		<official-title>To amend the National Agricultural Research, Extension,
		  and Teaching Policy Act of 1977 to establish a grant program to promote efforts
		  to develop, implement, and sustain veterinary services, and for other
		  purposes.</official-title>

		<section id="H9207578DC399479A99E8A63D1F5B1F77" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Veterinary Services Investment
			 Act</short-title></quote>.</text>
		</section><section id="H5B81E0F5F6024909BD18DAD04F68B7E9"><enum>2.</enum><header>Veterinary
			 services and outreach grant program</header><text display-inline="no-display-inline">The National Agricultural Research,
			 Extension, and Teaching Policy Act of 1977 is amended by inserting after
			 section 1415A (7 U.S.C. 3151a) the following:</text>

				<section id="HF8322305F45F443D8A0DCEC7D2F24246"><enum>1415B.</enum><header>Veterinary
				services and outreach grant program</header>
					<subsection id="HEA6C1B1F098E4D7999DF8651C229090E"><enum>(a)</enum><header>Definitions</header><text>In
				this section:</text>
						<paragraph id="HF7D63805FA224625A2689A1EE08268BA"><enum>(1)</enum><header>Qualified
				entity</header><text>The term <term>qualified entity</term> means the
				following:</text>
							<subparagraph id="HCDFCC5EE65904B66A4ADAE061E3020DC"><enum>(A)</enum><text>A for-profit or
				nonprofit entity located in the United States that operates a veterinary clinic
				providing veterinary services—</text>
								<clause id="H3ED6F0FDB6174FFA843D1AF570972E78"><enum>(i)</enum><text>in
				a rural area, as defined in section 1393(a)(2) of the Internal Revenue Code of
				1986; or</text>
								</clause><clause id="H00F39E7AFC44440F893E6CAE0795C9FB"><enum>(ii)</enum><text>in response to a
				veterinarian shortage situation.</text>
								</clause></subparagraph><subparagraph id="H65546AB7C73C44FE82644A2FC5AE23CB"><enum>(B)</enum><text display-inline="yes-display-inline">A State, national, allied, or regional
				veterinary organization or specialty board recognized by the American
				Veterinary Medical Association.</text>
							</subparagraph><subparagraph id="H1514D5643C2F470CA8F59C543238CF4E"><enum>(C)</enum><text>A college or
				school of veterinary medicine accredited by the American Veterinary Medical
				Association.</text>
							</subparagraph><subparagraph id="HED690DB474354D3C86A85C7B0FC1CD71"><enum>(D)</enum><text display-inline="yes-display-inline">A university research foundation or
				veterinary medical foundation.</text>
							</subparagraph><subparagraph id="H4D99D6CB7D164C2685B1E6E59B8997DF"><enum>(E)</enum><text>A department of
				veterinary science or department of comparative medicine at an accredited
				institution of higher education recognized by the Department of
				Education.</text>
							</subparagraph><subparagraph id="HA9E0E84048E04B6EB31044C60D7F3CA9"><enum>(F)</enum><text>A State
				agricultural experiment station.</text>
							</subparagraph><subparagraph id="HC165E80ED36B4DAEB52F9A5E68432729"><enum>(G)</enum><text>A State, local, or
				tribal government agency.</text>
							</subparagraph></paragraph><paragraph id="H008BAD78073440A3B841DB4B57594A40"><enum>(2)</enum><header>Veterinarian
				shortage situation</header><text display-inline="yes-display-inline">The term
				<term>veterinarian shortage situation</term> means a veterinarian shortage
				situation determined by the Secretary under section 1415A(b).</text>
						</paragraph></subsection><subsection id="H7BFCD29DCD8A410884DD8F74182F4F85"><enum>(b)</enum><header>Establishment of
				program</header>
						<paragraph id="H6C465BDEDFFC44E4961D253FFC53E556"><enum>(1)</enum><header>Competitive
				grants</header><text display-inline="yes-display-inline">The Secretary shall
				carry out a program to make competitive grants to qualified entities described
				in paragraph (2) for the purpose of developing, implementing, and sustaining
				veterinary services.</text>
						</paragraph><paragraph id="H293CF75E70EB4575B10CD2F5C18D3475"><enum>(2)</enum><header>Eligibility
				requirements</header><text>To be eligible for a grant under this section, a
				qualified entity shall carry out programs or activities that the Secretary
				determines will—</text>
							<subparagraph id="H6DBD42A200134AC7A11B39FDFFC7F826"><enum>(A)</enum><text>substantially
				relieve veterinary shortage situations;</text>
							</subparagraph><subparagraph id="H671DD2858ECB410FB6DF64A70C6B9845"><enum>(B)</enum><text display-inline="yes-display-inline">support or facilitate private veterinary
				practices engaged in public health activities; or</text>
							</subparagraph><subparagraph id="HB0609810E0A24A5C83CEAB48EBDDA212"><enum>(C)</enum><text>support or
				facilitate practices of veterinarians who are participating in, or have
				successfully completed, a service requirement under section 1415A.</text>
							</subparagraph></paragraph></subsection><subsection id="HEA906D8A96EA442F958EF8F2DA0C2237"><enum>(c)</enum><header>Award processes
				and preferences</header>
						<paragraph id="H8042C3AE520A4F0B8E98C856CC0FADD7"><enum>(1)</enum><header>Application,
				evaluation, and input processes</header><text>In administering the grant
				program under this section, the Secretary shall—</text>
							<subparagraph id="id7080CF707A3043609EEA4799BB19DFB0"><enum>(A)</enum><text>use an
				appropriate application and evaluation process; and</text>
							</subparagraph><subparagraph id="idA515A4C043F6499CBAF60A650E58CDE6"><enum>(B)</enum><text>seek the input of
				interested persons.</text>
							</subparagraph></paragraph><paragraph id="H7181C0DA80604D3F91C421BB1C9F8F7E"><enum>(2)</enum><header>Grant
				preferences</header><text>In selecting qualified entities to receive a grant
				under this section, the Secretary shall give a preference to qualified entities
				that—</text>
							<subparagraph id="H2EB2BF48526B48CA9D05B3CD19A04B72"><enum>(A)</enum><text>document
				coordination between or with—</text>
								<clause id="H9C76FF5F09C84740991ABA74E8DEDC1F"><enum>(i)</enum><text display-inline="yes-display-inline">a State, national, allied, or regional
				veterinary organization, a specialty board, or veterinary medical association
				recognized by the American Veterinary Medical Association;</text>
								</clause><clause id="H28306170F93942D4B1BF8D489F254A3F"><enum>(ii)</enum><text>the applicable
				accredited veterinary education institution or department of veterinary science
				or department of comparative medicine at an accredited institution of higher
				education recognized by the Department of Education; or</text>
								</clause><clause id="HBDBBF3D7043448F9890FFE0CF63CB304"><enum>(iii)</enum><text>the applicable
				State veterinarian or animal health official (or equivalent official);
				and</text>
								</clause></subparagraph><subparagraph id="H38D9B6941C6046C3869E1DB92350D8B9"><enum>(B)</enum><text>will use the grant
				funds to help to meet veterinary workforce or food protection needs.</text>
							</subparagraph></paragraph><paragraph id="H6AD13AE05C6443A49DCCD5ACB6D2B0D8"><enum>(3)</enum><header>Additional
				preferences</header><text display-inline="yes-display-inline">In awarding
				grants under this section, the Secretary may develop additional preferences by
				taking into account—</text>
							<subparagraph id="id2E479F9954174ED8B00D94DA978D34E3"><enum>(A)</enum><text display-inline="yes-display-inline">the amount of funds available for grants;
				and</text>
							</subparagraph><subparagraph id="id81DD1D4E3FDB4FB29206AB648BA7C356"><enum>(B)</enum><text display-inline="yes-display-inline">the purposes for which the grant funds will
				be used.</text>
							</subparagraph></paragraph><paragraph id="H03D1D18209A24C1EACCBC053ECD88B9D"><enum>(4)</enum><header>Applicability of
				other provisions</header><text display-inline="yes-display-inline">Sections
				1413B, 1462(a), and subsections (a)(3) and (c) of section 1469 shall apply to
				the administration of the grant program under this section.</text>
						</paragraph></subsection><subsection display-inline="no-display-inline" id="H6A6520D4A5A5473BB6CD13C5E02B5838"><enum>(d)</enum><header>Cost-Sharing
				requirements</header>
						<paragraph id="H7A77905C97E84FA887EBE71D6D06BF91"><enum>(1)</enum><header>Recipient
				share</header><text display-inline="yes-display-inline">A grant recipient shall
				provide matching non-Federal funds, either in the form of cash or in-kind
				contributions, in an amount equal to not less than 25 percent of the Federal
				funds provided in a grant under this section.</text>
						</paragraph><paragraph id="HAA7B670DDE2A48A3982C863A35BF3B25"><enum>(2)</enum><header>Waiver</header><text display-inline="yes-display-inline">The Secretary may establish, by regulation,
				conditions under which the cost-sharing requirements of paragraph (1) may be
				reduced or waived.</text>
						</paragraph></subsection><subsection id="H38184DD10187433681463AF2ACF37F8A"><enum>(e)</enum><header>Use of grant To
				relieve veterinary shortage situations and support veterinary
				services</header><text display-inline="yes-display-inline">Funds provided by
				grants under this section may be used for the following purposes to relieve
				veterinary shortage situations and support veterinary services:</text>
						<paragraph id="HA1BAD9D3E3794D72A0F5CE9A0022ED6A"><enum>(1)</enum><text>Grants to promote
				recruitment, placement, and retention of—</text>
							<subparagraph id="idE3E75FD2DD424BF4A974A0BE699C0D30"><enum>(A)</enum><text>veterinarians;</text>
							</subparagraph><subparagraph id="id2A283CA702E5482EB4EA881FB0BECBA7"><enum>(B)</enum><text>veterinary
				technicians;</text>
							</subparagraph><subparagraph id="idBFB4B4C53C664C7DB89D20FA5FAFAE09"><enum>(C)</enum><text>students of
				veterinary medicine; and</text>
							</subparagraph><subparagraph id="idB0A5D5E5088046CDBF9F6E98C8E39E1D"><enum>(D)</enum><text>students of
				veterinary technology.</text>
							</subparagraph></paragraph><paragraph id="H2DCFC922CD1046EE8207ABE21C7D423B"><enum>(2)</enum><text>Grants to assist
				veterinarians with establishing or expanding practices for the purposes
				of—</text>
							<subparagraph id="id0F217F389D7B42DEA75A18A6883E605E"><enum>(A)</enum><text>equipping
				veterinary offices;</text>
							</subparagraph><subparagraph id="id29B7E0C4A131446EAD3B11077FC20C99"><enum>(B)</enum><text>sharing in the
				overhead costs of the practices; or</text>
							</subparagraph><subparagraph id="idAAB0D2D30BBD4CEC82F98B7C5A282F4A"><enum>(C)</enum><text>establishing
				mobile veterinary facilities at which at least a portion of the facilities will
				address education or extension needs.</text>
							</subparagraph></paragraph><paragraph id="H1271469A4BEA4E999F44B905C8F7E4B5"><enum>(3)</enum><text display-inline="yes-display-inline">Financial assistance for veterinary
				students, veterinary interns, externs, fellows, and residents, and veterinary
				technician students to attend training programs in food safety or food animal
				medicine to cover expenses other than tuition.</text>
						</paragraph><paragraph id="H4C129852FFB541B8A38B45F2B9F4B20C"><enum>(4)</enum><text display-inline="yes-display-inline">Programs establishing or expanding
				accredited veterinary education programs, veterinary residency and fellowship
				programs, or veterinary internship and externship programs in coordination with
				accredited colleges of veterinary medicine.</text>
						</paragraph><paragraph id="HC8D1344FDB20472C8C7380649E54AAA5"><enum>(5)</enum><text>Programs for
				tele-veterinary medicine at practices that contribute to veterinary extension,
				education, or research.</text>
						</paragraph><paragraph id="H8D4D9932BD264321B10360488366CAF4"><enum>(6)</enum><text>Support the
				ability of the office or position of a State veterinarian or animal health
				official to coordinate veterinary services and food protection issues described
				in paragraphs (1) through (5).</text>
						</paragraph><paragraph id="H7D6DA5564BAC4106B111E75D5AC10A39"><enum>(7)</enum><text>Assessments of
				veterinarian shortage situations and preparation of applications for
				designation as a shortage situation.</text>
						</paragraph><paragraph id="HE88940DDA69148CDB36A9456F1A894A7"><enum>(8)</enum><text>Programs in
				continuing education and extension (including distance-based education) for
				veterinarians, veterinary technicians, and other health professionals needed to
				strengthen veterinary programs and enhance food safety.</text>
						</paragraph><paragraph id="H531B2E8BF88949EEBC2CCC42A2E71620"><enum>(9)</enum><text>Faculty
				recruitment and retention programs at accredited colleges of veterinary
				medicine.</text>
						</paragraph><paragraph id="H764EF47104514D2F87484D653F5289F9"><enum>(10)</enum><text>Programs, in
				coordination with universities or local educational agencies, to encourage
				students in secondary schools to pursue a career in veterinary medicine or
				science professions.</text>
						</paragraph></subsection><subsection id="HEC3B4AD2E36A4DE18F05423210B5180E"><enum>(f)</enum><header>Prohibition on
				use of grant funds for construction</header><text>Funds made available for
				grants under this section shall not be used for the construction of a new
				building or facility or the acquisition, expansion, remodeling, or alteration
				of an existing building of facility, including site grading and improvement and
				architect fees.</text>
					</subsection><subsection id="id9FB440377626402BA6108CA1786DAC3E"><enum>(g)</enum><header>Implementation</header><text>Not
				later than 1 year after the date of enactment of this section, the Secretary
				shall promulgate regulations to implement the grant program authorized under
				this section.</text>
					</subsection><subsection id="HC93796BFF2C7459A87C75341E133CE04"><enum>(h)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated to the
				Secretary such sums as are necessary to carry out this section for fiscal year
				2011 and each fiscal year
				thereafter.</text>
