		<official-title>To amend the Credit Card Accountability Responsibility
		  and Disclosure Act of 2009 to establish an earlier effective date for various
		  consumer protections, and for other purposes.</official-title>

		<section id="H71DDA274F9384A1FA6CC086E6A592025" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Expedited CARD Reform for Consumers
			 Act of 2009</short-title></quote>.</text>
		</section><section id="HCE6B3003A7044D2088D40C71392ADC48"><enum>2.</enum><header>Earlier effective
			 date for the Credit CARD Act of 2009, generally</header><text display-inline="no-display-inline">Section 3 of the Credit Card Accountability
			 Responsibility and Disclosure Act of 2009 (15 U.S.C. 1602 note) is amended by
			 striking <quote>become effective 9 months after the date of enactment of this
			 Act,</quote> and inserting <quote>take effect on December 1,
			 2009,</quote>.</text>
		</section><section id="H59B9444F521F4243ACB65C508193DDD9"><enum>3.</enum><header>Earlier effective
			 dates for specific provisions to prevent further abuses</header>
			<subsection id="HCD1A8C8947A1489A8C1F34329D949980"><enum>(a)</enum><header>Review of past
			 consumer interest rate increases</header><text display-inline="yes-display-inline">Section 148(d) of the Truth in Lending Act
			 (15 U.S.C. 1665c(d)) (as added by section 101(c) of the Credit Card
			 Accountability Responsibility and Disclosure Act of 2009) is amended—</text>
				<paragraph id="H3525099B3BF5446A99C73BC95E6A4411"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>9 months after the date
			 of enactment of this section,</quote> and inserting <quote>December 1,
			 2009,</quote>; and</text>
				</paragraph><paragraph id="H86F734F1C6574AAF8EFBC6E4C23290CA"><enum>(2)</enum><text display-inline="yes-display-inline">by striking <quote>become effective 15
			 months after that date of enactment</quote> and inserting <quote>take effect on
			 December 1, 2009</quote>.</text>
				</paragraph></subsection><subsection id="HBD5FCC9F79AB44B2AFF870A95BE239D7"><enum>(b)</enum><header>Requirement that
			 penalty fees be reasonable and proportional to the violation</header><text display-inline="yes-display-inline">Section 149(b) of the Truth in Lending Act
			 (15 U.S.C. 1665d(b)) (as added by section 102(b) of the Credit Card
			 Accountability Responsibility and Disclosure Act of 2009) is amended—</text>
				<paragraph id="H37AB7251B39F41ACB77F73D16C3A934A"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>9 months after the date
			 of enactment of this section</quote> and inserting <quote>December 1,
			 2009,</quote>; and</text>
				</paragraph><paragraph id="H5C48875313B54CF6A21CC489802303F8"><enum>(2)</enum><text>by striking
			 <quote>become effective 15 months after that date of enactment</quote> and
			 inserting <quote>take effect on December 1, 2009</quote>.</text>
				</paragraph></subsection><subsection id="H0807C0A7F5FE4070A34E9C3AE2532733"><enum>(c)</enum><header>Gift card
			 protections for consumers</header>
				<paragraph id="H984CEC2D183845D2849649F5DC7679BC"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 403 of the
			 Credit Card Accountability Responsibility and Disclosure Act of 2009 (15 U.S.C.
			 1693l–1 note) is amended by striking <quote>become effective 15 months after
			 the date of enactment of this Act,</quote> and inserting <quote>take effect on
			 December 1, 2009,</quote>.</text>
				</paragraph><paragraph id="H17630D98FDB9452B96881597D9FD8786"><enum>(2)</enum><header>Regulations</header><text display-inline="yes-display-inline">Section 915(d)(3) of the Electronic Fund
			 Transfer Act (15 U.S.C. 1693l–1(d)(3)) (as added by section 401(2) of the
			 Credit Card Accountability Responsibility and Disclosure Act of 2009) is
			 amended by striking <quote>9 months after the date of enactment of the Credit
			 CARD Act of 2009</quote> and inserting <quote>December 1, 2009</quote>.</text>
