		<official-title display="yes">To authorize a land exchange to acquire
		  land for the Blue Ridge Parkway from the Town of Blowing Rock, North Carolina,
		  and for other purposes.</official-title>

		<section id="H1D4871F67DCA454E8A3FC334400EF42C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Blue Ridge Parkway and Town of Blowing
			 Rock Land Exchange Act of 2009</short-title></quote>.</text>
		</section><section id="HFC378290992142E480FF7B18AC516C64"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H873AA15A7A3649F8B9BDFFEF05861B6D"><enum>(1)</enum><header>Exchange</header><text>The
			 term <term>exchange</term> means the exchange of land authorized by section
			 3(a).</text>
			</paragraph><paragraph id="HC499DD500A0140608A6B5AC623364C3F"><enum>(2)</enum><header>Map</header><text>The
			 term <term>map</term> means the National Park Service map entitled <quote>Blue
			 Ridge Parkway, Proposed Land Exchange with Town of Blowing Rock</quote>,
			 numbered <quote>601/90,000A</quote>, and dated <quote>April
			 2008</quote>.</text>
			</paragraph><paragraph id="H9E808F6FC6A247E7BB305CCEA63B0833"><enum>(3)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior.</text>
			</paragraph><paragraph id="H99D6D4504EE14BD688E21D33BFAEBF24"><enum>(4)</enum><header>Town</header><text>The
			 term <term>Town</term> means the town of Blowing Rock, North Carolina.</text>
			</paragraph></section><section id="HE9727C768726486EA7C159ABDDB5952B"><enum>3.</enum><header>Land
			 exchange</header>
			<subsection id="HC85EFBEF00304C959D0BC118EAF38A78"><enum>(a)</enum><header>In
			 general</header><text>Subject to subsections (d) and (e), the Secretary may
			 exchange approximately 20 acres of land within the boundary of the Blue Ridge
			 Parkway that are generally depicted on the map as <quote>Blowing Rock
			 Reservoir</quote>, for approximately 192 acres of land owned by the Town that
			 are generally depicted on the map as <quote>Town of Blowing Rock Exchange
			 Lands</quote>.</text>
			</subsection><subsection id="H252464D68D00417FAD665D7AD9037163"><enum>(b)</enum><header>Map
			 availability</header><text>The map shall be on file and available for public
			 inspection in the appropriate offices of the National Park Service.</text>
			</subsection><subsection id="H5AC00752116D4366B53E008A1B6C8097"><enum>(c)</enum><header>Timing</header><text>The
			 Secretary shall seek to complete the land exchange not later than 3 years after
			 the date of the enactment of this Act.</text>
			</subsection><subsection id="H969354F6994E42E69FA43CE88548CDA6"><enum>(d)</enum><header>Applicable laws;
			 terms and conditions</header><text>The exchange shall be subject to—</text>
				<paragraph id="HDDAF69C03F08499198A3253032503DE0"><enum>(1)</enum><text>laws, regulations,
			 and policies applicable to exchanges of land administered by the National Park
			 Service, including those concerning land appraisals, equalization of values,
			 and environmental compliance; and</text>
				</paragraph><paragraph id="HBD6E4A70AEC947EDB1C95BCAEEC4F6C7"><enum>(2)</enum><text>such terms and
			 conditions as the Secretary considers to be appropriate.</text>
				</paragraph></subsection><subsection id="H26D8F484E11F45DDA1D4155C4E7C1636"><enum>(e)</enum><header>Equalization of
			 values</header><text>If the land proposed for exchange is found to be not equal
			 in value, the equalization of values may be achieved by adjusting the acreage
			 amounts identified in subsection (a).</text>
			</subsection><subsection id="HE84616022ABB4310865844FA5637C4E4"><enum>(f)</enum><header>Boundary
			 adjustment</header><text>On completion of the exchange, the Secretary shall
			 adjust the boundary of the Blue Ridge Parkway to reflect the exchanged
			 land.</text>
			</subsection><subsection id="HD6C827794302495C99C1A1B978FC46CE"><enum>(g)</enum><header>Administration</header><text>Land
			 acquired by the Secretary through the exchange shall be administered as part of
			 the Blue Ridge Parkway in accordance with all applicable laws (including
			 regulations).</text>
			</subsection><subsection id="H8440787EE0DD43CFBE779B4DFA1E3BD9"><enum>(h)</enum><header>Future
			 disposition of property</header><text>If the Town desires to dispose of the
			 reservoir property that is the subject of the exchange, the Secretary shall
			 have the right of first refusal to acquire the property for the Blue Ridge
			 Parkway.</text>
