assist or facilitate any actions taken
			 by a Federal or State law enforcement agency; or</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3B8CA289818041509FEA6D7BD30E004B"><enum>(4)</enum><text display-inline="yes-display-inline">to ensure the solvency of the Universal
			 Service Fund established under section 254 of the Communications Act of
			 1934.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id1A6DDEAE5FE2498C99C0CBF3B8633B80"><enum>(c)</enum><header display-inline="yes-display-inline">Rule of construction</header><text display-inline="yes-display-inline">Nothing in this section shall be construed
			 to supersede, repeal, or negate any regulations regarding the Internet or
			 IP-enabled services that were in effect on the day before the date of enactment
			 of this Act, including any regulations established pursuant to the
			 Communications Assistance for Law Enforcement Act (47 U.S.C. 1001 note).</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idCFFFBC5E5E3F44A193571774B2E20462"><enum>(d)</enum><header display-inline="yes-display-inline">General principles</header><text display-inline="yes-display-inline">Congress finds that—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idF385B055BE8C4BCA945528691B69D0B4"><enum>(1)</enum><text display-inline="yes-display-inline">the Internet and all IP-enabled services
			 are services affecting interstate commerce; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEF9A118E39984541B190C21F2AB5CE15"><enum>(2)</enum><text display-inline="yes-display-inline">such services are not be subject to the
			 jurisdiction of any State or municipal locality.</text>
