		<official-title>To prohibit the Federal Government from awarding
		  contracts, grants, or other agreements to, providing any other Federal funds
		  to, or engaging in activities that promote the Association of Community
		  Organizations for Reform Now or any other entity which has been indicted for or
		  convicted of violations of laws governing election administration or campaign
		  financing.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Protect Taxpayers From ACORN
			 Act</short-title></quote>.</text>
		</section><section display-inline="no-display-inline" id="H8BD41CD7B6F049DEB3063087BEE7A406" section-type="subsequent-section"><enum>2.</enum><header>Prohibitions on
			 Federal funds and other activities with respect to certain indicted
			 organizations</header>
			<subsection id="HD682E4ADAE3B46379C539775DA35B170"><enum>(a)</enum><header>Prohibitions</header><text display-inline="yes-display-inline">With respect to any covered organization,
			 the following prohibitions apply:</text>
				<paragraph id="H196FBB1CC2AB4071B4734E140180EA9B"><enum>(1)</enum><text>No Federal
			 contract, grant, cooperative agreement, or any other form of agreement
			 (including a memorandum of understanding) may be awarded to or entered into
			 with the organization.</text>
				</paragraph><paragraph id="H873E8CC60687458186DD813627E6A178"><enum>(2)</enum><text>No Federal funds
			 in any other form may be directly or indirectly provided to the organization,
			 including through any State, any political subdivision of a State, or any other
			 recipient of Federal funds.</text>
				</paragraph><paragraph id="H9CD66222971346D78E9CC2BE5EF573E0"><enum>(3)</enum><text>No Federal
			 employee or contractor may promote in any way (including recommending to a
			 person or referring to a person for any purpose) the organization.</text>
				</paragraph></subsection><subsection id="HD6A92B9632D9404C8C3BD2CE7A4D5D8E"><enum>(b)</enum><header>Covered
			 organization</header>
				<paragraph id="idA5C79C10570D4BB6B916E5D964B860C6"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">In this section, the
			 term <term>covered organization</term> means—</text>
					<subparagraph id="id7A599B2CAC09460089B14B5E50DDEE89"><enum>(A)</enum><text display-inline="yes-display-inline">the Association of Community Organizations
			 for Reform Now (in this subsection referred to as <quote>ACORN</quote>);</text>
					</subparagraph><subparagraph id="id5E29E97348D141269B478EEBB5874B82"><enum>(B)</enum><text display-inline="yes-display-inline">any ACORN-related affiliate; and</text>
					</subparagraph><subparagraph id="idCB9D8A515286462C86209E4E858BF142"><enum>(C)</enum><text display-inline="yes-display-inline">any organization which has a pending
			 indictment for or has been convicted of a violation under Federal or State law
			 governing—</text>
						<clause id="idE50779E4F0384048A9F9B6C4F61545BA"><enum>(i)</enum><text display-inline="yes-display-inline">the financing of a campaign for an election
			 for public office; or</text>
						</clause><clause id="idC918F908256E467EAD909B8508458EF3"><enum>(ii)</enum><text display-inline="yes-display-inline">the administration of an election for
			 public office, including voter registration.</text>
						</clause></subparagraph></paragraph><paragraph id="HC2622FF09F7B420AB410CAF50C0F02FE"><enum>(2)</enum><header>ACORN-related
			 affiliate</header><text>The term <term>ACORN-related affiliate</term> means any
			 of the following:</text>
					<subparagraph id="H59B16BDC5FB141228FA5456DE5BEDCE7"><enum>(A)</enum><text>Any State chapter
			 of ACORN registered with the Secretary of State’s office in that State.</text>
					</subparagraph><subparagraph id="H110CE480C3994728B56F2796E7144933"><enum>(B)</enum><text>Any organization
			 that shares directors or employees with ACORN.</text>
					</subparagraph><subparagraph id="H82B45686726F4BCBB98FD4690B71DAC3"><enum>(C)</enum><text>Any organization
			 that has a financial stake in ACORN.</text>
					</subparagraph><subparagraph id="H4D62379A30F64420939856884773971F"><enum>(D)</enum><text>Any organization
			 whose finances, whether Federally funded, donor-funded, or raised through
			 organizational goods and services, are shared or controlled by ACORN.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H39E1942A678E4C63B1EA30BF4F91BC0C"><enum>(c)</enum><header>Revision of
			 Federal Acquisition Regulation</header><text>The Federal Acquisition Regulatory
			 Council shall amend the Federal Acquisition Regulation to carry out the
			 provisions of this Act relating to contracts.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id0AE46ED9E297479A9479BD35CBC18F8D"><enum>(d)</enum><header>Annual
			 reports</header><text>Not later than 30 days after the date of the enactment of
			 this Act, and April 1 of each year thereafter, the Comptroller General shall
			 submit a report to the Committee on Appropriations of the Senate and the
			 Committee on Appropriations of the House of Representatives identifying covered
			 organizations to which this section applies.</text>
