		<official-title>To amend section 20 of the Securities Exchange Act of
		  1934 to allow for a private civil action against a person that provides
		  substantial assistance in violation of such Act.</official-title>

			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Liability for Aiding and Abetting
			 Securities Violations Act of 2009</short-title></quote>.</text>
		</section><section id="id4A56D100F1E54ACBB123C7F992B8EB3B" section-type="subsequent-section"><enum>2.</enum><header>Private civil action
			 for aiding and abetting</header><text display-inline="no-display-inline">Section 20(e) of the Securities Exchange Act
			 of 1934 (15 U.S.C. 78t(e)) is amended—</text>
			<paragraph id="idC06771CE3D114060B6CAC3B0D335E86A"><enum>(1)</enum><text>in the subsection
			 heading, by striking <quote><header-in-text level="subsection" style="OLC">Prosecution of</header-in-text></quote> and inserting
			 <quote><header-in-text level="subsection" style="OLC">Actions
			 against</header-in-text></quote>;</text>
			</paragraph><paragraph id="id7B95E7E77C654E988CA65F94F3A3EBA8"><enum>(2)</enum><text display-inline="yes-display-inline">by striking <quote>For purposes</quote> and
			 inserting the following:</text>

				deemed to be in violation of this title to the same extent as the person to
				whom such assistance is
