		<section commented="no" display-inline="no-display-inline" id="H509638D1BBB74045ACB6CDE504A97178" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Clean energy technology business
			 competition grant program</header>
			<subsection commented="no" display-inline="no-display-inline" id="HB3117DFBFDBC473A86E7D10526A3656D"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary of Energy (referred to in
			 this section as the <quote>Secretary</quote>) may provide grants to
			 organizations to conduct business competitions that provide incentives,
			 training, and mentorship to entrepreneurs and early stage start-up companies
			 throughout the United States to meet high priority economic, environmental, and
			 energy security goals in areas including energy efficiency, renewable energy,
			 air quality, water quality and conservation, transportation, smart grid, green
			 buildings, and waste management.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id623945FCABF74B52B22F4A99057CBFC7"><enum>(b)</enum><header display-inline="yes-display-inline">Purposes</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id0A01578E06104E9BAA43EDCF02B6621F"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The competitions described in subsection
			 (a) shall have the purposes of—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id05811979AC6549F4814DD60B03F18BC5"><enum>(A)</enum><text display-inline="yes-display-inline">accelerating the development and deployment
			 of clean energy technology businesses and green jobs;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID2616af076a8742d7b9aab6025844e2aa"><enum>(B)</enum><text display-inline="yes-display-inline">stimulating green economic
			 development;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id585A73D18A144DA2B0579E91FE5073A9"><enum>(C)</enum><text display-inline="yes-display-inline">providing business training and mentoring
			 to early stage clean energy technology companies; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idFC8362F3290847CC813A8203F3A89EF4"><enum>(D)</enum><text display-inline="yes-display-inline">strengthening the competitiveness of United
			 States clean energy technology industry in world trade markets.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB9CDE2D00120401D80B2010FA2BD1253"><enum>(2)</enum><header display-inline="yes-display-inline">Priority</header><text display-inline="yes-display-inline">Priority shall be given to business
			 competitions that—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id818DEA7FE8D94B05AE568622DE389F1E"><enum>(A)</enum><text display-inline="yes-display-inline">are led by the private sector;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD18C7E5681BF47859C941EC0C9016649"><enum>(B)</enum><text display-inline="yes-display-inline">encourage regional and interregional
			 cooperation; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idF7EA12D943114089BFA80BB360DCA948"><enum>(C)</enum><text display-inline="yes-display-inline">can demonstrate the creation of
			 cost-effective green jobs through an annual publication of competition
			 activities and directory of companies.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H4840094B6B7246DA977DE8C95687922D"><enum>(c)</enum><header display-inline="yes-display-inline">Eligibility</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id1BE00D5F6309418CBE8C77BC1ACBBDAF"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">To be eligible for a grant under this
			 section, an organization shall be—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="H19CAFD8845D44A288C88C9CAE92925FC"><enum>(A)</enum><text display-inline="yes-display-inline">an organization described in section
			 501(c)(3) of the Internal Revenue Code of 1986 and exempt from taxation under
			 501(a) of that Code; or</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H5430905DDBE34DB8ABA59EA1E4A66E2B"><enum>(B)</enum><text display-inline="yes-display-inline">any sponsored entity of an organization
			 described in subparagraph (A) that is operated as a nonprofit entity.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H78D859D151FE4D6883EB2DBF1CC83A87"><enum>(2)</enum><header display-inline="yes-display-inline">Priority</header><text display-inline="yes-display-inline">In making grants under this section, the
			 Secretary shall give priority to organizations that can demonstrate broad
			 funding support from private and other non-Federal funding sources to leverage
			 Federal investment.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H0922B2D8B09E4C9E8C6289870048F868"><enum>(d)</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated to carry out this section $50,000,000.</text>
