			 and Nationality Act (8 U.S.C. 1182(a)(1)(C)(ii)) is amended by striking
			 <quote>section 101(b)(1)(F),</quote> and inserting <quote>subparagraph (F) or
			 (G) of section 101(b)(1);</quote>.</text>
		</section><section changed="deleted" committee-id="SSJU00" id="id426DD453B2BF4B8EBE9A3E8834C9962C" reported-display-style="strikethrough" section-type="subsequent-section"><enum>2.</enum><header>Sibling
			 adoptions</header><text display-inline="no-display-inline">Section 101(b)(1)(G)
			 of the Immigration and Nationality Act (8 U.S.C. 1101(b)(1)(G)) is
			 amended—</text>
			<paragraph id="idDE596F99561047159045452024D801CD"><enum>(1)</enum><text display-inline="yes-display-inline">in clause (i), by striking
			 <quote>and</quote> at the end;</text>
			</paragraph><paragraph id="idB155A5DA6A674C69A762B513651C58D7"><enum>(2)</enum><text display-inline="yes-display-inline">in clause (ii), by striking the period at
			 the end and inserting <quote>and</quote>; and</text>
			</paragraph><paragraph id="id32959A2CB5D749689382358C7CE11A18"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>

						</subclause><subclause id="idDE5E0258A4D645458930C637AE397A3C"><enum>(II)</enum><text display-inline="yes-display-inline">has been adopted abroad, or is coming to
				the United States for adoption, by the adoptive parent (or prospective adoptive
				parent) or parents of the sibling described in clause (i), subparagraph (E)(i),
				or subparagraph (F)(i); and</text>
						</subclause><subclause id="id23C26EC031ED4D4CB8BB2DD19DDFF76D"><enum>(III)</enum><text display-inline="yes-display-inline">is otherwise described in clause (i),
				except that the child is younger than 18 years of age at the time a petition is
				filed on his or her behalf for classification as an immediate relative under
				section
				201(b).</text>

		<section changed="added" committee-id="SSJU00" id="id762914D0A97D42448098F871A8C0872D" reported-display-style="italic" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as <quote><short-title>International Adoption Simplification
			 Act</short-title></quote>.</text>
		</section><section changed="added" committee-id="SSJU00" id="id86B7558B60F74C228741F4BC3AB9278D" reported-display-style="italic"><enum>2.</enum><header>Exemption from
			 vaccination documentation requirement</header><text display-inline="no-display-inline">Section 212(a)(1)(C)(ii) of the Immigration
			 and Nationality Act (8 U.S.C. 1182(a)(1)(C)(ii)) is amended by striking
			 <quote>section 101(b)(1)(F),</quote> and inserting <quote>subparagraph (F) or

			 adoptions</header><text display-inline="no-display-inline">Section 101(b)(1)(G)
			 of the Immigration and Nationality Act (8 U.S.C. 1101(b)(1)(G)) is amended to
			 read as follows:</text>
			<quoted-block changed="added" committee-id="SSJU00" display-inline="no-display-inline" id="id7855b1a0-1106-4b02-b1e0-be3a406d92c9" reported-display-style="italic" style="OLC">
				<subparagraph id="id0D8A4D0373C14798A184BF4584E42583"><enum>(G)</enum><clause commented="no" display-inline="yes-display-inline" id="idC01F2EFE9058463F9DB313853C42CF67"><enum>(i)</enum><text>a child, younger than
				16 years of age at the time a petition is filed on the child’s behalf to accord
				a classification as an immediate relative under section 201(b), who has been
				adopted in a foreign state that is a party to the Convention on Protection of
				Children and Co-operation in Respect of Intercountry Adoption done at The Hague
				on May 29, 1993, or who is emigrating from such a foreign state to be adopted
				in the United States by a United States citizen and spouse jointly or by an
				unmarried United States citizen who is at least 25 years of age,
				<italic>Provided</italic>, That—</text>
						<subclause changed="added" committee-id="SSJU00" id="id6BD20AF774C74709B8C83B6E93FBE103" indent="up1" reported-display-style="italic"><enum>(I)</enum><text>the Attorney General is
				satisfied that proper care will be furnished the child if admitted to the
				United States;</text>
						</subclause><subclause changed="added" committee-id="SSJU00" id="id5327863D0A384D08AEEF6748F5107762" indent="up1" reported-display-style="italic"><enum>(II)</enum><text>the child’s natural
				parents (or parent, in the case of a child who has one sole or surviving parent
				because of the death or disappearance of, abandonment or desertion by, the
				other parent), or other persons or institutions that retain legal custody of
				the child, have freely given their written irrevocable consent to the
				termination of their legal relationship with the child, and to the child’s
				emigration and adoption;</text>
						</subclause><subclause changed="added" committee-id="SSJU00" id="idFCAFD2D0213E4B3AB275D1F8CCE937FF" indent="up1" reported-display-style="italic"><enum>(III)</enum><text>in the case of a child
				having two living natural parents, the natural parents are incapable of
				providing proper care for the child;</text>
						</subclause><subclause changed="added" committee-id="SSJU00" id="idB94CC05D348740C180545795C386EB54" indent="up1" reported-display-style="italic"><enum>(IV)</enum><text>the Attorney General is
				satisfied that the purpose of the adoption is to form a bona fide parent-child
				relationship, and the parent-child relationship of the child and the natural
				parents has been terminated (and in carrying out both obligations under this
				subclause the Attorney General may consider whether there is a petition pending
				to confer immigrant status on one or both of such natural parents); and</text>
						</subclause><subclause changed="added" committee-id="SSJU00" id="id679B3C15D2544F04B2E86518478A6AE7" indent="up1" reported-display-style="italic"><enum>(V)</enum><text>in the case of a child
				who has not been adopted—</text>
							<item id="idD829C1052B55401D9A842B5EEC593990"><enum>(aa)</enum><text>the competent authority
				of the foreign state has approved the child’s emigration to the United States
				for the purpose of adoption by the prospective adoptive parent or parents;
				and</text>
							</item><item id="idD91CFBDE8AAE47E6A599A163CD49790F"><enum>(bb)</enum><text>the prospective adoptive
				parent or parents has or have complied with any pre-adoption requirements of
				the child’s proposed residence; and</text>
							</item></subclause></clause><clause changed="added" committee-id="SSJU00" id="idFC54F3FB58574A75B5E5F502394A04B4" indent="up1" reported-display-style="italic"><enum>(ii)</enum><text>except that no natural
				parent or prior adoptive parent of any such child shall thereafter, by virtue
				of such parentage, be accorded any right, privilege, or status under this
				chapter; or</text>
					</clause><clause changed="added" committee-id="SSJU00" id="id1a691e59-0cd4-47a4-a5d1-a4b0d8ba4950" indent="up1" reported-display-style="italic"><enum>(iii)</enum><text display-inline="yes-display-inline">subject to the same provisos as in clauses
				(i) and (ii), a child who—</text>
						<subclause id="idb7502d30-d846-495b-96c4-3b8f576051c0"><enum>(I)</enum><text display-inline="yes-display-inline">is a natural sibling of a child described
				in clause (i), subparagraph (E)(i), or subparagraph (F)(i);</text>
						</subclause><subclause id="id2ee794c3-f998-447d-aa3f-ef1f729706e8"><enum>(II)</enum><text display-inline="yes-display-inline">was adopted abroad, or is coming to the
				United States for adoption, by the adoptive parent (or prospective adoptive
				parent) or parents of the sibling described in clause (i), subparagraph (E)(i),
				or subparagraph (F)(i); and</text>
						</subclause><subclause commented="no" display-inline="no-display-inline" id="id7818158c-6042-42a3-8f40-c37c0fbf9245"><enum>(III)</enum><text display-inline="yes-display-inline">is otherwise described in clause (i),
				except that the child is younger than 18 years of age at the time a petition is
				filed on his or her behalf for classification as an immediate relative under
				section
				201(b).</text>

			 date</header><text display-inline="no-display-inline">The amendments made by
			 this Act shall take effect as if enacted on April 1, 2008.</text>
