		<official-title>To require the Administrator of the Federal Aviation
		  Administration to prescribe regulations to ensure that all crewmembers on air
		  carriers have proper qualifications and experience, and for other
		  purposes.</official-title>

		<section id="id8FD4AB5901AE4955B8993640C3AB67DA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Enhancing Flight Crewmembers’
			 Training</short-title></quote>.</text>
		</section><section id="id28ED1B2310694CAC9B5DB69A6958BC8F"><enum>2.</enum><header>Regulations</header>
			<subsection id="ID4f1a375982e344a9a9e5a78da0f3968e"><enum>(a)</enum><header>In
			 general</header><text>The Administrator of the Federal Aviation Administration
			 shall prescribe regulations in accordance with this section to require each air
			 carrier that holds a certificate under part 121 of title 14, Code of Federal
			 Regulations (in this section referred to as a <quote>part 121 air
			 carrier</quote>), to develop and implement standards and methods for ensuring
			 that crewmembers have proper qualifications and experience to serve as
			 crewmembers.</text>
			</subsection><subsection id="ID70f1786e79d04376b22c4eca4a017bc7"><enum>(b)</enum><header>Minimum
			 requirements</header><text>In prescribing regulations under subsection (a), the
			 Administrator of the Federal Aviation Administration shall require—</text>
				<paragraph id="ID4fc1b35bbd6b448aaa70563797017f70"><enum>(1)</enum><text>each applicant
			 for a position as a crewmember on a part 121 air carrier to undergo
			 comprehensive pre-employment screening that includes an assessment of the
			 skills, aptitudes, airmanship, and suitability of the applicant for the
			 position in terms of the ability of the applicant to function effectively in
			 the operational environment of the air carrier; and</text>
				</paragraph><paragraph id="ID10943db09af549db986011a2da520519"><enum>(2)</enum><text>by not later than
			 the date that is 3 years after the date of the enactment of this Act, each
			 crewmember on a part 121 air carrier—</text>
					<subparagraph id="IDdca63295646149c6a56020bce80ad348"><enum>(A)</enum><text>to obtain an
			 airline transport pilot certificate under subpart G of part 61 of title 14,
			 Code of Federal Regulations; and</text>
					</subparagraph><subparagraph id="IDfbc27f7a23aa49e3a6b57b732dfe8cdd"><enum>(B)</enum><text>to have
			 appropriate multi-engine aircraft flight experience, as determined by the
			 Administrator.</text>
					</subparagraph></paragraph></subsection><subsection id="IDd1087a8d1ba14c5dbb63140d8bafb96d"><enum>(c)</enum><header>Time
			 requirement</header><text>The Administrator of the Federal Aviation
			 Administration shall—</text>
				<paragraph id="ID02023b380fb3498b9fefd0cc4963c7c1"><enum>(1)</enum><text>issue a notice of
			 proposed rulemaking with respect to the regulations required under subsection
			 (a) not later than 180 days after the date of the enactment of this Act;
			 and</text>
				</paragraph><paragraph id="IDfa8cd2d0fd4e4e608c874337ad8fb6c3"><enum>(2)</enum><text>issue a final
			 rule with respect to such regulations not later than 24 months after such date
			 of enactment.</text>
