			<paragraph commented="no" display-inline="no-display-inline" id="id8E30FF71DEAE4E4EB7EA41B87B30F3CD"><enum>(1)</enum><text display-inline="yes-display-inline">to prepare young people in disadvantaged
			 situations for a competitive future; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id83DF611B59274C1781CFA3114E3A7110"><enum>(2)</enum><text display-inline="yes-display-inline">to challenge and support young people who
			 have dropped out of secondary school to—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="IDb96f1016bc994f81861c824610bde618"><enum>(A)</enum><text display-inline="yes-display-inline">attain a secondary school diploma;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID3453492ad6934fa8a8067cf63c611f3e"><enum>(B)</enum><text display-inline="yes-display-inline">attain a 2-year or 4-year credential from a
			 recognized postsecondary educational institution, an industry recognized
			 credential, or certification from a registered apprenticeship program;
			 and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDa6e3f942c88745a2892c2ef3ac2a3489"><enum>(C)</enum><text display-inline="yes-display-inline">secure and succeed in a family-supporting
			 career.</text>
				</subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="IDeca416f180bb42879e614475195f8ad1" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="ID2aaf475dd57740be87c3518c1424686b"><enum>(1)</enum><header display-inline="yes-display-inline">Disability</header><text display-inline="yes-display-inline">The term <term>disability</term> has the
			 meaning given the term in section 3 of the Americans with Disabilities Act of
			 1990 (42 U.S.C. 12102).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id03C0DAFDAAB3419995D808A0CCB0E138"><enum>(2)</enum><header display-inline="yes-display-inline">Eligible entity</header><text display-inline="yes-display-inline">The term <term>eligible entity</term> means
			 a partnership that includes—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="idCD0E398017704319AFBA3068355BED68"><enum>(A)</enum><text display-inline="yes-display-inline">a mayor, or appropriate chief executive
			 officer of general purpose local government, of the community to be assisted
			 under the grant awarded under section 4;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7E0A3A516DBF4910843B0883AA6CD098"><enum>(B)</enum><text display-inline="yes-display-inline">a representative of—</text>
					<clause commented="no" display-inline="no-display-inline" id="idFCF3D9A902BE48DDA20A76E1CD32A8C3"><enum>(i)</enum><text display-inline="yes-display-inline">each local educational agency serving the
			 community to be assisted under the grant;</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="id1F8E366C50004095AEB9EA57EB725B12"><enum>(ii)</enum><text display-inline="yes-display-inline">the local juvenile justice system serving
			 the community;</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="id4E4E5BBE8B274F8F987DF77FC5C30F54"><enum>(iii)</enum><text display-inline="yes-display-inline">the local criminal justice system serving
			 the community;</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="idC50075C784E84E3CA1E791261EC3DA2B"><enum>(iv)</enum><text display-inline="yes-display-inline">the local workforce system serving the
			 community;</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="idE2B0F2EED56B4CD38DBA2A28FA3F915D"><enum>(v)</enum><text display-inline="yes-display-inline">the local housing agency serving the
			 community;</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="idB413F373BC59479E8834A7CA47FC3FC4"><enum>(vi)</enum><text display-inline="yes-display-inline">the local mental health agency serving the
			 community; and</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="id916482A7221649878BECF4C067397D78"><enum>(vii)</enum><text display-inline="yes-display-inline">the local child welfare agency serving the
			 community;</text>
					</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id893E8DF99AE34262A1B64579543D1413"><enum>(C)</enum><text display-inline="yes-display-inline">a representative of a State agency serving
			 youth in the community to be assisted under the grant;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id093D1DE835D94A2BB06C9239CC915E8B"><enum>(D)</enum><text display-inline="yes-display-inline">not less than 1 representative of an
			 institution of higher education, which may include a community college;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB5E3455264D24367B57AE2AE984706EC"><enum>(E)</enum><text display-inline="yes-display-inline">a representative of—</text>
					<clause commented="no" display-inline="no-display-inline" id="id0E15084C7FC946ABB78525FAA3509D19"><enum>(i)</enum><text display-inline="yes-display-inline">a local secondary school;</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="idFD226EE8B918441184B7A06389C14400"><enum>(ii)</enum><text display-inline="yes-display-inline">not less than 1 community-based
			 organization;</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="id54A11A8BF91248DE806EFF7FA6F09342"><enum>(iii)</enum><text display-inline="yes-display-inline">a public or private, nonprofit agency
			 providing services to young people;</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="idF96149DF07854BFD81E9470EA6E42C0F"><enum>(iv)</enum><text display-inline="yes-display-inline">a labor management committee; and</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="idEE8475B3CA58403686F1876D4951E827"><enum>(v)</enum><text display-inline="yes-display-inline">a business; and</text>
					</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id95C45112B8B44BA98D76C19C3CE81B8E"><enum>(F)</enum><text display-inline="yes-display-inline">young people in disadvantaged situations,
			 and parents or caregivers of young people in disadvantaged situations.</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB32D36257BAE4E6ABA78CE30980AC291"><enum>(3)</enum><header display-inline="yes-display-inline">Federal Youth Development
			 Council</header><text display-inline="yes-display-inline">The term
			 <term>Federal Youth Development Council</term> means the Federal Youth
			 Development Council established under the Tom Osborne Federal Youth
			 Coordination Act (Public Law 109–365; 120 Stat. 2594).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9A4C749DF9784B1A9E5578122110881C"><enum>(4)</enum><header display-inline="yes-display-inline">Homeless children and youths</header><text display-inline="yes-display-inline">The term <term>homeless children and
			 youths</term> has the meaning given the term in section 725 of the
			 McKinney-Vento Homeless Assistance Act (42 U.S.C. 11434a).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id841065266254447981CA0B1EBC2EC05F"><enum>(5)</enum><header display-inline="yes-display-inline">In a disadvantaged situation</header><text display-inline="yes-display-inline">The term <term>in a disadvantaged
			 situation</term>, when referring to an individual, includes an individual
			 who—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="id736D2414E0014E2D8BDEA862D2FD60B7"><enum>(A)</enum><text display-inline="yes-display-inline">has left secondary school without obtaining
			 a secondary school diploma;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4536014EEDE54A948520D2925BEE9D39"><enum>(B)</enum><text display-inline="yes-display-inline">is attending secondary school and is at
			 risk of leaving secondary school without obtaining a secondary school diploma;
			 or</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0A36113D14524018BB75043F102DDB73"><enum>(C)</enum><clause commented="no" display-inline="yes-display-inline" id="idABA5449629B74CBCBCB9518730DB5E2E"><enum>(i)</enum><text display-inline="yes-display-inline">has a secondary school diploma or its
			 recognized equivalent; and</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="id28B9E8986640410CB8EB1E439CAC3650" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">faces a barrier to employment or does not
			 have the skills to obtain employment or enter postsecondary education.</text>
					</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID300da20cd5e54ff2898ddc861db98380"><enum>(6)</enum><header display-inline="yes-display-inline">Institution of higher
			 education</header><text display-inline="yes-display-inline">The term
			 <term>institution of higher education</term> has the meaning given the term in
			 section 101 of the Higher Education Act of 1965 (20 U.S.C. 1001).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDc613707c7a7f4b72b5b75a6705a8880f"><enum>(7)</enum><header display-inline="yes-display-inline">One-stop center</header><text display-inline="yes-display-inline">The term <term>one-stop center</term> means
			 a one-stop center described in section 134(c) of the Workforce Investment Act
			 of 1998 (29 U.S.C. 2864(c)).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDba5e3866e06645d7bc528dd4d5fdffc1"><enum>(8)</enum><header display-inline="yes-display-inline">Postsecondary education</header><text display-inline="yes-display-inline">The term <term>postsecondary
			 education</term> means—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="ID1f7222d9a1f44bdeb254cf6041357f9d"><enum>(A)</enum><text display-inline="yes-display-inline">a 4-year program of instruction, or not
			 less than a 1-year program of instruction that is acceptable for credit toward
			 a baccalaureate degree, offered by an institution of higher education;
			 or</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID6c6325f6177d45cc808087490daea5e5"><enum>(B)</enum><text display-inline="yes-display-inline">a certificate or registered apprenticeship
			 program at the postsecondary level offered by an institution of higher
			 education or a nonprofit educational institution.</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9e828f347ade4c1babc312318a8c3a61"><enum>(9)</enum><header display-inline="yes-display-inline">Registered apprenticeship
			 program</header><text display-inline="yes-display-inline">The term
			 <term>registered apprenticeship program</term> means an industry skills
			 training program at the postsecondary level that combines technical and
			 theoretical training through structured on-the-job learning with related
			 instruction (in a classroom or through distance learning) while an individual
			 is employed, working under the direction of qualified personnel or a mentor,
			 and earning incremental wage increases aligned to enhanced job proficiency,
			 resulting in the acquisition of a nationally recognized and portable
			 certificate, under a plan approved by the Office of Apprenticeship of the
			 Department of Labor or by a State agency recognized by the Department of
			 Labor.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id13796284EE534DD7A6F61476E9274E6E"><enum>(10)</enum><header display-inline="yes-display-inline">Secondary school</header><text display-inline="yes-display-inline">The term <term>secondary school</term> has
			 the meaning given the term in section 9101 of the Elementary and Secondary
			 Education Act of 1965 (20 U.S.C. 7801).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idCEC2D21539FF476299D558396FDE7E30"><enum>(11)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the
			 Secretary of Labor.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7090FEA88ABE4F868404DF9B96DB1471"><enum>(12)</enum><header display-inline="yes-display-inline">Young people</header><text display-inline="yes-display-inline">The term <term>young people</term> means
			 individuals who are between the ages of 14 and 24, inclusive, at the time of
			 commencement of participation in services funded through a grant under section
			 4.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="IDd880784d73b846268241915a0000b00d" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Grants authorized</header>
			<subsection commented="no" display-inline="no-display-inline" id="IDebe707cb019b4414a8add12f32989b2b"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary, in consultation with the
			 Secretary of Education, the Secretary of Health and Human Services, the
			 Secretary of Housing and Urban Development, the Attorney General of the United
			 States, the Federal Youth Development Council, and leaders in the field of
			 working with young people in disadvantaged situations, shall award grants, on a
			 competitive basis, to eligible entities to enable the eligible entities to pay
			 the costs of—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id1BC4F4B22F3F48179AB064373C6079AA"><enum>(1)</enum><text display-inline="yes-display-inline">developing and implementing a strategy to
			 identify young people in disadvantaged situations; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD22ED951C0BA41879A877C0FAE1CF109"><enum>(2)</enum><text display-inline="yes-display-inline">providing such young people with support
			 needed to—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idE97F4CED85394BBDAD7E49631FA910BF"><enum>(A)</enum><text display-inline="yes-display-inline">graduate from secondary school;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idDBF4C95F3B57451B931A333BE7F3EDBE"><enum>(B)</enum><text display-inline="yes-display-inline">attain a postsecondary credential,
			 including a 2-year or 4-year credential from an institution of higher
			 education, an industry-recognized credential, or certification from a
			 registered apprenticeship program; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6D43862508E04019A7735C86957161E7"><enum>(C)</enum><text display-inline="yes-display-inline">secure and succeed in a family-supporting
			 career.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID81311e54dc4a4fb9a358caa0fdb72097"><enum>(b)</enum><header display-inline="yes-display-inline">Minimum grant amount</header><text display-inline="yes-display-inline">The Secretary shall award a grant under
			 this section in an amount that—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id837B3349F5D04EC185382E4B70FEBA35"><enum>(1)</enum><text display-inline="yes-display-inline">is appropriate to achieve the goals and
			 implement the activities described in the application submitted under section
			 5; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD04E5978FA2F49448697458549C5D37F"><enum>(2)</enum><text display-inline="yes-display-inline">is not less than $1,000,000 per
			 year.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idA0B3604638EB4D2DA6BF7ACDA930D2BE"><enum>(c)</enum><header display-inline="yes-display-inline">Duration of grant</header><text display-inline="yes-display-inline">A grant under this section shall be awarded
			 for a period of 5 years, and may be renewed at the discretion of the Secretary
			 based on the effective performance of the eligible entity under the preceding
			 grant in accordance with the levels of performance determined by the eligible
			 entity and the Secretary pursuant to section 9(b).</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDf2bbfebec70842a8978776b0185f0c49"><enum>(d)</enum><header display-inline="yes-display-inline">Equitable geographic distribution of
			 funds</header><text display-inline="yes-display-inline">The Secretary shall
			 ensure an equitable and appropriate distribution of grants awarded under this
			 section among eligible entities—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id609FF10F538E4AEFB69652848825432C"><enum>(1)</enum><text display-inline="yes-display-inline">serving urban, rural, and suburban areas;
			 and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8FA2B93DEADE45409C8F52F0D73F4C88"><enum>(2)</enum><text display-inline="yes-display-inline">with varying degrees of experience and
			 expertise in serving young people in disadvantaged situations.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID4dde1fd2a43d4454af590a4a54454bf1"><enum>(e)</enum><header display-inline="yes-display-inline">Fiscal and administrative
			 agents</header><text display-inline="yes-display-inline">An eligible entity
			 shall choose an entity to be the fiscal agent and an entity to be the
			 administrative agent for the grant funds received under this section.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDb7958504d9d94c6186c5f1eefd827a33"><enum>(f)</enum><header display-inline="yes-display-inline">Existing partnership</header><text display-inline="yes-display-inline">An existing workforce, education, or youth
			 development partnership, coalition, or organization may serve as the eligible
			 entity for the purposes of grants under this section if the partnership,
			 coalition, or organization includes, or modifies the members of the
			 partnership, coalition, or organization to include, the individuals required to
			 be included in the eligible entity under section 3(2).</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="ID737826c4b1c0411fa94765cca4dfdebd" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Application</header>
			<subsection commented="no" display-inline="no-display-inline" id="idD4F009709BC9488485492209E880F39F"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">An eligible entity that desires a grant
			 under section 4 shall submit an application to the Secretary at such time, in
			 such manner, and containing such information as the Secretary may
			 require.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id16404114D9D942EAB4B027B8E1898A28"><enum>(b)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">An application submitted under this section
			 shall include—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id8DE1BF628DA44714B73FCE832AC257A2"><enum>(1)</enum><text display-inline="yes-display-inline">a description of the eligible entity
			 submitting the application, including a description of the fiscal agent and the
			 administrative agent for the grant;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id681864DA86954F4EA2E738A7765A88F8"><enum>(2)</enum><text display-inline="yes-display-inline">a description of the strategy that the
			 eligible entity will use to carry out the purpose of this Act, which shall
			 include—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id5EC31C3774744B29BC66881050B371E4"><enum>(A)</enum><text display-inline="yes-display-inline">a well-developed education component, which
			 may include an emphasis on basic literacy and the skills needed in science,
			 technology, engineering, and mathematics;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idAE52B4FBF3EE4FC3B283F475B3386916"><enum>(B)</enum><text display-inline="yes-display-inline">a work preparation component, which may
			 include a hands-on internship, work experience, or national or community
			 service, that promotes the development of applied skills such as oral and
			 written communication, teamwork, leadership, and critical thinking; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id574AD55FEAC94FDE81B63297DD84F377"><enum>(C)</enum><text display-inline="yes-display-inline">a youth support component, including the
			 array of comprehensive support services that will—</text>
						<clause commented="no" display-inline="no-display-inline" id="id7BB7ADD03283402ABA12489E061FDF0A"><enum>(i)</enum><text display-inline="yes-display-inline">address the challenges that caused the
			 young people in disadvantaged situations to leave school without a secondary
			 school diploma;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idC5505E102C024181B80A972074C5C309"><enum>(ii)</enum><text display-inline="yes-display-inline">remove barriers to and support the
			 attainment of—</text>
							<subclause commented="no" display-inline="no-display-inline" id="id2880804A91C343898D0B50997D7E87A7"><enum>(I)</enum><text display-inline="yes-display-inline">the graduation of such young people from
			 secondary school;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="idAEACD34F36624104AE96B517A254E2E3"><enum>(II)</enum><text display-inline="yes-display-inline">a postsecondary credential, including a
			 2-year or 4-year credential from an institution of higher education, an
			 industry-recognized credential, or certification from a registered
			 apprenticeship program; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="id5C3B0C19F0D44BCDB1CEA07597999B4D"><enum>(III)</enum><text display-inline="yes-display-inline">success in a family-supporting career;
			 and</text>
							</subclause></clause><clause commented="no" display-inline="no-display-inline" id="id5DE47BE55B514B79A1DB6EEDF183369F"><enum>(iii)</enum><text display-inline="yes-display-inline">provide appropriate case management to
			 ensure young people achieve the purposes described in section 2;</text>
						</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDbff1e1c03c014298b7660c47d59c2175"><enum>(3)</enum><text display-inline="yes-display-inline">a needs assessment of the community to be
			 assisted under the grant, including—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id66782C182F234D2799A6C55A749C12BF"><enum>(A)</enum><text display-inline="yes-display-inline">an estimate of the number of young people
			 in disadvantaged situations in the community; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idF3689B6803B3430EBB9700146FD7FAF6"><enum>(B)</enum><text display-inline="yes-display-inline">an assessment of resources available in the
			 community that can help such young people—</text>
						<clause commented="no" display-inline="no-display-inline" id="id459D8572A3B04961A521C4707BE7C586"><enum>(i)</enum><text display-inline="yes-display-inline">address the challenges that caused such
			 young people to leave school without a secondary school diploma;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID21f61038b9114057924e6fe4f0f13ee4"><enum>(ii)</enum><text display-inline="yes-display-inline">return to an appropriate educational
			 setting;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDa583fa9f347941b7996ffd9367b46e37"><enum>(iii)</enum><text display-inline="yes-display-inline">attain a secondary school diploma;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID4d80a7dafe0440baa2f289dcb22e32c0"><enum>(iv)</enum><text display-inline="yes-display-inline">attain a postsecondary credential,
			 including a 2-year or 4-year credential from an institution of higher
			 education, an industry-recognized credential, or certification from a
			 registered apprenticeship program; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID9c93f1d4a3ec41608b194ca227507620"><enum>(v)</enum><text display-inline="yes-display-inline">secure and succeed in a family-supporting
			 career;</text>
						</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDb092429be19c49699cf7eab2e244a6de"><enum>(4)</enum><text display-inline="yes-display-inline">a plan for identifying and engaging young
			 people in disadvantaged situations and connecting such young people with a
			 continuum of comprehensive and coordinated resources that can help such young
			 people attain a secondary school diploma, a recognized postsecondary
			 credential, including a 2-year or 4-year credential from an institution of
			 higher education, an industry-recognized credential, or certification from a
			 registered apprenticeship program, and secure and succeed in a
			 family-supporting career, including a description of—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID02585f110d944605b969af4b31455e13"><enum>(A)</enum><text display-inline="yes-display-inline">the needs of such young people that will be
			 met by the eligible entity through the grant;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDe3a843dfeea34d3990251344720d1026"><enum>(B)</enum><text display-inline="yes-display-inline">the identities, roles, and capacity of the
			 partners in the eligible entity to fulfill the needs described in subparagraph
			 (A), including a description of the role to be played by—</text>
						<clause commented="no" display-inline="no-display-inline" id="idFF10447EC2C44E8094934F175CF3BAD4"><enum>(i)</enum><text display-inline="yes-display-inline">secondary schools and postsecondary
			 institutions in constructing education programming;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID510dfd538716447e8bd51fe58eebc791"><enum>(ii)</enum><text display-inline="yes-display-inline">the local workforce system, including
			 one-stop career centers and businesses, in developing and implementing the
			 workforce preparation activities; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id9AF73D13A37545919D36D5E8B3138355"><enum>(iii)</enum><text display-inline="yes-display-inline">youth serving systems, including the
			 juvenile justice system, and other community-based organizations in providing
			 outreach, support, and direct service;</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID8bd9a0f0a6f746cd8a21e0b2dece7a89"><enum>(C)</enum><text display-inline="yes-display-inline">a plan to leverage non-Federal (including
			 in-kind) resources and a plan for sustainability beyond the grant
			 period;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID65e0407f7d334be6878feb00ca09233b"><enum>(D)</enum><text display-inline="yes-display-inline">the services to be provided through the
			 grant to carry out the strategy described in paragraph (2) and a description of
			 the process that will be used to award subgrants and contracts under section 7
			 for the provision of such services;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID5fc0e4e1c52c409091b9a44bd6317574"><enum>(E)</enum><text display-inline="yes-display-inline">the research and evidence base indicating
			 why the selected strategy and selection of services will be effective in
			 meeting the comprehensive needs of the young people in disadvantaged situations
			 identified in the community;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDfc11e076b00f487ab3baf5a75bb43c69"><enum>(F)</enum><text display-inline="yes-display-inline">the goals, intended outcomes, and
			 performance measures of the eligible entity's strategy in accordance with the
			 performance measures under section 9(b);</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID69ca6f6654c1400096b149fe605a450a"><enum>(G)</enum><text display-inline="yes-display-inline">a statement of concurrence on the
			 application, signed by the partners in the eligible entity, that outlines the
			 specific roles and responsibilities of the partners as the roles and
			 responsibilities relate to the functioning of the eligible entity; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID25e595d5a2194f4883cb5391f86926ae"><enum>(H)</enum><text display-inline="yes-display-inline">a plan to create, or include an existing,
			 youth advisory council, that is composed of young people in disadvantaged
			 situations from the community to be served, to make recommendations regarding
			 the services to be provided under the grant;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDd02a27046666414ab97df470718fb83b"><enum>(5)</enum><text display-inline="yes-display-inline">a description of the system that will be
			 put in place to—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idB4F6E1B17E2049E98B598E9C3ACAAA3D"><enum>(A)</enum><text display-inline="yes-display-inline">provide case management, counseling,
			 intensive placement and follow-up services, adult advocacy, or mentoring to
			 help young people in disadvantaged situations and their families access the
			 various systems, resources, and supports necessary to ensure such young
			 people's success; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idF3978E917013497E9B6E6A93F65787A9"><enum>(B)</enum><text display-inline="yes-display-inline">ensure that young people receiving services
			 through the grant will receive individualized case management to ensure that
			 the young people achieve the purposes described in section 2(2),
			 including—</text>
						<clause commented="no" display-inline="no-display-inline" id="id8C1248B5C3374C8CB6D789A1818FDF4F"><enum>(i)</enum><text display-inline="yes-display-inline">an assessment of needs;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idBBD7FB3CB9F6476E95940C320EDBB714"><enum>(ii)</enum><text display-inline="yes-display-inline">coordination of appropriate services;
			 and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idBD1A4A0275904B75AF479086A6B9D275"><enum>(iii)</enum><text display-inline="yes-display-inline">academic preparation and support for entry,
			 persistence, and completion of postsecondary education;</text>
						</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID80c4b1324e8d423293d4ff2d98d2a2d3"><enum>(6)</enum><text display-inline="yes-display-inline">a description of how the eligible entity
			 will ensure that every young person served under the grant receives
			 comprehensive services, including receiving not less than 1 workforce
			 preparation service as described in section 7(b)(1), not less than 1 education
			 support service as described in section 7(b)(2), and not less than 1 youth
			 support service as described in section 7(b)(3), until the young person—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id4FCF5ACB044C4FBCBE28D766A1469750"><enum>(A)</enum><text display-inline="yes-display-inline">attains a secondary school diploma, a
			 2-year or 4-year credential from an institution of higher education, an
			 industry-recognized credential, or certification from a registered
			 apprenticeship program; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id10B9F2429A8E4DBDBE99ED3B72DFC109"><enum>(B)</enum><text display-inline="yes-display-inline">secures and succeeds in a family-supporting
			 career;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEE4ACAE7F7E643A7B146BB9EF8A97A34"><enum>(7)</enum><text display-inline="yes-display-inline">a description of how the strategy to be
			 implemented under the grant will identify, engage, and provide services to
			 young people in disadvantaged situations who—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="IDcae82e670ede4305bf4258b392f7441d"><enum>(A)</enum><text display-inline="yes-display-inline">are or were previously homeless children
			 and youths;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idEC96F7345C20401B9813397699F6987F"><enum>(B)</enum><text display-inline="yes-display-inline">were previously under the care and
			 placement responsibility of the State agency responsible for administering a
			 plan under parts B and E of title IV of the Social Security Act (42 U.S.C. 621
			 et seq., 670 et seq.);</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idF58EEF66563D4C25AFA2C4BDF52252F8"><enum>(C)</enum><text display-inline="yes-display-inline">were under the custody of the State’s
			 juvenile justice system or criminal justice system; or</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idAE510448BD104125A8DE218C4E6C17F6"><enum>(D)</enum><text display-inline="yes-display-inline">have a disability;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID7204269e6aec4538b16a1e7f26ee1215"><enum>(8)</enum><text display-inline="yes-display-inline">a description of how public and private
			 services that exist on the date of submission of the application will be
			 coordinated and integrated in order to implement and sustain the strategy under
			 the grant;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID2fbe5ceb4dc64cc0aa5924ffb57ee4ba"><enum>(9)</enum><text display-inline="yes-display-inline">a description of how Federal, State, and
			 local private and public funds will be leveraged, coordinated, and integrated
			 in order to implement the strategy under the grant;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDae628a4b23ed4a0887d88bb696d04ecf"><enum>(10)</enum><text display-inline="yes-display-inline">a description of how the strategy to be
			 implemented under the grant strengthens, and does not duplicate, efforts within
			 the community to be served under the grant that are funded under chapter 4 of
			 subtitle B of title I of the Workforce Investment Act of 1998 (29 U.S.C. 2851
			 et seq.); and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID622be6c22a4e4137a59d436637fa0b68"><enum>(11)</enum><text display-inline="yes-display-inline">a description of how the strategy to be
			 implemented under the grant aligns with the efforts of the local educational
			 agency serving the community assisted under the grant to improve secondary
			 schools, including efforts focused on—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id7960A627230941CF82CF3238B2B372A3"><enum>(A)</enum><text display-inline="yes-display-inline">students who are off-track to an on-time
			 graduation; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id74F93B8BC19A4C699E3331C5B69DB607"><enum>(B)</enum><text display-inline="yes-display-inline">recuperative strategies.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID12c2fc54a73a4ef2ba7527517bebe81b"><enum>(c)</enum><header display-inline="yes-display-inline">Existing plans, assessments, and
			 strategies</header><text display-inline="yes-display-inline">Plans, needs
			 assessments, and strategies that have been developed by an eligible entity or
			 the partners in the eligible entity may be used to satisfy the requirements of
			 this section if such plans, needs assessments, or strategies—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id06A59F80C522430DA8401B2B20456238"><enum>(1)</enum><text display-inline="yes-display-inline">include the information required by this
			 section, or can be modified to include the information required by this
			 section; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idDF1914A110744EE9B245BF062C3C316E"><enum>(2)</enum><text display-inline="yes-display-inline">are submitted to the Secretary with such
			 modifications.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="IDa7df0f0cc26c4ccb87dce0909220c008" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Priority</header><text display-inline="no-display-inline">In awarding grants to eligible entities
			 under section 4, the Secretary shall give priority to applications from
			 eligible entities proposing—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="ID1b38c2269b514898a176b33bbb750ac3"><enum>(1)</enum><text display-inline="yes-display-inline">to serve areas with disproportionately high
			 numbers or percentages of young people who have left secondary school without
			 obtaining a secondary school diploma or its recognized equivalent;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID24656428736349518a4ceda06e6968c0"><enum>(2)</enum><text display-inline="yes-display-inline">to serve areas with high concentrations of
			 young people in families whose family income is not more than 200 percent of
			 the poverty line (as determined under section 673(2) of the Community Services
			 Block Grant Act (42 U.S.C. 9902(2))); and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9F8E1810B2C94781834B532C9FCF6D04"><enum>(3)</enum><text display-inline="yes-display-inline">to serve areas with high numbers or
			 percentages of young people who are unemployed or underemployed.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="id89573FE6F8434FED8C2FA2D28E30850B" section-type="subsequent-section"><enum>7.</enum><header display-inline="yes-display-inline">Selection criteria</header><text display-inline="no-display-inline">The Secretary shall award grants to eligible
			 entities under section 4 based on selection criteria that includes the
			 following:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="IDc85a1de6bbcf4308982a5198a611ad05"><enum>(1)</enum><header display-inline="yes-display-inline">Best practices or research</header><text display-inline="yes-display-inline">The extent to which the application
			 submitted by an eligible entity under section 5 is rooted in documented best
			 practices or research.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5deb92014f7c4c42914aa5af2814a427"><enum>(2)</enum><header display-inline="yes-display-inline">Integration</header><text display-inline="yes-display-inline">The extent to which the application
			 demonstrates the integration of multiple services into a comprehensive,
			 coordinated continuum that meets the holistic needs of young people, including
			 health services, mental health services, housing, civic opportunities, job
			 readiness, work experience, school readiness, reenrollment in school, and
			 connections to family and community.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID0fb66480af48423a807fdec65950669d"><enum>(3)</enum><header display-inline="yes-display-inline">Leadership and community
			 involvement</header><text display-inline="yes-display-inline">The extent to
			 which the application demonstrates the leadership and substantive involvement
			 of the business community, the mayor or appropriate chief executive officers of
			 the general purpose local government, and the public and nonprofit sectors of
			 the community served by the grant.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID102e07b2d6134bff940fbf02c2972443"><enum>(4)</enum><header display-inline="yes-display-inline">Leveraging and sustainability</header><text display-inline="yes-display-inline">The extent to which the application
			 demonstrates that resources from multiple sources will be leveraged to
			 implement the grant, and the extent to which the application demonstrates a
			 plan for sustainability beyond the grant period.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="IDf8a771c186b741bfb834eadfa212a618" section-type="subsequent-section"><enum>8.</enum><header display-inline="yes-display-inline">Use of funds</header>
			<subsection commented="no" display-inline="no-display-inline" id="idBFB1745293634970A11BE274E5E98C3D"><enum>(a)</enum><header display-inline="yes-display-inline">Subgrants</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idC28B94E217B74124A9E195A077412EB2"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Each eligible entity receiving a grant
			 under section 4 shall use the grant funds—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id81A7543C64694AA59350400E22D71653"><enum>(A)</enum><text display-inline="yes-display-inline">to award subgrants and contracts to
			 community-based organizations and other entities to enable the organizations
			 and entities to provide a comprehensive array of coordinated activities that
			 will—</text>
						<clause commented="no" display-inline="no-display-inline" id="id2321754F04194CF19B7A5C15507B15C4"><enum>(i)</enum><text display-inline="yes-display-inline">support the educational, vocational,
			 social, emotional, and civic needs of young people in disadvantaged situations;
			 and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id87EEBE6083E049B1AE058C77138B36A6"><enum>(ii)</enum><text display-inline="yes-display-inline">allow such young people to graduate from
			 secondary school, attain a postsecondary credential, including a 2-year or
			 4-year credential from an institution of higher education, an
			 industry-recognized credential, or certification from a registered
			 apprenticeship program, and secure and succeed in a family-supporting
			 career;</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDb0fb39e62000451a891a89c73a5d1f20"><enum>(B)</enum><text display-inline="yes-display-inline">for training, technical assistance, and
			 professional development for the organizations and entities that is offered by
			 local or national organizations;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2B31350518B84B39A6D21B59E8CFDA78"><enum>(C)</enum><text display-inline="yes-display-inline">for coordinating the overall effort of the
			 eligible entity; or</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID74053f9e96f44bdf9ed64e2089c59e63"><enum>(D)</enum><text display-inline="yes-display-inline">for the reasonable costs associated with
			 the administration and oversight of the grants under section 4.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2A9153FC876E4F4588393D5DD74674F0"><enum>(2)</enum><header display-inline="yes-display-inline">Use of subgrant funds</header><text display-inline="yes-display-inline">Each organization or entity receiving a
			 subgrant or contract under this Act—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idA818FEEEFFA644F68959655A1457F88D"><enum>(A)</enum><text display-inline="yes-display-inline">shall use the subgrant or contract funds to
			 carry out a workforce preparation service, an education support service, or a
			 youth support service, described in paragraphs (1), (2), and (3) of subsection
			 (b), respectively; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC1C3DA2CC5A7416DB683DC58FA2C9434"><enum>(B)</enum><text display-inline="yes-display-inline">may use the subgrant or contract funds to
			 carry out an activity described in paragraph (4) or (5) of subsection
			 (b).</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id7D09D73856354E74B7795AA9F137B436"><enum>(b)</enum><header display-inline="yes-display-inline">Allowable activities</header><text display-inline="yes-display-inline">The services and activities referred to in
			 subsection (a)(2) include the following:</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID6d7184bdf8b641efb7fce8b9e21eddfe"><enum>(1)</enum><header display-inline="yes-display-inline">Work and career preparation</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID0401d86ac4574a99a7d24b1132ee130b"><enum>(A)</enum><header display-inline="yes-display-inline">Workforce preparation</header><text display-inline="yes-display-inline">Job training, youth entrepreneurship,
			 technological and vocational skill building, meaningful internship and
			 apprenticeship opportunities, and other workforce preparation activities
			 developed in partnership with the business community and other
			 employers.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDd7b4c7ce45e94b2e9dbe0d64f14e343a"><enum>(B)</enum><header display-inline="yes-display-inline">Exposure and preparation for
			 careers</header><text display-inline="yes-display-inline">Strategies that will
			 expose young people in disadvantaged situations to, and prepare such young
			 people for, careers, including careers in high-growth, high-demand industries
			 that require the use of science, technology, engineering, and mathematics
			 skills.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID8489ebe7d90244d8aa32a6303e36d067"><enum>(C)</enum><header display-inline="yes-display-inline">Applied
			 skills</header><text display-inline="yes-display-inline">Strategies that
			 promote the development of applied skills in such young people, including oral
			 and written communication, teamwork, leadership, critical thinking, and a
			 commitment to social and civic responsibility, including service-learning
			 activities.</text>

			 opportunities</header><text display-inline="yes-display-inline">Other services
			 or opportunities that the Secretary or the eligible entity determine will help
			 carry out the purposes of this Act.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID07bc59742d6b448eae1742ad8a2a3afe"><enum>(c)</enum><header display-inline="yes-display-inline">Eligible participants</header><text display-inline="yes-display-inline">An eligible entity receiving a grant under
			 section 4 shall ensure that, of the group of young people in disadvantaged
			 situations who receive the services and participate in the activities described
			 in subsections (a) and (b) under the grant, not less than 75 percent of the
			 group shall be young people who—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idC2DCFDBDB20E4034AD3BCF553D504B09"><enum>(1)</enum><text display-inline="yes-display-inline">left secondary school without receiving a
			 secondary school diploma; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID3c50becd10a2487d9f106bc5b86b06f8"><enum>(2)</enum><text display-inline="yes-display-inline">regardless of educational status—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id820CA4A761DA4E0C854FDC619B76A933"><enum>(A)</enum><text display-inline="yes-display-inline">face a barrier to employment or do not have
			 the skills to obtain employment or enter postsecondary education; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDab84a36432ab4a86a3e5e2302da5be38"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="id68C99D9024FF4E9CA35B18BA9DCCB084"><enum>(i)</enum><text display-inline="yes-display-inline">are or were previously homeless children
			 and youths;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idC7BCBED558A24A8DB1424F3A00BCD248" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">were previously under the care and
			 placement responsibility of the State agency responsible for administering a
			 plan under parts B and E of title IV of the Social Security Act (42 U.S.C. 621
			 et seq., 670 et seq.);</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idA4448EA2FB364629A3216FC67F37406B" indent="up1"><enum>(iii)</enum><text display-inline="yes-display-inline">were under the custody of the juvenile
			 justice or criminal justice system; or</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id86F02DCFB14C4B5389B719D1A2053CAD" indent="up1"><enum>(iv)</enum><text display-inline="yes-display-inline">have a disability.</text>
						</clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDcce42fa6a7bd4cf3904caa0d9b4b0e90"><enum>(d)</enum><header display-inline="yes-display-inline">Waiver of multiple service
			 requirement</header><text display-inline="yes-display-inline">The Secretary may
			 waive the requirement of subsection (a) regarding the provision of a
			 comprehensive array of coordinated activities for an eligible entity receiving
			 a grant under section 4 to permit not more than 25 percent of the young people
			 served by the eligible entity under the grant to receive only 1 or more
			 services among the allowable activities described in subsection (b) if the
			 eligible entity determines that such young people only need 1 or more such
			 services in order to—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idBFD22C978ED544A6B1786EB9DFB3D68A"><enum>(1)</enum><text display-inline="yes-display-inline">attain a secondary school diploma;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE013564CBB7644C8AFE0D753B4970491"><enum>(2)</enum><text display-inline="yes-display-inline">attain a recognized postsecondary
			 credential, including a 2-year or 4-year credential from an institution of
			 higher education, an industry-recognized credential, or certification from a
			 registered apprenticeship program; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0E0E15B7B5F14A93BF15F347DC24F353"><enum>(3)</enum><text display-inline="yes-display-inline">secure and succeed in a family-supporting
			 career.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="IDabbfa40745e540f3b47362208cb8f1a4" section-type="subsequent-section"><enum>9.</enum><header display-inline="yes-display-inline">Accountability, performance measures, and
			 evaluation</header>
			<subsection commented="no" display-inline="no-display-inline" id="ID7a4cd072e9dc4706aca23967bba48e1f"><enum>(a)</enum><header display-inline="yes-display-inline">Purpose</header><text display-inline="yes-display-inline">The purpose of this section is to establish
			 an accountability system, comprised of the activities described in this
			 section, in order to—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID7191a25a31f542a3a40ef212c021f113"><enum>(1)</enum><text display-inline="yes-display-inline">assess the effectiveness of grants under
			 section 4 in helping disadvantaged youth—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idF8B78354D54044F29BCF7BA8CA540A07"><enum>(A)</enum><text display-inline="yes-display-inline">attain a secondary school diploma;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8C338D1E8C2542EA8E185ED5548303EE"><enum>(B)</enum><text display-inline="yes-display-inline">attain a 2-year or 4-year credential from
			 an institution of higher education, an industry recognized credential, or
			 certification from a registered apprenticeship program; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id639A439A966C4BEAB9E3C4C23A9D8E90"><enum>(C)</enum><text display-inline="yes-display-inline">secure and succeed in a family-supporting
			 career;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID14599a97b2f14775a3da3db0484506f0"><enum>(2)</enum><text display-inline="yes-display-inline">identify and disseminate effective
			 practices to strengthen performance; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6271eccd7ad14971bddd4523934cb831"><enum>(3)</enum><text display-inline="yes-display-inline">maximize the return on investment of
			 Federal funds in activities assisted pursuant to a grant under section
			 4.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID5da24dd907af490abcd508509d1799b0"><enum>(b)</enum><header display-inline="yes-display-inline">Performance measures</header>
				<paragraph commented="no" display-inline="no-display-inline" id="IDd889ff9cf98c47eea001fe8012ba943f"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">For each eligible entity, performance
			 measures shall consist of the indicators of performance described in paragraph
			 (2) and the level of performance described in paragraph (3).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID374a341c25ee4df983fe8553760e8232"><enum>(2)</enum><header display-inline="yes-display-inline">Indicators of performance</header><text display-inline="yes-display-inline">The indicators of performance referred to
			 in paragraph (1) shall consist of the following:</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID3b036c1d17e04b7cabbfcb978e9fcdcd"><enum>(A)</enum><header display-inline="yes-display-inline">Interim indicators</header>
						<clause commented="no" display-inline="no-display-inline" id="ID416449c5a1ad455bb9f20c0c5796abce"><enum>(i)</enum><header display-inline="yes-display-inline">Youth participation</header><text display-inline="yes-display-inline">Youth participation in activities funded
			 under section 4.</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDddfa29e54cd54e0584ce84e939f44713"><enum>(ii)</enum><header display-inline="yes-display-inline">Youth
			 progress</header><text display-inline="yes-display-inline">Youth progress
			 towards attainment of a secondary school diploma.</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDac1ecb6ef028481b8707baa0dafa002f"><enum>(iii)</enum><header display-inline="yes-display-inline">Youth attainment</header><text display-inline="yes-display-inline">Youth attainment of a secondary school
			 diploma.</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID57b12f7cfe564f9cb470d3f270614188"><enum>(B)</enum><header display-inline="yes-display-inline">Transitional indicators</header>
						<clause commented="no" display-inline="no-display-inline" id="ID09ed5e2fddd7432c932a3fe3ecbf4923"><enum>(i)</enum><header display-inline="yes-display-inline">Diploma, and entrance into education or
			 employment</header><text display-inline="yes-display-inline">Youth acquisition
			 of a secondary school diploma, and entrance into postsecondary education or
			 employment.</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDc5088f66ef134c3f958d954c11cf8e4d"><enum>(ii)</enum><header display-inline="yes-display-inline">Credential</header><text display-inline="yes-display-inline">Youth attainment of 1 or more recognized
			 postsecondary credentials, which may include a certificate, a license, a
			 journey-status card, or an associate degree or baccalaureate degree.</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID99fc37a3f08f48f190e66eeed4217be4"><enum>(C)</enum><header display-inline="yes-display-inline">Long-term indicators</header>
						<clause commented="no" display-inline="no-display-inline" id="IDd6e9512ba2f642b892b2f9bf51e1b441"><enum>(i)</enum><header display-inline="yes-display-inline">Employment, diploma, and
			 credential</header><text display-inline="yes-display-inline">Employment of
			 individuals who participated in activities funded under section 4, attained a
			 secondary school diploma, and attained 1 or more recognized credentials, which
			 may include a certificate, license, journey-status card, or associate degree or
			 baccalaureate degree.</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID58c65ebfdab947bbab23b9d88517eccf"><enum>(ii)</enum><header display-inline="yes-display-inline">Initial wage or salary level</header><text display-inline="yes-display-inline">The initial wage or salary level of
			 individuals described in clause (i).</text>
						</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDf17e5c6acadb4d82820b57a4c1341130"><enum>(3)</enum><header display-inline="yes-display-inline">Level of performance</header><text display-inline="yes-display-inline">For each indicator of performance described
			 in paragraph (2), the Secretary, in coordination with the eligible entity,
			 shall determine a level of performance expressed in objective, quantifiable,
			 and measurable form and in a way to show the progress of the eligible entity
			 toward continuously improving performance.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID501d235e3efb411a91fee7ef593a4788"><enum>(4)</enum><header display-inline="yes-display-inline">Eligible entity measures</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID393d899b83d54acf88464dc964eac05d"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Each eligible entity that receives a grant
			 under section 4 shall reach agreement with the Secretary on the levels of
			 performance for the years covered by the grant. The levels of performance shall
			 take into account the economic conditions of the area served, youth
			 characteristics, secondary school graduation rates, and the activities or
			 services provided under the grant.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDd96fb2ed11e747bdaa1ffc33a0af1524"><enum>(B)</enum><header display-inline="yes-display-inline">Adjustments</header><text display-inline="yes-display-inline">If unanticipated circumstances arise
			 resulting in a significant change in the economic conditions, youth
			 characteristics, secondary school graduation rates, or activities or services
			 provided in the community served under the grant, then the eligible entity may
			 request that the Secretary adjust the level of performance for the eligible
			 entity.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDc294aaafbe19400ea1f9eaf4396ee48a"><enum>(c)</enum><header display-inline="yes-display-inline">Assurance</header><text display-inline="yes-display-inline">Each eligible entity that receives a grant
			 under section 4 shall provide an assurance to the Secretary, as part of the
			 application submitted under section 5, that the eligible entity will—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id27B9A81D28194E199C41162D64371F03"><enum>(1)</enum><text display-inline="yes-display-inline">report progress toward achieving the
			 indicators under subsection (b) beyond the grant period for young people served
			 under the grant; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC1C7E985F8B945DA9714A8BB42F4125A"><enum>(2)</enum><text display-inline="yes-display-inline">use funds provided under the grant for such
			 progress reporting.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDeebcac35a9b145948a6a7ceb395440e3"><enum>(d)</enum><header display-inline="yes-display-inline">Reports</header>
				<paragraph commented="no" display-inline="no-display-inline" id="ID7cd3195855e74e059030e5f564349e83"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Each eligible entity that receives a grant
			 under section 4 shall annually, for each year of the grant, provide a report to
			 the Secretary that includes the progress of the eligible entity in
			 accomplishing the performance measures for the eligible entity. The annual
			 report shall include—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="IDb70150eb658e45729246bebd5c7dd215"><enum>(A)</enum><text display-inline="yes-display-inline">information on the progress each eligible
			 entity made in accomplishing its performance measures, disaggregated by the
			 subgroups described in section 1111(b)(2)(C)(v)(II) of the Elementary and
			 Secondary Education Act of 1965 (20 U.S.C. 6311(b)(2)(C)(v)(II));</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID0d2b1f0575f9446ba9ec4c7b3c606782"><enum>(B)</enum><text display-inline="yes-display-inline">the costs of the activities supported under
			 the grant under section 4, including—</text>
						<clause commented="no" display-inline="no-display-inline" id="ID645a705fd4924d78a0caff991893cc2e"><enum>(i)</enum><text display-inline="yes-display-inline">the type of cost, such as cash, personnel,
			 equipment, supplies, or materials, or other cost;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDe371bec732624422befe38ad7c527420"><enum>(ii)</enum><text display-inline="yes-display-inline">the sources used to pay such costs, such
			 as—</text>
							<subclause commented="no" display-inline="no-display-inline" id="id625B85F3FC3A4B63859C713AF0BEC5AD"><enum>(I)</enum><text display-inline="yes-display-inline">funding from other Federal, State, or local
			 public programs; or</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="id767FC1854A4A48D5BFC1C651F37A4344"><enum>(II)</enum><text display-inline="yes-display-inline">private sector or philanthropic
			 contributions; and</text>
							</subclause></clause><clause commented="no" display-inline="no-display-inline" id="id6F90FC2D8A24463AB9248279AB452769"><enum>(iii)</enum><text display-inline="yes-display-inline">the dollar value of the resources leveraged
			 to cover such costs and support the activities;</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDe4daa88c9e7b406dbcc440aa39fbd6da"><enum>(C)</enum><text display-inline="yes-display-inline">any fiscal and management accountability
			 information required by the Secretary, which information shall use sound
			 financial and management practices;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID3608b00331064649a5d0b1fe84e872c1"><enum>(D)</enum><text display-inline="yes-display-inline">the characteristics and number of young
			 people in disadvantaged situations served by the services and activities
			 provided under the grant; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID98f67305266f4ef68c69be48b51be908"><enum>(E)</enum><text display-inline="yes-display-inline">the services and supports provided under
			 the grant.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDf7efc4b957454b84a71da9722835d03d"><enum>(2)</enum><header display-inline="yes-display-inline">Valid and reliable
			 information</header><text display-inline="yes-display-inline">In preparing the
			 reports under this subsection, each eligible entity shall establish procedures,
			 consistent with guidelines issued by the Secretary, to ensure that the
			 information contained in the reports is valid and reliable.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID9d253117605048a68c55b17c48bb5e24"><enum>(e)</enum><header display-inline="yes-display-inline">Evaluation</header><text display-inline="yes-display-inline">Not later than 90 days after the date of
			 enactment of this Act, the Secretary shall award a grant or a contract to an
			 entity outside the Department of Labor for an evaluation of the activities
			 assisted under the grants awarded under section 4. Such evaluation
			 shall—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id1CA5CD94B97847B2B5E5684D97229182"><enum>(1)</enum><text display-inline="yes-display-inline">evaluate a subgroup of eligible entities
			 that received a grant under section 4;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB4647FA4A3304430BA0979D92A7A1B2B"><enum>(2)</enum><text display-inline="yes-display-inline">include an analysis and documentation of
			 the strategies implemented by the eligible entities assisted under the grants
			 awarded under section 4 and the key lessons learned, as such lessons relate to
			 program design, systems coordination, and implementation;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID30ae2d78c6bb4b8a8fddb4d3c99c4e85"><enum>(3)</enum><text display-inline="yes-display-inline">measure the outcomes, and progress toward
			 the outcomes, of the strategies implemented under the grants under section 4 in
			 terms of the interim and transitional indicators of performance under
			 subsection (b)(2), and if feasible, the long-term indicators of performance
			 under such subsection;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID344cb666107943609e6501fc129f970e"><enum>(4)</enum><text display-inline="yes-display-inline">document the incremental progress of such
			 young people over time on the outcomes measured under paragraph (3);</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9b06cc191e4547da975eadddcb4485bf"><enum>(5)</enum><text display-inline="yes-display-inline">measure the return on investment resulting
			 from the activities funded with grants under section 4; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID517b625306814e77925397aaf9eaf637"><enum>(6)</enum><text display-inline="yes-display-inline">begin as soon as practicable after the
			 awarding of the grant or contract under this section and continue throughout
			 the duration of the periods of the grants under section 4 so that the plans
			 included in the applications under section 5 may be informed by, and conducive
			 to, the evaluation.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="ID935cb6ba9eb24134b82aedafb52eec7c" section-type="subsequent-section"><enum>10.</enum><header display-inline="yes-display-inline">Technical assistance and best
			 practices</header><text display-inline="no-display-inline">The Secretary
			 shall—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="id55E91C65CB5847BD99240DD397C4E7B6"><enum>(1)</enum><text display-inline="yes-display-inline">in consultation with the Federal Youth
			 Development Council and the Coordinating Council on Juvenile Justice and
			 Delinquency Prevention established under section 206 of the Juvenile Justice
			 and Delinquency Prevention Act of 1974 (42 U.S.C. 5616), the Shared Youth
			 Vision, and other related agencies, disseminate best practices that emerge from
			 the program assisted under this Act in identifying young people in
			 disadvantaged situations, and in implementing effective public and private
			 strategies for preparing such young people to be successful students, workers,
			 and citizens during and after implementation of the program; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id42A5EE5C3D5D4FFEAE70C01A34C935AA"><enum>(2)</enum><text display-inline="yes-display-inline">provide, directly or through a grant or
			 contract with 1 or more nonprofit organizations selected through a competitive
			 process, training, technical assistance, and professional development for
			 organizations serving young people in disadvantaged situations, including
			 organizations serving such young people that do not receive funding under this
			 Act.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="IDe91b54b8c91144199e0c0aa643cf7997" section-type="subsequent-section"><enum>11.</enum><header display-inline="yes-display-inline">Authorization of appropriations</header>
			<subsection commented="no" display-inline="no-display-inline" id="ID4944e9e05d7640808bbd9864a671bc59"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">There are authorized to be appropriated to
			 carry out this Act $1,000,000,000 for fiscal year 2010 and such sums as may be
			 necessary for each of the fiscal years 2011 through 2014.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID91f98a55ca5f4b0aab8449e5cc0906e5"><enum>(b)</enum><header display-inline="yes-display-inline">Allocation</header><text display-inline="yes-display-inline">Of the amounts appropriated to carry out
			 this section for each fiscal year, the Secretary shall use—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID535a38f6729245fa99e8adfded476f54"><enum>(1)</enum><text display-inline="yes-display-inline">not less than 90 percent of such amount for
			 grants to eligible entities under section 4; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDa0f234dc88994d5581dc49f8e9882b33"><enum>(2)</enum><text display-inline="yes-display-inline">a total of not more than 10 percent of such
			 amount for the evaluation under section 9(b) and the training, technical
			 assistance, and dissemination of best practices under section 10.</text>
				</paragraph></subsection></section></legis-body>
