		  authorization of the Secretaries of Agriculture, Commerce, and the Interior to
		  provide service-learning opportunities on public lands, establish a grant
		  program for Indian Youth Service Corps, help restore the Nation’s natural,
		  cultural, historic, archaeological, recreational, and scenic resources, train a
		  new generation of public land managers and enthusiasts, and promote the value

			 201 of the Public Lands Corps Act of 1993 (16 U.S.C. 1701 note; 107 Stat. 848)
			 is amended to read as follows:</text>

			 Act</quote> is a reference to the Public Lands Service Corps Act of 1993 (16
			 U.S.C. 1721 et seq.; title II of Public Law 91–378).</text>
		</section><section id="H3D6533BD30D14244B78F90BD54F7FED7"><enum>4.</enum><header>Amendments to the
			 Public Lands Service Corps Act of 1993</header>
			<subsection id="HF8028E3B60C04103A3CDC8D5CB357444"><enum>(a)</enum><header>Name and project
			 description changes</header><text display-inline="yes-display-inline">The Act
			 is amended—</text>
				<paragraph id="HB9F85FEAA3C94085B4ADC726049B6853"><enum>(1)</enum><text>by striking
			 <quote>Public Lands Corps</quote> each place it appears and inserting
			 <quote>Public Lands Service Corps</quote>;</text>
				</paragraph><paragraph id="HCA201B5F3E4543AC9231969607CA05CA"><enum>(2)</enum><text>by striking
			 <quote>conservation center</quote> each place it appears and inserting
			 <quote>residential conservation center</quote>; and</text>
				</paragraph><paragraph id="H2151BBED73CC485680CEC63289D9CD85"><enum>(3)</enum><text display-inline="yes-display-inline">by striking <quote>appropriate conservation
			 projects</quote> each place it appears and inserting <quote>appropriate natural
			 and cultural resources conservation projects</quote>.</text>
				</paragraph></subsection><subsection id="H6F54BF79C63E4E57831127C94E193E9F"><enum>(b)</enum><header>Purpose</header><text display-inline="yes-display-inline">Section 202(b) of the Act is amended as
			 follows:</text>
				<paragraph id="H8FC5D37379674C38B83D76C05D64D3E6"><enum>(1)</enum><text display-inline="yes-display-inline">In paragraph (3), by striking
			 <quote>natural and cultural resources</quote> and inserting <quote>natural,
			 cultural, historic, archaeological, recreational, and scenic
			 resources</quote>.</text>
				</paragraph><paragraph id="H7EE47403BD8E4B58891F843CBACEEF1B"><enum>(2)</enum><text>In paragraph (4),
			 by striking <quote>and</quote> at the end.</text>

				program for Indian tribes to establish Indian Youth Corps so that Indian youth
				can benefit from Corps programs based on Indian lands, carrying out projects

				</paragraph></subsection><subsection id="HF6EC1EDB2128487293D0C6A41C39AD6D"><enum>(c)</enum><header>Definitions</header><text>Section
			 203 of the Act is amended as follows:</text>

			 paragraph (1) to read as follows:</text>

				cultural conservation project</term> means any project for the conservation,
				restoration, construction, or rehabilitation of natural, cultural, historic,
				archaeological, recreational, or scenic
				resources.</text>

				waters, the Great Lakes and their connecting waters, and submerged lands over
				which the United States exercises jurisdiction, except that such term does not
				include any Indian
				lands.</text>

			 end the following:</text>

				conservation centers</header><text display-inline="yes-display-inline">The term
				<term>residential conservation centers</term> means the facilities authorized
				under section 205.</text>
						</paragraph><paragraph id="H7DB9797B5C2A443BAA98499A2DAFBF9C"><enum>(15)</enum><header>Consulting
				intern</header><text display-inline="yes-display-inline">The term
				<term>consulting intern</term> means a consulting intern selected under section
				205.</text>
						</paragraph><paragraph id="ID8b843a8a1bd24cab912c7cfa7582c459"><enum>(16)</enum><header>Indian
				youth</header><text>The term <term>Indian youth</term> means an Indian between
				the ages of 16 and 25.</text>
						</paragraph><paragraph id="ID1c3031c93d6e49c8b9a2e1d394db0d69"><enum>(17)</enum><header>Indian Youth
				Corps</header><text>The term <term>Indian Youth Corps</term> means a Corps
				established under section 207 that—</text>
							<subparagraph id="ID03d984996c9441e49370a8621ab3f6bd"><enum>(A)</enum><text>enrolls a
				majority of Indian youth;</text>
							</subparagraph><subparagraph id="ID1215ec5c7862411082b5c9d952414e94"><enum>(B)</enum><text>engages in
				service projects based on Indian lands; and</text>
							</subparagraph><subparagraph id="ID081e5fca954548a4bbe4ded572b7459b"><enum>(C)</enum><text>is administered
				by—</text>
								<clause id="IDc23749c5def649ad8391db643415e66c"><enum>(i)</enum><text>an Indian
				tribe;</text>
								</clause><clause id="ID3ea2884ec7ba4f40b951a25c3c5b5f39"><enum>(ii)</enum><text>a coalition or
				consortium of Indian tribes; or</text>
								</clause><clause id="IDe3a133f356f44e9fa1dcd5ebb6eee1ce"><enum>(iii)</enum><text>a tribally
				authorized organization.</text>
								</clause></subparagraph></paragraph><paragraph id="ID7e2400a5d7eb4fd7b641cdf4f887a8f9"><enum>(18)</enum><header>Tribally
				authorized organization</header><text>The term <term>tribally authorized
				organization</term> means a qualified youth or conservation corps eligible for
				grants under section 207 that—</text>
							<subparagraph id="IDfd96fcbf13ac43698788e8564f42270d"><enum>(A)</enum><text>is acting on
				behalf of an Indian tribe pursuant to a tribal resolution that—</text>
								<clause id="ID4aeb54ce54c2417cbd3c0ceae4dcfb9d"><enum>(i)</enum><text>describes the
				agreement between the Indian tribe and the organization under which the
				organization provides a service or operates a program for the benefit of the
				members of the Indian tribe;</text>
								</clause><clause id="ID6bbcabf9f8e144c09982499e06472483"><enum>(ii)</enum><text>is designed to
				ensure that the Indian tribe—</text>
									<subclause id="id75B31695865D417188C8FCC887ADB22B"><enum>(I)</enum><text>retains the
				authority to approve the actions of the organization on behalf of the Indian
				tribe; and</text>
									</subclause><subclause id="idE3EF524077BB4FA6B1F0B8F931F24862"><enum>(II)</enum><text>is the sole
				beneficiary of the service or program carried out by the organization for the
				Indian tribe; and</text>
									</subclause></clause><clause id="IDbe5045c48e9f4840ac9e0a7fb6b752ca"><enum>(iii)</enum><text>carries out
				Indian Youth Corps activities described in section 207(b) based on Indian
				lands, as determined by the Indian tribe, to serve the purposes of the Indian
				Youth
				Corps.</text>
								</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H416C32E729F54090A7492166F73E30E2"><enum>(d)</enum><header>Public Lands
			 Service Corps program</header><text>Section 204 of the Act is amended as
			 follows:</text>
				<paragraph id="H5259A891A0E14A2C8197728F27590C22"><enum>(1)</enum><text display-inline="yes-display-inline">By striking subsection (a) and inserting
			 the following:</text>
					<quoted-block display-inline="no-display-inline" id="id7DA4334D64D149779BA04AA74836AC53" style="OLC">
						<subsection id="ID44792445f8ad4468a8d043b6c49c5dd0"><enum>(a)</enum><header>Establishment
				of Public Lands Service Corps</header>
							<paragraph id="id506B7B6515BE45789413E02DE768E0EA"><enum>(1)</enum><header>In
				general</header><text>There is established in the Department of the Interior,
				the Department of Agriculture, and the Department of Commerce a Public Lands
				Service Corps. The Secretary of the Interior shall establish a department-level
				office to coordinate Public Lands Service Corps activities within the
				Department of the Interior. The Secretary of Agriculture shall establish within
				the Forest Service an office to coordinate Public Lands Service Corps
				activities within that agency. The Secretary of Commerce shall establish within
				the National Oceanic and Atmospheric Administration an office to coordinate
				Public Lands Service Corps activities within that agency. The Secretary of each
				department shall designate a Public Lands Service Corps coordinator for each
				agency within that department that administers public land service corps
				activities.</text>
							</paragraph><paragraph id="id213A0B0BCA2D436E81787AACF5B814B5"><enum>(2)</enum><header>Establishment
				of Indian Youth Service Corps liaison</header><text>The Secretary of the
				Interior shall establish an Indian Youth Service Corps liaison that
				will—</text>
								<subparagraph id="id8E3D858980304814BAA07E303D73B812"><enum>(A)</enum><text>provide outreach
				to Indian tribes about contracting and grant opportunities for establishing
				Corps programs on Indian lands; and</text>
								</subparagraph><subparagraph id="idB09AEE35DB8D445B8E75E9CF18B6D391"><enum>(B)</enum><text>coordinate with
				the Corporation for National Service’s Tribal Liaison to identify and establish
				Corps opportunities on Indian
				lands.</text>
								</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HC8E787A72ACC4FBB994A9698D40721F9"><enum>(2)</enum><text>In subsection (b),
			 by inserting <quote>for a period of not more than 2 years</quote> after
			 <quote>who are enrolled</quote>.</text>
				</paragraph><paragraph id="HCD991460086E41B3B53BC764654E32B9"><enum>(3)</enum><text>In subsection
			 (c)—</text>
					<subparagraph id="H6BC9FAE328294146AD395C1A41FA5835"><enum>(A)</enum><text>by striking
			 <quote>priority</quote> each place it appears;</text>
					</subparagraph><subparagraph id="H792189D392E44F51B7D63F05FF409153"><enum>(B)</enum><text>by redesignating
			 paragraph (2) as paragraph (3);</text>
					</subparagraph><subparagraph id="id5DC1B1F28F054D75A971251F7964087B"><enum>(C)</enum><text>in paragraph (3)
			 (as so redesignated), by inserting <quote>or awarding competitive grants to
			 Indian tribes or tribally authorized organizations under section 207</quote>
			 after <quote>paragraph (1)</quote>; and</text>
					</subparagraph><subparagraph id="H9830E9CC21C945F98A069D80D7DBB22E"><enum>(D)</enum><text>by inserting after
			 paragraph (1) the following:</text>
						<quoted-block display-inline="no-display-inline" id="HA8CB08A36F2E413DA4F586BA6A065E07" style="OLC">
							<paragraph id="HE5B3AF8AFF14477DB4BD987252FC4654"><enum>(2)</enum><header>Recruitment</header><text display-inline="yes-display-inline">The Secretary shall undertake, or contract
				for, a program to attract eligible youth to the Corps by publicizing Corps
				opportunities through high schools, colleges, employment centers, and other
				appropriate
				institutions.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HB390A1CAE6F6473CB6019860207A4B52"><enum>(4)</enum><text>By redesignating
			 subsections (d), (e), and (f) as subsections (e), (f), and (g),
			 respectively.</text>
				</paragraph><paragraph id="H66403C7C2158487A8D5A302E0022591E"><enum>(5)</enum><text>By inserting after
			 subsection (c) the following:</text>
					<quoted-block display-inline="no-display-inline" id="H0EE902B050FE400DA763B93FA3BB441B" style="OLC">
						<subsection id="HB042B6F455544F2A9A3D9A07E3B1F4B5"><enum>(d)</enum><header>Training</header><text display-inline="yes-display-inline">The Secretary shall establish a training
				program based at appropriate residential conservation centers or at other
				suitable regional Federal or other appropriate facilities or sites to provide
				training for Corps members. The Secretary shall—</text>
							<paragraph id="H31E9D13AFCFA403C95987DA872F8EAB5"><enum>(1)</enum><text>ensure that the
				duration and comprehensiveness of the training program shall be commensurate
				with the projects Corps members are expected to undertake;</text>
							</paragraph><paragraph id="H5C5EE4CBED34454BBAD66CD74C12BE57"><enum>(2)</enum><text display-inline="yes-display-inline">develop department-wide standards for the
				program that include training in—</text>
								<subparagraph id="H56A1E3124F6D4383954C82C8028B1896"><enum>(A)</enum><text>resource
				stewardship;</text>
								</subparagraph><subparagraph id="HDBB79628965E485F8DEADA19F2A0FF53"><enum>(B)</enum><text>health and
				safety;</text>
								</subparagraph><subparagraph id="H506FC2C450C14EDC94811DCDCDBE5801"><enum>(C)</enum><text>ethics for those
				in public service;</text>
								</subparagraph><subparagraph id="H2D6DBC8B70484D3FA638EE718E175A4B"><enum>(D)</enum><text>teamwork and
				leadership; and</text>
								</subparagraph><subparagraph id="H9E9CE9538A1C4E6DA182A963F79FF492"><enum>(E)</enum><text>interpersonal
				communications;</text>
								</subparagraph></paragraph><paragraph id="H9EF680A288D04B71AD372A063003266F"><enum>(3)</enum><text display-inline="yes-display-inline">direct the National Park Service, the
				Bureau of Land Management, and the United States Fish and Wildlife Service in
				the case of the Department of the Interior, the Forest Service in the case of
				the Department of Agriculture, and the National Oceanic and Atmospheric
				Administration in the case of the Department of Commerce, to develop
				agency-specific training guidelines to ensure that Corps members enrolled to
				undertake projects for a specific agency are appropriately informed about
				matters specific to that agency, including—</text>
								<subparagraph id="H93E7A25B11D94694AE83AC389FEDDE93"><enum>(A)</enum><text display-inline="yes-display-inline">the history and organization of the
				agency;</text>
								</subparagraph><subparagraph id="HB318C8FB7EEF4B44B8B804B67502C8CB"><enum>(B)</enum><text>the agency’s core
				values; and</text>
								</subparagraph><subparagraph id="H485A1DE4AAE34748815BE46F6F96AD06"><enum>(C)</enum><text>any
				agency-specific standards for the management of natural, cultural, historic,
				archaeological, recreational, and scenic resources; and</text>
								</subparagraph></paragraph><paragraph id="H65D6960CEA904D34A9480D96B66A8525"><enum>(4)</enum><text display-inline="yes-display-inline">take into account training already received
				by Corps members enrolled from qualified youth or conservation
				corps.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H2B0FAC7DA1D2436EA8D24C8025F6CB3D"><enum>(6)</enum><text>In subsection (e)
			 (as so redesignated)—</text>
					<subparagraph id="H9813C9EF904A430B9F0779F4B8272126"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>The
			 Secretary may utilize the Corps or any qualified youth or conservation corps to
			 carry out appropriate</quote> and inserting <quote>The Secretary may use the
			 Corps or any qualified youth or conservation corps to carry out, under
			 appropriate supervision and training, appropriate natural and cultural
			 resource</quote>; and</text>
					</subparagraph><subparagraph id="H67504E9BC6CB42E7BC2AF96CC8DD60F7"><enum>(B)</enum><text>by striking
			 <quote>on public lands.</quote> inserting the
			 following:</text>
						<quoted-block display-inline="yes-display-inline" id="HF4EA41CBDF444FA290EB5A2B851DA9ED" style="OLC">
							<text>on eligible service lands. Such
			 projects may include, but are not limited to, the
			 following:</text><subparagraph id="H02417AA096414056A7A564E944A00D76" indent="up1"><enum>(A)</enum><text display-inline="yes-display-inline">Protection, restoration, or enhancement of
				ecosystem components to promote species recovery, improve biological diversity,
				enhance productivity and carbon sequestration, and enhance adaptability and
				resilience of public lands and resources in the face of climate change and
				other natural and human disturbances.</text>
							</subparagraph><subparagraph id="HAD0F591A4A4E431685E13B0D45D4E03D" indent="up1"><enum>(B)</enum><text>Promoting the health of forest and
				public lands and coastal and marine areas, including—</text>
								<clause id="HEF66A74C5A4444E286F333882217C6D3"><enum>(i)</enum><text>protection and restoration of
				watersheds and forest, riparian, estuarine, grassland, coral reef, intertidal,
				or other habitat;</text>
								</clause><clause id="HE56F9E560C0D4A71B80C873CF0F5A186"><enum>(ii)</enum><text>reduction of wildfire risk and
				mitigation of damage from insects, disease, and disasters;</text>
								</clause><clause id="HD7EAA52736D648E7B170319E63382884"><enum>(iii)</enum><text>erosion control;</text>
								</clause><clause id="H388905676A1D4A24AA04064890DB951D"><enum>(iv)</enum><text>control or removal of invasive,
				noxious, or nonnative species; and</text>
								</clause><clause id="HEC83402214E244519B82D080267D751D"><enum>(v)</enum><text>restoration of native
				species.</text>
								</clause></subparagraph><subparagraph id="HCF39A2495B6D4E488FD0724213C8DE9D" indent="up1"><enum>(C)</enum><text>Collection of biological,
				archaeological, and other scientific data, including monitoring of
				climatological information, species populations and movement, habitat status,
				and other factors.</text>
							</subparagraph><subparagraph id="H36C9D1E03A0746C2B7367D7D7D7A0051" indent="up1"><enum>(D)</enum><text>Assisting in historical and cultural
				research, museum curatorial work, oral history projects, documentary
				photography, and activities that support the creation of public works of art
				related to public lands.</text>
							</subparagraph><subparagraph id="HFAC3334730964C7DBA1398778DC6D3EE" indent="up1"><enum>(E)</enum><text>Construction, repair, rehabilitation,
				and maintenance of roads, trails, campgrounds, and other visitor facilities,
				and employee housing, historic sites and structures, and facilities that
				further the purposes of the Public Lands Service
				Corps.</text>
							</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H42A8C3FD60E34F9A9D33D335EDFA6D5B"><enum>(C)</enum><text>By redesignating
			 paragraphs (2) and (3) as paragraph (4) and (5), respectively.</text>
					</subparagraph><subparagraph id="HBCA5299D1DD343CEA40F812CCB3E6251"><enum>(D)</enum><text>By inserting after
			 paragraph (1) the following:</text>
						<quoted-block display-inline="no-display-inline" id="HB249B4B3747C47599D27A143A65B8210" style="OLC">

				educational institute, friends group, or similar nonprofit partner organization
				for the purpose of providing training and work experience to Corps members in
				areas including, but not limited to, sales, office work, accounting, and
				management provided that the work experience directly relates to the protection
				and management of the public lands; and</text>
								</subparagraph><subparagraph id="H2431990676874AE79D01F6F3DE068221"><enum>(B)</enum><text>allow Corps
				members to help provide information and orientation services that promote
				visitor safety and enjoyment of public lands, and assist in the gathering of
				visitor use data.</text>
								</subparagraph></paragraph><paragraph id="H839C5AE3C0784CFBB70A6E8B34E50A04"><enum>(3)</enum><header>Interpretation</header><text display-inline="yes-display-inline">The Secretary may not assign Corps members
				to provide interpretation or education services for the public. However, under
				the direct and immediate supervision of an agency employee, Corps members
				may—</text>
								<subparagraph id="H129A1EC6CB8A4E71B5815E22DE7964A8"><enum>(A)</enum><text>provide
				orientation and information services to visitors;</text>
								</subparagraph><subparagraph id="H9354BD87F293478DAD7535D6858647FF"><enum>(B)</enum><text>assist agency
				employees in the delivery of interpretive or educational programs where
				audience size, environmental conditions, safety, or other factors make such
				assistance desirable;</text>
								</subparagraph><subparagraph id="HF7053BC8EE21475A84A6A9B741D19DD7"><enum>(C)</enum><text>present programs
				that relate the personal experience of the Corps member for the purpose of
				promoting public awareness of the Corps, its role in public land management
				agencies, and its availability to potential participants; and</text>
								</subparagraph><subparagraph id="H848CF986F0444DA3AC3A86786274A524"><enum>(D)</enum><text>create nonpersonal
				interpretive products, such as website content, Junior Ranger program books,
				printed handouts, and audiovisual
				programs.</text>
								</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="HE4FC0FC4F8864FFC976A056B979EE6E5"><enum>(E)</enum><text display-inline="yes-display-inline">In paragraph (4) (as so redesignated), by
			 striking <quote>Appropriate conservation projects</quote> and inserting
			 <quote>Appropriate natural and cultural resources conservation

				reasonably be expected to reside at their own homes, the Secretary may fund or

					</subparagraph></paragraph><paragraph id="H8BD1FF06B9324C6888EE3B45D1DC0D47"><enum>(3)</enum><text>By redesignating

						</subsection><subsection id="HF2C17B5AB8364F7C8B1027C12C8FBBA4"><enum>(e)</enum><header>Green
				buildings</header><text>The Secretary may seek the assistance of the Secretary
				of Energy in identifying and using solar and other green building technologies
				and modular housing designs that may be adapted for residential conservation
				center facilities, including—</text>
							<paragraph id="H5A47BF24BC2F48198C773A6DE9215E46"><enum>(1)</enum><text>designs from the
				Department of Energy’s Solar Decathlon competition; and</text>
							</paragraph><paragraph id="HBCA8B486FCDD4A208FF77786F09C5279"><enum>(2)</enum><text display-inline="yes-display-inline">logistical support, assistance and training
				from Solar Decathlon participants.</text>
							</paragraph></subsection><subsection display-inline="no-display-inline" id="H78A71D1D0FA6456DB4523E6CEFF334A9"><enum>(f)</enum><header>Mentors</header><text>The
				Secretary may recruit from programs, such as agency volunteer programs, and
				from veterans groups, military retirees, and active duty personnel, such adults
				as may be suitable and qualified to provide training, mentoring, and
				crew-leading services to Corps
				participants.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HAE6A1E1EB0394AD496A5B493DD820D8D"><enum>(5)</enum><text>In subsection (g)
			 (as so redesignated), by striking <quote>that are appropriate</quote> and all
			 that follows through the period and inserting <quote>that the Secretary
			 determines to be necessary for the residential conservation
			 center.</quote>.</text>
				</paragraph></subsection><subsection id="HB99D91724D4D4106AE32A1099666EB87"><enum>(f)</enum><header>Resource
			 assistants and consulting interns</header><text>Section 206 of the Act is
			 amended as follows:</text>

				enrollee and have completed at least one full year at a graduate or
				professional school that has been accredited by an accrediting body that has
				been recognized by the Secretary of Education. The Secretary may select
				consulting interns without regard to the civil service and classification laws,
				rules, or regulations of the United
				States.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H3AC87539B8F04CD28452DB412AECF511"><enum>(4)</enum><text>In subsection
			 (b)—</text>
					<subparagraph id="H8DB3C7478F114DF2AA8FE7290E21071C"><enum>(A)</enum><text>by striking
			 <quote>Whenever</quote> and inserting <quote>(1) Whenever</quote>; and</text>

				the Secretary may implement this section through such nonprofit organizations.
				Participating nonprofit organizations shall contribute to the expenses of
				providing and supporting the consulting interns through private sources of
				funding, at a level equal to 10 percent of the total costs of each participant
				in the consulting internship program who has been recruited and placed through
				that nonprofit organization. Any such participating nonprofit organization
				shall be required, by the respective land, coastal, or ocean management agency,
				to submit an annual report evaluating the scope, size, and quality of the
				program, including the value of work contributed by the consulting interns, to
				the mission of the
				agency.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="H4A0C79DB8974463D873809E5A90D6D03"><enum>(g)</enum><header>Technical
			 amendment</header><text display-inline="yes-display-inline">The Act is amended
			 by redesignating sections 207, 208, 209, 210, and 211 as sections 209, 210,
			 211, 212, and 213, respectively.</text>
			</subsection><subsection id="ID6860ac81f40c41068d075de4ff2e9fe2"><enum>(h)</enum><header>Indian Youth
			 Service Corps</header><text display-inline="yes-display-inline">The Act is
			 amended by inserting after section 206 the following:</text>
				<quoted-block display-inline="no-display-inline" id="idC3CC41100CF9497C9209019E281071D2" style="OLC">
					<section id="IDbb7c118863cc4e9da22d985d713ab0c4"><enum>207.</enum><header>Indian Youth
				Service Corps</header>
						<subsection id="ID02e7329e79374896b390d2df26cfd744"><enum>(a)</enum><header>Authorization
				of competitive grants</header><text>The Secretary is authorized to enter into
				cooperative agreements with, or make competitive grants to, Indian tribes and
				tribally authorized organizations for the establishment and administration of
				Indian Youth Corps.</text>
						</subsection><subsection id="ID84dc648c14584028b3482172ac231f11"><enum>(b)</enum><header>Application</header><text>To
				be eligible to receive assistance under this section, an Indian tribe or
				tribally authorized organization shall submit to the Secretary an application
				at such time, in such manner, and containing such information as the Secretary
				may require, including—</text>
							<paragraph id="ID2ee78c8c1fdd43d98d65bb11995d8a05"><enum>(1)</enum><text>a description of
				the methods by which Indian youth will be recruited for and retained in the
				Indian Youth Corps;</text>
							</paragraph><paragraph id="IDe5237916074744dfbd42df2c2fab88d7"><enum>(2)</enum><text>a description of
				the projects to be carried out by the Indian Youth Corps;</text>
							</paragraph><paragraph id="IDa2a0670208fd4bfc9d1d71d5461198ea"><enum>(3)</enum><text>a description of
				how the projects were identified by the Indian tribe or community to be served;
				and</text>
							</paragraph><paragraph id="ID90766e35decb447cad5ef16364c0418f"><enum>(4)</enum><text>an explanation of
				the impact of, and the direct community benefits provided by the proposed
				projects.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HDC2348CE8C2841C696AD1503D7103564"><enum>(i)</enum><header>Guidance</header><text>The
			 Act is amended by inserting after section 207 the following:</text>
				<quoted-block display-inline="no-display-inline" id="HF9314C62AB9B43C888D332D05FFD5569" style="OLC">
					<section id="H1B461EA75808477E9E7FF2C7E8136444"><enum>208.</enum><header>Guidance</header><text display-inline="no-display-inline">Not later than 18 months after funds are
				made available for this purpose, the Secretaries shall issue guidelines for the
				management of the Public Lands Service Corps programs for use by regional and
				State directors, and the supervisors of individual parks, forests, districts,
				sanctuaries, reserves, and
				refuges.</text>
					</section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HC88E166CA1DB4105818ED7333835E958"><enum>(j)</enum><header>Living
			 allowances and terms of service</header><text display-inline="yes-display-inline">Section 209 of the Act (as redesignated by
			 subsection (g)) is amended—</text>
				<paragraph id="HB0846199E514435393D07AC10020CC0E"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)—</text>
					<subparagraph id="id72138D4843A848518727605EF7C86295"><enum>(A)</enum><text display-inline="yes-display-inline">by inserting <quote>or the Indian Youth
			 Corps</quote> before <quote>and each resource assistant</quote>; and</text>
					</subparagraph><subparagraph id="idC2E83D842A6F4EF1A340212B75C6B1F1"><enum>(B)</enum><text display-inline="yes-display-inline">by adding at the end the
			 following:</text>
						<quoted-block display-inline="yes-display-inline" id="H25D9BE057CC443FF9632C2C4729C2CE1" style="OLC">
							<text>The Secretary
			 may—</text><paragraph id="H7F0219A2598A478597A6E6E45255AC60"><enum>(1)</enum><text display-inline="yes-display-inline">apply a cost-of-living differential to such
				allowances; and</text>
							</paragraph><paragraph id="HD42A3FDAF3EE44BFB11C5BA9BBA85EED"><enum>(2)</enum><text display-inline="yes-display-inline">reimburse Corps members for travel costs at
				the beginning and end of their term of service if the Secretary deems
				appropriate.</text>
							</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="ID6572ecf56cd14790b822d8e02da8d725"><enum>(2)</enum><text>by striking
			 subsection (b) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="idE8BFA5928EB34E5CBF555D077155EA1C" style="OLC">
						<subsection id="id3CE2F8090835459599685C440EF741E3"><enum>(b)</enum><header>Terms of
				service</header><text>Each participant in the Public Lands Service Corps or the
				Indian Youth Service Corps and each resource assistant shall agree to
				participate in the respective Corps or serve as a resource assistant, as
				applicable, for such term of service as may be established by the Secretary
				enrolling or selecting the individual. With respect to the Indian Youth Service
				Corps, the term of service shall be established in consultation with the
				affected Indian tribe or tribally authorized
				organization.</text>
						</subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H9015375E8E3F48F79568470C5E91EDED"><enum>(3)</enum><text>in subsection
			 (c)—</text>
					<subparagraph id="id1A96C084B11E4A8B8E1223CB5941DA4A"><enum>(A)</enum><text>in the subsection
			 heading, by inserting <quote><header-in-text level="subsection" style="OLC">preference and future employment</header-in-text></quote> after

			 paragraph (2) to read as follows:</text>

							<paragraph id="HEBF09855429C4145BB3EBC7290CD661E"><enum>(2)</enum><text display-inline="yes-display-inline">provide to a former member of the Public
				Lands Service Corps or the Indian Youth Service Corps noncompetitive hiring
				status for a period of not more than 2 years after the date on which the
				member's service with the respective Corps is complete, if the
				candidate—</text>
								<subparagraph id="H7D28855DB07E49B1B3453EDDA8E5F150"><enum>(A)</enum><text display-inline="yes-display-inline">has served a minimum of 960 hours on an
				appropriate natural or cultural resource conservation project that included at
				least 120 hours through the Public Lands Service Corps or the Indian Youth
				Service Corps; and</text>
								</subparagraph><subparagraph id="H77B5BB7361194394B2FAFE49142D430D"><enum>(B)</enum><text display-inline="yes-display-inline">meets Office of Personnel Management
				qualification standards for the position to which the candidate is
				applying;</text>
								</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="HB549FB70AA834E8CA5B6BF4B42136F54"><enum>(D)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H64A3DB32974A469AAF89CECC7CA13FC6" style="OLC">
							<paragraph id="H531E123A70A84F30ADD4A6E21C8DF1A4"><enum>(3)</enum><text display-inline="yes-display-inline">provide to an individual who has
				successfully fulfilled the consulting internship program noncompetitive hiring
				status for a period of not more than 2 years after the date on which the
				individual has completed a graduate degree from an accredited institution;
				and</text>
							</paragraph><paragraph id="HA3FD39E36631407CB1550E3A1950D388"><enum>(4)</enum><text display-inline="yes-display-inline">provide, or enter into contracts or
				cooperative agreements with qualified employment agencies to provide, alumni
				services such as job and education counseling, referrals, verification of
				service, communications, and other appropriate services to members who have
				completed their Public Lands Service Corps or Indian Youth Service Corps term
				of
				service.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="ID5a1f1910921f4be6a34a2cd038b31394"><enum>(k)</enum><header>National
			 service educational awards</header><text>Section 210 of the Act (as
			 redesignated by subsection (g)) is amended—</text>
				<paragraph id="idCC3B83E03D2C45ADAD9A0B20DE6AEFB6"><enum>(1)</enum><text>in subsection
			 (a), by inserting <quote>or the Indian Youth Service Corps</quote> before
			 <quote>or a resource assistant</quote>; and</text>
				</paragraph><paragraph id="id4F95AB4D901E4BF6B9B2AFFA1295E87D"><enum>(2)</enum><text>in subsection
			 (b), by inserting <quote>respective</quote> before <quote>Corps</quote>.</text>
				</paragraph></subsection><subsection id="ID5f850c552fbd4523a7ea05b0a04c4185"><enum>(l)</enum><header>Nondisplacement</header><text>Section
			 211 of the Act (as redesignated by subsection (g)) is amended by inserting
			 <quote>or the Indian Youth Service Corps</quote> before <quote>, to all
			 activities</quote>.</text>
			</subsection><subsection id="ID0af9ff43ed4b47a5bff7a275cbe1c204"><enum>(m)</enum><header>Funding</header><text>Section
			 212 of the Act (as redesignated by subsection (g)) is amended—</text>
				<paragraph id="idEA12F4F632F94427926D7E3ACF844334"><enum>(1)</enum><text>in subsection
			 (a)—</text>
					<subparagraph id="idF7989C77B6554EE982904CFE13C86F6F"><enum>(A)</enum><text>in paragraph (1),
			 by adding at the end the following: <quote>The Secretary may reduce the
			 non-Federal costs of a project to not less than 10 percent if the Secretary
			 determines that the reduction is necessary to enable participation from a
			 greater range of organizations.</quote>; and</text>
					</subparagraph><subparagraph id="id6E6462ACBA1B4754981951056900854F"><enum>(B)</enum><text>in paragraph
			 (2)—</text>
						<clause id="idFED5795B79564D7FB6B602CF938C6DB4"><enum>(i)</enum><text>by
			 striking the paragraph designation and heading and inserting the

			 the Act (as redesignated by subsection (g)) is amended—</text>
				<paragraph id="HC9E435C6BE2C4F6786162D2BC3BD1315"><enum>(1)</enum><text>by striking
			 subsection (a) and inserting the following:</text>
