		<official-title>To provide for the development and coordination of a
		  comprehensive and integrated United States research program that assists the
		  people of the United States and the world to understand past, assess present,
		  and predict future human-induced and natural processes of abrupt climate
		  change, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Abrupt Climate Change Research Act
			 of 2009</short-title></quote>.</text>
		</section><section id="ID770b476ed290436cbd341c692f5a92c0"><enum>2.</enum><header>Abrupt climate
			 change defined</header><text display-inline="no-display-inline">In this Act,
			 the term <term>abrupt climate change</term> means a change in the climate that
			 occurs so rapidly or unexpectedly that human or natural systems have difficulty
			 adapting to the climate as changed.</text>
		</section><section id="ID8d37358bc4b14479a48ba589d1afc438"><enum>3.</enum><header>Abrupt climate
			 change research program</header>
			<subsection id="IDc7512a7d665d4216bf42a9fb569907f0"><enum>(a)</enum><header>Establishment
			 of program</header><text>The Secretary of Commerce shall establish within the
			 Office of Oceanic and Atmospheric Research of the National Oceanic and
			 Atmospheric Administration, and carry out, a program of extramural awards, made
			 on a peer-reviewed and competitive basis, to conduct scientific research on
			 abrupt climate change.</text>
			</subsection><subsection id="ID634b6d3da47a4eb099c7ab06140a6258"><enum>(b)</enum><header>Purposes of
			 program</header><text>The purposes of the program established under subsection
			 (a) shall be as follows:</text>
				<paragraph id="ID3f619807e3254dbbb80552b0b8c0a45e"><enum>(1)</enum><text>To develop a
			 global array of terrestrial and oceanographic indicators of paleoclimate in
			 order to sufficiently identify and describe past instances of abrupt climate
			 change.</text>
				</paragraph><paragraph id="IDb913e08a520745e195a60dfa4e33d357"><enum>(2)</enum><text>To improve
			 understanding of thresholds and nonlinearities in geophysical systems related
			 to the mechanisms of abrupt climate change.</text>
				</paragraph><paragraph id="IDf45e38f9db37435ca5e758ff9bd5175a"><enum>(3)</enum><text>To incorporate
			 such mechanisms into advanced geophysical models of climate change.</text>
				</paragraph><paragraph id="IDeda512438d684043b2dfb490c5ff4bab"><enum>(4)</enum><text>To test the
			 simulation of climate change by such models against an improved global array of
			 records of past abrupt climate changes.</text>
				</paragraph></subsection></section><section id="ID220385d4958143a59cf831266ec997ee"><enum>4.</enum><header>Authorization of
			 appropriations</header>
			<subsection id="id33F013A649194277B4CB8CB57F09B7C8"><enum>(a)</enum><header>Authorization
			 of appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated to the Secretary of Commerce for each of fiscal
			 years 2010 through 2016, $10,000,000 to carry out the research program
			 established under section 3(a).</text>
			</subsection><subsection id="id244197E8F5184433BBC3A2547489F4D2"><enum>(b)</enum><header>Availability of
			 funds</header><text>Amounts appropriated pursuant to the authorization of
			 appropriations in subsection (a) are authorized to remain available until
			 expended.</text>
