		<official-title>To amend the Small Business Act and the Small Business
		  Investment Act of 1958 to stop the small business credit crunch, and for other
		  purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Next Step for Main Street Credit
			 Availability Act of 2009</short-title></quote>.</text>
		</section><section id="idE0349599B0D74B25B57F6336525D3996"><enum>2.</enum><header>Maximum amounts
			 for 7<enum-in-header>(a)</enum-in-header> loans</header><text display-inline="no-display-inline">Section 7(a)(3)(A) of the Small Business Act
			 (15 U.S.C. 636(a)(3)(A)) is amended by striking <quote>$1,500,000 (or if the
			 gross loan amount would exceed $2,000,000</quote> and inserting
			 <quote>$4,000,000 (or if the gross loan amount would exceed
			 $5,000,000</quote>.</text>
		</section><section id="id99429AE7EE504125A0A1D0BC750D732E"><enum>3.</enum><header>Refinancing
			 Existing 7<enum-in-header>(a) </enum-in-header>Loans</header>
			<subsection id="id110067F84CA047E3910936DB01E92CAF"><enum>(a)</enum><header>In
			 General</header><text>Section 7(a) of the Small Business Act (15 U.S.C. 636(a))
			 is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id064DDC6CAFC747FCB26CB32292920FBA" style="OLC">
					<paragraph commented="no" id="ID5870dba580b44139a221516e81bc4d8e"><enum>(34)</enum><header>Refinancing
				existing loans</header><text>A borrower that has received a loan under this
				subsection may refinance the balance of the loan by applying for a loan from
				the lender that made the original loan or with another
				lender.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="ID827e00c97df240258392a46b5cdb1c4d"><enum>(b)</enum><header>Technical
			 amendment</header><text>Section 7(a) of the Small Business Act (15 U.S.C.
			 636(a)) is amended by striking <quote>(32)
			 <header-in-text level="paragraph" style="OLC">Increased</header-in-text></quote> and inserting <quote>(33)
			 <header-in-text level="paragraph" style="OLC">Increased</header-in-text></quote>.</text>
			</subsection></section><section id="id01C696B14E9841D8A2DC28BCBCB20EBB"><enum>4.</enum><header>Maximum loan
			 amounts under 504 program</header><text display-inline="no-display-inline">Section 502(2)(A) of the Small Business
			 Investment Act of 1958 (15 U.S.C. 696(2)(A)) is amended—</text>
			<paragraph id="idF759E346C9324FECA7B487357A077353"><enum>(1)</enum><text display-inline="yes-display-inline">in clause (i), by striking
			 <quote>$1,500,000</quote> and inserting <quote>$4,000,000</quote>;</text>
			</paragraph><paragraph id="id3C72C7A0D93B445B88FEC8F4D6B8C411"><enum>(2)</enum><text>in clause (ii),
			 by striking <quote>$2,000,000</quote> and inserting <quote>$5,000,000</quote>;
			 and</text>
			</paragraph><paragraph id="id2EA89A4CE5F8400AAB56E48780DBCF88"><enum>(3)</enum><text>in clause (iii),
			 by striking <quote>$4,000,000</quote> and inserting
			 <quote>$5,500,000</quote>.</text>
			</paragraph></section><section id="idC2C46E26A65F48F7A92172C7CC2859FF"><enum>5.</enum><header>Maximum loan
			 limits under microloan program</header><text display-inline="no-display-inline">Section 7(m) of the Small Business Act (15
			 U.S.C. 636(m)) is amended—</text>
			<paragraph id="id4D5581257B744A929B004CC1340F0DE5"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)(B)(iii), by striking
			 <quote>$35,000</quote> and inserting <quote>$50,000</quote>;</text>
			</paragraph><paragraph id="id266BB2655C4D401C93C03A063D71D725"><enum>(2)</enum><text>in paragraph
			 (3)(E), by striking <quote>$35,000</quote> each place it appears and inserting
			 <quote>$50,000</quote>; and</text>
			</paragraph><paragraph id="idE3D30B0546ED42F5AABE37E561D06D61"><enum>(3)</enum><text>in paragraph
			 (11)(B), by striking <quote>$35,000</quote> and inserting
			 <quote>$50,000</quote>.</text>
			</paragraph></section><section id="idDFA48A3D66984DB680D81F6E5FB71CAE"><enum>6.</enum><header>Online lending
			 platform</header><text display-inline="no-display-inline">It is the sense of
			 the Congress that the Administrator of the Small Business Administration should
			 establish a website that—</text>
			<paragraph id="idE598F4F2FDC243E2AF2C683979F6FF41"><enum>(1)</enum><text display-inline="yes-display-inline">lists each lender that makes loans
			 guaranteed by the Small Business Administration and provides information about
			 the loan rate of each such lender; and</text>
			</paragraph><paragraph id="id287C6CA0B54E4AF4AD8F35CF34383858"><enum>(2)</enum><text display-inline="yes-display-inline">allows prospective borrowers—</text>
				<subparagraph id="idE9ED092F565C474ABAC90FE8B1F8F253"><enum>(A)</enum><text display-inline="yes-display-inline">to compare rates on loans guaranteed by the
			 Small Business Administration; and</text>
				</subparagraph><subparagraph id="idC1BEE3F078AD4773A5177B5FA4DA9F22"><enum>(B)</enum><text>to apply online
			 for loans guaranteed by the Small Business Administration.</text>
				</subparagraph></paragraph></section></legis-body>
